ENGLISH: The Inter-American Tropical Tuna Commission operates under the authority and direction of a convention originally entered into by Costa Rica and the United States. The convention, which came into force in 1950, is open to adherence by other governments whose nationals fish for tropical tunas in the eastern Pacific Ocean. Under this provision Panama adhered in 1953, Ecuador in 1961, Mexico in 1964, Canada in 1968, Japan in 1970, and France and Nicaragua in 1973. Ecuador withdrew from the Commission in 1968, Mexico in 1978, Costa Rica in 1979, and Canada in 1984. Costa Rica re-adhered to the convention in 1989, and Vanuatu joined the Commission in 1990. A technical meeting was convened in La Jolla, California, USA, on January 14•15, 1991, to elaborate the details of an international program for the conservation of the dolphin populations affected by the fishery for tunas in the eastern Pacific Ocean. Esta dissertação teve como objetivo acompanhar o crescimento da Policia Política no Brasil, articulando-a ao papel desempenhado pela Delegacia Especial de Segurança Política e Social DESPS no combate ao chamado Perigo Estrangeiro, conceito desenvolvido pelas agências de segurança durante o governo Getúlio Vargas, bem como pelas atividades de informação e contra-informação durante a Segunda Guerra Mundial.Para alcançar este objetivo acompanhamos as investigações desenvolvidas pela DESPS sobre a comunidade britânica na cidade do Rio de Janeiro, entre 1939 e 1942, baseando-me em documentos produzidos pela Policia Política durante o período relatórios, boletins, cartas e notas que se encontram sob a guarda do Arquivo Público do Estado do Rio de Janeiro, arrolados no fundo DOPS/DPPS.

The Sierra Leone River Estuary is a relatively young drowned river valley, it is shallow except for a deep channel which passes close to the Freetown shoreline. The upper reaches merge into a network of creeks and channels fringed by large areas of mangrove swamps. It is a tidal estuary of the semi-mixed type with the saline oceanic water entering it on a diurnal cycle. The climate of Sierra Leone is marked by a very distinct change between a very wet rainy season and a dry season. The tidal range of the Estuary (spring 3.03m; neap 2.28m) does not impede normal use of the harbour. The tidal variations can be felt as far as 42 miles inland along the water courses of the Sierra Leone River and its tributaries. The volume of fresh water entering the Estuary is large during the rainy season and greatly reduced during the dry season. Consequently there is a marked fall in salinity during the rainy season and higher salinities due to the marine influence prevailing during the dry season. The nature of the shores and bottom, the hydrography and chemistry of the estuarine system have been outlined in relation to the prevailing climatic conditions.

The Inter-American Tropical Tuna Commission (lA TTC) came into existence in 1950, after its convention, signed by representatives ofCosta Rica and the United States in 1949, was ratified. It was the first international tuna organization, and only the third international fisheries organization, whose staff has had the responsibility for performing scientific research, the others being the International Pacific Halibut Commission, established in 1923, and the International Pacific Salmon Fisheries Commission, established in 1937. The current members of the IATTC are Costa Rica, Ecuador, EI Salvador, France, Guatemala, Japan, Mexico, Nicaragua, Panama, the United States, Vanuatu, and Venezuela. The first Director ofthe IATTC was Dr. Milner B. Schaefer, who was in that position from 1950 to 1963. He was followed by Dr. John L. Kask (1963-1969), Dr. James Joseph (1969-1999), and Dr. Robin L. Allen (1999-present). The success ofthe IATIC showed that it was possible to carry out research and management on an international, high-seas fishery successfully. Since then other international organizations for tuna management, including the International Commission for the Conservation of Atlantic Tunas (1969), the Forum Fisheries Agency (1979), the Commission for the Conservation of Southern Bluefin Tuna (1994), and the Indian Ocean Tuna Commission (1996), were established. Appropriately, the 50th anniversary celebration was held in Costa Rica, one of the two charter members of the IATTC. Persons who have held important positions in international fishery management in various parts ofthe world spoke at the celebration. Their presentations, except for that describing the Indian Ocean Tuna Commission, are reproduced in this volume.

Cada vez são mais comuns problemas relacionados a movimentos de massa nas encostas de clima tropical no Estado do Rio de Janeiro, especialmente na Serra do Mar, provocados por acumulados pluviométricos intensos. A ocupação humana desordenada de áreas sensíveis a tais processos geomorfológicos, bem como as condicionantes geológicas, geomorfológicas, pedológicas e de uso e cobertura do solo são apontadas como fatores cruciais na explicação desses processos. O maior conhecimento da dinâmica pluviométrica bem como suas interações com tais aspectos físicos ligados ao relevo parece ser a chave dessa maior compreensão desses fenômenos. Assim foram realizadas pesquisas relacionadas aos volumes e intensidades das chuvas na região do Alto Curso do Rio São João, bem como uma análise dos movimentos de massa identificados através de imagens de satélite e in loco, como forma de fornecer subsídios à melhor gestão do espaço dessas regiões montanhosa estão vulneráveis a movimentos de massa. A correlação entre os acumulados e a intensidade pluviométrica com fenômenos climáticos de escala global, como El Niño e La Niña também foi contemplada nessa pesquisa, mostrando uma relação mais alta com relação à intensidade da chuva mensal para anos de El Niño e para anos de La Niña uma reduzida ocorrência dessas intensidades pluviométricas. Os estudos revelaram que os tipos de solos e sua cobertura e uso têm uma grande influência na deflagração de movimentos de massa. Foram observados um número reduzido de movimentos de massa em áreas naturais e uma maior proporção desses movimentos em áreas utilizadas para a atividade da pecuária na região. Grande parte dos movimentos de massa ocorreram em áreas de Cambissolos (áreas mais elevadas) e Latossolos (áreas de encostas em menores altitudes). Ambos os solos são mais espessos do que os encontrados em áreas mais declivosas, apresentando maior acúmulo de materiais a serem mobilizados durante grandes acumulados pluviométricos, gerando movimentos de massa. A análise mostrou também que áreas mais chuvosas e com maior ocorrência de acumulados pluviométricos extremos, acima de 100 mm/dia e acima de 30mm/mês concentraram um número maior de movimentos de massa, como a região mais próxima da estação de Quartéis (porção leste). Por outro lado áreas bastante elevadas, com altas declividades, porém com predomínio de Mata Atlântica e áreas com solos menos espessos, como os Neossolos Litólicos, se mostraram com um número reduzido desses processos. Enfim esse estudo mostrou a necessidade de se gerir melhor os espaços dessas áreas sensíveis sob o ponto de vista geomorfológico, até por que são áreas na periferia de regiões densamente habitadas e cujas demandas tendem a se tornar cada vez mais marcantes, o que pode gerar problemas locais, atingindo sua população e economia, com sérias conseqüências para o ambiente.
