The Finnish electricity distribution sector, rural areas in particular, is facing major challenges because of the economic regulation, tightening supply security requirements and the ageing network asset. Therefore, the target in the distribution network planning and asset management is to develop and renovate the networks to meet these challenges in compliance with the regulations in an economically feasible way. Concerning supply security, the new Finnish Electricity Market Act limits the maximum duration of electricity supply interruptions to six hours in urban areas and 36 hours in rural areas. This has a significant impact on distribution network planning, especially in rural areas where the distribution networks typically require extensive modifications and renovations to meet the supply security requirements. This doctoral thesis introduces a methodology to analyse electricity distribution system development. The methodology is based on and combines elements of reliability analysis, asset management and economic regulation. The analysis results can be applied, for instance, to evaluate the development of distribution reliability and to consider actions to meet the tightening regulatory requirements. Thus, the methodology produces information for strategic decision-making so that DSOs can respond to challenges arising in the electricity distribution sector. The key contributions of the thesis are a network renovation concept for rural areas, an analysis to assess supply security, and an evaluation of the effects of economic regulation on the strategic network planning. In addition, the thesis demonstrates how the reliability aspect affects the placement of automation devices and how the reserve power can be arranged in a rural area network.

Depuis quelques années, l’urbanisme tend à considérer de plus en plus la question patrimoniale. Au Québec, c’est suite à l’adoption, en 1980, de la Loi sur l’aménagement et l’urbanisme que fut formellement introduite la donne patrimoniale dans la pratique urbanistique. Bien que cette pratique tente aujourd’hui de poser la conservation du patrimoine bâti comme l’une de ses préoccupations, elle ne parvient pas à l’assumer complètement. En nous basant sur la définition du patrimoine urbain telle que proposée par Gustavo Giovannoni, nous voulons, par cette étude, amorcer une réflexion sur les enjeux d’une approche urbanistique du patrimoine urbain. Nous proposons dans un premier temps un survol de l’évolution de la notion de patrimoine urbain. Cette évolution est mise en relation avec la constitution d’un regard sur le patrimoine bâti québécois. Nous analysons, par la suite, trois moments clés dans la constitution d’un tel regard. La mise en contexte de la naissance de l’urbanisme québécois constitue, quant à elle, le troisième et avant-dernier volet de notre réflexion. À la lumière de cette analyse, nous considérons que le regard de l’urbaniste, posé sur le patrimoine bâti, témoigne encore aujourd’hui d’un désintérêt pour la forme. L’abandon du domaine du physico-spatial au profit d’une gestion rationnelle de la ville a engendré une méconnaissance des processus de constitution des ensembles bâtis et du rôle des formes spécialisées polarisantes. Une véritable approche urbanistique du patrimoine bâti ne saurait passer que par la reconnaissance des processus morphogénétiques des ensembles urbains anciens et de leur inscription dans la ville contemporaine.

Cette recherche porte sur la mise en oeuvre de stratégies visant à stimuler le développement résidentiel au centre-ville de Montréal depuis la fin des années 1980 . En nous appuyant sur une double étude de cas portant sur le redéveloppement de deux friches périphériques à la vieille ville, le faubourg Québec et le faubourg des Récollets, nous montrons comment les pouvoirs publics locaux peuvent, par le biais de diverses mesures incitatives, faire converger les stratégies d’affaires des promoteurs immobiliers avec les objectifs urbanistiques de l’administration. D’une manière parfois improvisée, les pouvoirs publics montréalais ont ainsi mis en place un système d’opportunités et de contraintes dans le but d’inciter les promoteurs à investir dans les faubourgs. Notre recherche constate que bien que le système mis en place par les pouvoirs publics ait laissée indifférente une majorité de promoteurs, il a néanmoins permis à un petit nombre d’entre eux de se tailler une place sur le marché, ceux-ci pouvant maintenant jouer un rôle actif dans le renouvellement du centre-ville, et ce bien au-delà des limites des faubourgs.

Cette recherche s’intéresse à la valeur d’usage du toit vert dans l’arrondissement du Plateau Mont-Royal, de la Ville de Montréal. Spécifiquement, elle s’intéresse à l’état problématique qu’est l’étalement urbain en tentant l’estimation de la valeur d’usage du toit vert, de la cour arrière et du balcon-terrasse soutenue par le dispositif argumentaire immobilier propre à chacun des aménagements. L’étalement urbain est la source de graves problèmes et la résorption de ses effets néfastes est devenue une priorité dans l’aménagement du territoire. L’une des principales raisons sousjacentes à l’exode urbain est la valeur d’usage accordée à la parcelle extérieure qu’offre l’habitat unifamilial pavillonnaire. Dans cette situation, la question est de savoir si l’insertion d’espaces verts privés en milieu urbain peut participer à la résorption de l’exode urbain. Or, dans l’agglomération, le sol manque. Le toit vert privé apparaît comme une alternative astucieuse, bien que limitée, au terrain entourant la maison. Reste à savoir si les gens le valorisent tel un espace vert privé d’extrême proximité, à même le sol. À la lueur de l’analyse, il advient que le toit vert ne présente pas de valeur d’usage comparable à celle de la cour arrière dans le contexte observé, précisément parce que leurs publics cibles s’opposent d’emblée. En revanche, le balcon-terrasse et le toit vert semblent être, en fonction des données construites, des aménagements à valeur d’usage comparable.

