This is a report by the Committee that was created by House Resolution 1691 of 1965 for the purpose of studying the State's tax laws relating to the assessment and collection of ad valorem taxes by the political subdivisions of the state. The Committee found that some statutory requirements relating to reporting and assessment of property for local tax purposes were being ignored for practical reasons, and that, in the opinion of the Committee, actual practice was sometimes productive of better results than existing legal requirements. GROUND WATER RECHARGE POTENTIAL OF FRESH WATER WETLANDS ON HILTON HEAD ISLAND. SOUTH CAROLINA

Fresh water wetlands on Hilton Head Island have experienced significant degradation over the past few decades. Fifty per cent of the original fresh water wetlands on the island have been either completely destroyed or significantly altered. This fact, plus the declining water levels experienced periodically, have caused much concern over the importance of the wetlands. A major question concerned the role of the wetlands in the recharge of the local ground water aquifer. The present study was undertaken in order to evaluate the potential of the wetlands for water table recharge.

South Carolina’s Creative Cluster : A Catalyst for Economic Development

This report presents results from a study of the creative economy associated with the arts, design, crafts and related activities in South Carolina. As this report will show, these creative individuals and enterprises exert a strong impact on the state’s economic base. Like other drivers of the regional economy, this creative activity revolves around a cluster, or a set of interrelated industries, that thrive in tandem. Along with manufacturing and agriculture, the creative cluster is a catalyst for state and local economic development. The report presents results from an analysis of the South Carolina creative cluster based on 2008 data. For the first time, this report provides a comprehensive summary of the creative economic footprint in South Carolina.

Organization and jurisdiction of the courts of South Carolina

This study is designed to give a brief presentation of the judicial structure of South Carolina without going into the matters of procedure. The text of the study describes the manner of selection of the judges and the jurisdiction of each court. The accompanying chart attempts to show the different types and levels of courts in the state system and the chain of appeals from lower to higher courts.

Review of Program Integrity Operations At Six Managed Care Organizations Delivering Medicaid Services under a Contract with the South Carolina Department of Health & Human Services

The State contracted with six managed care organizations to deliver Medicaid managed care at an annual cost of $2.7 billion, representing 10% of the State’s annual budget, to 750,000 Medicaid beneficiaries in South Carolina. This review’s scope and objectives were: Test the six MCOs’ compliance and effective execution of the SCDHHS’s managed care contract “Section 11 - Program Integrity” focusing on the operational components of pre-payment review and post-payment review. Identify opportunities to improve SCDHHS’s biennial managed care contract, contract monitoring, and MCO compliance and effective execution of the contract.
