Spatial Decision Support System (SDSS) assist in strategic decision-making activities considering spatial and temporal variables, which help in Regional planning. WEPA is a SDSS designed for assessment of wind potential spatially. A wind energy system transforms the kinetic energy of the wind into mechanical or electrical energy that can be harnessed for practical use. Wind energy can diversify the economies of rural communities, adding to the tax base and providing new types of income. Wind turbines can add a new source of property value in rural areas that have a hard time attracting new industry. Wind speed is extremely important parameter for assessing the amount of energy a wind turbine can convert to electricity: The energy content of the wind varies with the cube (the third power) of the average wind speed. Estimation of the wind power potential for a site is the most important requirement for selecting a site for the installation of a wind electric generator and evaluating projects in economic terms. It is based on data of the wind frequency distribution at the site, which are collected from a meteorological mast consisting of wind anemometer and a wind vane and spatial parameters (like area available for setting up wind farm, landscape, etc.). The wind resource is governed by the climatology of the region concerned and has large variability with reference to space (spatial expanse) and time (season) at any fixed location. Hence the need to conduct wind resource surveys and spatial analysis constitute vital components in programs for exploiting wind energy. SDSS for assessing wind potential of a region / location is designed with user friendly GUI’s (Graphic User Interface) using VB as front end with MS Access database (backend). Validation and pilot testing of WEPA SDSS has been done with the data collected for 45 locations in Karnataka based on primary data at selected locations and data collected from the meteorological observatories of the India Meteorological Department (IMD). Wind energy and its characteristics have been analysed for these locations to generate user-friendly reports and spatial maps. Energy Pattern Factor (EPF) and Power Densities are computed for sites with hourly wind data. With the knowledge of EPF and mean wind speed, mean power density is computed for the locations with only monthly data. Wind energy conversion systems would be most effective in these locations during May to August. The analyses show that coastal and dry arid zones in Karnataka have good wind potential, which if exploited would help local industries, coconut and areca plantations, and agriculture. Pre-monsoon availability of wind energy would help in irrigating these orchards, making wind energy a desirable alternative.

Urban population is growing at around 2.3 percent per annum in India. This is leading to urbanisation and often fuelling the dispersed development in the outskirts of urban and village centres with impacts such as loss of agricultural land, open space, and ecologically sensitive habitats. This type of upsurge is very much prevalent and persistent in most places, often inferred as sprawl. The direct implication of such urban sprawl is the change in land use and land cover of the region and lack of basic amenities, since planners are unable to visualise this type of growth patterns. This growth is normally left out in all government surveys (even in national population census), as this cannot be grouped under either urban or rural centre. The investigation of patterns of growth is very crucial from regional planning point of view to provide basic amenities in the region. The growth patterns of urban sprawl can be analysed and understood with the availability of temporal multi-sensor, multi-resolution spatial data. In order to optimise these spectral and spatial resolutions, image fusion techniques are required. This aids in integrating a lower spatial resolution multispectral (MSS) image (for example, IKONOS MSS bands of 4m spatial resolution) with a higher spatial resolution panchromatic (PAN) image (IKONOS PAN band of 1m spatial resolution) based on a simple spectral preservation fusion technique - the Smoothing Filter-based Intensity Modulation (SFIM). Spatial details are modulated to a co-registered lower resolution MSS image without altering its spectral properties and contrast by using a ratio between a higher resolution image and its low pass filtered (smoothing filter) image. The visual evaluation and statistical analysis confirms that SFIM is a superior fusion technique for improving spatial detail of MSS images with the preservation of spectral properties.

