Este trabalho estuda os aspectos econômicos e socioambientais que caracterizam a indústria de reciclagem de embalagens plásticas na Região Metropolitana de Belém (RMB) e seu impacto sobre o desenvolvimento urbano local.. Neste sentido, em pesquisa realizada com indústrias de reciclagem de embalagens plásticas pós-consumo que atuam na RMB constatou-se que o número de indústrias no período coberto pela pesquisa (2001-2005) sofreu pouca alteração, no entanto, as indústrias que se consolidaram: CRA, Sacotex e Norplasa sustentam a cadeia de negócios no ramo de reciclagem de embalagens plásticas pós-consumo. Esta pesquisa também procura mostrar o impacto desta atividade para o desenvolvimento local através da análise econômica advinda do reprocessamento do resíduo sólido plástico incorporando elementos que possibilitem a criação de indicadores socioeconômicos. A proposta concretiza-se pelo uso da metodologia da análise econômica dos custos e benefícios resultantes dessa atividade. Os principais resultados do estudo demonstram os custos e benefícios auferidos pelas indústrias com a atividade de reciclagem, bem como o impacto dessa atividade sobre os agentes de base ( os coletores de materiais recicláveis) e como esta atividade tem fomentado o desenvolvimento urbano local através da integração entre os agentes econômicos que fazem parte desse processo.

As media education concepts and practices have been disseminated and strengthened in European countries and Americas, the policies responsible for that expansion remain little known, particularly in countries where the achievements have been recently noted. That is the case for Brazil, where there have been new opportunities for media education, considered as a valuable resource to help accomplish goals of the educational system. This paper looks into the contribution of media education to the enhancement of teaching and learning in the context of innovations brought by recent policies of the Brazilian Ministry of Education. After educational reform programmes which brought the opportunity for emerging fields such as media education, we produced teaching material and conducted a series of workshops with students and teachers from state secondary schools. By reading and producing multimedia information about local public services available to young people, pupils learned about democracy, citizenship, civic engagement, media language, and identity. Lessons from our experiment are discussed against the backdrop of education policies being implemented to ameliorate harsh conditions resulting from the recent economic crisis. We suggest that media education can help by creating a learning environment in which the students become aware of the value of educational attainments.

The present study aims to establish the mapping units climate Metropolitan Region of São Paulo, with a more refined analysis in the study of extreme weather events to contribute to the adaptation of populations made vulnerable in the face of extreme weather events, and also as an aid local public policies, from a new perspective climate. Participatory Budgeting (PB) is an innovative methodology of public budget management. It includes the common citizen in decision-making process, which does not happen in traditional budget processes. PB emerged in Brazil in the last two decades of the last century (Porto Alegre’s experience is the best known model) and spread to several countries since then. The spread of the practice has produced significant changes in relation to the original proposals, requiring the efforts of analysts to identify them in different situations, carried out by different political actors, with different objectives. Pires and Pineda (2008a) proposed a typology of PB sought to contemplate the experiences from the simplest to the most daring and less sophisticated to the pretentious, so as to allow assessment of the maximum number of cases. In this article the Spanish experiences of PB are characterized from this typology, highlighting its most relevant aspects. It is a useful study to understand the evolution of PB in Spain, but also to continue the effort to better define what is and can become the participatory budget as a possible tool for improving the management of local public finance and democracy

Small businesses are considered important engines for job growth and economic development by policy makers worldwide. One of the most commonly cited constraints of small businesses is a lack of access to capital. To address this constraint, small business loan guarantee programs have been established in over 100 countries. There are a variety of types of guarantee funds, with the most significant differences being which borrowers are eligible for guarantees, and how borrowers are approved for guarantees. There is currently no clear delineation between types of programs and the economic conditions they operate in, though some trends are becoming apparent. However, these trends may not be leading to the best economic outcomes possible. By better matching the structure of the guarantee fund to the economic conditions it operates in, the program’s success in meeting economic development goals may be greatly improved. Many programs in developing countries may not be taking advantage of bank expertise and may be limiting the scope of their effectiveness. At the same time, programs in developed countries may be wasting resources by scattering their efforts too thinly and subsidizing less competitive firms to the detriment of local economic development.

The acid weathering of pyrite-bearing Pennsylvanian clastic sedimentary rocks in southeastern Nebraska locally produces the secondary sulfate minerals alunogen, copiapite, epsomite, felsobanyaite/basaluminite, gypsum, halotrichite, jarosite, rozenite, and slavikite. Of these mineral occurrences, four are first-time discoveries in the state or the surrounding region. Slavikite (NaMg2Fe5 (S04)7 (OH) 6• 33H20), which has been reported only once before in North America and from a handful of sites in Europe and South America, was found in abundance at an outcrop at Brownville, NE. The pH values in 1:1 solutions of deionized water of the studied minerals, excluding epsomite, range from 1.94 to 4.82. Therefore, segregations of secondary minerals in themselves are significant microenvironmental reservoirs of acid that can be mobilized during precipitation events. Because of its role in liberating and concentrating ions such as Al3+, Fe2+, Fe3+, Mg3+, and SO42-, acid rock weathering should be considered in local to regional assessments of surface-water and groundwater chemistry. Observations also suggest that rock weathering by the growth of sulfate salts is a potential factor in local hillslope development, one that has not previously been considered in the study area.

