Over 100 molluscan species are landed in Mexico. About 30% are harvested on the Pacific coast and 70% on the Atlantic coast. Clams, scallops, and squid predominate on the Pacific coast (abalone, limpets, and mussels are landed there exclusively). Conchs and oysters predominate on the Atlantic coast. In 1988, some 95,000 metric tons (t) of mollusks were landed, with a value of $33 million. Mollusks were used extensively in prehispanic Mexico as food, tools, and jewelry. Their use as food and jewelry continues. Except in the States of Baja California and Baja California Sur, where abalone, clams, and scallops provide fishermen with year-round employment, mollusk fishing is done part time. On both the Pacific and Atlantic coasts, many fishermen are nomads, harvesting mollusks wherever they find abundant stocks. Upon finding such beds, they build camps, begin harvesting, and continue until the mollusks become so scarce that it no longer pays to continue. They then look for productive beds in other areas and rebuild their camps. Fishermen harvest abalones, mussels, scallops, and clams by free-diving and using scuba and hooka. Landings of clams and cockles have been growing, and 22,000 t were landed in 1988. Fishermen harvest intertidal clams by hand at wading depths, finding them with their feet. In waters up to 5 m, they harvest them by free-diving. In deeper water, they use scuba and hooka. Many species of gastropods have commercial importance on both coasts. All species with a large detachable muscle are sold as scallops. On the Pacific coast, hatchery culture of oysters prevails. Oyster culture in Atlantic coast lagoons began in the 1950's, when beds were enhanced by spreading shells as cultch for spat. (PDF file contains 228 pages.)

In the past few years, large-scale, high-seas driftnet fishing has sparked intense debate and political conflict in many oceanic regions. In the Pacific Ocean the driftnet controversy first emerged in the North Pacific transition zone and subarctic frontal zone, where driftnet vessels from Japan, the Republic of Korea, and Taiwan pursue their target species of neon flying squid. Other North Pacific driftnet fleets from Japan and Taiwan target stocks of tunas and billfishes. Both types of driftnet fishing incidentally kill valued non-target species of marine life, including fish, mammals, birds, and turtles. In response to public concerns about driftnet fishing, government scientists began early on to assemble available information and consider what new data were required to assess impacts on North Pacific marine resources and the broader pelagic ecosystem. Accordingly, a workshop was convened at the NMFS Honolulu Laboratory in May 1988 to review current information on the biology, oceanography, and fisheries of the North Pacific transition zone and subarctic frontal zone. The workshop participants, from the United States and Canada, also developed a strategic plan to guide NMFS in developing a program of driftnet fishery research and impact assessment. This volume contains a selection of scientific review papers presented at the 1988 Honolulu workshop. The papers represent part of the small kernel of information available then, prior to the expansion of cooperative international scientific programs. Subsequent driftnet fishery monitoring and research by the United States, Canada, Japan, Korea, and Taiwan have added much new data. Nevertheless, this collection of papers provides a historical perspective and contains useful information not readily available elsewhere. (PDF file contains 118 pages.)

Despite its wide acceptance in other fisheries, limited access remains a controversial topic among Pacific coast groundfish fishermen and fishery managers. It is controversial because it immediately opens a wide array of public policy issues. How should the public conserve fish stocks, and who should benefit from harvesting those fish? What are the costs and benefits to the public, the taxpayer, the fishing industry, and the coastal communities supporting the groundfish industry? Should the government push the industry to be economically efficient in harvesting; or should it discourage technical efficiency to conserve fish stocks? Should management preserve the economic status quo by protecting existing harvest shares? These are the broad issues occupying the discussions of policy makers and academic writers concerned with resource management. The goal of this introductory section is to define limited access, to dispel some basic misunderstandings about limited access, to clarify the optional forms oflimited access, and to review the various resource management objectives addressed. This should set the stage for the following more lengthy discussions. By reducing the scope of needless misunderstandings, it should also help to make future discussions of limited access more productive. (PDF file contains 52 pages.)

