There has been much commentary about the re-ordering of the relations between nation state government, geographical territory, and populations in the advanced liberal democracies. This is seen as a product of: increasing demographic and cultural diversity due to legal and illegal migration; economic, cultural, and political global interdependence; footloose mobility of capital and the outsourcing of jobs to poorer countries; the growing power of international corporations and financial markets; and the growth of supra-national bodies like the European Union and The North Atlantic Free Trade Association, the World Trade Organisation, and (debatably), the UN. These developments are held to be associated with the gradual demise of the model of the increasingly secular nation state first crystallised by the Treaty of Westphalia in 1648. This conception provided a mutual, guarantee of states’ jurisdiction over territory and populations through their legitimated attempts to monopolise the use of force. Though, the relations between these states have always been asymmetrical and often challenged (Hunter 1998).

The German chancellor and leader of the German conservative party, Angela Merkel, said in an interview a few weeks ago: “Nobody could have imagined a few months ago to what extent we would be pushed into state intervention programs. Of course, Merkel spoke on, this intervention is not easy for anybody. Therefore, she recommended turning back to the former course as soon as possible” (tagesschau.de, 11. März 2008, zit. nach Bildzeitungsinterview mit Angela Merkel, own translation). The worldwide celebrated new president of the United States, Barack Obama, said in an interview on CBS-News a few weeks before Merkel: “(...) there's no doubt that we have not been able yet to reset the confidence in the financial markets and in the consumer markets and among businesses that allow the economy to move forward in a strong way. And my job as president is gonna be to make sure that we restore that confidence“ (CBS News, 16. The important application of semi-static hedging in financial markets naturally leads to the notion of conditionally quasi self-dual processes which is, for continuous semimartingales, related to conditional symmetry properties of both their ordinary as well as their stochastic logarithms. We provide a structure result for continuous conditionally quasi self-dual processes. Our main result is to give a characterization of continuous Ocone martingales via a strong version of self-duality.

The important application of semistatic hedging in financial markets naturally leads to the notion of quasi--self-dual processes. The focus of our study is to give new characterizations of quasi--self-duality. We analyze quasi--self-dual Lévy driven markets which do not admit arbitrage opportunities and derive a set of equivalent conditions for the stochastic logarithm of quasi--self-dual martingale models. Since for nonvanishing order parameter two martingale properties have to be satisfied simultaneously, there is a nontrivial relation between the order and shift parameter representing carrying costs in financial applications. This leads to an equation containing an integral term which has to be inverted in applications. We first discuss several important properties of this equation and, for some well-known Lévy-driven models, we derive a family of closed-form inversion formulae.

Using a pure-exchange overlapping generations model, characterized with tax evasion and information asymmetry between the government (the social planner) and the financial intermediaries, we try and seek for the optimal tax and seigniorage plans, derived from the welfare maximizing objective of the social planner. We show that irrespective of whether the economy is characterized by tax evasion, or asymmetric information, a benevolent social planner, maximizing welfare and simultaneously financing the budget constraint, should optimally rely on explicit rather than implicit taxation.

