The South Carolina Coastal Information Network (SCCIN) emerged as a result of a number of coastal outreach institutions working in partnership to enhance coordination of the coastal community outreach efforts in South Carolina. This organized effort, led by the S.C. Sea Grant Consortium and its Extension Program, includes partners from federal and state agencies, regional government agencies, and private organizations seeking to coordinate and/or jointly deliver outreach programs that target coastal community constituents. The Network was officially formed in 2006 with the original intention of fostering intra-and inter- agency communication, coordination, and cooperation. Network partners include the S.C. Sea Grant Consortium, S.C. Department of Health and Environmental Control – Office of Ocean and Coastal Resource Management and Bureau of Water, S.C. Department of Natural Resources – ACE Basin National Estuarine Research Reserve, North Inlet-Winyah Bay National Estuarine Research Reserve, Clemson University Cooperative Extension Service and Carolina Clear, Berkeley-Charleston-Dorchester Council of Governments, Waccamaw Regional Council of Governments, Urban Land Institute of South Carolina, S.C. The presence of fungi on the phytoplankton of Lake Windermere was first noted by the author in 1943. Surveys into the fungal and protozoan parasites of the planktonic algae of the English Lake District and elsewhere were carried out. This article discusses the descriptive studies, epidemics and culture work, which was carried out in connection with these studies.

Esta tese analisou o planejamento, a gestão e a configuração do sistema de saúde na região metropolitana do estado do Rio de Janeiro. Tem com base o referencial teórico do federalismo e apoiou-se em pesquisa qualitativa de caráter descritivo. A pesquisa versou sobre aspectos político-institucionais; normativos, organizacionais; práticos e estruturais da rede de serviços de saúde na região. A análise empreendida aponta as características do modelo tridimensional do federalismo brasileiro a Constituição Federal de 1988 transfere o poder de instituir regiões metropolitanas aos estados, mas na prática, anula a capacidade de intervenção nos municípios e reduz o papel político e administrativo dos estados. Entre os desafios apontados pela tese estão: o comportamento autárquico dos municípios; a disparidade existente entre eles; o enfraquecimento do papel de coordenação do governo estadual; a descontinuidade e pouca integração entre políticas públicas para as regiões metropolitanas; a falta de experiência em planejamento regional e intersetorial; a necessidade de institucionalizar um órgão metropolitano que, entre outras funções, estabeleça fundos financeiros, com definição de fontes de receitas e critérios de alocação de recursos regionais. Quanto à política de regionalização da saúde análise da capacidade instalada dos municípios na integração de serviços de saúde regionais , a tese destaca as fragilidades e desigualdades na distribuição da oferta de serviços; a relação concorrencial entre os municípios para incorporar maior força produtiva qualificada, a oferta de serviços especializados, o adensamento e a concentração de serviços e profissionais de saúde no núcleo metropolitano (a cidade do Rio de Janeiro). O trabalho destaca o potencial de atuação do novo pacto de gestão, representado pelo Contrato Organizativo de Ação Pública em Saúde (COAP) e dos Mapas de Saúde como instrumentos político-institucionais na regulação regional e metropolitana da saúde. Apesar disso, sinaliza que avanços na governança regional serão possíveis com a institucionalização de um órgão que tenha autonomia para tomada de decisões regionais. O estudo reforça a importância da revalorização da gestão das regiões metropolitanas e o potencial de conectividade entre as políticas públicas urbanas através da organização de redes de serviços públicos na agenda política em detrimento das práticas municipalistas.

Seagrass ecosystems are protected under the federal "no-net-loss" policy for wetlands and form one of the most productive plant communities on the planet, performing important ecological functions. Seagrass beds have been recognized as a valuable resource critical to the health and function of coastal waters. Greater awareness and public education, however, is essential for conservation of this resource. Tremendous losses of this habitat have occurred as a result of development within the coastal zone. Disturbances usually kill seagrasses rapidly, and recovery is often comparatively slow. Mitigation to compensate for destruction of existing habitat usually follows when the agent of loss and responsible party are known. Compensation assumes that ecosystems can be made to order and, in essence, trades existing functional habitat for the promise of replacement habitat. While ~lant ingse agrass is not technically complex, there is no easy way to meet the goal of maintaining or increasing seagrass acreage. Rather, the entire process of planning, planting and monitoring requires attention to detail and does not lend itself to oversimplification.