Cette thèse croise les concepts de planification, de gouvernance et de transit-oriented development (TOD) par une étude de la production, de la mise en débat et de l'adoption du plan métropolitain d'aménagement et de développement (PMAD) de la Communauté métropolitaine de Montréal (CMM). Elle expose les résultats de quatre années de recherche qualitative sur les impacts de l'épisode du PMAD et de la stratégie TOD de la CMM sur les pratiques planificatrices et les processus décisionnels du Grand Montréal à l'échelle métropolitaine. Elle révèle que la planification métropolitaine et l'objectif de coordination du transport et de l'aménagement en général ainsi que le PMAD et le concept de TOD en particulier y sont des instruments de gouvernance. Les chapitres 2, 3 et 4 présentent la problématique, le terrain d'enquête et la démarche méthodologique de cette recherche. Le chapitre 5 relate l'épisode du PMAD en analysant son contenu, les procédures par lesquelles la CMM l'a produit, mis en débat et adopté, les réactions des parties prenantes de la région quant à ces aspects et la façon dont elles comptent assurer le suivi de sa mise en œuvre. Le chapitre 6 illustre comment cet épisode a fait du PMAD un instrument de gouvernance pour le Grand Montréal en décortiquant le rôle de la participation publique, des médias, des acteurs des milieux régional et local, des élus, de la CMM et de la société civile de la région au sein de ce processus de changement de registre de la planification et de la gouvernance les déployant sur des bases plus stratégiques et collaboratives. Le chapitre 7 montre que cet épisode a aussi fait du TOD un instrument de gouvernance pour le Grand Montréal en détaillant les tenants et aboutissants du processus d'appropriation, de marchand(is)age et d'instrumentalisation du concept par les élites politiques et techniques à des fins de marketing territorial et de construction de capital politique ouvrant la voie à la stabilisation d'une gouvernance en matière d'aménagement métropolitain. Il se dégage de cette thèse que ces profondes transformations que subissent actuellement la planification et la gouvernance exacerbent le caractère symbiotique de la relation qui les unit.

The growth and expansion of cities during the last century can’t be seen without taking into account the important role they have assumed in the transport infrastructure. In Bogota have passed trough streetcar, buses and automóviles was deciding for the city, because all this periods marked a drastic change in growth morphology. This article studies the planning of Mass Transit System –MTS– Transmilenio and its interaction with the urban structure, in light of the current city planning framework. It also specifies the behavior of land use in the construction of the system first phase. One of the most important findings of this study is that there is no articulation between land and transport use system, despite the decisions taken in the ordering model. Similarly, local and intermediate planning exhibits Peak articulation.The existing infrastructure of the MTS reiterates the tendency to concentrate the accessibility in one place: the center has the largest accessibility whereas periphery fails to overcome its limitations of accessibility. While the city continued with this trend the existence of a coordinated planning system for Bogota and the ability to meet expectations of planning model is questionable, however it is something that depends not only on MTS.

