Two concomitant movements occur in the first decade of the XXI century within the private and public dental services in Brazil: the entrance of oral health on the agenda of political priorities of the federal government and the vigorous growth of additional dental care. We analyzed the occurrence of these phenomena in the city of Sao Paulo, by seeking information in official documents and electronic databases in the Municipality of Sao Paulo, the Ministry of Health and National Health Agency (ANS), and also in scientific literature. During the studied period - January 2000 to December 2009 - and with basis on indicators such as coverage of First Consultation Program and Dental coverage Population Potential, percentages were found that characterize low public assistance and a situation far short of the constitutional principle of universal access to dental care. The growing number of beneficiaries of additional services through exclusively dental coverage insurance plans and other types of private insurance plans in the same period was significant, accounting for a major expansion of population coverage in this mode of care. It was found that, compared to the overall national framework, the city of Sao Paulo offers poor access to public dental care, with reduced supply of services to adults and aged people. Furthermore, considering the limitations of market additional services to provide dental care to all Brazilians, it reinforces the need for continuity and expansion of Brasil Sorridente, which is the programmatic expression of the National Oral Health Politics.

The PHENIX experiment has measured electrons and positrons at midrapidity from the decays of hadrons containing charm and bottom quarks produced in d + Au and p + p collisions at root S-NN = 200 GeV in the transverse-momentum range 0.85 <= p(T)(e) <= 8.5 GeV/c. In central d + Au collisions, the nuclear modification factor R-dA at 1.5 < p(T) < 5 GeV/c displays evidence of enhancement of these electrons, relative to those produced in p + p collisions, and shows that the mass-dependent Cronin enhancement observed at the Relativistic Heavy Ion Collider extends to the heavy D meson family. A comparison with the neutral-pion data suggests that the difference in cold-nuclear-matter effects on light- and heavy-flavor mesons could contribute to the observed differences between the pi(0) and heavy-flavor-electron nuclear modification factors R-AA. Políticas públicas de educação ambiental no Brasil estimulam o envolvimento de educadores em processos de políticas públicas mediados pelo diálogo. Isso demanda o desvelamento do conceito de diálogo, objetivo deste trabalho. Os resultados do levantamento bibliográfico estabelecem a relação entre o diálogo, as políticas públicas de educação ambiental e seus pressupostos epistemológicos, trazem a fundamentação filosófica e abordam a teoria operacional para o diálogo. Por fim, indicam obstáculos a sua ocorrência e sugerem a formação de espaços de diálogo para contorná-los.

Our thesis entitled The Invention of Orthodoxy. Religion and Modernity in Romanian nationalist discourse from the XIXth to the XXth century is intended to be a history of the idea of “Romanianess” which brings together, in a structural as well as in a conceptual dimension, three major themes: Romanian Orthodoxy, Modernity and the Political. Having as premise for the study of the Romanian case the simultaneous genesis of the religious and political communities, from the Middle Ages to Modernity, the purpose of our inquiry is to formulate a theologico-political definition of ‘’Romanian Orthodoxy’’. Thus, within a main theoretical framework that values the contributions of Carl Schmitt, Michel Foucault and Reinhart Koselleck, our analysis of selected texts that go from the 1860’s to the 1940’s tries to answer the question regarding the relationship between Romanian Orthodoxy and Modernity, as well as its reflection upon the political identity and organisation of the Romanian society. Considering the political context of the events that underline our conceptual focus, we consider that the proper answer to our investigation lies within the logic of multiplicity; namely, we refer to a plural Romania which is divided, at the beginning of the XXth century, between Traditionalism and Modernity, between a massive rural, agrarian society and an urban minority elite, striving to single out, in an phenomenological approach, the “Romanian way”. Secondly, we refer to a plural Modernity, which is at the same time social, cultural, religious and political. Thirdly, the logic of multiplicity applies as well in the interpretation of the fractures present within the religious nationalist discourse; namely, the rejection of Orthodoxy during the XIXth century, as it was considered an impediment in Romania’s path to adopting western modernity and later on, starting with the 1930, the restoration of the “Orthodox ethos” as a source of cultural and political values of the Romanian nation.