This synthesis presents a science overview of the major forest management Issues involved in the recovery of anadromous salmonids affected by timber harvest in the Pacific Northwest and Alaska. The issues involve the components of ecosystem-based watershed management and how best to implement them, including how to: Design buffer zones to protect fish habitat while enabling economic timber production; Implement effective Best Management Practices (BMPs) to prevent nonpoint-source pollution; Develop watershed-level procedures across property boundaries to prevent cumulative impacts; Develop restoration procedures to contribute to recovery of ecosystem processes; and Enlist support of private landowners in watershed planning, protection, and restoration. Buffer zones, BMPs, cumulative impact prevention, and restoration are essential elements of what must be a comprehensive approach to habitat protection and restoration applied at the watershed level within a larger context of resource concerns in the river basin, species status under the Endangered Species Act (ESA), and regional environmental and economic issues (Fig. ES. 1). This synthesis 1) reviews salmonid habitat requirements and potential effects of logging; 2) describes the technical foundation of forest practices and restoration; 3) analyzes current federal and non-federal forest practices; and 4) recommends required elements of comprehensive watershed management for recovery of anadromous salmonids.

NOAA’s Coral Reef Conservation program (CRCP) develops coral reef management priorities by bringing together various partners to better understand threats to coral reef ecosystems with the goal of conserving, protecting and restoring these resources. Place-based and ecosystem-based management approaches employed by CRCP require that spatially explicit information about benthic habitats and fish utilization are available to characterize coral reef ecosystems and set conservation priorities. To accomplish this, seafloor habitat mapping of coral reefs around the U.S. Virgin Islands (USVI) and Puerto Rico has been ongoing since 2004. In 2008, fishery acoustics surveys were added to NOAA survey missions in the USVI and Puerto Rico to assess fish distribution and abundance in relation to benthic habitats in high priority conservation areas. NOAA’s National Centers for Coastal Ocean Science (NCCOS) have developed fisheries acoustics survey capabilities onboard the NOAA ship Nancy Foster to complement the CRCP seafloor habitat mapping effort spearheaded by the Center for Coastal Monitoring and Assessment Biogeography Branch (CCMA-BB). The integration of these activities has evolved on the Nancy Foster over the three years summarized in this report. A strategy for improved operations and products has emerged over that time. Not only has the concurrent operation of multibeam and fisheries acoustics surveys been beneficial in terms of optimizing ship time and resources, this joint effort has advanced an integrated approach to characterizing bottom and mid-water habitats and the fishes associated with them. CCMA conducts multibeam surveys to systematically map and characterize coral reef ecosystems, resulting in products such as high resolution bathymetric maps, backscatter information, and benthic habitat classification maps. These products focus on benthic features and live bottom habitats associated with them. NCCOS Centers (the Center for Coastal Fisheries and Habitat Research and the Center for Coastal Environmental Health and Biomolecular Research) characterize coral reef ecosystems by using fisheries acoustics methods to capture biological information through the entire water column. Spatially-explicit information on marine resources derived from fisheries acoustics surveys, such as maps of fish density, supports marine spatial planning strategies and decision making by providing a biological metric for evaluating coral reef ecosystems and assessing impacts from pollution, fishing pressure, and climate change. Data from fisheries acoustics surveys address management needs by providing a measure of biomass in management areas, detecting spatial and temporal responses in distribution relative to natural and anthropogenic impacts, and identifying hotspots that support high fish abundance or fish aggregations. Fisheries acoustics surveys conducted alongside multibeam mapping efforts inherently couple water column data with information on benthic habitats and provide information on the heterogeneity of both benthic habitats and biota in the water column. Building on this information serves to inform resource managers regarding how fishes are organized around habitat structure and the scale at which these relationships are important. Where resource managers require place-based assessments regarding the location of critical habitats along with high abundances of fish, concurrent multibeam and fisheries acoustics surveys serve as an important tool for characterizing and prioritizing coral reef ecosystems. This report summarizes the evolution of fisheries acoustics surveys onboard the NOAA ship Nancy Foster from 2008 to 2010, in conjunction with multibeam data collection, aimed at characterizing benthic and mid-water habitats in high priority conservation areas around the USVI and Puerto Rico. It also serves as a resource for the continued development of consistent data products derived from acoustic surveys. By focusing on the activities of 2010, this report highlights the progress made to date and illustrates the potential application of fisheries data derived from acoustic surveys to the management of coral reef ecosystems.

