The tendency within the EU today to blur distinctions between internal and external policies and between hard and soft security demands a more holistic and inclusive approach in tackling challenges and seizing opportunities if the EU is to make good on its foreign policy objectives. In his assessment of the impact of the ‘big bang’ enlargement on EU foreign policy a decade later, Steven Blockmans finds that the experience and expertise of the (by now not so) new member states has been and will continue to be indispensable for the European Union.

Over the past ten to twenty years, Belarus has seen a steep rise in the number of local dollar millionaires. This has somewhat undermined the myth of an egalitarian model of society promoted through the Belarusian state propaganda. There is a small group of businessmen among the top earners who, in exchange for their political loyalty and their consent to share profits with those in power, have enjoyed a number of privileges that allow them to safely conduct business in an environment typically hostile to private enterprise. The favourable conditions under which they are operating have enabled them not only to accumulate substantial capital, but also to invest it abroad. However, since such businesses are seen as providing a financial safety net for the regime, in 2011 and 2012 some of their directors received an EU travel ban, while their companies were subjected to economic sanctions by Brussels. At the same time, fearing that Belarus’s big business could become powerful enough to influence the country’s political scene (as has been the case in Russia and Ukraine), Alexander Lukashenka has actively prevented such players from becoming too independent. Consequently, Belarus has so far not developed its own elite class of oligarchs who would be able to actively influence government policy. The current informal agreement between the government in Minsk and big business has proved stable and is unlikely to change in the near future. Nonetheless, a reordering of state power giving Belarus’s big business significant political influence would be possible should Mr Lukashenka lose power in the next presidential election.

Big business in Russia: The pace of ownership transfer in the Russian economy has speeded up considerably over the last year. There has been a significant rise in the number of acquisitions of whole enterprises, and large blocks of shares in individual firms and plants. Similarly the number of mergers, bankruptcies and take-overs of failing firms by their strongest competitors has grown. The Russian power industry: This study is an overview of the current condition and principles on which the Russian power sector has been functioning so far. This analysis has been carried out against the background of the changes that have been taking place in the sector since the beginning of the 1990s. This text also contains a description of guidelines and progress made so far in implementing the reform of the Russian power industry, the draft of which was adopted by the government of the Russian Federation in summer 2001. However, the purpose of this study is not an economic analysis of the draft, but an attempt to present the political conditions and possible consequences of the transformations carried out in the Russian power sector. The final part attempts to evaluate the possibilities and threats related to the implementation of the reform in its present shape. Ukrainian metallurgy: The metallurgic sector, like the east-west transit of energy raw materials, is a strategic source of revenue for Ukraine. Over the last ten years, this sector has become Kiev's most important source of foreign currency inflows, accounting for over 40 per cent of its total export revenues. The growth of metallurgic production, which has continued almost without interruption since the mid-1990s, has contributed considerably to the increase in GDP which Ukraine showed in 2000, for the first time in its independent history.

More than three years after al-Gaddafi was overthrown, Libya has still not returned to some semblance of normality. In many places, the Libyan state exists only on paper. No less than two governments and dozens of rival tribes, all with their own militias and armed to the teeth, are trying to come to power. In the midst of this chaos “IS,” the terrorist organization, has now entered the fray. Evidence of this is provided by the brutal murder of 21 Egyptian Copts, which could trigger off a civil war that will pose a threat to the entire region and to Europe. Mirco Keilberth, an expert on Libya, explains what is going on.

