In this work the problem of defects location in power systems is formulated through a binary linear programming (BLP) model based on alarms historical database of control and protection devices from the system control center, sets theory of minimal coverage (AI) and protection philosophy adopted by the electric utility. In this model, circuit breaker operations are compared to their expected states in a strictly mathematical manner. For solving this BLP problem, which presents a great number of decision variables, a dedicated Genetic Algorithm (GA), is proposed. Control parameters of the GA, such as crossing over and mutation rates, population size, iterations number and population diversification, are calibrated in order to obtain efficiency and robustness. Results for a test system found in literature, are presented and discussed. © 2004 IEEE.

Distribution systems with distributed generation require new analysis methods since networks are not longer passive. Two of the main problems in this new scenario are the network reconfiguration and the loss allocation. This work presents a distribution systems graphic simulator, developed with reconfiguration functions and a special focus on loss allocation, both considering the presence of distributed generation. This simulator uses a fast and robust power flow algorithm based on the current summation backward-forward technique. Reconfiguration problem is solved through a heuristic methodology and the losses allocation function, based on the Zbus method, is presented as an attached result for each obtained configuration. Results are presented and discussed, remarking the easiness of analysis through the graphic simulator as an excellent tool for planning and operation engineers, and very useful for training. © 2004 IEEE.

In this work, a mathematical model to analyze the impact of the installation and operation of dispersed generation units in power distribution systems is proposed. The main focus is to determine the trade-off between the reliability and operational costs of distribution networks when the operation of isolated areas is allowed. In order to increase the system operator revenue, an optimal power flow makes use of the different energy prices offered by the dispersed generation connected to the grid. Simultaneously, the type and location of the protective devices initially installed on the protection system are reconfigured in order to minimize the interruption and expenditure of adjusting the protection system to conditions imposed by the operation of dispersed units. The interruption cost regards the unsupplied energy to customers in secure systems but affected by the normal tripping of protective devices. Therefore, the tripping of fuses, reclosers, and overcurrent relays aims to protect the system against both temporary and permanent fault types. Additionally, in order to reduce the average duration of the system interruption experienced by customers, the isolated operation of dispersed generation is allowed by installing directional overcurrent relays with synchronized reclose capabilities. A 135-bus real distribution system is used in order to show the advantages of using the mathematical model proposed. © 1969-2012 IEEE.

The second Caribbean Development Roundtable hosted by the Economic Commission for Latin America and the Caribbean, was held in Guyana, in May 30, 2012. The theme of the meeting was “Macroeconomic Policy for Structural Transformation and Social Protection in Small Sates.” The participants included the Ministers of Finance of Guyana and of Trinidad and Tobago, the Honourable Ashni Singh and the Honourable Winston Dookeran, and high level policy-makers and regional and international experts. Special guests were a delegation from Brazil.

As descargas atmosféricas representam um dos maiores fatores de riscos para o setor elétrico, especialmente na Amazônia, uma região do mundo identificada com altas densidades de ocorrências e picos de corrente de raios. Nesse contexto, a rede STARNET (Sferics Timing And Ranging NETwork), único sistema de detecção de descargas elétricas atmosféricas, terrestre, gratuito, e contínuo, cobrindo toda a região Amazônica, foi escolhido para a geração de padrões de descargas atmosféricas necessários a otimização dos sistemas de proteção das linhas de transmissão por meio de sistema de monitoramento de descargas atmosféricas. Contudo, o funcionamento intermitente, observado nos diagramas operacionais das várias estações da rede STARNET, afeta o desempenho global do sistema, em especial a eficiência de detecção. Por isso, foi desenvolvido um modelo de uniformização dos dados de descargas atmosféricas em função da configuração da rede (número e localização dos sensores em operação), no objetivo final de editar mapas de índice ceráunico e densidades de raios confiáveis. Existem regiões da Amazônia que sempre apresentam anomalias positivas de densidade de raios como as regiões de Belém e Manaus, bem como o estado do Tocantins que afeitam as linhas de transmissão. Depois, a incidência de raios nas linhas de transmissão na Amazônia foi estimada a partir da distribuição de pico de correntes registrada pela RDR-SIPAM e da densidade de raios corrigida da rede STARNET. A avaliação do desempenho da rede STARNET tendo como referencia à rede de detecção de raios do Sistema de Proteção da Amazônia (RDR-SIPAM) mostrou também uma forte dependência da eficiência de detecção da rede STARNET em função do pico de corrente das descargas atmosféricas.
