This was an interdisciplinary cross-cultural project which subjected Czech citizens to theoretical analysis and empirical examination. In the first, theoretical, part of the work a typology of post-totalitarian citizenship was proposed containing five types of citizens: responsible democratic, social materialistic, passive asocial, hedonistic consuming, and predatory antisocial. While democratic citizenship stems from preserved civic virtues, the deficient types of citizenship are partially caused by the post-totalitarian syndrome. In the concrete empirical studies of the international context the most significant aspects of citizenship were examined. Czech citizens (students) displayed an encouraging level of political civic culture when they loaded more often than six other national samples on the factor of democratic citizenship (based on a questionnaire and Q-sort by Feierabend, Q-factor analysis), but their level of loyalty and low critical rebelliousness can also be seen as reason for concern. The Czech population provided contrasting results in measures of civility; although chronically complaining about interpersonal relations, they passed relatively well in a series of situational field experiments even in the international comparison (Levine's helping measures. Czech nationalism is primarily "cultural nationalism", which is less favourable for democratic citizenship than the "civic nationalism" of Americans.

Global economic changes have psychological consequences and Mr. Lepeska set out to assess these changes in working adults in Lithuania between 1993 and 1997. He surveyed two groups of working adults, with a total of 200 people, randomly selected and representing different organisations and professions. In both groups around 30% of participants were managers, with the remainder working in non-managerial positions. The participants were surveyed twice, once in 1993 and the second time in 1997,using various psychodiagnostic tools to measure their psychological characteristics. The results showed that strategies for coping with stress have changed, with problem solving strategies being used more often, and avoidance behaviour or seeking social support less. Men tended to have rejected these strategy more radically than women. Attitudes towards work had become more positive, with managers' attitudes having changed more significantly than those of employees from lower levels of organisations. Younger people were more positive towards work-related changes, while situational anxiety tended to increase with age, although overall it remained low. Mr. Lepeska found that while there were some indications of an increasing individualist in relation to peers, the traditional collective orientation of Lithuanian adults had if anything increased. People have become more accepting of an unequal distribution of power, making it difficult to increase the participation of subordinates in decision making. He also noted a tendency for Lithuanians to see their organisations as traditional families, expecting them to take care of them physically and economically in return for loyalty. The strong feminine orientation with its stress on interpersonal relations and overall quality of life has also strengthened, but the ability of Lithuanians to take initiative and control their environment was relatively low. Mr. Lepeska concludes that organisations should seek to recruit people who are able to adjust more easily to changes and consider measuring dominance, individualism, and attitudes to work-related change and situational anxiety in the process of professional selection. There should also be more emphasis on team building and on training managers to maintain closer relationships with their subordinates so as to increase the latter's participation in decision making. Good interpersonal relations can be a strong work motivator, as may be special attention to the security needs of older employees.