In accordance with the recommendations of the Committee on Fisheries (COFI), FAO prepared the first draft of the technical guidelines in relation to Fishing Operations, which were submitted to the Technical Consultation on the Code of Conduct for Responsible Fishing, Rome, 26 September to 5 October 1994. The draft was prepared taking into account the Declaration of Cancún, Agenda 21 of United Nations Conference on Environment and Development (UNCED) and the Report of the Expert Consultation on Responsible Fishing Operations, Sidney, British Colombia, Canada, 6 -11 June 1994. Thereafter, the draft was revised taking into account, the negotiations at the UN Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks, the elaboration of the Code as well as developments at the International Maritime Organization (IMO) with regard to the Protocol to the Torremolinos International Convention on Fishing Vessel Safety and the new International Convention on Training, Certification and Watchkeeping for Fishing Vessel Personnel, 1995. Technical Guidelines are given in support of the implementation of the Code in relation to fishing operations. These are addressed to States, international organizations, fisheries management bodies, owners, managers and charterers of fishing vessels as well as fishers and their organizations. Adult steelhead (Oncorhynchus mykiss irideus) scales were analyzed from eight fall-run, two spring-run, and one winter-run stocks within the Klamath-Trinity River system, from 1981 through 1983, to provide basic information on age, growth, and life history. The higher degree of half-pounder occurrence of upper Klamath River steelhead stocks (86.7 to 100%) compared to Trinity River steelhead stocks (32.0 to 80.0%) was the major life history difference noted in scale analysis. Early life history was similar for all areas sampled with most juveniles (86.4%) remaining in freshwater during the first two years of life before migrating to sea. Repeat spawning ranged from 17.6 to 47.9% for fall-run, 40.0 to 63.6% for spring-run, and 31.1% for winter-run steelhead. Mean length of adults at first spawning was inversely related to percent half-pounder occurrence in each stock. Ages of returning spawners, back calculated lengths at various life stages, and growth information are presented. (PDF contains 22 pages)

The California Department of Fish and Game's Natural Stocks Assessment Project (NSAP) collected water quality data at high tides on a monthly basis from February 1991 to October 1994, and during low tides from March 1992 to June 1994 in the Klamath River estuary to describe water quality conditions. NSAP collected data on water temperature, dissolved oxygen, salinity, depth of saltwedge, and Klamath River flow. Klamath River flows ranged from 44.5 cubic meters per second (1570 cfs) in August 1994 to 3832.2 cubic meters per second (135,315 cfs) in March 1993. Saltwater was present in the estuary primarily in the summer and early fall and generally extended 2 to 3 miles upstream. Surface water temperatures ranged from 6-8° C in the winter to 20-24° C in the summer. Summer water temperatures within the saltwedge were generally 5 to 8° C cooler than the surface water temperature. Dissolved oxygen in the estuary was generally greater than 6 to 7 ppm year-round. A sand berm formed at the mouth of the river each year in the late summer or early fall which raised the water level in the estuary and reduced tidal fluctuation so that the Klamath estuary became essentially a lagoon. I hypothesize the formation of the sand berm may increase the production of the estuary and help provide favorable conditions for rearing juvenile chinook salmon.

Size composition data of bigeye tuna taken from the eastern tropical Pacific Ocean by Japanese Prefectural experimental training vessels from 1958 to 1964 are examined. A gradient of increasing fish size from east to west is noted. Males increase in ratio over females for the entire range of lengths examined, and beyond 170 cm comprise more than 75 per cent of the total. The first semester of the year is important as a bigeye spawning season. A general relationship between sexual maturity and thermal structure of the water is discussed. At the end of their 12th quarter of life bigeye are about 114 cm long, by the 16th quarter, 137 cm and at the end of 20 quarters, about 153 cm. The long-line fishery in the eastern Pacific has had a marked effect on the size composition of the stocks of bigeye, but whether the fishing has driven the stocks below a point which could afford a maximum sustainable yield could not be determined. Though the stocks of North Sea herring seemed to have recovered from small numbers since the mid-1990s we do recently observe a new decline in the spawning stock biomass. This is mainly caused by four consecutive years of small reproduction. Whilst the adults produce enough eggs and larvae only few survive until mature stages. The reasons for the bad recruitment are not clear. In this paper we investigate the influence of climate conditions, in particular the North Atlantic Oscillation (NAO) that obviously triggers the interaction between the size of the spawning stock and the abundance of larvae. We show that approximately 60 % of the recruitment variance can be explained by specific constellations of spawning stock size and climatic conditions. Beside physical factors we also discuss several working hypotheses shedding light on the influence of biological variables on the fluctuation of herring offspring.

