This paper reviews what has increased medical-care spending bought in terms of health benefitswith longitudinal data from the U.S and, more limited, from Spain. Health services contributionto health has been positive in average, especially during the last 50 years for the U.S andthe last 30 years for Spain. This contribution differs among countries and is much greater forsome diseases (cardiovascular) than for others (cancer). Benefits from health care interventionscan be valued on basis on the social willin gness to pay, observed or declared on the process ofestablishing health policy priorities. 30.000 euros per Quality Adjusted Life Year could providean efficiency threshold for financing publicly health services in Spain: Consensus andlegitimacy of the political process of establishing health priorities becomes, however, moreimportant than any approximate number. Attention is paid finally to bridging the gap betweenefficacy (the possibilities given by innovation and resources devoted to health care) andeffectiveness (the distance to the frontier) of the everyday working of a health system with itsinappropriate care and limited application of the existing knowledge.

The Rebuild Iowa Agriculture and Environment Task Force respectfully submits its report to the Rebuild Iowa Advisory Commission (RIAC) for consideration of the impacts of the tornadoes, storms, high winds, and flooding affecting Iowa’s agriculture sector and environment. The Task Force was required to address very complex and multi-faceted issues. Understanding that there were a broad range of immediate concerns, as well as critical issues that need to be addressed in the future, the Task Force structured its work in two sessions. To better address the issues and priorities of the Task Force, this report categorizes the issues as agriculture, conservation, environment, and livestock.

O presente trabalho monográfico que se intitula “Cooperação Institucional e Gestão de Áreas Protegidas em Cabo Verde: O Caso do Parque Natural da ilha do Fogo” enquadra-se no âmbito do curso de licenciatura em Economia e Gestão realizado pela Universidade Jean Piaget de Cabo Verde. A preservação dos recursos naturais, sobretudo das áreas protegidas, deve ser uma das prioridades dos governos a nível mundial e, sendo assim, em Cabo Verde. Entretanto, os modelos de gestão aplicados a esse respeito nem sempre têm sido eficaz e eficiente, pelo que constata-se a degradação dessas áreas com efeitos negativos, sobretudo a nível ambiental, socioeconómico, bem como científico, em decorrência da extinção de determinadas espécies vegetais e animais. O presente trabalho tem, entre outros objetivos, analisar a gestão das áreas protegidas em Cabo Verde, com realce para o Parque Ntural da ilha do Fogo e evidenciar a importância da cooperação institucional na gestão dessas áreas, e assim sugerir medidas de políticas e estratégias a esse respeito. Para a realização deste trabaho utilizou-se a metodologia com enfoque qualitativo, recorrendo assim a análise e discussão das informações obtidas através das entrevistas aplicadas aos sujeitos de pesquisa. Fez-se a análise SWOT a respeito da cooperação institucional e gestão das áreas protegidas em Cabo Verde, com realce para o Parque Natural da ilha do Fogo. Ainda, baseou-se em estudo documental e consultas aos especialistas da área.

Over recent years, both governments and international aid organizations have been devoting large amounts of resources to simplifying the procedures for setting up and formalizing firms. Many of these actions have focused on reducing the initial costs of setting up the firm, disregarding the more important role of business registers as a source of reliable information for judges, government departments and, above all, other firms. This reliable information is essential for reducing transaction costs in future dealings with all sorts of economic agents, both public and private. The priorities of reform policies should therefore be thoroughly reviewed, stressing the value of the legal institutions rather than trivializing them as is often the case.

Major maintenance; health, safety, loss of use; and Americans with Disabilities Act deficiencies at the Capitol Complex and statewide for twelve agencies and divisions participating in the Vertical Infrastructure Program in collaboration with the Governor's Vertical Infrastructure Advisory Committee, including the Department of Administrative Services; the Department of Commerce, Alcoholic Beverages Division; the Department of Corrections; the Department of Cultural Affairs; the Department of Education, including Iowa Public Television and Iowa Vocational Rehabilitation Services; the Department of Human Services; Iowa Law Enforcement Academy; the Department of Public Safety; Terrace Hill; Iowa Veterans Home and Iowa Workforce Development. The advisory committee meets on a monthly basis to review the progress of the work and to make recommendations on procedures and priorities. Additional information on major maintenance projects is available in the advisory committee's Tenth Annual Report to the Governor, dated December 15, 2008.

ABSTRACT Stichelia pelotensis (Lepidoptera, Riodinidae) is an endemic and threatened butterfly from the Pampa biome in southern Brazil, and has not been recorded in its type locality in the last 56 years. Recently, a population was found in two sites from extreme south Brazil, Pelotas, Rio Grande do Sul state. These records are an important find given the conservation status of S. pelotensis, since all the information gathered is new and involve the natural history of this species. The information obtained is useful for the management, monitoring and conservation priorities of this species and its associated habitats, since its known distribution is restricted to a narrow area in the Rio Grande do Sul Coastal Plain inside this threatened biome in southern Brazil.
