This paper analyzes the influence of trade and services in the reconfiguration of urban space in Natal, with the Avenues Bernardo Vieira end Roberto Freire Engineer as privileged analysis. Initially, we discussed the concepts of production and reproduction of urban space, urban centralities, decentralized, services and public policies, especially transport and tourism. Then, we show the construction of urban space from Natal, highlighting the historical formation of the districts of Ribeira, Cidade Alta and Alecrim, pioneers in the service sector, noting that currently there is an ongoing process of decentralization in the city of such activities, to other areas of the urban fabric of Natal. Later, we studied the Avenues Bernardo Vieira to Roberto Freire Engineer, noting, in both the distribution of commercial activities and services, and issues related to transportation, traffic, tourism and socio-economic problems, identified them. Finally, testify that Natal, from the 1980s, underwent a process of decentralization of services, both to the south, and north of the city on the ball. In this process of decentralization we ascertain the role of public policies on transport and tourism, complementing the action of private enterprise, through the real estate market, on Avenue Roberto Freire Engineer.

Study about environment education public policies, emphasizing the directress since the 1970 . It analyses the environment education administration of Mossoró city, indentifying its articulation with the international directresses and the Environment Education National Policy (PNEA), established according the law number 9.795/99. The text takes as empiric reference the Environment Education National Policy (PNEA) of Mossoró city, realized since 2006. In order to make the research, we employed as methodologic proceedings a bibliographical and documental revision from wich we developed a contextualization of the propolsals toward a environment Education policy and administration, the institution of the environment Education in Brazil, in the neoliberal context on the State reform ambit. We also employed a semi-structured interview, having as individuals two Environment Education Municipal Program Administration of Mossoró city / RN state administrators and nine Municipal Education System educators. The analysis was done from the historic and dialetic perspective, trying to understand the facts in its totallity. The results revealed that the environment Education has become to be emphasize as an environment crises superation strategy since the 1970 s. In this context, the environment Education administration directress, in the United Nations (UN) initiative ambit, emphasizes the participation and the partnership as a way to share responsabilities between the State and society. In the neoliberalism affirmation context, in the 1990 s, these directresses were fortified, once, since the State reform, their functions were redimensioned and the State turns into a stronger planner an controller, inducing the society to act as a public polcies executor. Therewith, a deconcentration action process is consolidated, rather than an administrative and pedagocgic decentralization, historically revendicated on Education by the progressist sectors. Even though the administrators interviewed have revealed the wish that the schools become autonomous on the PMEA execution, through the NEAs, we notice that the methods employed do not contribute to that, because of the decisions concentration on the associated managership ambit and the few human and financial resources. In spite of the difficulties, the research showed that the Mossoró municipality innovated on the environment Education field, by the institution of the NEAs, even though they demonstrate fragilities regarding their performance, revealed on the educators and adiminstration talk on the interviews. We verify that the main difficulties come from the politc culture installed on the municipality, ruled by a technocracy and power concentration wich brings difficulties to the implementation of a democratic and participative administration, even though it would not be totally impossible, even on the circumstances described

Complex systems have stimulated much interest in the scientific community in the last twenty years. Examples this area are the Domany-Kinzel cellular automaton and Contact Process that are studied in the first chapter this tesis. We determine the critical behavior of these systems using the spontaneous-search method and short-time dynamics (STD). Ours results confirm that the DKCA e CP belong to universality class of Directed Percolation. In the second chapter, we study the particle difusion in two models of stochastic sandpiles. We characterize the difusion through diffusion constant D, definite through in the relation h(x)2i = 2Dt. The results of our simulations, using finite size scalling and STD, show that the diffusion constant can be used to study critical properties. Both models belong to universality class of Conserved Directed Percolation. We also study that the mean-square particle displacement in time, and characterize its dependence on the initial configuration and particle density. In the third chapter, we introduce a computacional model, called Geographic Percolation, to study watersheds, fractals with aplications in various areas of science. In this model, sites of a network are assigned values between 0 and 1 following a given probability distribution, we order this values, keeping always its localization, and search pk site that percolate network. Once we find this site, we remove it from the network, and search for the next that has the network to percole newly. We repeat these steps until the complete occupation of the network. We study the model in 2 and 3 dimension, and compare the bidimensional case with networks form at start real data (Alps e Himalayas)