Recruitment and commercial catches of European eel have been in decline since the late 1970s. So far, the reasons are not well understood. A range of potential natural and anthropogenic reasons have been discussed, but the relative importance of the factors is unknown. As a consequence of the decline in recruitment an urgent need for protective management measures was concluded. The main approach is to restrict the fishery on eel, in particular with reference to the precautionary approach. However, in view of the lack of knowledge on the factors responsible for the recruitment decline and by considering that many yellow and silver eel stocks in freshwaters depend on restocking by the fishery, such simplified conclusions are critically discussed. A concept for the sustainable management of eel has to include 1) research on the factors determining the population dynamics, in particular during the oceanic stages, 2) a stronger consideration of socio-economic aspects, and 3) intensified research on artificial reproduction and rearing of eel.

Una población de peces oceánicos explotada por una pesquería, puede ser influenciada por un gran número de factores dentro del complejo sistema ecológico de que forma parte. De todos estos factores, solamente uno, la predación por el hombre, es susceptible de ser controlado o modificado en grado apreciable por la acción del hombre mismo. Cualquier administración o control de una pesquería, si tal cosa es siquiera posible, debe en consecuencia, ejercitarse a través de las actividades de los pescadores. Parece importante elucidar algunos de los principios básicos de los efectos de la pesca sobre una población de peces y, recíprocamente, el efecto de esa población en el volumen de la pesca, a fin de saber en qué circunstancías y de qué modo tal control a la acción de los pescadores puede influenciar los stocks y el rendimiento que de ellos se obtiene. The basis for a long-term profitable fishery is a precautionary and environment-compatible use of fish stocks. The fishery management presently models the exploitation through the parameters of fishing mortality and the age at first capture. These two parameters are translated into the technical measures of fishing effort and mesh openings and quotas, which are then used in practice for controlling the fishery. Stock protection can be achieved by reducing the fishing effort, by assigning smaller quotas, by reducing the number of days at sea, or by increasing the mesh opening. The respective protection measures have different effects on the development of the stocks but also on the revenue obtained by the fishery. These alternatives have been examined taking as an example the cod stock in the western Baltic. The optimization goal was the maximization of profit observing at the same time the prerequisites for stock protection according to the precaution approach. For these calculations the same models and data have been used as are beeing used in the stock management of the ACFM of ICES. The response of altered technical measures to the recruitment of cod stock was considered, and a proposal to overcome overfishing of cod in the western Baltic Sea was derived.

Landings of brown shrimp (Crangon crangon) for human consumption are not the only part that is taken from the North Sea shrimp stocks. Small amounts of industrial shrimps taken in the second half of a year in Germany add as well to the total amount that is taken from the stocks as the moribund animals discarded all over the year during the first sieving process on board, as the cooked and discarded ones in the second sieving on board and as those from the third sieving process ashore normally being crushed and used for animal feed stuff. All these fractions of the total catch of brown shrimps give a total of approximately 74 000 tonnes that were taken from the North Sea in 2005. Nevertheless, due to low predator abundance and changing climate conditions Crangon stocks show no signs of overexploitation so far with increasing LPUE values in the north-eastern part of the German Bight and decreasing ones in the south-east and Channel. There is the need of further investigations of these changes in the life history and distribution of shrimp as well as in the fishing behaviour and effort of the shrimp fleets .