Il percorso del riconoscimento legislativo del diritto all’equo processo affonda le sue radici nel 1215, anno di promulgazione della Magna Charta Libertatum, e culmina, in ambito europeo, nel 1950, con la firma della Convenzione europea per la salvaguardia dei Diritti dell’Uomo e delle Libertà fondamentali (CEDU). In questo documento viene sancito che un prerequisito essenziale per garantire a tutti gli individui il diritto al fair trial è il servizio di assistenza linguistica gratuita, le cui specificità vengono descritte nella direttiva 2010/64/EU.Nel Regno Unito, già nei primi anni ’90 furono introdotte le prime misure per garantire la qualità e la competenza degli interpreti e dei traduttori in ambito giuridico-giudiziario: nel 1994 fu istituito il National Register for Public Service Interpreters (NRPSI), il registro nazionale a cui erano iscritti tutti gli interpreti per i servizi pubblici che erano in possesso di determinate qualifiche. Per assicurare che solo gli interpreti del NRPSI fossero impiegati in ambito penale, nel 1997 fu introdotto il National Agreement, un accordo non vincolante che regolava l’uso dei servizi linguisti nel Criminal Justice System. La prima versione fu modificata nel 2002 e nel 2007. In seguito ad alcune revisioni per conto del Ministero della Giustizia, nel 2010 fu avviato il processo di esternalizzazione dei servizi linguistici, che si concluse nel 2011 con la stipula del National Framework Agreement tra il Ministero della Giustizia e l’azienda Applied Language Solutions (ALS), che poco prima dell’avvio fu acquisita da un’azienda più grande, CAPITA TI. La scarsa esperienza del Ministero in questo settore, unita alle promesse poco realistiche e alla mancanza di trasparenza di ALS furono le cause principali dei numerosi problemi all’avvio del nuovo contratto che si ripercossero notevolmente sul funzionamento del sistema di giustizia. Dopo l’avvio di un piano di emergenza e un monitoraggio del Ministero, la situazione ha iniziato a ristabilirsi, senza raggiungere però i livelli pre-riforma. A Novembre 2015 è stata indetta la nuova gara di appalto: le minacce di nuovi tagli ai tariffari degli interpreti da una parte, e la partecipazione del NRPSI alla gara d’appalto come candidato al ruolo di ente supervisore della qualità dei servizi linguistici dall’altra, ci pongono di fronte a due scenari futuri molto diversi. L’elaborato è strutturato in quattro capitoli: il primo tratterà del percorso storico che ha portato al riconoscimento del diritto al processo equo, e degli strumenti comunitari a garanzia dell’assistenza linguistica gratuita. Nel secondo capitolo parleremo della situazione inglese, quindi la nascita del NRPSI e del National Agreement e le varie revisioni. Nel terzo prenderemo in esame la riforma del 2011 del Ministero della Giustizia britannico, analizzando diversi documenti: il rapporto della Commissione giustizia della Camera dei comuni 2013, quello del National Audit Office 2012, il sondaggio Involvis 2013, il rapporto indipendente OPTIMITY-MATRIX 2014.

Biofuel production, while highly contested, is supported by a number of policies worldwide. Ethiopia was among the first sub-Saharan countries to devise a biofuel policy strategy to guide the associated demand toward sustainable development. In this paper, I discuss Ethiopia’s biofuel policy from an interpretative research position using a frames approach and argue that useful insights can be obtained by paying more attention to national contexts and values represented in the debates on whether biofuel production can or will contribute to sustainable development. To this end, I was able to distinguish three major frames used in the Ethiopian debate on biofuels: an environmental rehabilitation frame, a green revolution frame and a legitimacy frame. The article concludes that actors advocating for frames related to social and human issues have difficulties entering the debate and forming alliances, and that those voices need to be included in order for Ethiopia to develop a sustainable biofuel sector.