In this paper we consider the case for assigning tax revenues to Scotland, by which we mean that taxes levied on Scottish tax bases should be returned to the Scottish budget. The budget, however, would continue to be supplemented by transfers from the Westminster budget. This arrangement differs from the current situation whereby public spending is largely financed by a bloc grant from Westminster. Our suggestion falls short of full fiscal federalism for Scotland . meaning that Scotland had control over choice of tax base and of tax rates, and fiscal transfers from Westminster would be minimal. We use propositions drawn from the theory of fiscal federalism to argue for a smaller vertical imbalance between taxes retained in Scotland and public spending in Scotland. A closer matching of spending with taxes would better signal to beneficiaries the true costs of public spending in terms of taxes raised. It would also create more complete incentives for politicians to provide public goods and services in quantities and at qualities that voters are actually willing to pay for. Under the current bloc grant system, the marginal tax cost of spending does not enter into political agents. calculations as spending is out of a fixed total budget. Moreover, the Scottish electorate is hindered in signaling its desire for local public goods and services since the size of the total budget is determined by a rigid formula set by Westminster. At the present time we reject proposals for full fiscal federalism because in sharply reducing vertical imbalance in the Scottish budget, it is likely to worsen horizontal balance between Scotland and the other UK regions. Horizontal balance occurs where similarly situated regions enjoy the same per capita level of public goods and services at the same per capita tax cost. The complete removal of the bloc grant under full fiscal federalism would remove the mechanism that currently promotes horizontal equity in the UK. Variability in own-source tax revenues creates other problems with full fiscal federalism. Taxes derived from North Sea oil would constitute a large proportion of Scottish taxes, but these are known to be volatile in the face of variable oil prices and the pound-dollar exchange rate. At the present time variability in oil tax revenue is absorbed by Westminster. Scotland is insulated through the bloc grant. This risk sharing mechanism would be lost with full fiscal federalism. It is true that Scotland could turn to financial markets to tide itself over oil tax revenue downturns, but as a much smaller and less diversified financial entity than the UK as a whole it would probably have to borrow on less favorable terms than can Westminster. Scotland would have to bear this extra cost itself. Also, with full fiscal federalism it is difficult to see how the Scottish budget could be used as a macroeconomic stabilizer. At present, tax revenue downturns in Scotland - together with the steady bloc grant - are absorbed through an increase in vertical imbalance. This acts as an automatic stabilizer for the Scottish economy. No such mechanism would exist under full fiscal federalism. The borrowing alternative would still exist but on the less favorable terms - as with borrowing to finance oil tax shortfalls.

This paper reviews the relationship between public sector investment and private sector investment through government expenditures financed by government bonds in the Japanese economy. This study hypothesizes that deficit financing by bond issues does not crowd out private sector investment, and this finance method may crowd in. Thus the government increases bond issues and sells them in the domestic and international financial markets. This method does not affect interest rates because they are insensitive to government expenditures and they depend on interest rates levels in the international financial market more than in the domestic financial market because of globalization and integration among financial markets.

This is to analyzes the operational behavior and technical progress among Philippine domestic banks, using micro-level data on individual banks. First, we summarize their major business activities and gain insight on how the structure is changing. Then, we formally estimate the cost function of Philippine domestic banks using panel data covering a seven-year period (1990-96). The presence of economies of scale and economies of scope is investigated and technical progress in the banking industry is measured. In addition, the results of analysis for the Philippines are compared with those of similar studies on Thailand conducted by the author previously.

This paper examines the causalities in mean and variance between stock returns and Foreign Institutional Investment (FII) in India. The analysis in this paper applies the Cross Correlation Function approach from Cheung and Ng (1996), and uses daily data for the timeframe of January 1999 to March 2008 divided into two periods before and after May 2003. Empirical results showed that there are uni-directional causalities in mean and variance from stock returns to FII flows irrelevant of the sample periods, while the reverse causalities in mean and variance are only found in the period beginning with 2003. These results point to FII flows having exerted an impact on the movement of Indian stock prices during the more recent period.

It is well known that several quantitative properties of international real business cycle models with are at odds with the data. First, the cross-country correlations are much higher for consumption than for output, while in the data the opposite is true (the BKK puzzle). Second, cross-country correlations of employment and investment are negative, while in the data they are positive. This paper quantitatively shows that preferences with a zero income effect on labor supply help generate a correct cross-country correlation in employment even without any restrictions on financial markets. In a bond economy, a zero income effect in labor supply, combined with time-to-build investment, can generate a positive cross-country correlation in investment, and the BKK puzzle is also resolved when the inter-temporal elasticity of substitution in labor supply is low.

