La verificación de los certificados de origen en Chile

Los procedimientos de origen tienen que ver tanto con la emisión como con la verificación de los certificados de origen. La certificación de origen consiste en acreditar que un producto cumple con la norma de origen para que pueda acceder a las preferencias arancelarias correspondientes en el mercado de destino sin que se produzca triangulación. La verificación de origen radica en comprobar no sólo de manera formal la validez del certificado de origen, sino también que la mercancía que es amparada por éste califica, de fondo, como originario. Todo acuerdo comercial posee una normativa sobre procedimientos de origen, la cual continúa vigente después de finalizados los correspondientes programas de liberalización arancelaria. Esta edición examina el caso de Chile, por el gran número de acuerdos comerciales que este país ha suscrito. Verification of Certificates of Origin in Chile

Origin procedures concern both the issuance and verification of certificates of origin. Certification of origin consists of demonstrating that a product complies with standards of origin that qualify a good for access to the corresponding tariff preferences in a destination market, and that no triangulation has occurred in this process. Verification of origin means not only formally checking the validity of the certificate of origin, but also ensuring that the merchandise covered by the certificate genuinely qualifies as originating. All trade agreements carry rules on origin procedures, which continue to apply after the corresponding tariff reduction programmes have concluded.  This edition of the bulletin examines the case of Chile, because of the large number of trade agreements the country has signed.

Latin American Economic Outlook 2016: Towards a new Partnership with China

The Latin American Economic Outlook analyses issues related to Latin America’s economic and social development. Ever since the first edition was launched at the 17th Ibero-American Summit of Heads of State and Government in November 2007 in Santiago (Chile), the report has offered a comparison of Latin American performance with that of other countries and regions in the world, sharing experiences and good practices with the region’s public officials.
