Stationarity analysis of historical flood series in France and Spain (14th-20th centuries)

Interdisciplinary frameworks for studying natural hazards and their temporal trends have an important potential in data generation for risk assessment, land use planning, and therefore the sustainable management of resources. This paper focuses on the adjustments required because of the wide variety of scientific fields involved in the reconstruction and characterisation of flood events for the past 1000 years. The aim of this paper is to describe various methodological aspects of the study of flood events in their historical dimension, including the critical evaluation of old documentary and instrumental sources, flood-event classification and hydraulic modelling, and homogeneity and quality control tests. Standardized criteria for flood classification have been defined and applied to the Isère and Drac floods in France, from 1600 to 1950, and to the Ter, the Llobregat and the Segre floods, in Spain, from 1300 to 1980. The analysis on the Drac and Isère data series from 1600 to the present day showed that extraordinary and catastrophic floods were not distributed uniformly in time. However, the largest floods (general catastrophic floods) were homogeneously distributed in time within the period 1600¿1900. No major flood occurred during the 20th century in these rivers. From 1300 to the present day, no homogeneous behaviour was observed for extraordinary floods in the Spanish rivers. The largest floods were uniformly distributed in time within the period 1300-1900, for the Segre and Ter rivers.

Una lectura de la Llei 10/2001, de 13 de juliol, d'arxius i documents

S'analitza el procés d'elaboració de la nova Llei d'arxius destacant les principals modificacions que recull el text definitiu en relació al projecte. Es comenten també els punts més destacats de la Llei al voltant de tres eixos principals: la definició del Sistema d'Arxius de Catalunya, el sistema de gestió documental i l'accés als documents del patrimoni documental català.

Com abordar la gestió dels documents administratius a les empreses: una reflexió des de l'experiència

L'article que es presenta és una reflexió sobre la gestió de la documentació administrativa en l'entorn de l'empresa. S'analitza, s'explica i s'exemplifica el mètode sistèmic de gestió dels documents administratius en l'organització. Es valora la funció i la tasca de la unitat gestora de la documentació administrativa com a actiu clau per a la gestió integral de la informació estratègica de l'empresa.

Formats per a la digitalització de documents

Es descriuen els principals conceptes que s'han de tenir en compte a l'hora d'utilitzar els fitxers gràfics en activitats de digitalització retrospectiva de documents impresos. A partir de la bibliografia internacional s'exposa quins són els principals problemes que el procés de captació de les imatges pot generar, com utilitzar els formats de gràfics digitals i com mantenir un control de qualitat del procés. Com a apèndix s'adjunten els estàndards que diverses institucions reconegudes estan aplicant en les seves experiències de digitalització.

Informe sobre la Jornada de presentació de la Llei 10/2001, de 13 de juliol, d'arxius i documents (Escola d'Administració Pública de Catalunya. Barcelona, 17 de gener de 2002)

El 17 de gener de 2002, l'Escola d'Administració Pública de Catalunya, el Servei d'Arxius de la Direcció General de Patrimoni Cultural de la Generalitat de Catalunya i l'Associació d'Arxivers de Catalunya (AAC) van organitzar una jornada de divulgació, reflexió i debat sobre la Llei 10/2002, de 13 de juliol, d'arxius i documents. L'objectiu de la Jornada era donar a conèixer als professionals dels arxius aquesta llei i es va centrar a analitzar-ne l'abast, la incidència i les implicacions més rellevants. Emmarcada en la línia de la formació interdepartamental de l'Escola d'Administració Pública de Catalunya, la Jornada tenia com a destinataris els arxivers de l'Administració de la Generalitat de Catalunya, de l'Administració local i d'altres institucions públiques.

L'administració electrònica i la gestió de documents

The projects dealing with e-government are currently the principal factor in instigating the changes taking place within the public administration. This change, which is considered unstoppable, has important implications regarding the management and conservation of administrative documents generated by electronic transactions. This article analyses the methodological, legal and cultural challenges that come about when the archives paradigm is included within e-government projects and also the consequences that this may have on the archives themselves. In conclusion the author proposes a set of methodological solutions for identifying those electronic documents with evidential value, determining their life cycle, defining a preservation policy and creating a digital archive.

Concerning improvements to the State Capitol Grounds including placement of the Allison memorial and Soldiers and Sailor's momuments; removal of heating plant and relieving the state of coal, ashes, gas and smoke; provision of office space to the Adjutant General; an eventual executive mansion; provision of office buildings; and for a Supreme Court building where together with its library auxiliaries will have perpetual growth and constant accessbility; and propose restoration of natural scenic value of the capitol site.
