This report discusses the concepts of spawning targets. Spawning target setting is based on the fact that the number of smolts produced by any given river is constrained by habitat availability. This means smolt numbers depend on spawner numbers up to a point, but thereafter smolt production reaches a ceiling. It has been shown, in some rivers at least, that the relationship between egg deposition and smolt production may approximately be described by a mathematical equation. The equation will vary between rivers and there is uncertainty over its exact form. The concept of Maximum Gain (MG) is explained and its application in fisheries management discussed. The author also critically examines the concept of Density Independent Mortality (DIM).

A model for refractive index of stratified dielectric substrate was presented according to inhomogeneous coatings theories. The substrate was divided into surface layer, subsurface layer and bulk layer along the normal direction of its surface. The former two layers were equivalent to inhomogeneous coatings. Theoretical deduction was executed by employing the characteristic matrix method of optical coatings, and one mathematical calculation example was presented. The results indicate that reflectance, reflective phase shift and phase difference of polarized light deviate from ideal conditions. It shows that substrate microdefects can induce volume scattering and change propagation characteristic of light both in coatings and substrate. (c) 2005 Elsevier GmbH. All rights reserved.

A vitória do Partido dos Trabalhadores nas eleições de 2002 proporcionou a ascensão de Lula à presidência da república e criou expectativas de mudanças significativas em grande parte da população brasileira. Os doze anos seguidos de governos de tendência neoliberal haviam causado o agravamento dos problemas sociais, a sujeição da economia brasileira aos interesses do capital financeiro internacional e uma política externa, em boa parte, atrelada aos interesses norte-americanos. A política nuclear, nesse período, representou um bom exemplo dessa submissão. No governo Lula houve a pretensão de se estabelecer um projeto que promovesse uma maior inserção do Brasil num sistema internacional em transformação, com o fim da Guerra Fria e o aparente declínio do poder norte-americano. Apesar da linha de continuidade com o governo anterior observada na política econômica de Lula, a política externa pareceu caminhar em outro sentido, mais independente e assertiva que a de Cardoso. Nesse contexto, de acordo com os formuladores da política do governo brasileiro, o uso da energia nuclear teria um importante papel a desenvolver. O país, como detentor da tecnologia de enriquecimento de urânio por ultracentrifugação, procurou utilizá-la como um instrumento para a sua ascensão no cenário mundial. Esta pesquisa pretende estudar as relações existentes entre a política externa brasileira e a retomada do programa nuclear na consecução desse projeto, assim como os seus limites numa ordem mundial em mutação, onde a energia nuclear permanecer como um importante instrumento de poder.

Este trabalho visa explorar a dinâmica da relação nuclear entre Argentina e o Brasil ao longo do período 1968-1984. Em particular, ele procura analisar a interação de duas dimensões desta relação. A primeira, de ordem bilateral, centra-se no estudo da rivalidade argentino-brasileira e procura medir o seu impacto tanto nas decisões nucleares de cada país como nas tentativas de estabelecer um acordo de cooperação nesta área. A segunda dimensão, de ordem internacional, analisa o impacto que teve sobre o relacionamento argentino-brasileiro a coincidente postura de ambos os países frente o regime de não proliferação nuclear (Tlatelolco e TNP) e a pressão internacional que ambos tiveram que suportar sobre os seus programas nucleares. Com esse objetivo, o trabalho se concentra em uma abordagem histórica guiada por fontes primárias (pesquisa de arquivo e entrevistas pessoais) com o objeto de reconstruir a narrativa histórica e contribuir a novas interpretações sobre o relacionamento argentino-brasileiro no período em questão em base à nova evidencia apresentada. São apresentadas quatro conclusões centrais: (1) mesmo sob uma situação de competição regional e crescente disputa geopolítica na Bacia da Prata, não houve uma corrida armamentista para a obtenção da bomba devido à natureza da rivalidade argentino-brasileira; (2) em todo momento os dois países têm incentivos para cooperar no campo nuclear por causa da sua visão compartilhada respeito à ordem nuclear global e a falta de informação perfeita sobre as atividades nucleares do outro país; (3) a dinâmica da rivalidade regional argentino-brasileira é fundamental para explicar por que, apesar de numerosas tentativas de cooperação nuclear de ambos os lados, escolhem uma lógica de não-cooperação entre as décadas de 1960 e 1970, e posteriormente, passam a uma de cooperação no começo de 1980 (4) a democratização como variável central para explicar o rapprochement nuclear teve um papel menor do que a literatura sugere.

Rockfish (Sebastes spp.) biomass is difficult to assess with standard bottom trawl or acoustic surveys because of their propensity to aggregate near the seafloor in highrelief areas that are inaccessible to sampling by trawling. We compared the ability of a remotely operated vehicle (ROV), a modified bottom trawl, and a stereo drop camera system (SDC) to identify rockfish species and estimate their size composition. The ability to discriminate species was highest for the bottom trawl and lowest for the SDC. Mean lengths and size distributions varied among the gear types, although a larger number of length measurements could be collected with the bottom trawl and SDC than with the ROV. Dusky (S. variabilis), harlequin (S. variegatus), and northern rockfish (S. polyspinis), and Pacific ocean perch (S. alutus) were the species observed in greatest abundance. Only dusky and northern rockfish regularly occurred in trawlable areas, whereas these two species and many more occurred in untrawlable areas. The SDC was able to resolve the height of fish off the seafloor, and some of the rockfish species were observed only near the seafloor in the acoustic dead zone. This finding is important, in that fish found exclusively in the acoustic dead zone cannot be assessed acoustically. For these species, methods such as bottom trawls, long-lines, or optical surveys using line transect or area swept methods will be the only adequate means to estimate the abundance of these fishes. Our results suggest that the selection of appropriate methods for verifying targets will depend on the habitat types and species complexes to be examined.

In the present study we have investigated the population genetic structure of albacore (Thunnus alalunga, Bonnaterre 1788) and assessed the loss of genetic diversity, likely due to overfishing, of albacore population in the North Atlantic Ocean. For this purpose, 1,331 individuals from 26 worldwide locations were analyzed by genotyping 75 novel nuclear SNPs. Our results indicated the existence of four genetically homogeneous populations delimited within the Mediterranean Sea, the Atlantic Ocean, the Indian Ocean and the Pacific Ocean. Current definition of stocks allows the sustainable management of albacore since no stock includes more than one genetic entity. In addition, short-and long-term effective population sizes were estimated for the North Atlantic Ocean albacore population, and results showed no historical decline for this population. Therefore, the genetic diversity and, consequently, the adaptive potential of this population have not been significantly affected by overfishing.

One of the main problems of fusion energy is to achieve longer pulse duration by avoiding the premature reaction decay due to plasma instabilities. The control of the plasma inductance arises as an essential tool for the successful operation of tokamak fusion reactors in order to overcome stability issues as well as the new challenges specific to advanced scenarios operation. In this sense, given that advanced tokamaks will suffer from limited power available from noninductive current drive actuators, the transformer primary coil could assist in reducing the power requirements of the noninductive current drive sources needed for current profile control. Therefore, tokamak operation may benefit from advanced control laws beyond the traditionally used PID schemes by reducing instabilities while guaranteeing the tokamak integrity. In this paper, a novel model predictive control (MPC) scheme has been developed and successfully employed to optimize both current and internal inductance of the plasma, which influences the L-H transition timing, the density peaking, and pedestal pressure. Results show that the internal inductance and current profiles can be adequately controlled while maintaining the minimal control action required in tokamak operation.