Spain has a long tradition of encouraging toll highways by granting concessions to private companies. Concessions in Spain have been characterized by a willingness to transfer considerable risk to the private sector. Traffic demand, acquisition of the right-of-way, and financial risk have often been allocated to the private sector. From 1996 to 2011, 16 toll highway concessions, covering a total distance of 835 km, were awarded by the central government of Spain with this approach. Some of those highways started their operations just before the economic recession began. The recession had negative consequences for Spain's economy. The gross domestic product per capita plummeted, and the unemployment rate increased from 9% to 20% of the working population in just 2 years. The recession also had severe consequences for the economic performance of toll highway concessions. Traffic levels declined at a much greater rate than did the gross domestic product. In addition, the conditions imposed by the financial markets on borrowers became much stricter because of the liquidity crisis. This study analyzes the impact that the economic recession ultimately had on the performance of toll highway concessions in Spain and the actions that the government adopted to avoid the bankruptcy of the concessionaires. It was found that the economic recession helped identify some deficiencies in how risk had been allocated in Spain. The measures that both Spain and the European Union are adopting so as to improve risk allocation are discussed.

Este trabajo aborda el problema de modelizar sistemas din´amicos reales a partir del estudio de sus series temporales, usando una formulaci´on est´andar que pretende ser una abstracci´on universal de los sistemas din´amicos, independientemente de su naturaleza determinista, estoc´astica o h´ıbrida. Se parte de modelizaciones separadas de sistemas deterministas por un lado y estoc´asticos por otro, para converger finalmente en un modelo h´ıbrido que permite estudiar sistemas gen´ericos mixtos, esto es, que presentan una combinaci´on de comportamiento determinista y aleatorio. Este modelo consta de dos componentes, uno determinista consistente en una ecuaci´on en diferencias, obtenida a partir de un estudio de autocorrelaci´on, y otro estoc´astico que modeliza el error cometido por el primero. El componente estoc´astico es un generador universal de distribuciones de probabilidad, basado en un proceso compuesto de variables aleatorias, uniformemente distribuidas en un intervalo variable en el tiempo. Este generador universal es deducido en la tesis a partir de una nueva teor´ıa sobre la oferta y la demanda de un recurso gen´erico. El modelo resultante puede formularse conceptualmente como una entidad con tres elementos fundamentales: un motor generador de din´amica determinista, una fuente interna de ruido generadora de incertidumbre y una exposici´on al entorno que representa las interacciones del sistema real con el mundo exterior. En las aplicaciones estos tres elementos se ajustan en base al hist´orico de las series temporales del sistema din´amico. Una vez ajustados sus componentes, el modelo se comporta de una forma adaptativa tomando como inputs los nuevos valores de las series temporales del sistema y calculando predicciones sobre su comportamiento futuro. Cada predicci´on se presenta como un intervalo dentro del cual cualquier valor es equipro- bable, teniendo probabilidad nula cualquier valor externo al intervalo. De esta forma el modelo computa el comportamiento futuro y su nivel de incertidumbre en base al estado actual del sistema. Se ha aplicado el modelo en esta tesis a sistemas muy diferentes mostrando ser muy flexible para afrontar el estudio de campos de naturaleza dispar. El intercambio de tr´afico telef´onico entre operadores de telefon´ıa, la evoluci´on de mercados financieros y el flujo de informaci´on entre servidores de Internet son estudiados en profundidad en la tesis. Todos estos sistemas son modelizados de forma exitosa con un mismo lenguaje, a pesar de tratarse de sistemas f´ısicos totalmente distintos. El estudio de las redes de telefon´ıa muestra que los patrones de tr´afico telef´onico presentan una fuerte pseudo-periodicidad semanal contaminada con una gran cantidad de ruido, sobre todo en el caso de llamadas internacionales. El estudio de los mercados financieros muestra por su parte que la naturaleza fundamental de ´estos es aleatoria con un rango de comportamiento relativamente acotado. Una parte de la tesis se dedica a explicar algunas de las manifestaciones emp´ıricas m´as importantes en los mercados financieros como son los “fat tails”, “power laws” y “volatility clustering”. Por ´ultimo se demuestra que la comunicaci´on entre servidores de Internet tiene, al igual que los mercados financieros, una componente subyacente totalmente estoc´astica pero de comportamiento bastante “d´ocil”, siendo esta docilidad m´as acusada a medida que aumenta la distancia entre servidores. Dos aspectos son destacables en el modelo, su adaptabilidad y su universalidad. El