En este artículo se presenta una reflexión sobre la forma en que se ha incorporado la noción de sostenibilidad ambiental en el ordenamiento físico urbano en Colombia, una aproximación parcial que ha privilegiado algunos componentes físicos de la estructura ecológica, sin considerar suficientemente las implicaciones de aspectos tales como el suelo urbano, las actuaciones de los servicios públicos, las racionalidades de consumo y el metabolismo de la ciudad, los cuales tienen una mayor incidencia sobre la sostenibilidad urbana. El seguimiento a esta tendencia de incorporar herramientas de planeación ambiental estratégica sirve, en primera instancia, para llevar a cabo una reflexión crítica sobre el ordenamiento físico en nuestro medio, la planeación para el desarrollo urbano sostenible, los modelos de ciudad y la participación ciudadana El artículo se divide en tres partes. En la primera se presentan consideraciones sobre sostenibilidad urbana como el marco de la evaluación estratégica ambiental. En la segunda parte se presenta la Evaluación Estratégica Ambiental (EAE) en la formulación de políticas, programas, planes y proyectos. Finalmente, se hacen algunas consideraciones sobre la necesidad de incorporar la EAE en las agendas de formulación y concertación ambiental de temas estratégicos, políticas y planeamiento urbano en Colombia.---The potential for integrated strategic environmental assessment: food for thought on urban sustainability in ColombiaThis article presents a reflection on how the notion of environmental sustainability in the physical urban system was incorporated in Colombia, a partial approach that has privileged some physical components of the ecological structure, without sufficiently considering the implications of such aspects as urban land, the actions of public services, consumer rationalities and metabolism of the city, which have a greater impact on urban sustainability. Monitoring this trend of incorporating strategic environmental planning tools, served in the first instance to undertake a critical reflection on the physical arrangement in our environment, planning for sustainable urban development, and models of city and citizen participation. The article is divided into three parts. The first presents considerations on urban sustainability as the framework of strategic environmental assessment. In the second part presents the Strategic Environmental Assessment (SEA) in the formulation of policies, programs, plans and projects. Este documento se centra en la presentación de información y análisis de la misma a la hora de establecer la manera en que empresas del sector de extracción de gas natural y generación de energía a base de dicho recurso, toman decisiones en cuanto a inversión, centrándose en la lógica que usan a la hora de emprender este proceso. Esto debido a la constante necesidad de establecer procesos que permitan tomar decisiones más acertadas, incluyendo todas las herramientas posibles para tal fin. La lógica es una de estas herramientas, pues permite encadenar factores con el fin de obtener resultados positivos. Por tal razón, se hace importante conocer el uso de esta herramienta, teniendo en cuentas de qué manera y en que contextos es usada. Con el fin de tener una mayor orientación, este estudio estará centrado en un sector específico, el cual es el de la extracción de petróleo y gas natural. Lo anterior entendiendo la necesidad existente de fundamentación teórica que permita establecer de manera clara la forma apropiada de tomar decisiones en un sector tan diverso y complejo como lo es el mencionado. El contexto empresarial actual exige una visión global, no basada en la lógica lineal causal que hoy se tiene como referencia. El sector de extracción de petróleo y gas natural es un ejemplo particular en cuanto a la manera en cuanto se toman decisiones en inversión, puesto que en su mayoría son empresas de capital intensivo, las cuales mantienen un flujo elevado de recursos monetarios.

La planificación urbana en la consolidación de las ciudades ha venido adquiriendo una gran importancia para el desarrollo urbano, a través de instrumentos de gestión urbana. Dentro de esta investigación se analiza las operaciones estratégicas como un instrumento de gestión que ha tenido cambios en su objetivo, alcance e implementación para poder transformar y mejorar a través de intervenciones urbanas los temas físicos, económicos, sociales y culturales dentro de los territorios. A partir de lo anterior, se identificaron cinco elementos que han limitado la implementación de las operaciones estratégicas que son, una visión a largo plazo, la falta de una gerencia especifica, voluntad política, continuidad y la coordinación y comunicación interinstitucional.

La siguiente investigación describe una aproximación teórica al tema de los modelos de presupuestación de capital, el objetivo fundamental se basa en comprender su enfoque e importancia al momento de tomar decisiones de inversión por parte de los directores de una empresa, así como de prever los efectos de esta en un futuro. Al respecto, y sobre la base de que los modelos de presupuestación de capital son herramientas para analizar posibles erogaciones de capital por parte de una empresa, es necesario para efectos del presente proyecto de investigación, definir sus diferentes modelos desde lo teórico y metodológico, explicando los diferentes conceptos relacionados con el tema. Así mismo, se explican algunos de los indicadores financieros utilizados en las compañías para medir y estimar la “salud financiera” de la empresa, además de puntualizar su impacto en la perdurabilidad de las entidades, lo cual permite dar una visión más general sobre la importancia que trasciende de los indicadores financieros, generando un impacto positivo en la evolución o crecimiento de la organización. En complemento, la investigación aborda la presupuestación de capital de manera particular aplicado en la gestión empresarial, sean estas privadas o públicas (estatal y gubernamental). En este sentido, se abordan conceptos elaborados por diferentes académicos en los que se exponen algunas aproximaciones respecto al posible mejoramiento de la presupuestación para los sectores a los que pertenecen determinadas entidades. Finalmente, se presenta de manera explícita las conclusiones que surgieron a lo largo de la construcción del documento de investigación, con el fin de dar cumplimiento concreto al objetivo general del trabajo, el cual constituye una respuesta a la pregunta de investigación que se enunciará en el desarrollo del documento.

