O presente trabalho faz análise, sob a égide do federalismo, da renúncia fiscal heterônoma do Imposto de Circulação de Mercadorias e Serviços (ICMS) para exportação introduzida pela Lei Federal Complementar n.º 87 de 13 de Setembro de 1996, Lei Kandir, posteriormente posta pela Emenda à Constituição de n.º 42/2003. Aborda aspectos da autonomia federativa dos Estados Membros, detentores da competência tributária de ICMS, e procura esclarecer os conceitos de imunidade e isenção tributária, competência e autonomia para verificar a possibilidade de violação à autonomia dos Estado mediante usurpação de competência tributária, bem como verificar as perdas fiscais decorrentes da referida renúncia fiscal no Estado do Pará.

Samples were collected from 100 carcasses in a slaughterhouse exporter, located within the State of São Paulo, sampled over a year through the sponge method, applied to the chest of the animal. Samples were taken at three points, denominated A, B and C, each carcass sampled at three points located in the following steps: after bleeding (A) after skinning (B) and after washing (C). Research was conducted for Listeria sp., E. coli O157, Salmonella spp. and Micro-organism (Petrifilms ® AC, EC and EB). Listeria or E. coli O157 were not isolated in any of the 300 samples. Salmonella spp. was isolated in nine, eight at point A and one at point B. For Mesophiles, scores ranged from 0 to 6.8 log UFC/cm²; for Total coliforms, 0 to 4.57 log UFC/cm² and E. coli from 0 to 4.38 log UFC/cm². With the results obtained and compared with the literature, it is concluded that the establishment in this study has both sanitary quality (due to the low prevalence of pathogens) and hygienic quality (due to the sharp decrease in the microbial load of indicators along the line.

Common bean grown in no-tillage (NT) systems has increased markedly in Brazil. Thus, to optimize the fertilizer recommendations, it is important to know the nutritional requirements of this crop when grown under new and established NT systems, which can change the nutrient availability and crop response to nitrogen (N) fertilization. The objective was to evaluate the extraction and exportation of nutrients by common bean as function of N fertilization on soil under new and established NT systems. The experiment was carried out in two agricultural years, on a Red Nitosol (Alfisol) in Botucatu, São Paulo State, Brazil. A randomized complete block design was used in a split-plot scheme with four replications. The plots consisted of areas under NT systems after different periods of adoption and the subplots of four forms of N application to common bean (T0: control, without nitrogen; T1: 60 kg ha-1 before sowing; T2: 60 kg ha-1 sidedressed at V4 stage; and T3: 60 kg ha-1 before sowing + 60 kg ha-1 sidedressed). The following properties were evaluated: shoot dry matter, nutrient concentration and accumulation in the shoot, grain yield, and nutrient concentration and exportation in the grains. The NT age did not affect common bean yield, nutrition and response to N management. Nitrogen application, especially before sowing, led to higher dry matter and nutrient accumulation by common bean. The nutrient concentration in grains was little influenced by N fertilization. Grain yield and nutrient exportation were highest after double N application (before sowing and sidedressed) or only sidedressed at V4.

The petrochemical industry represents a sector of intense activity, in constant expansion and great economic importance for Brazil. In order to be used in various human activities petroleum needs to suffer a refinement process that, besides requiring large amounts of water, produces large amounts of wastes, which are discharged in hydric resources. Petroleum is a complex mixture mainly comprised by hydrocarbons, many of them are recognized as toxic chemicals, which are able to induce a considerable environmental pollution. Since water is an important resource for the maintenance of ecosystems and is also the final receiver of effluent discharges of the petroleum industry, there is an imminent need to monitor, constantly, the hydric resources that are influenced by this industrial activity, so that it can be ensured the environmental health. This study aimed, mainly, to analyze the quality of water samples derived from refinement process performed of the largest petroleum refinery in Brazil (REPLAN), in distinct steps of the industry treatment, and waters of rivers associated to its activity. Micronuclei and Nuclear Abnormalities tests were performed in erythrocytes of the fish species Oreochromis niloticus exposed to water samples derived from refinery use and to rivers under the influence of their effluents, in order to evaluate its possible toxic, genotoxic and mutagenic effects. The results obtained show that the treatment carried out by the refinery, during the evaluated periods, was effective, since the substances present in the water samples did not induce significant genotoxic and/or mutagenic alterations in the genetic material of the test organisms. On the other hand, when the substances present in the refinery effluent mix with the ones derived from other industrial activities developed upstream of this industry, the resultant compound, in some periods, presented genotoxic potencial, characterized by a rise of erythrocytic...

The main goal in this research is a tectono-estructural characterization of the Cherne, Albacora and Namorado Fields, located at Campos Basin, in order to investigate the relationship between the geologic evolution and the rock´s physical properties of the reservoir, and how they affect the hydrocarbon accumulation in those fields. Well correlations show that the inferior turbidites have a regional lateral continuity. Basic petrophysics analysis, calculated here, shows that the three fields present porosity values that range from 15 to 20%, shale volume range from 26 to 30% and formation water saturation range from 23 to 45%, based on formation water resistivity dada from Albacora Field. Petrophysics maps feature a trend in Albacora Field that increase the porosity values to SE, and in Cherne and Namorado Field the trend increase towards N. Seismic horizons where interpreted between the first appearance of the Namorado Sandstone and the top of Quissamã Formation. This interval presents normal listric faulting, in Cherne and Namorado Field with NWSE and NE-SW direction, and sedimentation trend to NW-SE, in Albacora Field the faulting presents a NNE-SSW and N-S direction, with a sedimentation trend to NE-SW. Seismic attribute maps present amplitude anomalies close to the producing wells, and on Namorado Field, it indicates a potential hydrocarbon accumulation in the NE region. For each field is indicated laboratory tests for a better characterization of the petrophysical properties, since that they don’t form the same reservoir level, therefore, not influencing the water saturation calculation

