An ontology is increasingly becoming an essential tool for solving problems in many research areas. The ontology is a complex information object. It can contain millions of concepts in complex relationships. When we want to manage complex information objects, we generally turn to information systems technology. An information system intended to manage ontology is called an ontology server. The ontology server technology is at the time of writing quite immature. Therefore, this paper reviews and compares the main ontology servers that have been reported in the literatures. As a result, we point out several research questions related to server technology

This thesis represents a significant part of the research activity conducted during the PhD program in Information Technologies, supported by Selta S.p.A, Cadeo, Italy, focused on the analysis and design of a Power Line Communications (PLC) system. In recent times the PLC technologies have been considered for integration in Smart Grids architectures, as they are used to exploit the existing power line infrastructure for information transmission purposes on low, medium and high voltage lines. The characterization of a reliable PLC system is a current object of research as well as it is the design of modems for communications over the power lines. In this thesis, the focus is on the analysis of a full-duplex PLC modem for communication over high-voltage lines, and, in particular, on the design of the echo canceller device and innovative channel coding schemes.

O objetivo desta tese foi, primeiramente, identificar as tendências nos processos de Comunicação Institucional e nos modelos de gestão organizacional existentes nas Instituições Metodistas de Ensino Superior localizadas no Brasil, buscando averiguar similaridades e diferenças entre os processos de comunicação decorrentes da implantação da nova estrutura adotada para a gestão da Rede Metodista de Educação e da sua Central de Serviços Compartilhados. Em seguida, propôs-se um modelo de políticas e de diretrizes de comunicação, reunindo as principais atividades relacionadas aos processos de Comunicação Empresarial que foram identificados no decorrer da elaboração desta tese. Como metodologia, utilizou-se da pesquisa qualitativa, pelo fato de ser o método de investigação que melhor se adaptou ao problema proposto. Para definir o tipo de estudo, realizou-se, inicialmente, uma pesquisa exploratória por intermédio de entrevistas feitas com seis executivos da referida Rede, além de cinco gestores que respondem pelas áreas de comunicação e marketing, utilizando-se, para tanto, de questionários contendo perguntas estruturadas e não estruturadas. A partir dos resultados obtidos nas pesquisas, foram analisadas as atividades desenvolvidas pelos departamentos de Recursos Humanos, Tecnologia e Informação e Comunicação e Marketing, para identificar a contribuição de cada um deles na consolidação dos processos de Comunicação Institucional. Concluiu-se que o modelo de diretrizes e políticas de comunicação proposto neste trabalho poderá permitir que tanto a Rede Metodista de Educação como outras instituições de ensino superior balizem suas ações em procedimentos e critérios objetivos, considerados fundamentais para a gestão empresarial.

O trabalho desenvolvido analisa a Comunicação Social no contexto da internet e delineia novas metodologias de estudo para a área na filtragem de significados no âmbito científico dos fluxos de informação das redes sociais, mídias de notícias ou qualquer outro dispositivo que permita armazenamento e acesso a informação estruturada e não estruturada. No intento de uma reflexão sobre os caminhos, que estes fluxos de informação se desenvolvem e principalmente no volume produzido, o projeto dimensiona os campos de significados que tal relação se configura nas teorias e práticas de pesquisa. O objetivo geral deste trabalho é contextualizar a área da Comunicação Social dentro de uma realidade mutável e dinâmica que é o ambiente da internet e fazer paralelos perante as aplicações já sucedidas por outras áreas. Com o método de estudo de caso foram analisados três casos sob duas chaves conceituais a Web Sphere Analysis e a Web Science refletindo os sistemas de informação contrapostos no quesito discursivo e estrutural. Assim se busca observar qual ganho a Comunicação Social tem no modo de visualizar seus objetos de estudo no ambiente das internet por essas perspectivas. O resultado da pesquisa mostra que é um desafio para o pesquisador da Comunicação Social buscar novas aprendizagens, mas a retroalimentação de informação no ambiente colaborativo que a internet apresenta é um caminho fértil para pesquisa, pois a modelagem de dados ganha corpus analítico quando o conjunto de ferramentas promovido e impulsionado pela tecnologia permite isolar conteúdos e possibilita aprofundamento dos significados e suas relações.

In recent years, the European Union has come to view cyber security, and in particular, cyber crime as one of the most relevant challenges to the completion of its Area of Freedom, Security and Justice. Given European societies’ increased reliance on borderless and decentralized information technologies, this sector of activity has been identified as an easy target for actors such as organised criminals, hacktivists or terrorist networks. Such analysis has been accompanied by EU calls to step up the fight against unlawful online activities, namely through increased cooperation among law enforcement authorities (both national and extra- communitarian), the approximation of legislations, and public- private partnerships. Although EU initiatives in this field have, so far, been characterized by a lack of interconnection and an integrated strategy, there has been, since the mid- 2000s, an attempt to develop a more cohesive and coordinated policy. An important part of this policy is connected to the activities of Europol, which have come to assume a central role in the coordination of intelligence gathering and analysis of cyber crime. The European Cybercrime Center (EC3), which will become operational within Europol in January 2013, is regarded, in particular, as a focal point of the EU’s fight against this phenomenon. Bearing this background in mind, the present article wishes to understand the role of Europol in the development of a European policy to counter the illegal use of the internet. The article proposes to reach this objective by analyzing, through the theoretical lenses of experimental governance, the evolution of this agency’s activities in the area of cyber crime and cyber security, its positioning as an expert in the field, and the consequences for the way this policy is currently developing and is expected to develop in the near future.