ENGLISH: The rapid growth of the Eastern Pacific fishery for yellowfin and skipjack tuna since the end of World War II has given rise to questions concerning the rational utilization of these resources. As part of the Inter-American Tropical Tuna Commission's program of research designed to investigate these problems, a study was undertaken to determine from the historical records of the fishery the effects of fishing upon the stocks of yellowfin and skipjack tuna of the Eastern Pacific region and to evaluate the present condition of these stocks with respect to the maximum equilibrium yield. SPANISH: EI rápido crecimiento, desde la terminación de la Segunda Guerra Mundial, de la pesquería de atún aleta amarilla y barrilete en el Pacifico Oriental, ha dado lugar a que se hagan algunos comentarios sabre la racional utilización de estos recursos. ENGLISH: One of the important problems in the current investigations of the Inter-American Tropical Tuna Commission is the determination of the racial affinities of the stocks of yellowfin and skipjack inhabiting the Eastern Tropical Pacific fishing region. The nature of the problem is twofold. Primary concern is elucidation of the inter-regional relationship of stocks between the Eastern Tropical Pacific fishing region and those further to the westward. Hardly less important, however, is the intraregional relationship of stocks within the regions, particularly the Eastern Pacific region. This latter relationship must be at least partially understood in order properly to approach investigation of the former. SPANISH: Dentro de las las investigaciones que al presente efectúa la Comisión Interamericana del Atún Tropical, uno de los importantes problemas consiste en la determinación de las afinidades raciales de los stocks de atún aleta amarilla y barrilete que se encuentran en las regiones de pesca del Pacífico Oriental Tropical. La naturaleza del problema es doble. El interés primario es la elucidación de la relación inter-regional entre los stocks de la región pesquera del Pacífico Oriental Tropical y los de aquéllas más hacia el oeste de dicho océano. Apenas menos importante, sin embargo, es la relación intra-regional de los stocks dentro de las regiones, particularmente la del Pacífico del Este. ENGLISH: From morphometric data, tagging results and reaction of the stock to fishing, it is inferred that the yellowfin tuna of the Eastern Pacific form a distinct population which intermingles little, if at all, with populations to the westward. Excellent statistics of catch and effort, and records of total catch, available since 1934, during rapid growth of the fishery, have made possible application of a generalized mathematical predator-prey model to estimate the effect of fishing on the population, and the average abundance and yield corresponding to different amounts of fishing effort, and also to estimate the rate of fishing mortality per unit of effort. From serial samples of size composition of catches, and from tagging experiments, it has been possible to determine rates of growth and of total mortality. These kinds of information permit application of the catch-per-recruit model of Beverton and Holt. Combination of the results of application of the Beverton and Holt model and of the generalized predator-prey model, leads to inference of the relationship between stock size and recruitment. The form of the relationship is remarkably similar to the theoretical model developed by W. E. Ricker. These studies, based on the data of the near-surface fishery by baitboats and purse seiners, indicate clearly that the increased intensity of fishing has caused diminution of the stocks to the point where they are somewhat "overfished"-that is, incapable of supporting the maximum sustainable average harvest. SPANISH: De los datos morfométricos, de los resultados de las marcaciones y de la reacción del stock a la pesca, se infiere que el atún aleta amarilla del Pacífico oriental forma una población diferente que se mezcla poco, si es que llega a mezclarse, con las poblaciones del oeste. Las excelentes estadísticas de la captura y el esfuerzo y los registros de la pesca global disponibles desde 1934, durante el rápido crecimiento de la pesquería, han hecho posible la aplicación de un modelo matemático generalizado depredador-presa para estimar el efecto de la pesca en la población y el promedio de la abundancia y del rendimiento correspondientes a los diferentes valores del esfuerzo de pesca, y también para estimar la tasa de la mortalidad de pesca por unidad de esfuerzo. Gracias a las muestras en serie de la composición de tamaños de las capturas y a los experimentos de marcación, ha sido posible determinar las tasas del crecimiento y de la mortalidad total. Estos tipos de información permiten la aplicación del modelo de la captura-porrecluta de Beverton y Holt. La combinación de los resultados de la aplicación del modelo de Beverton y Holt y del modelo generalizado depredador-presa, conduce a la inferencia de la relación entre el tamaño del stock y el reclutamiento. La forma de la relación es notoriamente similar al modelo teórico desarrollado por W. E. Ricker. Estos estudios, basados en los datos de la pesquería cerca de la superficie efectuada por barcos de carnada y rederos, indican claramente que el aumento de la intensidad de la pesca ha causado la disminución de los stocks hasta el punto de dejarlos algo "superexplotados", o sea, incapacitados para mantener una producción máxima promedio.