Rapid urbanisation in India has posed serious challenges to the decision makers in regional planning involving plethora of issues including provision of basic amenities (like electricity, water, sanitation, transport, etc.). Urban planning entails an understanding of landscape and urban dynamics with causal factors. Identifying, delineating and mapping landscapes on temporal scale provide an opportunity to monitor the changes, which is important for natural resource management and sustainable planning activities. Multi-source, multi-sensor, multi-temporal, multi-frequency or multi-polarization remote sensing data with efficient classification algorithms and pattern recognition techniques aid in capturing these dynamics. This paper analyses the landscape dynamics of Greater Bangalore by: (i) characterisation of direct impervious surface, (ii) computation of forest fragmentation indices and (iii) modeling to quantify and categorise urban changes. Linear unmixing is used for solving the mixed pixel problem of coarse resolution super spectral MODIS data for impervious surface characterisation. Fragmentation indices were used to classify forests – interior, perforated, edge, transitional, patch and undetermined. Based on this, urban growth model was developed to determine the type of urban growth – Infill, Expansion and Outlying growth. This helped in visualising urban growth poles and consequence of earlier policy decisions that can help in evolving strategies for effective land use policies.

Urbanisation is a dynamic complex phenomenon involving large scale changes in the land uses at local levels. Analyses of changes in land uses in urban environments provide a historical perspective of land use and give an opportunity to assess the spatial patterns, correlation, trends, rate and impacts of the change, which would help in better regional planning and good governance of the region. Main objective of this research is to quantify the urban dynamics using temporal remote sensing data with the help of well-established landscape metrics. Bangalore being one of the rapidly urbanising landscapes in India has been chosen for this investigation. Complex process of urban sprawl was modelled using spatio temporal analysis. Land use analyses show 584% growth in built-up area during the last four decades with the decline of vegetation by 66% and water bodies by 74%. Analyses of the temporal data reveals an increase in urban built up area of 342.83% (during 1973-1992), 129.56% (during 1992-1999), 106.7% (1999-2002), 114.51% (2002-2006) and 126.19% from 2006 to 2010. The Study area was divided into four zones and each zone is further divided into 17 concentric circles of 1 km incrementing radius to understand the patterns and extent of the urbanisation at local levels. The urban density gradient illustrates radial pattern of urbanisation for the period 1973-2010. Bangalore grew radially from 1973 to 2010 indicating that the urbanisation is intensifying from the central core and has reached the periphery of the Greater Bangalore. Shannon's entropy, alpha and beta population densities were computed to understand the level of urbanisation at local levels. Shannon's entropy values of recent time confirms dispersed haphazard urban growth in the city, particularly in the outskirts of the city. This also illustrates the extent of influence of drivers of urbanisation in various directions. Landscape metrics provided in depth knowledge about the sprawl. Principal component analysis helped in prioritizing the metrics for detailed analyses. The results clearly indicates that whole landscape is aggregating to a large patch in 2010 as compared to earlier years which was dominated by several small patches. The large scale conversion of small patches to large single patch can be seen from 2006 to 2010. In the year 2010 patches are maximally aggregated indicating that the city is becoming more compact and more urbanised in recent years. Bangalore was the most sought after destination for its climatic condition and the availability of various facilities (land availability, economy, political factors) compared to other cities. The growth into a single urban patch can be attributed to rapid urbanisation coupled with the industrialisation. The rapidly expanding population and economic growth in the seven counties of the East Central Florida Regional Planning Council as shown in Figure 1, herein called the East Central Florida Region or the Region, has resulted in increasing demands on its water resources. Although there is abundant water in the Region as a whole, the water in some areas of the Region is of unacceptable quality for most uses. As the population increases the demand for water will become much greater and the available supply may be reduced by pollution and increased drainage necessitated by urbanization and other land development- Ground-water supplies can be increased by capturing and storing water underground that now drains to the sea or evaporates from swamp areas. Research is needed, however, to develop artificial-recharge methods that are feasible and which will preserve or improve the quality of water in the aquifer. (PDF contains 57 pages)

The fishing resources of the Salado Basin are extraordinary important in the context of the inland waters of Argentina. However, the diversity of landscapes in the basin and the lack of continuity in the regional planning , have made difficult a proper management of the fishing resources. This paper has a general overview of the main aspects related to the fishing fauna of the region, with a natural point of view of the processes and mechanisms of the management. A description of the fishes basin community and the identification of the species with commercial and game interests is included . We describe the different fishing gears used in the province for game, commercial and scientific fishing. We review the criteria of diagnosis of the silver side population as a main resource of fishing interest and under this point of view we propose new outlooks to promote a proper management of the resources and its sustainable use. We identify the different kinds of fisheries that are common in the basin and we make a survey of the related socioeconomic aspects. Moreover, we analyze the development of a new institutional and regulatory frame in order to optimize the management of the fishing resources. Finally, we define criteria for ordering and conserving such resources and identify conflict points and requirements for its sustainable use in the context of new proposals for the public policies.