The thesis concerns, from an economic and institutional point of view, the migration process in connection with development issues, focusing on the Middle East and North Africa region. Adopting a south-south perspective of migration flows, which is focusing on migration from the Maghreb and Mashreq towards the GCC, the research focuses on the linkage between migration and local development (LED), considering the economic implication that temporary migration flows (trough physical and human capital accumulation) have for the labour exporting countries of the region. Since south-south migration flows are both temporary and skilled, the research points out that return migrants from the GCC can have a significant impact for the growth of recipient countries, as they transfer capital through remittances on regular basis and, once back, they can use human capital acquired abroad to promote economic initiatives. Starting from the descriptive analysis on international migration flows (from an historical to a systemic point of view), and focusing on the patterns of people movements in the Gulf Migration System and on the role remittances have in the region as a strategy for both household survival and local development, the research considers the economics of migrant remittances from a micro and macro perspective and the main direct and indirect effects that remittances have on the local communities. The review of the economic literature on international remittances and on local development shows how migration is an alternative strategy of financing local economic development (LED) especially for low-middle income countries (among them the Maghreb countries). The linkage between return migration, remittances, human capital formation and the promotion of local development in the Egyptian case is the focus of the empirical investigation.

La mobilità nelle aree urbane di medie e grandi dimensioni risente di molte criticità e spesso è causa di numerose discussioni. L'utilizzo sempre crescente del mezzo di trasporto privato ha prodotto conseguenze negative: l'aumento del traffico e degli incidenti stradali, dell'inquinamento atmosferico e del rumore sono accompagnati da un forte spreco energetico. Dall'altra parte, il trasporto pubblico locale (TPL) non è riuscito a costruirsi canali preferenziali all'interno dell'immaginario cittadino, poiché sottomesso da un modello economico e un mercato fortemente dipendenti dall'automobile. Una via d'uscita dalla mobilità non sostenibile basata sull'utilizzo di combustibili fossili porta a concepire un trasporto pubblico locale gratuito, fruibile dal cittadino in qualsiasi momento della giornata. Attraverso un'analisi dell'azienda del trasporto pubblico bolognese (ATC) e dei dati provenienti dalla sanità regionale, questa tesi intende mostrare che vi sarà un miglioramento della qualità di vita in aree urbane nel momento in cui la teoria della decrescita venga condivisa da tutti i cittadini. Così sarà possibile liberare i centri urbani dai mezzi privati e quindi dagli alti livelli di inquinamento acustico e atmosferico, e dare ai cittadini la vera libertà di movimento. Mobility in medium and large sized urban areas is critical and often a cause for numerous debates. The use of private transport is in constant increase and has generated negative consequences: congestion and road accidents, air and noise pollutio as well as a considerable waste of energy. On the other hand, the local public transport (LPT) has not succeeded in representing the preferred choice by citizens in the urban imaginary. Its potential has been subdued by economic models and markets that are largely dependant on the production of vehicles. An alternative to the current non sustainable mobility based on the combustion of fossil fuels could be the provision of a free local transport network available to the citizen from anywhere at any time. This dissertation's objective is to show how an improvement of the quality of life in urban areas is connected to a collective awareness on the degrowth theory. I intend to achieve this by analysing thoroughly the system of the public transportation agency in Bologna (ATC) and considering data from the local health department. Only then we will be able to limit private vehicles from city centres and as a result of that drastically decrease air and noise pollution whilst providing a true service for a free moving citizen.

The present work, then, is concerned with the forgotten elements of the Lebanese economy, agriculture and rural development. It investigates the main problematic which arose from these forgotten components, in particular the structure of the agricultural sector, production technology, income distribution, poverty, food security, territorial development and local livelihood strategies. It will do so using quantitative Computable General Equilibrium (CGE) modeling and a qualitative phenomenological case study analysis, both embedded in a critical review of the historical development of the political economy of Lebanon, and a structural analysis of its economy. The research shows that under-development in Lebanese rural areas is not due to lack of resources, but rather is the consequence of political choices. It further suggests that agriculture – in both its mainstream conventional and its innovative locally initiated forms of production – still represents important potential for inducing economic growth and development. In order to do so, Lebanon has to take full advantage of its human and territorial capital, by developing a rural development strategy based on two parallel sets of actions: one directed toward the support of local rural development initiatives, and the other directed toward intensive form of production. In addition to its economic returns, such a strategy would promote social and political stability.

