Resumo:
Federal financial structures which include fiscal equalization between the states are and will remain to be indispensable. Such structures are required to equalize the significant regional economic differences which exist within the federal republic and to ensure sufficient funding for the responsibilities of the public sector across the nation. The current federal financial structures have a number of structural flaws which regard both the criteria for tax distribution, the design of the debt brake and the role of municipalities. The financial structures will have to be revised beginning in 2020. The objective is to consolidate in the long term the budgets of federation, state and municipal governments and to safe-guard a modern welfare state.

Este documento profundiza en el análisis de las transformaciones demográficas que están y seguirán imponiendo desafíos para el cuidado a los países de América Latina en las décadas futuras. Este análisis se realiza poniendo especial énfasis en cómo estas tendencias desafían a la organización social del cuidado y en las distintas opciones con que los países cuentan para trabajar sobre la oferta de cuidados haciendo frente, al mismo tiempo, a los incrementos de demanda de cuidados.

La reconfiguración del papel del estado que comienza en la década del 70 y se agudiza en la década del 90, con la retracción de los Welfare State o estados sociales, dan origen a la retracción de las políticas de carácter universal para dar lugar al surgimiento las políticas focalizadas, La agudización en las últimas décadas de una desigualdad de oportunidades y amplia proporción de población excluida, con el agravamiento de los indicadores de sociales, implicaron la necesidad de aplicar políticas sociales particulares, administradas desde diferentes espacios sociales, la educación no quedó excluida de esta situación, debiendo las escuelas y docentes hacerse cargo de la implementación de programas y/o proyectos compensatorios, que por sus características pueden ser clasificados en función de las acciones, beneficio y/o beneficiarios a los que van dirigido, nivel educativo de aplicación, fuente de financiamiento y responsables de la ejecución de los mismos. En el presente artículo se presenta una caracterización de los mismos en la provincia de Misiones Argentina en el periodo 2005-2008. En este artículo además se reproduce la graficación y sus correspondientes reflexiones, efectuada con la técnica del pictograma por docentes que dan cuenta de cómo la década del 90 implicó cambios significativos en las condiciones de trabajo, repercutiendo tanto en el rol como en las actividades sustantivas inherentes a la profesión

Commonwealth countries share their British social policy legacy in a variety of ways. Autstralia attempted to adopt the postwar new Fabian welfare state model at the very time when international economic circumstances undermined its Keynesian foundation. With Labor governments in power from 1983 to 1996, Australia diverged significantly from the neo-liberal reform path adopted in the United Kingdom. Australian governments looked increasingly to European social democracies for alternative social policy model In a manner anticipating the Third Way. the tendency was towards mixing neo-liberal economics with social democratic welfare. The Australian Third Way which resulted proved unstable. Current social reformers, the paper proposes, ought to revisit a neglected but characteristically British emphasis on the need for a measure of socialization of investment to underpin redistributive strategies.

In recent years there has been a resurgence of decentralized social governance concerned with the spatial dimensions of disadvantage. This article examines aspects of this resurgence in the Australian state of Queensland where, after the hasty birth of 'place management' in response to the rise of 'Hansonism', a plethora of 'joined-up' policy initiatives were undertaken in relation to the regional dimensions of poverty. We propose that these trends reflect in part new ways of thinking about the spatial aspects of disadvantage which have emerged in recent years and which have the potential to take regional policy beyond the narrow confines imposed by neoliberal economic orthodoxy. These new ways of thinking have arisen in social policy through the refraining of disadvantage in terms of social exclusion and in regional economic policy through the influence of the so-called 'new regionalism'. The article shows how together these bodies of theory point us towards a new model of 'associational governance'. The article reviews recent Queensland experience and indicates those features of 'associational governance' which have become characteristic of locality-based social policy ideas in Queensland. 'Joined-up' and regional policy aspirations of the Queensland State government have shown the influence of these new approaches. The political and policy sustainability of these trends, however, is uncertain. The lingering shadow of managerialism and neoliberal policy frameworks remains a significant barrier to the innovation and viability of these approaches. More directly, the inherent limits of the 'local' or 'regional' initiatives in the face of broader national and global factors will significantly constrain the capacity of associational governance systems to deliver positive democratic, social and economic outcomes. The article examines recent Queensland policy refors in light of this complex set of factors and concludes by offering directions for future research and policy development.

This paper explores issues arising from the welfare reform process in the United States and Australia. The involvement of faith-based organisations in both countries has evolved in different historical, social, political and cultural contexts. The paper will explore three main themes. First, it examines the relevance of the term 'faith-based' to describe the nature of the relationship between charities and churches in the mixed economy of welfare in the Australian context. Second, it provides a critical analysis of the reform processes, suggesting implications for the future of church-based organisations. Third, it maps directions for cross-comparative research of church-based social services provision in both countries.

Outcomes of social policies have always been mediated by the discretionary agency of front-line staff, processes which nevertheless have received insufficient attention in policy evaluation and in the social policy literature more broadly. This article takes the case example or the policy reforms associated with the Australian government's welfare-to-work agenda. Drawing on two discreet research projects undertaken at different points in the policy trajectory, the practices of social workers in Centrelink - the Commonwealth government's primary service delivery agency involved in welfare-to-work - is examined. Centrelink social workers have been and remain one of the core groups of specialist staff since the Department's inception in the late 1940s, working to improve the well being Of people in receipt of income security. Their experiences of the recent past and their expectations of the future of their professional practice as welfare reform becomes more entrenched are canvassed. In summary, the discretionary capacity of the Centrelink social workers to moderate or shape the impact of policy on income security recipients is steadily eroding as this group of professionals is increasingly captured by the emerging practices of workfare.

While reforms of welfare policies have been widely analyzed, the reform of welfare administration has received far less attention. Using empirical case studies, this book provides significant new insights into the way welfare administration is being internationally transformed. Particular attention is given to the effect on welfare clients, staff, and agencies. The book presents a critical analysis of governance practices in welfare administration, examining shifts in the participants, practices, and processes. Administering Welfare Reform provides a much-needed international and comparative perspective of changing welfare governance.