Einleitung: Freiwillige Sportorganisationen wie Sportvereine sind als Interessenorganisationen zu charakterisieren, deren primärer Organisationszweck sich auf die Vertretung der Interessen ihrer Mitglieder bezieht (Nagel, 2006). Mit dieser Interessenvertretungsfunktion wird gewährleistet, dass die Vereinsziele an die Mitgliederinteressen rückgebunden bleiben und Ziel-Interessen-Kongruenz herrscht (Schimank, 2005). Die Beobachtungen der Ver-einsrealität weisen jedoch darauf hin, dass die Ziele der Vereine oftmals von den Interessen ihrer Mitglieder abweichen und im Widerspruch zueinander stehen (Baur & Burrmann, 2003; Heinemann, 2004). Vor diesem Problemhintergrund ist zu fragen: Inwiefern stimmen die Vereinsziele mit den Mitgliederinteressen überein? Und für den Fall von Ziel-Interessen-Divergenzen, welche Auswirkungen ergeben sich daraus für die Vereine? Theoretisch-methodischer Ansatz: Für die theoriegeleite Beantwortung der Fragestellungen wurde auf Grundlage einer akteurtheoretischen Kon-zeptualisierung von Vereinen als Interessenorganisationen (Nagel, 2006; Schimank, 2007) ein strukturell-individualistisches Mehr-Ebenen-Modell entwickelt, dass zum einen das Verhältnis von Vereinszielen (Vereins-ebene) und Mitgliederinteressen (Mitgliederebene) und damit die Genese von Ziel-Interessen-Divergenzen erklärt. Zum anderen liefert das Modell eine Erklärungsgrundlage, welche Auswirkungen Divergenzen (struktu-relle Vereinssituation) auf die Mitglieder haben, d.h. wie die Mitglieder auf bestehende Divergenzen reagieren (individuelle Mitgliederhandlung). Die erforderlichen Vereins- und Mitgliederdaten wurden im Rahmen zweier Teilstudien erfasst, bei denen in erster Linie quantitative Erhebungs- und Auswertungsverfahren zum Einsatz kamen. Die erste Teilstudie wurde im Fürstentum Liechtenstein zur Analyse der Ziel-Interessen-Übereinstimmung durchgeführt, wobei hierzu die Präsidenten von 17 Vereinen und 481 Mitglieder schriftlich befragt wurden. In der zweiten Teilstudie wurde im Schweizer Turnverein Länggasse Bern mit 199 Mitgliedern eine schriftliche Befragung durchgeführt, um die Auswirkungen von Divergenzen zu analysieren. Zur Erfassung des Ausmasses von Ziel-Interessen-Divergenzen wurde eine Vergleichsprüfung der Vereinsziele und Mitgliederinteressen durchgeführt. Die Liechtensteinischen Vereinspräsidenten und Vereinsmitglieder mussten diesbezüglich die Bedeutung von 23 verschiedenen Items eines entwickelten Ziel-/Interessen-Fragekataloges einschätzen und über den betragsmässigen Bedeutungsunterschied konnte das quantitative Divergenzmass bestimmt werden. Um die Frage nach den Auswirkungen zu klären, hatten die Mitglieder des Schweizer Turnvereins Länggase Bern Aussagen über ihre Reaktionen auf bestehende Divergenzen entlang einer konzipierten Handlungstypologie (exit, voice, loyalty, neglect) zu geben. Ergebnisse: Die Befunde der Vergleichsanalyse zeigen, dass in allen untersuchten Vereinen Ziel-Interessen-Divergenzen in unterschiedlichem Ausmaß existieren. Bei einem Drittel der Vereine bestehen mittlere Divergenzen und in zwei Drittel sind größere Divergenzen zu beobachten. Divergenzen bestehen dabei vor allem hinsichtlich des Brei-tensports (v.a. Erweiterung des Sportangebots), der Vereinsentwicklung (v.a. Öffnen für neue Entwicklungen) und der Geselligkeit (v.a. aussersportliches Angebot, Wahrung der Vereinstradition). Die Analyse der Auswirkungen zeigt, dass geringe und mittelstarke Divergenzen in erster Linie zu konstruktiven Reaktionen führen. Die Mitglieder machen dabei die Vereinsführung auf diese Situation aufmerksam (voice), indem sie das Problem ansprechen und Vorschläge zur Problemlösung unterbreiten. Oder sie haben aus Grün-den der Vereinsverbundenheit (loyalty) die Hoffnung und das Vertrauen, dass die Vereinsführung ohne ihr Eingreifen das Problem löst. Wenn aber großen Divergenzen existieren, die sich für die Vereine zu einem gra-vierenden Problem entwickeln, tendieren die Mitglieder hingegen verstärkt zu destruktiven Reaktionen, die sich durch Gleichgültigkeit und Desinteresse am Vereinsgeschehen (neglect) äussern, indem die Mitglieder zukünftig nicht mehr auf Vereinsanlässe gehen. Oder sie wählen die Option des Rückzugs und Austritts (exit), indem sie ihr Vereinsengagement aufgeben oder im Extremfall aus der Abteilung oder dem Verein austreten. Diskussion: In der Vereinsrealität stellen Ziel-Interessen-Divergenzen offenbar eher die Norm als die Ausnahme dar, so dass die Vereinsziele nur teilweise an die Mitgliederinteressen rückgebunden sind. Allerdings sind Divergenzen nicht grundsätzlich als Problem zu interpretieren, sondern sind vielmehr in Abhängigkeit ihrer Intensität zu beurtei-len. Diesbezüglich dürften Vereine geringfügig bis mittelmässig ausgeprägte Divergenzsituationen im laufenden Vereinsgeschehen bis zu einem gewissen Grad relativ gut aushalten und aufarbeiten können, weil die Mitglie-der in diesem Fall zu einem konstruktiven Umgang tendieren, die eine Wiederherstellung von Ziel-Interessen-Kongruenz begünstigt. Demgegenüber können sich aber grosse Divergenzen zu einem ernsthaften Problem für Vereine entfalten, weil die Mitglieder in diesem Fall zu destruktiven Reaktionen neigen, die sich negativ auf die Vereinsentwicklung auswirken dürfte. In international law the internment of civilians has only been regulated in writing in the context of the 4th Geneva Convention of 1949. Nevertheless this did not mean that civilians were not protected by at least some rules of customary international law before that date and especially in World War I. Furthermore specialists of international law expected states – at least those considered to be part of the community of civilized nations – to continue to treat all men equal before the law even in wartime. As research already conducted (Bird, Panayi, Fischer) has shown, this was not the case during World War I. Based on these findings the presentation proposed here wants to look into the development of international law and into some national preparations for treating so called “enemy aliens” in the period before 1914 (Austria-Hungary, Australia, United Kingdom), in order to see to what extent principles of international law protecting civilians from the consequences of war can be detected in the pre-war preparations. As far as can be judged so far the issue of loyalty was central in this context. Looking at the war itself, the presentation proposed here will try to look at how far the principles of international law alluded to above continued to influence the policies on “enemy aliens” in the countries mentioned and to see, how the International Committee of the Red Cross tried to use them to legitimize and expand its protective policies in regard to civilians interned in belligerent as well as neutral countries throughout the war.