The present study aims at assessing the innovation strategies adopted within a regional economic system, the Italian region Emilia-Romagna, as it faced the challenges of a changing international scenario. As the strengthening of the regional innovative capabilities is regarded as a keystone to foster a new phase of economic growth, it is important also to understand how the local industrial, institutional, and academic actors have tackled the problem of innovation in the recent past. In this study we explore the approaches to innovation and the strategies adopted by the main regional actors through three different case studies. Chapter 1 provides a general survey of the innovative performance of the regional industries over the past two decades, as it emerges from statistical data and systematic comparisons at the national and European levels. The chapter also discusses the innovation policies that the regional government set up since 2001 in order to strengthen the collaboration among local economic actors, including universities and research centres. As mechanics is the most important regional industry, chapter 2 analyses the combination of knowledge and practices utilized in the period 1960s-1990s in the design of a particular kind of machinery produced by G.D S.p.A., a world-leader in the market of tobacco packaging machines. G.D is based in Bologna, the region’s capital, and is at the centre of the most important Italian packaging district. In chapter 3 the attention turns to the institutional level, focusing on how the local public administrations, and the local, publicly-owned utility companies have dealt with the creation of new telematic networks on the regional territory during the 1990s and 2000s. Finally, chapter 4 assesses the technology transfer carried out by the main university of the region – the University of Bologna – by focusing on the patenting activities involving its research personnel in the period 1960-2010.

La tesi ha per oggetto lo studio delle politiche pubbliche locali ed in particolare delle politiche sociali che dal 2011 sono diventate politiche esclusivamente territoriali. L’obiettivo è quello di verificare se il differente orientamento politico delle amministrazioni genera politiche differenti. Per verificare le ipotesi si sono scelti 2 Comuni simili sul piano delle variabili socio-economiche, ma guidati da giunte con orientamento politico differente: il Comune di Modena a guida Partito Democratico e il Comune di Verona con un sindaco leghista a capo di una giunta di centro-destra. Nella prima parte vengono esposti ed analizzati i principali paradigmi di studio delle politiche (rational choice, paradigma marxista, economia del benessere, corporativismo e pluralismo, neo-istituzionalismo e paradigma relazionale) e viene presentato il paradigma che verrà utilizzato per l’analisi delle politiche (paradigma relazionale). Per la parte empirica si è proceduto attraverso interviste in profondità effettuate ai due Assessori alle Politiche sociali e ai due Dirigenti comunali dei Comuni e a 18 organizzazioni di Terzo settore impegnate nella costruzione delle politiche e selezionate attraverso la metodologia “a palla di neve”. Sono analizzate le disposizioni normative in materia di politica sociale, sia per la legislazione regionale che per quella comunale. L’analisi dei dati ha verificato l’ipotesi di ricerca nel senso che l’orientamento politico produce politiche differenti per quanto riguarda il rapporto tra Pubblica Amministrazione e Terzo settore. Per Modena si può parlare di una scelta di esternalizzazione dei servizi che si accompagna ad un processo di internalizzazione dei servizi tramite le ASP; a Verona almeno per alcuni settori delle politiche (disabilità e anziani) sono stati realizzati processi di sussidiarietà e di governance. Per la fase di programmazione l’orientamento politico ha meno influenza e la programmazione mostra caratteristiche di tipo “top-down”.

Con la prima parte, si intende fornire un quadro pressoché esaustivo delle principali disposizioni in materia di società a partecipazione pubblica regionale e locale operanti nel campo dei servizi pubblici locali e della loro interpretazione giurisprudenziale e dottrinale, prendendo le mosse dagli ultimi interventi legislativo. Nella seconda parte, si affronta, invece, il tema dei limiti legislativi alla capacità di azione delle società a partecipazione pubblica e dei connessi dubbi interpretativi, anche alla luce degli orientamenti giurisprudenziali e dottrinali. In particolare, l’analisi riguarda l’art. 13 del decreto”Bersani” e il comma 9 dell’art. 23 bis (ora pedissequamente trasfuso nel comma 33 dell’art. 4 del d.l. n. 138/2011), ossia le principali disposizioni che definiscono, rispettivamente, la capacità di azione delle società (a partecipazione pubblica) strumentali e di quelle operanti nel campo dei servizi pubblici locali titolari di affidamenti diretti (assentiti con modalità diverse dall’evidenza pubblica). Vengono forniti cenni di inquadramento in relazione al cd. procedimento di riordino delle partecipazioni societarie pubbliche previsto dalla legge finanziaria del 2008 (art. 3, commi 27 – 32). Dal combinato disposto delle suddette norme, così come interpretate dalla giurisprudenza costituzionale ed amministrativa, si ricavano, poi, utili indicazioni in ordine alla possibilità, per gli enti pubblici territoriali, di costituire società con scopo meramente lucrativo (ossia, soggetti societari privi del rapporto di strumentalità con gli enti costituenti o partecipanti, chiamati ad operare, in regime di concorrenza, in settori completamente liberalizzati) e società cd. multiutilities (aventi oggetto sociale complesso, la cui attività si estrinseca tanto nel campo dei servizi strumentali, quanto in quello dei servizi pubblici locali), nonché in relazione alla disciplina applicabile all’attività di detti soggetti societari. La finalità ultima del contributo consiste nell'individuazione delle linee guida finalizzate alla classificazione delle società pubbliche in funzione della loro attività.