FOREWORD Welcome to this West Africa Built Environment Research (WABER) conference taking place here in Ghana. Thank you for coming and welcome to Accra. The main aims of the WABER conference are: to help young researchers and early-career scholars in West Africa to develop their research work and skills through constructive face-to-face interaction with experienced academics; to provide a platform for networking and collaborative work among senior built environment academics in West Africa; and to serve as a vehicle for developing the field of construction management and economics in Africa. Waber 2009 The WABER event in 2009 was held at the British Council in Accra, Ghana on 2-3 June. The event was a resounding success. It attracted participation from 32 researchers, from 12 different institutions, who presented their work to an audience of approximately 100 people. Each presenter received immediate and constructive feedback from an international panel. The event was opened by Professor K.K. Adarkwa, Vice Chancellor of KNUST, Kumasi, Ghana, with several senior academics and researchers from universities, polytechnics, and other institutions in Ghana and Nigeria in attendance. There was also a significant level of attendance by senior construction practitioners in Ghana. Thank you to the School of Construction Management and Engineering, University of Reading, UK for funding the inaugural event in 2009. We are also grateful to all of you who helped to make the event a success and to those of you who have joined us here today to build upon the success and legacy of WABER 2009. Waber 2010 This year, we have 60+ peer-reviewed papers and presentations on topics relating to Building services and maintenance, Construction costs, Construction design and technology, Construction education, Construction finance, Construction procurement, Contract administration, Contract management, Contractor development, Decision support systems, Dispute resolution, Economic development, Energy efficiency, Environment and sustainability, Health and safety, Human resources, Information technology, Marketing, Materials science, Organisation strategy and business performance, Productivity, Project management, Quantity surveying, Real estate and planning, Solar energy systems, Supply chain management and Urban development. We hope that these papers will generate interest among delagates and stimulate discussion here and beyond the conference into the wider community of academia and industry. Earlier estimates of the City of London office market are extended by considering a longer time series of data, covering two cycles, and by explicitly modeling of asymmetric space market responses to employment and supply shocks. A long run structural model linking real rental levels, office-based employment and the supply of office space is estimated and then rental adjustment processes are modeled using an error correction model framework. Rental adjustment is seen to be asymmetric, depending both on the direction of the supply and demand shocks and on the state of the space market at the time of the shock. Vacancy adjustment does not display asymmetries. There is also a supply adjustment equation. Two three-equation systems, one with symmetric rental adjustment and the other with asymmetric adjustment, are subjected to positive and negative shocks to employment. These illustrate differences in the two systems.

This paper investigates the extent to which office activity contributes to travel-related CO2 emission. Using ‘end-user’ figures[1], travel accounts for 32% of UK CO2 emission (Commission for Integrated Transport, 2007) and commuting and business travel accounts for a fifth of transport-related CO2 emissions, equating to 6.4% of total UK emissions (Building Research Establishment, 2000). Figures from the Department for Transport (2006) report that 70% of commuting trips were made by car, accounting for 73% of all commuting miles travelled. In assessing the environmental performance of an office building, the paper questions whether commuting and business travel-related CO2 emission is being properly assessed. For example, are office buildings in locations that are easily accessible by public transport being sufficiently rewarded? The de facto method for assessing the environmental performance of office buildings in the UK is the Building Research Establishment’s Environmental Assessment Method (BREEAM). Using data for Bristol, this paper examines firstly whether BREEAM places sufficient weight on travel-related CO2 emission in comparison with building operation-related CO2 emission, and secondly whether the methodology for assigning credits for travel-related CO2 emission efficiency is capable of discerning intra-urban differences in location such as city centre and out-of-town. The results show that, despite CO2 emission per worker from building operation and travel being comparable, there is a substantial difference in the credit-weighting allocated to each. Under the current version of BREEAM for offices, only a maximum of 4% of the available credits can be awarded for ensuring the office location is environmentally sustainable. The results also show that all locations within the established city centre of Bristol will receive maximum BREEAM credits. Given the parameters of the test there is little to distinguish one city centre location from another and out of town only one office location receives any credits. It would appear from these results that the assessment method is not able to discern subtle differences in the sustainability of office locations

This paper examines the regional investment practices of institutional investors in the commercial real estate office market in 1998 and 2003 in England and Wales. Consistent with previous studies in the US the findings show that investors concentrate their holdings in a few (urban) areas and that this concentration has become more pronounced as investors have rationalised their portfolio holdings. The findings also indicate that office investment does not fully correlate with the UK urban hierarchy, as measured by population, but is focused on urban areas with high service sector employment. Finally, the pre-eminence of the City of London and and West End office markets as the key focus of institutional investment is confirmed.

There is a popular view that land use planning regulations (‘planning) is hostile to both development and the development industry. Part of the reason for the prominence of this view is the homogenising of the notion of ‘planning and its reduction to development control. This paper argues that panning controls in the UK are far more sophisticated and, drawing upon empirical evidence of key property interests proposes a more complex and nuanced view of planning controls that, in large part, has the support of the developers and others.