Lo scopo di questo l'elaborato è l'analisi,lo studio e il confronto delle tecnologie per l'analisi in tempo reale di Big Data: Apache Spark Streaming, Apache Storm e Apache Flink. Per eseguire un adeguato confronto si è deciso di realizzare un sistema di rilevamento e riconoscimento facciale all’interno di un video, in maniera da poter parallelizzare le elaborazioni necessarie sfruttando le potenzialità di ogni architettura. Dopo aver realizzato dei prototipi realistici, uno per ogni architettura, si è passati alla fase di testing per misurarne le prestazioni. Attraverso l’impiego di cluster appositamente realizzati in ambiente locale e cloud, sono state misurare le caratteristiche che rappresentavano, meglio di altre, le differenze tra le architetture, cercando di dimostrarne quantitativamente l’efficacia degli algoritmi utilizzati e l’efficienza delle stesse. Si è scelto quindi il massimo input rate sostenibile e la latenza misurate al variare del numero di nodi. In questo modo era possibile osservare la scalabilità di architettura, per analizzarne l’andamento e verificare fino a che limite si potesse giungere per mantenere un compromesso accettabile tra il numero di nodi e l’input rate sostenibile. Gli esperimenti effettuati hanno mostrato che, all’aumentare del numero di worker le prestazioni del sistema migliorano, rendendo i sistemi studiati adatti all’utilizzo su larga scala. Inoltre sono state rilevate sostanziali differenze tra i vari framework, riportando pro e contro di ognuno, cercando di evidenziarne i più idonei al caso di studio.

Il lavoro svolto si concentra sullo studio e lo sviluppo dei sistemi software per la gestione dei big data. Inizialmente sono stati analizzati i settori nei quali i big data si stanno diffondendo maggiormente per poi studiare l'ingegnerizzazione e lo sviluppo dei sistemi in grado di gestire questo tipo di dati. Sono state studiate tutte le fasi del processo di realizzazione del software e i rischi e i problemi che si possono incontrare. Infine è stato presentato un software di analisi di big data: Google BigQuery.

BACKGROUND Nociceptin in the peripheral circulation has been proposed to have an immunoregulatory role with regards to inflammation and pain. However, the mechanisms involved in its regulation are still not clear. The aim of this study was to investigate signalling pathways contributing to the regulation of the expression of nociceptin under inflammatory conditions. METHODS Mono Mac 6 cells (MM6) were cultured with or without phorbol-12-myristate-13-acetate (PMA). Prepronociceptin (ppNOC) mRNA was detected by RT-qPCR and extracellular nociceptin by fluorescent-enzyme immunoassay. Intracellular nociceptin and phosphorylated kinases were measured using flow cytometry. To evaluate the contribution of various signalling pathways to the regulation of ppNOC mRNA and nociceptin protein, cells were pre-treated with specific kinase inhibitors before co-culturing with PMA. RESULTS ppNOC mRNA was expressed in untreated MM6 at low concentrations. Exposure of cells to PMA upregulated ppNOC after nine h compared with controls without PMA (median normalized ratio with IQR: 0.18 (0.15-0.26) vs. 0 (0-0.02), P<0.01). Inhibition of mitogen-activated protein kinases specific for signal transduction reversed the PMA effects (all P<0.001). Induction of nociceptin protein concentrations in PMA stimulated MM6 was prevented predominantly by identity of ERK inhibitor (P<0.05). CONCLUSIONS Upregulation of nociceptin expression by PMA in MM6 cells involves several pathways. Underlying mechanisms involved in nociceptin expression may lead to new insights in the treatment of pain and inflammatory diseases.

Previous research suggests that people tend to see faces in car fronts and that they attribute personality characteristics to car faces. In the present study we investigated whether car design influences pedestrian road-crossing behaviour. An immersive virtual reality environment with a zebra crossing scenario was used to determine a) whether the minimum accepted distance for crossing the street is larger for cars with a dominant appearance than for cars with a friendly appearance and b) whether the speed of dominant-looking cars is overestimated as compared to friendly-looking cars. Participants completed both tasks while either standing on the pavement or on the centre island. We found that people started to cross the road later in front of friendly-looking low-power cars compared to dominant-looking high-power cars, but only if the cars were relatively large in size. For small cars we found no effect of power. The speed of smaller cars was estimated to be higher compared to large cars (size-speed bias). Furthermore, there was an effect of starting position: From the centre island, participants entered the road significantly later (i. e. closer to the approaching car) and left the road later than when starting from the pavement. Similarly, the speed of the cars was estimated significantly lower when standing on the centre island compared to the pavement. To our knowledge, this is the first study to show that car fronts elicit responses on a behavioural level.