primero es debido a que, una vez ajustados los par´ametros generales, el modelo se “alimenta” de los valores observables del sistema y es capaz de calcular con ellos comportamientos futuros. A pesar de tener unos par´ametros fijos, la variabilidad en los observables que sirven de input al modelo llevan a una gran riqueza de ouputs posibles. El segundo aspecto se debe a la formulaci´on gen´erica del modelo h´ıbrido y a que sus par´ametros se ajustan en base a manifestaciones externas del sistema en estudio, y no en base a sus caracter´ısticas f´ısicas. Estos factores hacen que el modelo pueda utilizarse en gran variedad de campos. Por ´ultimo, la tesis propone en su parte final otros campos donde se han obtenido ´exitos preliminares muy prometedores como son la modelizaci´on del riesgo financiero, los algoritmos de routing en redes de telecomunicaci´on y el cambio clim´atico. Abstract This work faces the problem of modeling dynamical systems based on the study of its time series, by using a standard language that aims to be an universal abstraction of dynamical systems, irrespective of their deterministic, stochastic or hybrid nature. Deterministic and stochastic models are developed separately to be merged subsequently into a hybrid model, which allows the study of generic systems, that is to say, those having both deterministic and random behavior. This model is a combination of two different components. One of them is deterministic and consisting in an equation in differences derived from an auto-correlation study and the other is stochastic and models the errors made by the deterministic one. The stochastic component is an universal generator of probability distributions based on a process consisting in random variables distributed uniformly within an interval varying in time. This universal generator is derived in the thesis from a new theory of offer and demand for a generic resource. The resulting model can be visualized as an entity with three fundamental elements: an engine generating deterministic dynamics, an internal source of noise generating uncertainty and an exposure to the environment which depicts the interactions between the real system and the external world. In the applications these three elements are adjusted to the history of the time series from the dynamical system. Once its components have been adjusted, the model behaves in an adaptive way by using the new time series values from the system as inputs and calculating predictions about its future behavior. Every prediction is provided as an interval, where any inner value is equally probable while all outer ones have null probability. So, the model computes the future behavior and its level of uncertainty based on the current state of the system. The model is applied to quite different systems in this thesis, showing to be very flexible when facing the study of fields with diverse nature. The exchange of traffic between telephony operators, the evolution of financial markets and the flow of information between servers on the Internet are deeply studied in this thesis. All these systems are successfully modeled by using the same “language”, in spite the fact that they are systems physically radically different. The study of telephony networks shows that the traffic patterns are strongly weekly pseudo-periodic but mixed with a great amount of noise, specially in the case of international calls. It is proved that the underlying nature of financial markets is random with a moderate range of variability. A part of this thesis is devoted to explain some of the most important empirical observations in financial markets, such as “fat tails”, “power laws” and “volatility clustering”. Finally it is proved that the communication between two servers on the Internet has, as in the case of financial markets, an underlaying random dynamics but with a narrow range of variability, being this lack of variability more marked as the distance between servers is increased. Two aspects of the model stand out as being the most important: its adaptability and its universality. The first one is due to the fact that once the general parameters have been adjusted , the model is “fed” on the observable manifestations of the system in order to calculate its future behavior. Despite the fact that the model has fixed parameters the variability in the observable manifestations of the system, which are used as inputs of the model, lead to a great variability in the possible outputs. The second aspect is due to the general “language” used in the formulation of the hybrid model and to the fact that its parameters are adjusted based on external manifestations of the system under study instead of its physical characteristics. These factors made the model suitable to be used in great variety of fields. Lastly, this thesis proposes other fields in which preliminary and promising results have been obtained, such as the modeling of financial risk, the development of routing algorithms for telecommunication networks and the assessment of climate change.