O atendimento às demandas de determinada parcela da população que vive nas chamadas Regiões Metropolitanas no Brasil tem apresentado acentuada dificuldade em obter resultados satisfatórios, na medida em que estes espaços territoriais estejam situados em diferentes jurisdições político-territoriais. Tais dificuldades têm origem, sobretudo, na necessidade da composição de arranjos governamentais que possam atuar de forma conjunta e coordenada, abrangendo Estados e Municípios envolvidos nesta dinâmica metropolitana, e que abrange aspectos fiscais, sociais, ambientais e jurídicos. O presente trabalho analisa este último aspecto, sobretudo, em relação à questão das competências constitucionais dos entes envolvidos e o papel a ser desempenhado por cada um na regulação do solo urbano, um dos aspectos mais relevantes em relação ao tema metropolitano. Se a dependência de um eventual acordo entre os entes federativos tem se mostrado raro na história federativa brasileira, tal fato não pode constituir-se em um fator impeditivo do alcance dos direitos fundamentais estabelecidos pela Constituição Federal, principalmente levando-se em consideração que uma regulação adequada do solo urbano em uma perspectiva regional (metropolitana) é uma meio fundamental para o alcance de vários direitos, como moradia, meio ambiente equilibrado. Identificando o Estado-Membro como figura principal deste mister, por meio de uma interpretação sistemática e teleológica da Constituição, e reconhecendo o cenário de constitucionalização do direito administrativo atual bem como da chamada crise da lei, verifica-se que este ente federativo pode e deve assumir plenamente suas competências, elaborando um estudo técnico de planejamento regional, não necessariamente aprovado por lei formal, e vinculante para os Municípios.

Este trabalho tem por objetivo conhecer como se realiza a gestão municipal dos recursos financeiros do Sistema Único de Saúde nos Fundos Municipais de Saúde da Região Metropolitana I do Estado do Rio de Janeiro. A partir de então, procura identificar o grau de autonomia ou dependência desses fundos, principalmente em relação às outras secretarias dos municípios e o quanto a gestão desses fundos pode interferir no planejamento municipal e regional da Saúde. Foram realizadas entrevistas, previamente consentidas, com os Secretários Municipais de Saúde e os responsáveis pela operacionalização dos Fundos Municipais de Saúde dos municípios da região. Seguiu-se um roteiro estruturado para que a coleta de dados tenha similaridade e possa ser mais bem consolidada e analisada. O embasamento do estudo se deu através de levantamento bibliográfico sobre o SUS e seu financiamento, enfatizando as dificuldades para este financiamento e os instrumentos legais existentes para o pleno funcionamento dos Fundos Municipais de Saúde. O período de análise é do ano de 2009 a 2012, delimitado pelo último período de gestão das prefeituras municipais.