In many countries, resource conflict is a leading risk to livelihoods. For some communities, it is a matter of survival. Yet, many development interventions aiming to address these challenges fail or fall far short of their potential. Common reasons include conflicting agendas, power and politics; poor local commitment and leadership; lack of coordination; plus high costs and low sustainability, as programs often unravel when development finance ends. Overcoming these obstacles requires a shift from typical approaches to planning, implementing and evaluating rural development and natural resource management initiatives. This manual introduces one approach to achieving such breakthroughs in collective action, called Collaborating for Resilience. The manual presents a set of principles and field-tested guidance on exploring the potential for collaboration, facilitating dialogue and action, evaluating outcomes, and sustaining collaboration over time.

This paper develops a sociomaterial perspective on digital coordination. It extends Pickering’s mangle of practice by using a trichordal approach to temporal emergence. We provide new understanding as to how the nonhuman and human agencies involved in coordination are embedded in the past, present, and future. We draw on an in-depth field study conducted between 2006 and 2010 of the development, introduction, and use of a computing grid infrastructure by the CERN particle physics community. Three coordination tensions are identified at different temporal dimensions, namelyobtaining adequate transparency in the present, modeling a future infrastructure, and the historical disciplining of social and material inertias. We propose and develop the concept of digital coordination, and contribute a trichordal temporal approach to understanding the development and use of digital infrastructure as being orientated to the past and future while emerging in the present.

The structure and the electron-transfer of cytochrome c binding on the anionic lipid vesicles were analyzed by electrochemical and various spectroscopic methods. It was found that upon binding to anionic lipid membrane, the formal potential of. cytochrome c shifted 30 mV negatively indicating an eager redox interaction than that in its native state. This is due to the local alteration of the coordination and the heme crevice. The structural Perturbation in which a molten globule-like state is formed during binding to anionic lipid vesicles is more important. This study may help to understand the mechanism of the electron-transfer reactions of cytochrome c at the mitochondrial membrane.

In the copolymerization of styrene-butadiene and styrene-isoprene, a novel rare earth catalyst system (CF3CO2)(3)Ln/R(3-n)AlH(n)/(CH3)(3)CCH2Br (Ln = Y, La, Ce, Pr, Nd, Sm, Eu, Gd, Tb, Dy, Ho, Er, Tm, Yb and Lu; R = Me-, Et-, i-Bu-, and Oct-; n = 0 and 1) has been studied. The 1, 4 unit contents in the copolymers obtained are found to range from 64.4 to 99.6% with St contents of 5.2 to 59.9%, and intrinsic viscosities of 0.1 to 0.5 dl g(-1) measured by i.r., H-1 n.m.r. and C-13 n.m.r. spectra. From the calculated data of linked ratios, a change in the microstructure is induced by the styrene unit, probably adjacent to the butadiene or isoprene unit. An interesting result is that the ratios of styrene unit linked with 1, 2 or 3,4 units in the copolymers are far higher than in copolymers obtained with the nickel catalyst. The experimental results are discussed in terms of rare earth pi-allyl coordination and back-biting mechanism.

机器人已成为进一步实现制造业、非制造业、军事活动以至家庭服务自动化的重要工具.机器人学则是更综合地研究如何使机器或系统具有“思想、感知或动作功能的一门交叉性新学科”.机器人的发展是波浪式的,经历了多次的曲折.目前工业机器人中除装配机器人外,其他点焊、弧焊、喷漆及搬运机器人,由于应用范围限制,以及工业生产装备更新速度和投资规模的影响,市场日趋饱和.以美国为例.制造商订单1984年达到高峰6046台.至1986年下降至5713台,不过对机器人未来市场大都持乐观态度.但进一步开拓市场.有待于推出适用于各种环境作业的各式各样的机器人.日本东京大学教授认为机器人当前处于又一次高潮的前夜(Nightmare),正是需要大力加强研究开发的时期.我国正在着手建立工业机器人产业,这一情况值得我们注意.本文着重从研究角度来介绍当前机器人及机器人学中的控制问题的现状及主要问题.

