Public infrastructure is crucial to promote and sustain a sustainable economic growth and a health community. A large amount of capital investment is generally required in infrastructure projects that motivate the involvement of the private sector in the delivery process. Various relationship-based procurement methods have been attempted to maximize value-for-money. In this paper, the problems and challenges that relationship-based procurement methods have been facing are explored. A particular focus is placed on the challenges for the public-private partnership (PPP) model. Possible strategies for adapting the PPP models in the post-Global Financial Crisis era are proposed and discussed. In addition, the challenges facing alliancing, which is one of the other important relationship-based procurement methods, are also examined. Views on infrastructure procurement in the future were sought from industry professionals via interviews and are reported in this paper as well.

Issue addressed: It is time to move beyond defining the problem of health inequality to taking action. The response required is complex and calls for system wide action. It is in this context that a discussion of increasing the capacity of the health system to respond to health inequality is both timely and essential. Methods: This paper looks at a capacity building framework that has been developed by the New South Wales Health Department and provides an example of a number of projects that have applied capacity building strategies. Conclusion: Addressing health inequality presents a significant challenge to health promotion practitioners. Emerging capacity building theory provides direction for strategies to build the capacity of a health system to address equity. It proposes a set of practical actions using the five focus areas of organisational development, workforce development, resource allocation, partnerships and leadership. So what?: A capacity building approach by itself will not provide the mandate and framework for the action that needs to be taken to address health inequality, but it helps to ensure that once potential solutions are identified the health system has the capacity to respond.

This paper presents the design and implementation of a new t-way test generation strategy, known as the Particle Swarm Test Generator (PSTG). Complementing the existing work on t-way testing strategies, PSTG serves as our research vehicle to investigate the applicability of Particle Swarm Optimization for t-way test data generation. The experimental results demonstrate that PSTG is capable of outperforming some of the existing strategies as far as the test size is concerned. Additionally, the evaluation also indicates the effectiveness of PSTG in generating an efficient test suite for testing consideration.

What this can do is highlight common threads and inform teachers about ways to improve practice and create improved outcomes for children, families - and teachers.

This paper considers the claim that ideas and practices of international development, including community development, are embedded in Western notions of how to organize society. It elucidates some of the main precepts of the westernization thesis, and drawing on several studies of community development projects in Indonesia, it investigates what elements might be considered as ‘Western’ and whether the adoption of so-called Western ways is the result of the dominating power of international agencies or a pragmatic choice of active agents. The paper argues that the westernization thesis is problematic and does little to help us understand the complex interactions involving change at the community level. From a community development perspective, the question of whether the themes of westernization are appropriate is not a matter of the views of outside experts, but whether they are of use to the people at the grassroots in their collective endeavours.

There has been a long history of attempting to deploy networked information and communications – mostly in the form of the Internet – to support the broad goals of effective, efficient and responsible democratic government. While there has been considerable talk about the way such technologies might promote better governance – through increased citizen participation in debates and discussions about future outcomes – there has been, in contrast, much action that actually uses the Internet for more efficient government, by creating online and networked interfaces by which citizens can transact business with government. There has been only limited success in using the Internet and similar communications channels to allow citizens to participate in their own governance. Undoubtedly, the Internet does facilitate public consultation. For example, the European Commission used an Interactive Policy Making web tool for public consultation on legislation for regulation of chemicals. Over 6,500 contributions were received over a period of 2 months and the consultation process led to the identification of key flaws in proposals, saving billions of Euros (Timmers,2008). However, consultation of this kind tends to be a mechanism for gathering opinion and gaining citizen approval for change that is not different except in transmission form than previous approaches based on meetings and written submissions. While the European Commission example can be seen as successful, Internet-based consultation can too easily become promotional or marketing oriented, as in recent efforts in Australian by the Federal Communications Minister to use a blog to discuss proposed changes to Internet censorship regulations: in this case, discussion and debate from participants appears largely to have been ignored in favour of a pre-existing position. This paper aims to provide a solution to some of these problems by drawing on the idea of how the Internet can host and support a digital eco-system.

Two-way relaying systems are known to be capable of providing higher spectral efficiency compared with one-way relaying systems. However, the channel estimation problem for two-way relaying systems becomes more complicated. In this paper, we propose a superimposed channel training scheme for two-way MIMO relay communication systems, where the individual channel information for users-relay and relay-users links are estimated. The optimal structure of the source and relay training sequences are derived when the mean-squared error (MSE) of channel estimation is minimized. We also optimize the power allocation between the source and relay training sequences to improve the performance of the algorithm. Numerical examples are shown to demonstrate the performance of the proposed channel training algorithm.
