Freezing and thawing action induces damage to unbound gravel roads in Iowa resulting in maintenance costs for secondary road departments. Some approaches currently used by County Engineers to deal with this problem include temporarily spreading rock on the affected areas, lowering or improving drainage ditches, tiling, bridging the area with stone and geosynthetic covered by a top course of aggregate or gravel, coring boreholes and filling them with calcium chloride to melt lenses and provide drainage, and re-grading the crown to a slope of 4% to 6% to maximize spring drainage. However, most of these maintenance solutions are aimed at dealing with conditions after they occur. This study was tasked with identifying alternative approaches in the literature to mitigate the problem. An annotated bibliographic record of literature on the topic of frost-heave and thaw-weakening of gravel roads was generated and organized by topic, and all documents were assessed in terms of a suitable rating for mitigating the problem in Iowa. Over 300 technical articles were collected and selected down to about 150 relevant articles for a full assessment. The documents collected have been organized in an electronic database, which can be used as a tool by practitioners to search for information regarding the various repair and mitigation solutions, measurement technologies, and experiences that have been documented by selected domestic and international researchers and practitioners. Out of the 150+ articles, 71 articles were ranked as highly applicable to conditions in Iowa. The primary mitigation methods identified in this study included chemical and mechanical stabilization; scarification, blending, and recompaction; removal and replacement; separation, and reinforcement; geogrids and cellular confinement; drainage control and capillary barriers, and use of alternative materials. It is recommended that demonstration research projects be established to examine a range of construction methods and materials for treating granular surfaced roadways to mitigate frost-heave and thaw-weakening problems. Preliminary frost-susceptibility test results from ASTM D5916 are included for a range of Iowa materials.

L'asthme est une des maladies chroniques des plus fréquentes chez l'enfant qui touche 7,6 à 10,7 % de la population infantile française (ISAAC, 1998). Un des facteurs étiologiques impliqué dans cette pathologie est les moisissures présentes dans l'habitat. Néanmoins, il reste toujours à clarifier quelle est la fenêtre d'exposition la plus critique au cours de l'enfance et à comprendre le mécanisme de cette étiologie. En effet, des effets contradictoires ont été associés à l'exposition précoce des enfants aux moisissures. L'exposition à une espèce de moisissure dominante augmente l'incidence de l'asthme chez le jeune enfant, alors que l'exposition à des bioaérosols riches et diversifiés en micro-organismes, comme ceux présent dans les fermes, le diminue. In an earlier research project, HR-204, the magnitude and nature of highway related tort claims against counties in Iowa were investigated. However, virtually all of the claims identified in that research resulted from incidents that occurred in areas with predominantly agricultural land use. With recent increases in the rural non-farm population, many traditionally urban problems are also appearing in built-up areas under county jurisdiction. This trend is expected to continue so that counties must anticipate a change in the nature of the tort claims they will encounter. Problems that heretofore have been unique to cities may become commonplace in areas for which counties are responsible. The research reported here has been directed toward an investigation of those problems in rural subdivisions that lead to claims growing out of the provision of highway services by counties. Lacking a sufficient database among counties for the types of tort claims of interest in this research, a survey was sent to 259 cities in Iowa in order to identify highway related problems leading to those claims. The survey covered claims during a five year period from 1975 to 1980. Over one-third of the claims reported were based on alleged street defects. Another 34 percent of the claims contained allegations of damages due to backup of sanitary sewers or defects in sidewalks. By expanding the sample from the 164 cities that responded to the survey, it was estimated that a total of $49,000,000 in claims had been submitted to all 259 cities. Over 34% of this amount resulted from alleged defects in the use of traffic signs, signals, and markings. Another 42% arose from claims of defects in streets and sidewalks. Payments in settlement of claims were about 13.4% of the amount asked for those claims closed during the period covered by the survey. About $9,000,000 in claims was pending on June 30, 1980 according to the information furnished. Officials from 23 cities were interviewed to provide information on measures to overcome the problems leading to tort claims. On the basis of this information, actions have been proposed that can be undertaken by counties to reduce the potential for highway-related claims resulting from their responsibilities in rural subdivisions and unincorporated communities. Suggested actions include the eight recommendations contained in the final report for the previous research under HR-204. In addition, six recommendations resulted from this research, as follows: 1. Counties should adopt county subdivision ordinances. 2. A reasonable policy concerning sidewalks should be adopted. 3. Counties should establish and implement a system for setting road maintenance priorities. 4. Counties should establish and implement a procedure for controlling construction or maintenance activities within the highway right of way. 5. Counties should establish and implement a system to record complaints that are received relating to highway maintenance and to assure timely correction of defective conditions leading to such complaints. 6. Counties should establish and implement a procedure to ensure timely advice of highway defects for which notice is not otherwise received.

