[ES] El marco teórico del trabajo tiene como finalidad explicar los procesos de cooperación diseñados para las microempresas, con el propósito de establecer propuestas y argumentos para la formación de acuerdos, identificar los factores que afectan el desarrollo de los mismos, así como los sistemas de innovación nacional, regional y local para la animación de la cooperación entre firmas. Con ello, se propone una metodología para promover la cooperación entre microempresas, coordinada por agentes locales y la administración pública de los proyectos Micro y e-Micro (2002-2007) de la ciudad de Murcia.

[ES] Este trabajo analiza la relación entre el desarrollo regional y la creación de empresas desde una perspectiva micro del enfoque institucional, a partir de los stakeholders más relevantes que intervienen en el proceso. La contribución de los emprendedores al crecimiento económico regional viene siendo objeto de especial atención por los poderes públicos, para lo que se necesita un sistema de referencias que permita evaluar la adecuación de los programas públicos de fomento de la actividad emprendedora.

[ES] En España, la reciente normativa ha convertido la presencia equilibrada de mujeres y hombres en los Consejos de Administración en un elemento a incorporar en la gestión empresarial. El objetivo de este trabajo es identificar los grupos de interés (stakeholders) que demandan a las empresas esta presencia equilibrada utilizando la metodología de Mitchell et al. (1997) y Agle et al. (1999).

O instituto da Audiência Pública foi conferido às comissões permanentes do Congresso Nacional e está previsto no texto da Constituição Federal de 1988, no art. 58 §2º, II. Este trabalho tem o propósito de analisar as audiências públicas realizadas pela Comissão da Amazônia, Integração Nacional e de Desenvolvimento Regional (CAINDR) na 53ª Legislatura. Para tornar possível a pesquisa, elaborou-se um estudo de caso na CAINDR, órgão permanente da Câmara dos Deputados, para se averiguar como estão ocorrendo essas reuniões. Os resultados apurados mostraram que as audiências públicas realizadas pela CAINDR trataram dos mais diversos temas de interesse público e, em menor proporção, instruíram matérias em trâmite. Ao final da pesquisa, percebeu-se que existem variáveis impedindo que as audiências públicas atendam plenamente aos seus objetivos, que serão abordadas na análise dos dados e outras considerações, bem como na conclusão.

Analisa o andamento das propostas legislativas para eleições dos parlamentares do Mercosul em todos os Estados-Membros do bloco. Apresenta e avalia a situação das discussões sobre as eleições diretas nos Estados que ainda não aprovaram as diretrizes para as eleições mercosulinas, bem como a já aprovada e aplicada legislação eleitoral paraguaia.

La gestión de la innovación es uno de los más importantes desafíos a los que se enfrentan los gestores empresariales. Numerosas instituciones y agentes del ámbito público, como privado (académicos,gobiernos, consultoras,agencias de desarrollo regional, centros tecnológicos, etc.) han propuesto y han elaborado modelos para ayudar a desenmarañar el reto de la innovación y para poder realizar una gestión eficaz de la misma. Este artículo sugiere el empleo de los modelos de gestión de la innovación para la realización de ejercicios de evaluación comparativa o benchmarking de diagnóstico que permitan mejorar la capacidad de gestión de la innovación de las organizaciones.

By introducing the OneFile e–portfolio system, the Motor Vehicle department at Huntingdonshire Regional College has revolutionised its teaching and learning delivery, improved organisational efficiency, and helped students achieve qualifications quicker. Bundles of paper have been scrapped, students can now upload video and audio as reflective evidence, and assessors no longer have to go on unnecessary visits to collect papers and signatures. What's more, the department has saved time and money, diversified learning and made an impact on its carbon footprint.

It is said the best ideas are often the simplest ones. At Huntingdonshire Regional College, Ken McKerral, an Advanced Practitioner in E-Learning has developed a very simple idea to engage students and improve teaching and learning. Ken has named his method "The Teacher/Learner Switch". It is a process that uses a unique colour code system, to help differentiate learning outcomes and deliver ownership of time to the students to enrich learning experience.

This report examines the role mariculture could play in reducing poverty and providing alternative livelihood opportunities for people living in coastal areas. This includes a review of the current status of coastal poverty, coastal livelihoods and vulnerabilities within the Asia-Pacific region and the experiences and examples of sustainable economic development through mariculture. Whenever human beings have looked out on the sea, they have seen whales. First from the shore and later from ships when humanity entered the ocean realm as seafarers, we have responded to seeing these creatures with awe and wonder. Even when we hunted whales, a period well chronicled both in history and in literature, the sight of a whale brought an adrenaline rush that was not totally linked to potential economic gain. The first trips on boats specifically to watch, rather than hunt, whales began around 45 years ago in Southern California where the migrating gray whales, seen in the distance from land, drew vessels out for a closer look. Since that time whalewatching has boomed, currently conducted in over 40 countries around the world, including Antarctica, and estimated by economists at the Whale and Dolphin Conservation Society to have a 1999 worldwide economic value of around $800 million USD. The economic contribution to local coastal communities is particularly significant in developing countries and those where declining fish populations (and in some cases like the Japanese, international bans on whaling) have driven harvesters to look for viable alternatives. Clearly, whalewatching is now, in many places around the world, a small but thriving part of the regional economy. Like in the days of whaling, we still get the rush, but for some, money is back contributing to the physiological response. (PDF contains 90 pages.)

The Second STREAM Regional Conference was held in Tagaytay City, Philippines, from 8-10 June 2003 with the participation of 23 people from Australia, Cambodia, India, Nepal, Philippines, Thailand, Vietnam and Yunnan (China). Following a regional overview of STREAM’s themes, country partners, donors and funding, and activities, participants visited four “stations” on the themes of livelihoods, institutions, policy development, and communications, working in groups representing National Coordinators, Communications Hub Managers, and Partners. They engaged in discussions with a “station leader” and each other to learn about and comment on objectives, activities, outcomes and outputs, and to consider issues that need addressing in STREAM.