Population data which collected and saved according to administrative region is a kind of statistical data. As a traditional method of spatial data expression, average distribution in every administrative region brings population data on a low spatial and temporal precision. Now, an accurate population data with high spatial resolution is becoming more and more important in regional planning, environment protection, policy making and rural-urban development. Spatial distribution of population data is becoming more important in GIS study area. In this article, the author reviewed the progress of research on spatial distribution of population. Under the support of GIS, correlative geographical theories and Grid data model, Remote Sensing data, terrain data, traffic data, river data, resident data, and social economic statistic were applied to calculate the spatial distribution of population in Fujian province, which includes following parts: (1) Simulating of boundary at township level. Based on access cost index, land use data, traffic data, river data, DEM, and correlative social economic statistic data, the access cost surface in study area was constructed. Supported by the lowest cost path query and weighted Voronoi diagram, DVT model (Demarcation of Villages and Towns) was established to simulate the boundary at township level in Fujian province. (2) Modeling of population spatial distribution. Based on the knowledge in geography, seven impact factors, such as land use, altitude, slope, residential area, railway, road, and river were chosen as the parameters in this study. Under the support of GIS, the relations of population distribution to these impact factors were analyzed quantificationally, and the coefficients of population density on pixel scale were calculated. Last, the model of population spatial distribution at township level was established through multiplicative fusion of population density coefficients and simulated boundary of towns. (3) Error test and analysis of population spatial distribution base on modeling. The author not only analyzed the numerical character of modeling error, but also its spatial distribution. The reasons of error were discussed.

A comienzos del siglo XX, Detroit era una ciudad dinámica en pleno desarrollo. Pronto se convirtió en la cuarta ciudad de Estados Unidos, la capital de la naciente industria automovilística. El crecimiento se prolongó hasta finales de los años 50, cuando, a pesar del auge económico de Estados Unidos y de su área metropolitana, Detroit comenzó a mostrar los primeros signos de estancamiento. La crisis se ha prolongado hasta hoy, cuando Detroit constituye el paradigma de la ciudad industrial en declive. Estas dos imágenes contrapuestas, el auge y la crisis, no parecen explicar por sí mismas las causas de la intensidad y persistencia del declive de Detroit. Analizar las interacciones entre crecimiento económico, políticas públicas locales y desarrollo urbano a lo largo del tiempo permitirá subrayar las continuidades y comprender en qué medida el declive de Detroit ancla sus raíces en el modelo planteado durante la etapa de auge.

Over the past decade the concept of ‘resilience’ has been mobilised across an increasingly wide range of policy arenas. For example, it has featured prominently within recent discussions on the nature of warfare, the purpose of urban and regional planning, the effectiveness of development policies, the intent of welfare reform and the stability of the international financial system. The term’s origins can be traced back to the work of the ecologist Crawford S. Holling and his formulation of a science of complexity. This paper reflects on the origins of these ideas and their travels from the field of natural resource management, which it now dominates, to contemporary social practices and policy arenas. It reflects on the ways in which a lexicon of complex adaptive systems, grounded in an epistemology of limited knowledge and uncertain futures, seeks to displace ongoing ‘dependence’ on professionals by valorising self-reliance and responsibility as techniques to be applied by subjects in the making of the resilient self. In so doing, resilience is being mobilised to govern a wide range of threats and sources of uncertainty, from climate change, financial crises and terrorism, to the sustainability of development, the financing of welfare and providing for an aging population. As such, ‘resilience’ risks becoming a measure of its subjects’ ‘fitness’ to survive in what are pre-figured as natural, turbulent orders of things.

This chapter (12) reviews key publications by Sir Peter Hall in the period 1967-79. In this period he was particularly interested in the 'inner city' and how problems of deprivation, unemployment, poor housing, and increasingly immigration might best be addressed by public policy. Each chapter in the book reviews Sir Peter's publications over a long and distinguished career in research and policy advice to government in honour of his 80th birthday in 2013.

The INOTEC-Empresa – the Technological Innovation Plan for Enterprises in the Autonomous Region of the Azores (RAA) - was developed in 2006-2007, at the request of the Regional Government, with the main aim of promoting innovation within small and medium enterprises. The methodological approach used in the development of the INOTEC – Empresa Plan was designed to obtain a comprehensive view of regional actors and included a document review, participation of the various actors through interviews, a collection of statements from RAA – Região Autónoma dos Açores – entrepreneurs, academics, public leaders and other key players, together with an analysis of their views and a survey of the innovation dynamics of the most relevant Azorean enterprises. The INOTEC-Empresa – the Technological Innovation Plan for Enterprises – comprises seven programmes aimed at promoting innovation in the Region.