O principal objetivo deste trabalho foi verificar se a suposição de predominância da agricultura familiar na microbacia do Taquara Branca, Sumaré, SP, poderia ser sustentada com base em informações concretas. Foi possível a utilização de amostragem probabilística, pois estava disponível um mapa com os limites das 106 propriedades da microbacia, sendo sorteadas 33 delas para a aplicação de questionários do tipo cross-section. A técnica multivariada empregada foi a análise de agrupamentos, para a qual foi utilizado o procedimento PROC CLUSTER do SAS. Nessa análise só foram considerados os dados referentes aos 22 respondentes que exerciam atividade agrícola. Após a análise unidimensional, algumas perguntas foram selecionadas com base na variabilidade entre as respostas e, a partir destas, construíram-se as variáveis necessárias para se proceder à análise multidimensional. A análise de agrupamento permitiu identificar claramente três grupos naturais entre as 22 propriedades. De acordo com as características dos componentes de cada grupo, foi possível classificá-los em: grupo 1, doze propriedades de agricultura familiar; grupo 2, seis propriedades de agricultura não familiar em pequenas áreas; e grupo 3, quatro propriedades de agricultura não familiar em grandes áreas. Embora não seja predominante (apenas 36%), a agricultura familiar é o grupo mais freqüente na microbacia do Taquara Branca.

Much of the nation's rural road system is deteriorating. Many of the roads were built in the 1880s and 1890s with the most recent upgrading done in the 1940s and 1950s. Consequently, many roads and bridges do not have the capacity for the increased loads, speed, and frequent use of today's vehicles. Because of the growing demands and a dense county road system (inherited from the land settlement policies two centuries ago), revenue available to counties is inadequate to upgrade andmaintain the present system. Either revenue must be increased - an unpopular option - or costs must be reduced. To examine cost-saving options, Iowa State University conducted a study of roads and bridges in three 100 square mile areas in Iowa: • A suburban area • A rural area with a large number of paved roads, few bridges, and a high agricultural tax base and •A more rural area in a hilly terrain with many bridges and gravel roads, and a low agricultural tax base. A cost-benefit analysis was made on the present road system in these areas on such options as abandoning roads with limited use, converting some to private drives, and reducing maintenance on these types of roads. In only a few instances does abandonment of low traffic volume roads produce cost savings for counties and abutting land owners that exceed the additional travel costs to the public. In this study, the types of roads that produced net savings when abandoned were: • A small percentage (less than 5 percent) of the nonpaved county roads in the suburban area. However, net savings were very small. Cost savings from reducing the county road system in urbanized areas are very limited. • Slightly more than 5 percent of the nonpaved county roads in the most rural area that had a small number of paved county roads. • More than 12 percent of the nonpaved roads in the rural area that had a relatively large number of paved county and state roads. Converting low-volume roads to low-maintenance or Service B roads produces the largest savings of all solutions considered. However, future bridge deterioration and county liability on Service B roads are potential problems. Converting low-volume roads to private drives also produces large net savings. Abandonment of deadend roads results in greater net savings than continuous roads. However, this strategy shifts part of the public maintenance burden to land owners. Land owners also then become responsible for accident liability. Reconstruction to bring selected bridges with weight restrictions up to legal load limits reduces large truck and tractor-wagon mileage and costs. However, the reconstruction costs exceeded the reduction in travel costs. Major sources of vehicle miles on county roads are automobiles used for household purposes and pickup truck travel for farm purposes. Farm-related travel represents a relatively small percent of total travel miles, but a relatively high percentage of total travel costs.

