English: Recent calls for a more holistic approach to fisheries management have motivated development of trophic mass-balance models of ecosystems that underlie fisheries production. We developed a model hypothesis of the pelagic ecosystem in the eastern tropical Pacific Ocean (ETP) to gain insight into the relationships among the various species in the system and to explore the ecological implications of alternative methods of harvesting tunas. We represented the biomasses of and fluxes between the principal elements in the ecosystem with Ecopath, and examined the ecosystem's dynamic, time-series behavior with Ecosim. We parameterized the model for 38 species or groups of species, and described the sources, justifications, assumptions, and revisions of our estimates of the various parameters, diet relations, fisheries landings, and fisheries discards in the model. We conducted sensitivity analyses with an intermediate version of the model, for both the Ecopath mass-balance and the dynamic trajectories predicted by Ecosim. The analysis showed that changes in the basic parameters for two components at middle trophic levels, Cephalopods and Auxis spp., exert the greatest influence on the system. When the Cephalopod Q/B and Auxis spp. P/B were altered from their initial values and the model was rebalanced, the trends of the biomass trajectories predicted by Ecosim were not sensitive, but the scaling was sensitive for several components. We described the review process the model was subjected to, which included reviews by the IATTC Purse-seine Bycatch Working Group and by a working group supported by the National Center for Ecological Analysis and Synthesis. We fitted the model to historical time series of catches per unit of effort and mortality rates for yellowfin and bigeye tunas in simulations that incorporated historical fishing effort and a climate driver to represent the effect of El Niño-Southern Oscillation-scale variation on the system. The model was designed to evaluate the possible ecological implications of fishing for tunas in various ways. We recognize that a model cannot possibly represent all the complexity of a pelagic ocean ecosystem, but we believe that the ETP model provides insight into the structure and function of the pelagic ETP. Spanish: Llamamientos recientes hacia un enfoque más holístico al ordenamiento de la pesca han motivado el desarrollo de modelos tróficos de balance de masas de los ecosistemas que sostienen la producción pesquera. Desarrollamos una hipótesis modelo del ecosistema pelágico en el Océano Pacífico oriental tropical (POT) con miras a mejorar los conocimientos de las relaciones entre las distintas especies en el sistema y explorar las implicaciones ecológicas de métodos alternativos de capturar atunes. Con Ecopath representamos las biomasas de los elementos principales en el ecosistema, y los flujos entre los mismos, y con Ecosim examinamos el comportamiento dinámico del ecosistema con el tiempo. Parametrizamos el modelo para 38 especies o grupos de especies (denominados “componentes” del modelo), y describimos las fuentes, justificaciones, supuestos, y revisiones de nuestras estimaciones de los distintos parámetros, relaciones basadas en dieta, capturas retenidas de las pesquerías, y descartes de las mismas en el modelo. Realizamos análisis de sensibilidad con una versión intermedia del modelo, para el balance de masas de Ecopath y las trayectorias dinámicas predichas por Ecosim también. El análisis demostró que cambios en los parámetros básicos para dos componentes en niveles tróficos medianos, Cefalópodos y Auxis spp., ejercieron la mayor influencia sobre el sistema. Cuando se alteraron el Q/B de los Cefalópodos y el P/B de los Auxis spp. de sus valores iniciales y se balanceó el modelo de nuevo, las tendencias de las trayectorias de la biomasa predichas por Ecosim no fueron sensibles, pero la escala fue sensible para varios componentes. Describimos el proceso de revisión al que fue sujeto el modelo, inclusive revisiones por el Grupo de Trabajo sobre Captura Incidental de la CIAT y un grupo de trabajo apoyado por el Centro Nacional para Síntesis y Análisis Ecológicos. Ajustamos el modelo a series de tiempo históricas de capturas por unidad de esfuerzo y tasas de mortalidad de atunes aleta amarilla y patudo en simulaciones que incorporaron esfuerzo de pesca histórico e impulsos climáticos para representar el efecto de variaciones a escala de El Niño-Oscilación del Sur sobre el sistema. El modelo fue diseñado para evaluar las posibles implicaciones ecológicas de la pesca atunera de varias formas. Reconocemos la imposibilidad de que el modelo represente toda la complejidad de un ecosistema oceánico pelágico, pero creemos que el modelo del POT mejora los conocimientos de la estructura y función del POT pelágico.

