Resumo:
Towards an operative analysis of public policies: An approach focused on actors, resources and institutions. This article develops an analytical model which is centred on the individual and collective behaviour of actors involved during different stages of public policy. We postulate that the content and institutional characteristics of public action (dependent variable) are the result of interactions between political-administrative authorities, on the one hand, and, on the other, social groups which cause or suffer the negative effects of a collective problem which public action attempts to resolve (independent variables). The 'game' of the actors depends not only on their particular interests, but also on their resources (money, time, consensus, organization, rights, infrastructure, information, personnel, strength, political support) which they are able to exploit to defend their positions, as well as on the institutional rules which frame these policy games.

Ants have evolved very complex societies and are key ecosystem members. Some ants, such as the fire ant Solenopsis invicta, are also major pests. Here, we present a draft genome of S. invicta, assembled from Roche 454 and Illumina sequencing reads obtained from a focal haploid male and his brothers. We used comparative genomic methods to obtain insight into the unique features of the S. invicta genome. For example, we found that this genome harbors four adjacent copies of vitellogenin. A phylogenetic analysis revealed that an ancestral vitellogenin gene first underwent a duplication that was followed by possibly independent duplications of each of the daughter vitellogenins. The vitellogenin genes have undergone subfunctionalization with queen- and worker-specific expression, possibly reflecting differential selection acting on the queen and worker castes. Additionally, we identified more than 400 putative olfactory receptors of which at least 297 are intact. This represents the largest repertoire reported so far in insects. S. invicta also harbors an expansion of a specific family of lipid-processing genes, two putative orthologs to the transformer/feminizer sex differentiation gene, a functional DNA methylation system, and a single putative telomerase ortholog. EST data indicate that this S. invicta telomerase ortholog has at least four spliceforms that differ in their use of two sets of mutually exclusive exons. Some of these and other unique aspects of the fire ant genome are likely linked to the complex social behavior of this species.

La conferència anual de l'IFLA (International Federation of Library Associations and Institutions) -enguany la 63a- va tenir lloc a Copenhaguen, Dinamarca, entre el 30 d'agost i el 6 de setembre de 1997. Els congressos de l'IFLA tenen un contingut professional que abraça tots els àmbits de la biblioteconomia. Durant la setmana que dura el congrés les diverses seccions, taules rodones i altres grups en què s'organitza l'entitat mantenen reunions tancades en les quals es revisen els objectius del grup i els treballs duts a terme durant l'any, es planifiquen nous projectes i es preparen les properes reunions. Així mateix, cada grup organitza sessions obertes i seminaris en els quals es presenten treballs i es debaten qüestions professionals.

Quality control (QuaCo) in urology is mandatory to standardize or even increase the level of care. While QuaCo is undertaken at every step in the clinical pathway, it should focus on the patient's comorbidities and on the urologist and its complication rate. Resulting from political and economical pressures, comparing QuaCo and outcomes between urologists and institutions is nowadays often performed. However, careful interpretation of these comparisons is mandatory to avoid potential discriminations. Indeed, the reader has to make sure that patients groups and surgical techniques are comparable, definitions of complications are similar, classification of complications is standardized, and finally that the methodology in collecting data is irreproachable.

Although increasing our knowledge of the properties of networks of cities is essential, these properties can be measured at the city level, and must be assessed by analyzing actor networks. The present volume focuses less on individual characteristics and more on the interactions of actors and institutions that create functional territories in which the structure of existing links constrains emerging links. Rather than basing explanations on external factors, the goal is to determine the extent to which network properties reflect spatial distributions and create local synergies at the meso level that are incorporated into global networks at the macro level where different geographical scales occur. The paper introduces the way to use the graphs structure to identify empirically relevant groups and levels that explain dynamics. It defines what could be called âeurooemulti-levelâeuro, âeurooemulti-scaleâeuro, or âeurooemultidimensionalâeuro networks in the context of urban geography. It explains how the convergence of the network multi-territoriality paradigm collaboratively formulated, and manipulated by geographers and computer scientists produced the SPANGEO project, which is exposed in this volume.

Peasant societies are often seen by neoliberal or Marxist theorists as passive subjects of political-economic transformations occurring at a higher level, only surviving through acculturation to market requirements. By analyzing agricultural work organization in highland communities and a local system of water management called Acuerdos Reciprocos por el Agua (Reciprocal Agreements for Water), developed in 2003 by the Natura Bolivia foundation in Florida Province in Bolivia, we show that, contrary to this perception, traditional reciprocal norms still play an essential role in decision making. This suggests the agency of rural societies and the resilience of traditional reciprocity-based norms in mountain regions.