A benefit-cost analysis was used to examine the effects of alternative investment strategies on the local rural road system. The study first estimated the change in costs to the traveling public of various investment strategies, then compared the change for each investment strategy to the cost of implementing that strategy on the county rural road system. The basic purpose of this study was to develop guidelines for local supervisors and engineers in evaluating investment or disinvestment proposals, and to provide information to state legislatures in developing local rural road and bridge policies. Three case study areas of 100 sq mi each were selected in Iowa. A questionnaire was used to collect data from farm and non-farm residents in the study areas. Data were obtained on the number of 1982 trips by origin, destination, and type of vehicle.

Many rural communities have developed around highways or major county roads; as a result, the main street through small rural communities is often part of a high-speed rural highway. Highways and county roads are characterized by high speeds outside the city limits; they then transition into a reduced speed section through the rural community. Consequently, drivers passing through the community often enter at high speeds and maintain those speeds as they travel through the community. Traffic calming in small rural communities along major roadways is common in Europe, but the U.S. does not have experience with applying traffic-calming measures outside of major urban areas. The purpose of the project was to evaluate traffic-calming treatments on the major road through small Iowa communities using either single-measure low-cost or gateway treatments. The project was partially funded by the Iowa Highway Research Board (IHRB). The focus of the IHRB portion was to evaluate single-measure, low-cost, traffic-calming measures that are appropriate to major roads through small rural communities. Seven different low-cost traffic treatments were implemented and evaluated in five rural Iowa communities. The research evaluated the use of two gateway treatments in Union and Roland; five single-measure treatments (speed table, on-pavement “SLOW” markings, a driver speed feedback sign, tubular markers, and on-pavement entrance treatments) were evaluated in Gilbert, Slater, and Dexter.

Research was undertaken, sponsored by the Iowa Department of Transportation, to identify specific locations where rumble strips could be expected to improve highway safety. The objective of the research was to recommend warrants for their use on rural highways. An inventory of rumble strip installations on the rural highway systems in the state was conducted in 1981. A total of 685 installations was reported on secondary roads and 147 on primary highways. Over 97 percent of these were in advance of stop signs at. intersections. Most of the other installations were in advance of railroad grade crossings. The accident experience with and without rumble strips was compared in two ways. A before-and-after comparison was made for the same location if accident records were available for at least one full year both preceding and following the installation of rumble strips. Accident records for this purpose were available from a statewide computerized record system covering the period from 1977 through 1980. The accident experience at locations having rumble strips installed before 1978 was compared with a sample of comparable locations not having rumble strips.

L'étude présentée dans cet ouvrage offre pour la première fois en Suisse une perspective sociologique empirique et générale sur les organisations religieuses locales. Vu sous cet angle, le fait religieux se manifeste d'abord, comme le précisaient déjà Weber ou Durkheim, par l'existence de communautés de tailles et de profils divers, tant dans l'espace rural qu'urbain. En Suisse, 5'734 paroisses et groupes religieux ont pu être dénombrés en 2008. Ce recensement permet de souligner la prégnance institutionnelle des Eglises historiques, mais également l'émergence d'une plus forte pluralité religieuse, particulièrement en milieu urbain. La sociologie des organisations que propose cette étude permet de jeter un éclairage nouveau sur les effets de la sécularisation (baisse des membres et de la pratique) et de la pluralisation (diversification des confessions et traditions religieuses). L'analyse des différences et des similitudes organisationnelles selon les traditions religieuses fait apparaître un positionnement social des groupes en fonction de statuts acquis au cours de l'histoire. Les théories classiques - par exemple à pro- pos des relations entre statuts sociaux des membres et groupes d'appartenance, des types d'autorités religieuses ou encore des différences entre Eglise et Secte - sont revisitées, précisées ou reformulées grâce à des données quantitatives originales et représentatives du champ religieux suisse. -- The study presented in this book for the first time in Switzerland offers a broad empirical and sociological perspective on local religious organizations. From this perspective, religion appears first, as already observed by Weber and Durkheim, through communities regardless of their various profiles. In Switzerland, 5,734 parishes and religious groups have been identified by a national census in 2008. The book underlines the institutional salience of historical churches (Reformed and Roman Catholic) but also the emerging religious plurality, particularly in urban areas. This study sheds a new light upon the effects of secularization (lower limbs and practice) and pluralisation (diversification of religious denominations and traditions) in the organizational field. The analysis of differences and similarities between religious traditions shows a social positioning of the local groups according to the statutes acquired in history. The classical theories − e.g. about the relationship between social status of members and membership groups, types of religious authorities or differences between Church and Sect − are revisited, clarified or reformulated based on an original and representative quantitative data of the Swiss religious field.