English: This report reviews the Japanese longline fishery in the eastern Pacific Ocean during the 1993-1997 period, extending the studies for the 1956-1992 period made by other investigators. The spatial and temporal distributions of fishing effort, catch, apparent abundance, sexual maturity, and size composition are examined for the principal species of tunas and billfishes taken by that fishery. Some information on the catches of sharks by the Japanese longline fishery is given. The interactions between the surface and longline fisheries are discussed. Spanish: En este informe se presenta un análisis de la actividad pesquera de buques palangreros japoneses en el Océano Pacífico oriental durante el período de 1993-1997, extendiendo los estudios del período de 1956-1992 realizados por otros investigadores. Se examinan las distribuciones espacial y temporal del esfuerzo de pesca, la captura, la abundancia aparente, la madurez sexual, y la composición por talla de las principales especies de atunes y picudos capturadas por dicha pesquería. Se presenta cierta información sobre las capturas de tiburones por la pesquería palangrera japonesa. Se describen las interacciones entre las pesquerías de superficie y palangrera.

The growth of big eye tuna (Thunnus obesus) in the Eastern Tropical Atlantic Ocean was studied using Petersen's method, by the analysis of the length frequency data of the F.I.S. (French-Ivorian-Senegalese) surface tuna fleet from 1969 to 1977. The results are in agreement with a previous study by Champagnat and Pianet (1973) and with observations made in the Pacific Ocean.

Surface temperature was measured by remote sensing through Cape Lopez (Gulf of Guinea) frontal region during the fishing season in June and July 1972 and 1974. Twelve typical situations are analysed through four main directions: surface situation, tendency, hydrobiological structure and availability to fisheries. The tuna behavior is analysed in relation with the frontal zone movements and a mechanism which tends to aggregate important shoals of tunas is presented.

International fisheries regulations which are now being developed will lead the tuna fisheries to improve their fleet management. An optimized fishing strategy is proposed for a tuna fleet, with or without aircraft surveys. 2 extreme situations are discussed: a complete coverage of the fishing area by planes, or no coverage at all.

This study gives the results of oblique plankton hauls (from the sea-surface to the top of the thermocline), made during the dry season (January to March) by oceanographic vessel R.V. Capricorne during three cruises, of tuna larvae research in 1976 and 1977, between the African Coast and the Equator, from 17 degrees W to 9 degrees E.

Commercial longline fishing data were analyzed and experiments were conducted with gear equipped with hook timers and timedepth recorders in the Réunion Island fishery (21°5ʹS lat., 53°28ʹE long.) to elucidate direct and indirect effects of the lunar cycle and other operational factors that affect catch rates, catch composition, fish behavior, capture time, and fish survival. Logbook data from 1998 through 2000, comprising 2009 sets, indicated that swordfish (Xiphias gladius) catch-per unit of effort (CPUE) increased during the first and last quarter of the lunar phase, whereas albacore (Thunnus alalunga) CPUE was highest during the full moon. Swordfish were caught rapidly after the longline was set and, like bigeye tuna (Thunnus obesus), they were caught during days characterized by a weak lunar illumination—mainly during low tide. We found a significant but very low influence of chemical lightsticks on CPUE and catch composition. At the time the longline was retrieved, six of the 11 species in the study had >40% survival. Hook timers indicated that only 8.4% of the swordfish were alive after 8 hours of capture, and two shark species (blue shark [Prionace glauca] and oceanic whitetip shark [Carcharhinus longimanus]) showed a greater resilience to capture: 29.3% and 23.5% were alive after 8 hours, respectively. Our results have implications for current fishing practices and we comment on the possibilities of modifying fishing strategies in order to reduce operational costs, bycatch, loss of target fish at sea, and detrimental impacts on the environment.