Despite the proliferation of e-commerce adoption by SMEs and the world-wide growth of e-commerce, in general there is a paucity of empirical studies that examine the adoption of e-commerce by SMEs in the Middle East. In this paper, the authors provide insights into the salient e-commerce adoption issues by focusing on Saudi Arabian SMEs. This research was designed using a qualitative approach through in-depth case studies selected from firms in Saudi Arabia. The findings contribute toward a better conceptual and practical understanding of the main factors driving SMEs to adopt e-commerce. The authors find that the level of e-commerce implementation has yet to mature and customer readiness for Internet shopping must improve before e-commerce reaches the levels of maturity seen in other regions of the world. This study highlights directions for future inquiry and implications for information and technology managers and policymakers in developing Arab nations.

This paper presents an interactive content-based image retrieval framework—uInteract, for delivering a novel four-factor user interaction model visually. The four-factor user interaction model is an interactive relevance feedback mechanism that we proposed, aiming to improve the interaction between users and the CBIR system and in turn users overall search experience. In this paper, we present how the framework is developed to deliver the four-factor user interaction model, and how the visual interface is designed to support user interaction activities. From our preliminary user evaluation result on the ease of use and usefulness of the proposed framework, we have learnt what the users like about the framework and the aspects we could improve in future studies. Whilst the framework is developed for our research purposes, we believe the functionalities could be adapted to any content-based image search framework.

This paper presents the digital imaging results of a collaborative research project working toward the generation of an on-line interactive digital image database of signs from ancient cuneiform tablets. An important aim of this project is the application of forensic analysis to the cuneiform symbols to identify scribal hands. Cuneiform tablets are amongst the earliest records of written communication, and could be considered as one of the original information technologies; an accessible, portable and robust medium for communication across distance and time. The earliest examples are up to 5,000 years old, and the writing technique remained in use for some 3,000 years. Unfortunately, only a small fraction of these tablets can be made available for display in museums and much important academic work has yet to be performed on the very large numbers of tablets to which there is necessarily restricted access. Our paper will describe the challenges encountered in the 2D image capture of a sample set of tablets held in the British Museum, explaining the motivation for attempting 3D imaging and the results of initial experiments scanning the smaller, more densely inscribed cuneiform tablets. We will also discuss the tractability of 3D digital capture, representation and manipulation, and investigate the requirements for scaleable data compression and transmission methods. The conservation, spread, comprehension and recreation of traditional culture heritages is one of the main purpose of the National Ethnographic Museum in Bulgaria. As other cultural and scientific heritage institutions, it begins to use new information technologies and strategies for providing access to its cultural heritage treasures. This paper aims to present digital libraries with multimedia content as a modern technological solution for innovative presentation of Bulgarian ethnographical heritage. It includes some basic concepts of digital libraries with multimedia content and a description of three types of architecture. The paper also describes the ideas, conceptual decisions and strategies in the project Experimental Digital Library “Bulgarian Ethnographic Treasury”.

We consider a model of overall telecommunication network with virtual circuits switching, in stationary state, with Poisson input flow, repeated calls, limited number of homogeneous terminals and 8 types of losses. One of the main problems of network dimensioning/redimensioning is estimation of traffic offered in network because it reflects on finding of necessary number of circuit switching lines on the basis of the consideration of detailed users manners and target Quality of Service (QoS). In this paper we investigate the behaviour of the traffic offered in a network regarding QoS variables: “probability of blocked switching” and “probability of finding B-terminals busy”. Numerical dependencies are shown graphically. A network dimensioning task (NDT) is formulated, solvability of the NDT and the necessary conditions for analytical solution are researched as well. International Journal "Information Technologies and Knowledge" Vol.2 / 2008 174 The received results make the network dimensioning/redimensioning, based on QoS requirements easily, due to clearer understanding of important variables behaviour. The described approach is applicable directly for every (virtual) circuit switching telecommunication system e.g. GSM, PSTN, ISDN and BISDN. For packet - switching networks, at various layers, proposed approach may be used as a comparison basis and when they work in circuit switching mode (e.g. VoIP).

Development of information technologies and hardware-software means make it possible to integrate various engineering solutions of technical, technological and information nature within the framework of the single system of implementation. The situation center (SC) represents the complex of hardware-software means for the personal and team work of the managers group. Its main task consists in supporting decision-making on technical and strategic management solutions based on visualization and analytical procession of information. The SC ensures the support of preparation and decision making in particular: − elaboration of the versions and recommendations taking into account various conditions and limitations; − choice or creation of the situation analysis model; − structurization of the problems and definition of the most informative parameters; − monitoring of socio-economical and socio-political information.