L’associacionisme juvenil es manifesta com un dels contextos socials per excel•lència, on el jove pot assolir un rol social, amb capacitat crítica i protagonisme en la presa de decisions. Uns espais que són necessaris per anar configurant la experiència cívica dels joves i que atresoren un potencial molt gran per a la democratització i la construcció de societats més fortes i cohesionades. Analitzar l'evolució de l'associacionisme juvenil al llarg dels darrers 20 anys i el perfil dels joves que hi han pres part durant aquest període, juntament amb el de conèixer el valor i el conjunt d’aportacions que aquest genera pels associats, i de quina forma incideixen aquestes en el seu itinerari personal i professional, configuren els interessos del present treball, contextualitzat a l’Alt Empordà i basat en bona mesura, en l’experiència vital de joves compromesos en el moviment associatiu de la comarca

Providing or withholding nutrition in severely disabled elderly persons is a challenging dilemma for families, health professionals, and institutions. Despite limited evidence that nutrition support improves functional status in vulnerable older persons, especially those suffering from dementia, the issue of nutrition support in this population is strongly debated. Nutrition might be considered a basic need that not only sustains life but provides comfort as well by patients and their families. Consequently, the decision to provide or withhold nutrition support during medical care is often complex and involves clinical, legal, and ethical considerations. This article proposes a guide for health professionals to appraise ethical issues related to nutrition support in severely disabled older persons. This guide is based on an 8-step process to identify the components of a situation, analyze conflicting values that result in the ethical dilemma, and eventually reach a consensus for the most relevant plan of care to implement in a specific clinical situation. A vignette is presented to illustrate the use of this guide when analyzing a clinical situation.
The Europeanisation of the measurement of diversity in education: a soft instrument of public policy

Faced with an increasing number of data and rankings, the author questions the roles of the different groups of actors who were originally involved in questioning the use of statistical indicators as a means of addressing issues of access to higher education. The comparison and nature of these international (UNESCO, OECD, EUROSTAT) and national (Germany, England, France, Switzerland) indicators in matters of inequalities of access to higher education question the tension between the discourses and the indicators they generate, and their recording at the national level. Who says what and with what consequences? What range of actors are involved in this process? What kind of power relations forms them? The author discusses how the issue of inequalities of access to higher education got on to the agendas of European organisations, identifies the policies that were defined, and sets them against an array of indicators, showing the discrepancy between the discourses and what the indicators reveal, the gap between the recommendations and the available tools. Why is there such a contrast? What are the mechanisms at work? Is it a technical or a political problem? What does this discrepancy reveal as far as national specificities within the construction of social inequalities are concerned?

The discussion about setting up a program for lung cancer screening was launched with the publication of the results of the National Lung Screening Trial, which suggested reduced mortality in high-risk subjects undergoing CT screening. However, important questions about the benefit-harm balance and the details of a screening program and its cost-effectiveness remain unanswered. A panel of specialists in chest radiology, respiratory medicine, epidemiology, and thoracic surgery representing all Swiss university hospitals prepared this joint statement following several meetings. The panel argues that premature and uncontrolled introduction of a lung cancer screening program may cause substantial harm that may remain undetected without rigorous quality control. This position paper focuses on the requirements of running such a program with the objective of harmonizing efforts across the involved specialties and institutions and defining quality standards. The underlying statement includes information on current evidence for a reduction in mortality with lung cancer screening and the potential epidemiologic implications of such a program in Switzerland. Furthermore, requirements for lung cancer screening centers are defined, and recommendations for both the CT technique and the algorithm for lung nodule assessment are provided. In addition, related issues such as patient management, registry, and funding are addressed. Based on the current state of the knowledge, the panel concludes that lung cancer screening in Switzerland should be undertaken exclusively within a national observational study in order to provide answers to several critical questions before considering broad population-based screening for lung cancer.

La forma en que adolescentes y jóvenes utilizan las tecnologías de la información y la comunicación es diferente a la de la población adulta. Las prácticas son más intensivas y extensivas entre l@s más jóvenes, tal y como muestran las estadísticas disponibles. Este resultado, ampliamente conocido, nos lleva a preguntarnos ¿qué implicaciones tienen estas prácticas comunicativas de las generaciones más jóvenes?Tomando como punto de partida algunos estudios que analizan la situación, tanto en España como en otros países, revisaremos los cambios que ya se están produciendo en ámbitos que van desde el aprendizaje a la socialización. Revisaremos, asimismo, algunas propuestas que intentan dar una explicación teórica global de las prácticas y las actitudes comunicativas de jóvenes y adolescentes. En el análisis tendremos en cuenta el creciente proceso de individualización de nuestras sociedades y la presencia habitual de comunidades de práctica permanentemente conectadas que caracterizan a estas generaciones.

Local governments need minimum common criteria to manage the social dynamics of diversity. This Handbook defends the strategy of interculturality as a public political approach, based on a way to interpret interculturality as a positive resource, as a public cultural and a collective good. It is an approach that promotes the equitative interaction as a way to generate a cohesive common public space. This Handbook provides the reader with the conceptual and practical instruments to help (and inspire) those territories which would like to integrate interculturality as an urban project.It aims to serve as a ground for discussion to jointly work in local administrations and other government levels, fororganizations and institutions, as well as for cultural, political and citizens collectives. Results are presented asan action by the Red de Ciudades Interculturales (RECI), within the Intercultural Cities framework by the Councilof Europe, with the collaboration of Obra Social "La Caixa".