A proportionate random sample survey of 10 percent of the driftnet and Payang seine fishers in West Sumatra was carried out in 1998. A total of 45 driftnet and 66 lampara fishers were interviewed to obtain socioeconomic data on the fisheries. About 40 percent of the driftnet and 76 percent of the lampara fishers owned and operated their fishing vessels and gears indicating a high level of ownership of fishing assets by these small scale fishers. The lampara catches consisted mainly of eastern little tuna, skipjack tuna, yellow fin tuna and mackerel, while the driftnets caught mainly Spanish mackerel, Indian mackerel, eastern little tuna and scad.

Reproductive data collected from porbeagle, shortfin mako, and blue sharks caught around New Zealand were used to estimate the median length at maturity. Data on clasper development, presence or absence of spermatophores or spermatozeugmata, uterus width, and pregnancy were collected by observers aboard tuna longline vessels. Direct maturity estimates were made for smaller numbers of sharks sampled at recreational fishing competitions. Some data sets were sparse, particularly over the vital maturation length range, but the availability of multiple indicators of maturity made it possible to develop estimates for both sexes of all three species. Porbeagle shark males matured at 140–150 cm fork length and females at about 170–180 cm. New Zealand porbeagles therefore mature at shorter lengths than they do in the North Atlantic Ocean. Shortfin mako males matured at 180–185 cm and females at 275 –285 cm. Blue shark males matured at about 190 –195 cm and females at 170–190 cm; however these estimates were hampered by small sample sizes, difficulty obtaining representative samples from a population segregated by sex and maturity stage, and maturation that occurred over a wide length range. ABSTRACT—Since the late 1950’s, a multi-national longline fishery has operated throughout the Atlantic Ocean to supply the growing global demand for tunas (Scombridae) and swordfish, Xiphias gladius. Two species caught as bycatch include Atlantic blue marlin, Makaira nigricans, and white marlin, Tetrapterus albidus, referred to in this paper as “Atlantic marlin.” Pelagic longlining has consistently been the principal source of adult mortality for both species, which are currently depleted and have been so for more than two decades. In this paper, we examined aspects of the Atlantic marlin bycatch of the Japanese pelagic longline fishery from 1960 to 2000. Temporal and spatial patterns in effort, target catch (species combined), marlin bycatch, marlin catch-per-unit-effort (nominal CPUE), and ratios of marlin bycatch to target catch (B: T ratios) were analyzed. An objective was to reveal changes, if any, in marlin bycatch associated with the fishery’s target species “switch” (ca. 1980–87) from mostly surface-associated tunas to mostly the deeper-dwelling bigeye tuna, Thunnus obesus. The highest values of all variables examined occurred during the 1960’s and then fell by the second half of that decade. Since 1970, mean levels of fishing effort, target fish catches, and blue marlin landings have increased significantly, while blue marlin CPUE and B:T ratios have remained relatively stable. Concurrently, white marlin landings, CPUE, and B:T ratios have all declined. While results suggest the fishery’s target species change may have been a factor in lowering white marlin bycatch, the same cannot be said for blue marlin. Relative increases in blue marlin B:T ratios off the northeastern coast of South America and in the wider eastern Atlantic are cause for concern, as are continuing trends of CPUE decline for white marlin in this data set as well as others.

William Francis Thompson (1888–1965), an early fishery biologist, joined the California Fish and Game Commission in 1917 with a mandate to investigate the marine fisheries of the state. He initiated studies on the albacore tuna, Thunnus alalunga, and the Pacific sardine, Sardinops sagax, as well as studies on other economically important marine organisms. Thompson built up a staff of fishery scientists, many of whom later attained considerable renown in their field, and he helped develop, and then direct, the commission’s first marine fisheries laboratory. During his tenure in California, he developed a personal philosophy of research that he outlined in several publications. Thompson based his approach on the yield-based analysis of the fisheries as opposed to large-scale environmental studies. He left the state agency in 1925 to direct the newly formed International Fisheries Commission (now the International Pacific Halibut Commission).