Organizations are increasingly turning to team-based structures to contend with the pressure of the increasing global competition, consolidation, innovation and need for diverse skills, expertise, and experiences. This ongoing transformation in the basic organization of work has captured the attention of researcher. And group and team research has become increasingly centered in the fields of organizational psychology and organizational behavior since the 1990s. A great deal empirical studies were conducted; a number of variables contributing to team effectiveness and several IPO models were summarized. But teamwork behaviors, the dynamic and adaptive interactions among team members during the task completion, were still very vague. So were the team task characteristics, an important input variable of the IPO models. The effects of team task characteristics and teamwork behaviors on team effectiveness were explored according to IPO model on the basis of the reviews on previous studies, the Hierarchical Conceptual Structure of Teamwork Behaviors (Rousseau et al.,2006), and the task characteristic theory(Hackman & Oldman, 1975). The questionnaire data from 479 team members and 110 team managers of 22 organizations were analyzed. The results indicate: A. Teamwork behaviors consist of 13 behavioral dimensions: team mission analysis, goal specification, planning, coordination, cooperation, information exchange, performance monitoring, backing-up behaviors, intra-team coaching, collaborative problem solving, team practice innovation, psychological support and integrative conflict management. The hierarchical conceptual structure was partly supported with five variable identified, i.e., preparation of work accomplishment, task-related collaborative behaviors, work assessment behaviors, team adjustment behaviors and the management of team maintenance. The formal four variables are in a sequential way. B. The task characteristic theory at individual level is applicable to the team level. This means that the team task characteristics consist of task variety, identity, significance, feedback, autonomy, interdependence. C. The correlations among task characteristics, teamwork behaviors and outcomes support the IPO model. The regulation of team performance mediated the effects of task meaningfulness and interdependence on team outcomes, with the direct effects of task meaningfulness on the preparation behaviors and the direct effects of interdependence on the task-related collaborative behaviors. The management of team maintenance mediated the effects of autonomy on team cohesion and satisfaction. The regulation of team performance has a direct effect on the team performance and the management of team maintenance. And the management of team maintenance has a direct effect on the team attitude and the regulation of team performance.

The motion planning problem is of central importance to the fields of robotics, spatial planning, and automated design. In robotics we are interested in the automatic synthesis of robot motions, given high-level specifications of tasks and geometric models of the robot and obstacles. The Mover's problem is to find a continuous, collision-free path for a moving object through an environment containing obstacles. We present an implemented algorithm for the classical formulation of the three-dimensional Mover's problem: given an arbitrary rigid polyhedral moving object P with three translational and three rotational degrees of freedom, find a continuous, collision-free path taking P from some initial configuration to a desired goal configuration. This thesis describes the first known implementation of a complete algorithm (at a given resolution) for the full six degree of freedom Movers' problem. The algorithm transforms the six degree of freedom planning problem into a point navigation problem in a six-dimensional configuration space (called C-Space). The C-Space obstacles, which characterize the physically unachievable configurations, are directly represented by six-dimensional manifolds whose boundaries are five dimensional C-surfaces. By characterizing these surfaces and their intersections, collision-free paths may be found by the closure of three operators which (i) slide along 5-dimensional intersections of level C-Space obstacles; (ii) slide along 1- to 4-dimensional intersections of level C-surfaces; and (iii) jump between 6 dimensional obstacles. Implementing the point navigation operators requires solving fundamental representational and algorithmic questions: we will derive new structural properties of the C-Space constraints and shoe how to construct and represent C-Surfaces and their intersection manifolds. A definition and new theoretical results are presented for a six-dimensional C-Space extension of the generalized Voronoi diagram, called the C-Voronoi diagram, whose structure we relate to the C-surface intersection manifolds. The representations and algorithms we develop impact many geometric planning problems, and extend to Cartesian manipulators with six degrees of freedom.