This study attempts to analyze the underlying factors and motives influencing the allocation of discretionary state expenditures. The fact that some cities receive more money than other cities begs the question of what accounts for this variation. After framing the provision of state money within the theoretical framework of political patronage, a case study of Governor Rowland’s tenure in office and the accompanying expenditures to Connecticut’s 17 largest cities from 1995 to 2004 was conducted to evaluate whether a disproportionate amount of money was given to Rowland’s hometown of Waterbury, Connecticut. Besides employing a statistical analysis that determined that cities with similar characteristics received different amounts of money, interviewing was conducted to identify reasons for such variation. The results indicate that Waterbury received a greater amount of money than was predicted based on the city’s economic and demographic characteristics, and that non-objective and biased factors such as favoritism, the need to reward political support, or the desire to increase political loyalty sometimes take precedence over more objective factors.

El presente escrito indaga sobre la utilidad metodológica de los recursos provenientes de la religión, herramientas de las que se vale la sociología para construir su corpus conceptual. Hace hincapié en las formulaciones de Max Weber, con énfasis en la “lealtad", una noción que forma parte del horizonte de sentido de la política contemporánea, y particularmente de algunas ideologías que la cuentan en su acervo doctrinal. Se analiza la oposición entre impersonalidad y devoción y entre fe religiosa y fe política, así como los procesos de conversión y cumplimiento-incumplimiento del deber que caracterizan a ambas. Asimismo, se exploran las similitudes y diferencias entre el mensaje religioso y el político y entre la conformación del perfil del creyente y del adherente a una creencia partidaria. Por último, se comparan las “promesas" que encierran los discursos, con la intención de evidenciar la cercanía entre religión y lealtad en términos de constitución/restitución de la comunidad.

La pedagogía ilustrada propiciaba una educación crítica, aunque tuvo pocos efectos prácticos, pues sus propósitos quedaron truncos por las guerras. La pedagogía del centenario enfatizó el compromiso cívico como lealtad a la patria mediante dispositivos institucionales de homogeneización y moldeamiento de las emociones para afirmar la identidad nacional. En el presente, es conveniente revisar la vigencia de ambos postulados, redefinir su legitimidad y alcances, al mismo tiempo que incluir el desarrollo de la creatividad como virtud política.