Oil is a hydrocarbon mixture of various sizes, including saturated and aromatic compounds. Natural gas is a mixture of gaseous hydrocarbons and its main component is methane. In our society, the great demand for these fuels requires fast extraction, transportation and refining, increasing the number of accidents that compromise the environment. Oil is a finite resource and it is necessary to reduce the problems related to the question concerning environmental pollution which has encouraged the search for alternative fuel sources in our country. So today we have two major biofuels: ethanol and biodiesel. Concurrently, many studies have been done directed toward the isolation of microorganisms capable of degrading petrochemical industrial wastes, most of them using as a source of isolation soil and water collected in a contaminated environment. Isolation from alternative substrates has emerged as a new strategy that has provided satisfactory results. In this work, we present the leaf-cutter ants of the Attini tribe as a source for the isolation of micro-fungi with the potential for hydrocarbon degradation. These insects have a social way of life and a highly specialized system of intra and interspecific communication, which is based on the recognition of individuals through volatile chemical compounds, the majority hydrocarbons, stored in their exoskeleton. The micro-environment exoskeleton of Attini ants (genus Atta) used in this work proved to be a rich source of microbial biodiversity, as other studies have found. The flotation isolation technique applied here allowed the achievement of 214 micro-fungi, 118 representatives of the dematiaceous fungi group and 96 hyaline filamentous fungi. They were submitted to toluene degradation tests and at least one strain of each genus presented good results, namely Teratosphaeria, Exophiala, Cladosporium, Penicillium, Aspergillus... O estudo do conteúdo de foraminíferos de 8 amostras de sedimentos superficiais coletados em manguezal do norte da Ilha do Cardoso, sul do Estado de São Paulo, no verão (período chuvoso) de 2001, ao longo de um transecto no sentido da Baía de Trapandé para o interior, revelou dois segmentos distintos: a) uma planície inferior lamosa, com menor tempo de exposição sub-aérea e maior diversidade específica, dominada por Ammotiumcassis, A.salsum, Arenoparrella mexicana e Trochamminainflata, com abundância expressiva de Caroniaexilis na parte mais baixa e de Miliammina fusca na parte mais alta; b) uma planície superior arenosa, com maior tempo de exposição sub-aérea e menor diversidade, dominada por M. fusca e com abundância expressiva de T. inflatana parte mais baixa. Os sedimentos investigados são colonizados por foraminíferos exclusivamente aglutinantes, representados por 21 espécies de 16 gêneros. Dados de abundância relativa, riqueza, diversidade e equitatividade das espécies ao longo do transecto são apresentados, bem como os valores de salinidade, pH, oxigênio dissolvido e temperatura, medidos a partir da água intersticial dos sedimentos no momento da coleta das amostras. São feitas comparações com um estudo anterior, similar, que focalizou amostras coletadas, nos mesmos pontos, no inverno (período seco) de 2002. Os resultados obtidos interessam às análises de sistemas estuarinos modernos e antigos, bem como a projetos envolvidos com o diagnóstico do estado de conservação de áreas litorâneas, sendo úteis ao Setor de Petróleo e Gás

On the grounds of the great advances achieved over recent years, the process HF/ERW (High-Frequency/Electric Resistance Welding)welded pipe have played an active role in the oil and gas industry for deep water applications, at high and extremely low temperatures, under high pressure and in highly corrosive environments, gradually replacing manufactured pipes by other processes. However, studies have shown that defects in the welded joints are a the leading causes of pipelines failures, which has required the determination of toughness values in this region, in compliance with the strict recommendations of the codes and standards with manufacturers and construction companies, on the oil and gas sector. As part of the validation process required toughness values, this research project focuses on a microstructural analysis in HF / ERW tubes microalloyed, steel grade API 5CT P110, designed to explore oil and gas in deep waters, the subject of strategic relevance to the country because of the recent discoveries in the Santos mega fields: Tupi and Libra (pre-salt). In this scientific work will be presented and discussed the results of mechanical tensile and Charpy, a few CTOD tests curves (showing the trend of toughness values to be obtained), and the microstructures of the base material obtained by optical microscopy, with special emphasis on the formation of nonmetallic inclusions in the welded joint

In order to enable the reuse of the large surplus volume of petroleum produced water for irrigation of crops inedible, the quality evaluation of this water is very important. This work aimed to evaluate the effectiveness of the diffusive gradient in thin films technique (DGT) for the determination of labile Cu (II), Mn (II) and Zn (II) in petroleum produced water destined to reuse in agriculture. Samples were collected at the exit of the wastewater treatment plant (WWTP) (after separation oil/water and flotation) of a Petrobrás onshore production region. Basically, the laboratory experiments with DGT devices involved the evaluation of the behavior of the main variables of the technique for determination of analytes in the samples (diffusion coefficients, immersion time, fractionation of organic and inorganic species, and performance of diffusion gels with different porosities, among others). Also, experiments were conducted based on the solid phase extraction (SPE) protocol with Chelex- 100 resin using previously established protocols to support the study. During the project the possibility of in situ immersions in water treatment plants was evaluated. The DGT technique presented satisfactory results for determination of Mn in produced water, and can be used for in situ determinations. However, the results obtained for Cu and Zn show the need of additional studies