BACKGROUND Associations between social status and health behaviours are well documented, but the mechanisms involved are less understood. Cultural capital theory may contribute to a better understanding by expanding the scope of inequality indicators to include individuals' knowledge, skills, beliefs and material goods to examine how these indicators impact individuals' health lifestyles. We explore the structure and applicability of a set of cultural capital indicators in the empirical exploration of smoking behaviour among young male adults. METHODS We analysed data from the Swiss Federal Survey of Adolescents (CH-X) 2010-11 panel of young Swiss males (n = 10 736). A set of nine theoretically relevant variables (including incorporated, institutionalized and objectified cultural capital) were investigated using exploratory factor analysis. Regression models were run to observe the association between factor scores and smoking outcomes. Outcome measures consisted of daily smoking status and the number of cigarettes smoked by daily smokers. RESULTS Cultural capital indicators aggregated in a three-factor solution representing 'health values', 'education and knowledge' and 'family resources'. Each factor score predicted the smoking outcomes. In young males, scoring low on health values, education and knowledge and family resources was associated with a higher risk of being a daily smoker and of smoking more cigarettes daily. CONCLUSION Cultural capital measures that include, but go beyond, educational attainment can improve prediction models of smoking in young male adults. New measures of cultural capital may thus contribute to our understanding of the social status-based resources that individuals can use towards health behaviours.

Cardiovascular disease has been the leading cause of death in the United States for over fifty years. While multiple risk factors for cardiovascular disease have been identified, hypertension is one of the most commonly recognized and treatable. Recent studies indicate that the prevalence of hypertension among children and adolescents is between 3-5%, much higher than originally estimated and likely rising due to the epidemic of obesity in the U.S. In 2004, the National High Blood Pressure Education Program Working Group on High Blood Pressure in Children and Adolescents published new guidelines for the diagnosis and treatment of hypertension in this population. Included in these recommendations was the creation of a new diagnosis, pre-hypertension, aimed at identifying children at-risk for hypertension to provide early lifestyle interventions in an effort to prevent its ultimate development. In order to determine the risk associated with pre-hypertension for the development of incident HTN, a secondary analysis of a repeated cross-sectional study measuring blood pressure in Houston area adolescents from 2000 to 2007 was performed. Of 1006 students participating in the blood pressure screening on more than one occasion not diagnosed with hypertension at initial encounter, eleven were later found to have hypertension providing an overall incident rate of 0.5% per year. Incidence rates were higher among overweight adolescents–1.9% per year [IRR 8.6 (1.97, 51.63)]; students “at-risk for hypertension” (pre-hypertensive or initial blood pressure in the hypertensive range but falling on subsequent measures)–1.4% per year [IRR 4.77 (1.21, 19.78)]; and those with blood pressure ≥90th percentile on three occasions–6.6% per year [IRR 21.87 (3.40, 112.40)]. Students with pre-hypertension as currently defined by the Task Force did have an increased rate of hypertension (1.1% per year) but it did not reach statistical significance [IRR 2.44 (0.42, 10.18)]. Further research is needed to determine the morbidity and mortality associated with pre-hypertension in this age group as well as the effectiveness of various interventions for preventing the development of hypertensive disease among these at-risk individuals. ^

Nuestro objetivo es compartir la experiencia de implementación y desarrollo en OJS del Portal de Revistas Científicas de la Facultad de Humanidades y Ciencias de la Educación (FaHCE) de la Universidad Nacional de La Plata (UNLP) a través del cual se publican en acceso abierto, bajo licencias Creative Commons, las revistas científicas de esta Unidad Académica, incluyendo tanto las electrónicas como las versiones digitales de las de formato papel. El proyecto Portal de Revistas, inaugurado en diciembre de 2012, a cargo del Area de Publicaciones, logró unificar el acceso a las revistas de la institución que integran el Núcleo Básico de Revistas Científicas Argentinas (CAICYT-CONICET). Su objetivo es facilitar la gestión editorial, el cumplimiento de la periodicidad y de los parámetros de evaluación sugeridos por las bases de datos regionales e internacionales y la automatización de los envíos a bases de datos para aumentar su visibilidad optimizando los tiempos de trabajo

El trabajo es el resultado de una investigación de carácter cuali-cuantitativo desarrollada en el marco del Programa de investigación "Educación y Territorio" de la Facultad de Ciencias Humanas (CIG-UNICEN). Como resultados de la investigación se presentarán los mapas temáticos correspondientes a la accesibilidad y uso de las nuevas tecnologías en el "Territorio escolar", que muestran la desigual territorialización de las densidades comunicacionales e informacionales. Fruto de las encuestas realizadas a directivos de las escuelas secundarias de la ciudad, podemos decir que la accesibilidad a las Nuevas Tecnologías en algunas instituciones escolares no siempre garantiza su uso en las prácticas de aula de la geografía escolar