During the 1980‟s, the Brazilian State has undergone a process of redemocratization, causing a profund change in the political and institutional organization of the country. That reorientation of the Brazilian federative structure had as normative framework the enactment of the federal Constitution of 1988, occuring after its enactment a considerable political opening under the cloak of new democratic arrangements of tax and fiscal decentralization, which generated a new federative order, especially with regard to municipalities. Such institutions contributed to the creation of several new municipalities, involving, directly, changes in the structure of national territory, driven by the political context. This case was notoriouns in the 1990s, increased in the country's municipal mesh and spread all over the states of the federation. The Paraíba State was integrated in this context, creating in this period, 52 new municipalities. In the perspective, it will seek to understand the purpose that sustained this process of fragmentation of Paraíba state territory. For this purpose was made use of several bibliographies, secondary data, documentary sources and research in locus of the municipalities of Casserengue and Riachão, located in the Paraíba‟s Curimataú Oriental microregion, which were selected as a focus for specific analysis of the event. Os princípios de universalidade, integralidade e eqüidade do SUS só podem ser viabilizados com a construção de um modelo de financiamento flexível e transparente que permita o controle social e ofereça a agilidade no uso dos recursos. Este artigo analisa as dificuldades e desafios do financiamento da saúde bucal na ótica de gestores e técnicos da área. A coleta de dados ocorreu por meio de entrevistas, queforam gravadas e transcritas para análise qualitativa, preconizada por Bardin. As dificuldades relatadas pelos entrevistados foram expressas em frases como: Procuro cumprir a agenda, porém muita coisa não consegui devido à falta de recursos, não se sabe o quanto pode gastar, escassez de recursos para procedimentos de média e grande complexidades, falta de recurso para troca de equipamento e prioridade para compra de materiais. No que tange aos desafios foi relatada a necessidade de capacitação, formação e organização dos recursos humanos em saúde pública. Observa-se a dificuldade na realização completa do plano previsto de gestão, assim como a necessidade de compromisso por parte dos gestores em acompanhar as etapas de todo processo de repasse financeiro e aplicação do mesmo.

L'article présente les résultats finaux de l'enquête inter-institutionnelle qui a eu pour objet d'analyser la nature et les conséquences de partenariats conclus entre des secteurs privés et des gouvernements municipaux de la métropole de São Paulo pour le service de l'éducation à la maternelle et à l'enseignement élémentaire. La période a correspondu aux années 1996 à 2006, sachant que la perception d'une augmentation des responsabilités des municipalités pour l'offre éducationnelle, suite à la municipalisation de l'enseignement élémentaire, pourrait stimuler la sous-traitance de l'offre et la privatisation de l'éducation municipale. L'étude présente des tendances en relation avec trois modalités de partenariat: subvention publique pour l'offre de places en institutions privées de l'éducation élémentaire; acquisition de systèmes privés de l'enseignement et recours à des cabinets de conseil privés pour la gestion de l'éducation municipale. Les tendances perçues dans l'analyse indiquent que les actuelles relations entre les sphères publiques et privées dans le champ de l'éducation, suite à la décentralisation survenue dans le secteur, représentent un mouvement dans le sens de sa privatisation.

O artigo analisa perspectivas de responsabilização presentes no Plano de Desenvolvimento da Educação apresentado à sociedade brasileira em 2007 pelo Ministério da Educação. O plano, composto por programas e ações com o objetivo declarado de promover a melhoria da qualidade da educação básica brasileira, é, entre outras medidas, operacionalizado pelo Plano de Metas Compromisso Todos pela Educação, discutido neste trabalho a partir de um de seus aspectos: o estabelecimento de convênios entre os municípios e a União, por meio da elaboração local de um Plano de Ações Articuladas. Por esse instrumento, os gestores municipais se comprometem a promover um conjunto de ações no campo educacional, responsabilizando-se pelo alcance das metas estabelecidas pelo âmbito federal. em contrapartida, passam a contar com transferências voluntárias e assessoria técnica da União. Considera-se, na análise, o contexto de reforma do Estado e das políticas de descentralização na oferta educacional.

Este trabalho propõe-se a refletir sobre o conteúdo e as implicações, para a oferta da educação básica, de duas das principais medidas que sustentaram a reforma da educação paulista implantada pelo primeiro governo de Mario Covas (1995-1998). São elas: a reorganização das escolas da rede estadual e a política de municipalização do ensino fundamental mediante a adoção de convênios.

Este artigo apresenta as conseqüências do Programa Dinheiro Direto na Escola para a esfera da gestão das escolas públicas, especialmente aquelas relativas às conexões entre a constituição e gestão da esfera pública e da esfera privada. de certa forma, acreditamos que o PDDE materializa mudanças ocorridas no papel do Estado. Os resultados encontrados, com destaque para aqueles que envolveram a indução à criação de unidades de direito privado para o recebimento e gestão dos recursos descentralizados, organizam-se a efeito deste artigo, tendo em vista três aspectos constitutivos da gestão educacional: a democratização da gestão da escola, a relação público e privado e a relação entre descentralização e centralização.

Habitualmente não se presta atenção ao fato de que a Primeira Parte da Ideologia Alemã (Feuerbach) foi a última a ser redigida por Marx. O texto, tal como nos aparece hoje, encobre portanto a gênese da crítica ao Humanismo. Esta última, como este pequeno ensaio pretende indicar, só poderia brotar do contacto meticuloso com o texto do Único e sua Propriedade. Após a leitura de Stirner, Marx pôde se acreditar liberado deste último fantasma especulativo e ideológico: o Homem.