A clash between the police and journalists covering a Falun Gong gathering in Surabaya 2011 have shown a significant change in understanding the triangular relationship between Indonesia, China and the Ethnic Chinese in Indonesia. During the Suharto period, ethnic Chinese in Indonesia and China as a foreign state were the problems for the Indonesian government. After the political reforms in Indonesia together with the Rise of China in 2000s, in some situation, it is the Indonesian government together with the Chinese government which is the problem for some ethnic Chinese in Indonesia. Ethnic Chinese people were seen to be close with China and their loyalty to the nation was doubted. But now it is the Indonesian government which is viewed as being too close to China and thus harming national integrity, and suspected of being unnationalistic.

Although there are many definitions of SME's there is no globally accepted definition of a small or medium-sized enterprise. Small Medium Enterprises (SME) the catalyst in economic growth & development of the country, are facing tough competition in market place and in establishing themselves as credible supplier of quality product and services. In India they are producing more than 8000 different products. The common perception is that small to medium businesses have very little options in terms of CRM solutions. This is clearly not the case. SME's now have a lot of options and can exercise same. Businesses are shifting from product centric to customer centric. Long before the advent of technology, businesses have always recognized that the customer is the soul of every business. Businesses try to have personal relationship with their customers. Moving towards customer centric approach is a multi prolonged efforts that requires transformation of process, culture and strategy from top level to every individual employee. Technology has a crucial role in providing tools and infrastructure to support this. CRM supports SMEs in their business customer loyalty.

We studied the situation in Spanish public universities regarding the use of the Balanced Scorecard (BSC), as an instrument of control and strategic management. Also, we studied its application to the School of Mines and Energy at Universidad Politécnica de Madrid. The main advantage of the BSC is that improves the organizational structure of the workplace and the achievement of the objectives that ensure long-term success. First we review the strategy for success used in the Spanish educational system and specifically in the Spanish public universities. Then using the BSC and applying the main strategic lines for the successful management of the School of Mines and Energy at Universidad Politécnica de Madrid. The strategic lines affect all the college groups and the success of the BSC tool is to increase communication between the faculties, personal auxiliary, students and society in general that make up the university. First we performed a SWOT analysis (DAFO in Spanish) there are proposed different perspectives that focus the long-term strategic objectives. The BSC is designed based on the strategic objectives that set the direction through using indicators and initiatives, the goals are achieved up to the programmed schedule. In the perspective of teaching, objectives are set to update facilities and increase partnerships with other universities and businesses, encouraging ongoing training of staff and improved coordination and internal communication. The internal process perspective aims at improving the marketing, the promotion of the international dimension of the school through strategic alliances, better mobility for students and professors and improved teaching and research quality results. It continues with improving the image of the school between customer?s perspective, the quality perceived by students and the loyalty of the teaching staff by retaining talent. Finally, the financial perspective which should contain costs without harming the quality, improving the employability of students and achieve relevant jobs at teaching and research through international measurement standards.

Today P2P faces two important challenges: design of mechanisms to encourage users' collaboration in multimedia live streaming services; design of reliable algorithms with QoS provision, to encourage the multimedia providers employ the P2P topology in commercial live streaming systems. We believe that these two challenges are tightly-related and there is much to be done with respect. This paper analyzes the effect of user behavior in a multi-tree P2P overlay and describes a business model based on monetary discount as incentive in a P2P-Cloud multimedia streaming system. We believe a discount model can boost up users' cooperation and loyalty and enhance the overall system integrity and performance. Moreover the model bounds the constraints for a provider's revenue and cost if the P2P system is leveraged on a cloud infrastructure. Our case study shows that a streaming system provider can establish or adapt his business model by applying the described bounds to achieve a good discount-revenue trade-off and promote the system to the users.

We believe that these two challenges are tightly-related and there is much to be done with respect. This paper proposes a novel monetary incentive for P2P multimedia streaming. The incentive model classifies the users in groups according to the perceived video quality. We apply the model to a streaming system’s billing model in order to evaluate its feasibility and visualize its quantitative effect on the users’ motivation and the provider’s profit. We conclude that monetary incentive can boost up users’ cooperation, loyalty and enhance the overall system integrity and performance. Moreover the model defines the constraints for the provider’s cost and profit when the system is leveraged on the cloud. Considering those constraints, a multimedia content provider can adapt the billing model of his streaming service and achieve desirable discount-profit trade-off. This will moreover contribute to better promotion of the service, across the users on the Internet.