O objetivo deste trabalho foi apresentar o sistema de Avaliação Ponderada de Impacto Ambiental de Atividades do Novo Rural (APOIA-NovoRural), que consiste de um conjunto de planilhas eletrônicas (plataforma MS-Excel) que integram 62 indicadores da performance ambiental de uma atividade econômica em um estabelecimento rural. Cinco dimensões de avaliação foram consideradas: ecologia da paisagem, qualidade ambiental (atmosfera, água e solo), valores socioculturais, valores econômicos e gestão e administração. Os indicadores foram construídos em matrizes de ponderação, nas quais dados quantitativos, obtidos em campo e laboratório, foram automaticamente transformados em índices de impacto, expressos graficamente. O índice de impacto de cada indicador foi traduzido a um valor de utilidade, empregando-se funções e coeficientes especificamente derivados para cada indicador. Os valores de utilidade foram agregados para compor o Índice de Impacto Ambiental da atividade avaliada. Os resultados da avaliação permitem ao produtor/administrador averiguar quais atributos da atividade podem estar desconformes com seus objetivos de sustentabilidade e ao tomador de decisões a indicação de medidas de fomento ou controle das atividades, segundo planos de desenvolvimento local; proporcionam, ainda, uma unidade de medida objetiva de impacto para auxiliar na qualificação e certificação de atividades agropecuárias.

Capacity is affected by construction type and its intensity on adjacent open traffic lanes. The effect on capacity is a function of vehicles moving in and out of the closed lanes of the work zone, and the presence of heavy construction vehicles. Construction activity and its intensity, however, are not commonly considered in estimating capacity of a highway lane. The main purpose of this project was to attempt to quantify the effects of construction type and intensity (e.g. maintenance, rehabilitation, reconstruction, and milling) on work zone capacity. The objective of this project is to quantify the effects of construction type and its intensity on work zone capacity and to develop guidelines for MoDOT to estimate the specific operation type and intensity that will improve the traffic flow by reducing the traffic flow and queue length commonly associated with work zones. Despite the effort put into field data collection, the data collected did not show a full speed-flow chart therefore extracting a reliable capacity value was difficult. A statistical comparison between the capacity values found in this study using either methodologies indicates that there is an effect of construction activity on the values work zone capacity. It was found that the heavy construction activity reduces the capacity. It is very beneficial to conduct similar studies on the capacity of work zone with different lane closure barriers, which is also directly related to the type of work zone being short-term or long-term work zones. Also, the effect of different geometric and environmental characteristics of the roadway should be considered in future studies.

We use data from a randomized controlled trial conducted in 2003-2006 in rural Amhara andOromiya (Ethiopia) to study the impacts of the introduction of microfinance in treated communities. We document that borrowing increased substantially in locations where the programs started their operations, but we find mixed evidence of improvements in a number ofsocio-economic outcomes, including income from agriculture, animal husbandry, non-farm self-employment, schooling and indicators of women's empowerment.