El estado Bolívar con una superficie de 238.000 Km2 se encuentra ubicado al SE de Venezuela y su capital es Ciudad Bolívar. Ocupa el 26,24% de la superficie del territorio nacional. Ciudad Guayana es la principal región del desarrollo económico del estado siendo sede de las empresas básicas de los sectores siderúrgicos y del aluminio que se encargan de la extracción, procesamiento y transformación del mineral de hierro y de la transformación de la bauxita en aluminio primario. Además, cuenta con un gran potencial hidroeléctrico, garantizando el suministro de energía eléctrica para el funcionamiento de las empresas básicas, para el parque industrial de la región, así como para el desarrollo industrial, económico y social de la nación. Con relación al sector de la industria del mineral de hierro y del aluminio, las empresas destinan más del 60 por ciento de su producción al mercado internacional. A pesar de que el sector de las Pequeñas y Medianas Industrias (PYMIS) del estado Bolívar cuenta con un mercado cercano y seguro, no se le ha propiciado un desarrollo integral en términos de orientar sus esfuerzos en innovar en nuevos productos o mejoras de procesos. Debido a la falta del personal de investigación calificado, la escasa vinculación con centros de investigación, la baja inversión en investigación, desarrollo tecnológico e innovación (I+D+i), la ausencia de la aplicación de una política pública de I+D+i y la desarticulación de los miembros del Sistema Regional de Innovación (SRI), constituyen los principales obstáculos para generar bienes y servicios con un alto valor agregado. Esta situación desequilibra y hace ineficiente el funcionamiento del SRI. La baja capacidad de las PYMIS del estado Bolívar en I+D+i, es una situación que impide generar por si sola nuevos productos o procesos para satisfacer las demandas del mercado regional. Por lo tanto, se requiere de la intervención y participación activa de la institución gubernamental responsable del diseño y aplicación de una política pública de I+D+i para dinamizar la capacidad de innovación en las PYMIS, en su articulación y vinculación con los miembros del SRI. xiii El presente proyecto se planteó como objetivo diseñar una metodología de política pública de I+D+i para liderar, coordinar y direccionar el SRI del estado Bolívar, para el desarrollo de la capacidad de innovación en el sector industrial y específicamente en las PYMIS. La presente tesis representa una investigación no experimental de tipo proyectivo que analiza la situación actual del Sistema Regional de Innovación del estado Bolívar. El análisis de los resultados se ha dividido en tres fases. En la primera se realizan diagnósticos por medio de encuestas de las PYMIS en materia de I+D+i, de los centros y laboratorios de investigación pertenecientes a las universidades de la región en el área de Materiales y de los sectores financieros público y privado. En dichas encuestas se evalúa el nivel de integración con los entes gubernamentales que definen y administran la política pública de I+D+i. En la segunda fase, con el diagnóstico y procesamiento de los resultados de la primera fase, se procede a desarrollar un análisis de las fortalezas, oportunidades, debilidades y amenazas (FODA) del Sistema Regional de Innovación, permitiendo comprender la situación actual de la relación y vinculación de las PYMIS con los centros de investigación, instituciones financieras y entes gubernamentales. Con la problemática detectada, resultó necesario el diseño de estrategias y un modelo de gestión de política pública de I+D+i para la articulación de los miembros del SRI, para el apoyo de las PYMIS. En la tercera fase se diseña la metodología de política pública de I+D+i para fortalecer la innovación en las PYMIS. La metodología se representa a través de un modelo propuesto que se relaciona con las teorías de los procesos de innovación, con los modelos de sistemas de innovación y con las reflexiones y recomendaciones hechas por diferentes investigadores e instituciones de cooperación internacional referentes a la aplicación de políticas públicas de I+D+i para dinamizar la capacidad de innovación en el sector industrial. La metodología diseñada es comparada con diferentes modelos de aplicación de política pública de I+D+i. Cada modelo se representa en una figura y se analiza su xiv situación presente y la función que desempeña el ente gubernamental en la aplicación del enfoque de política pública de I+D+i. El diseño de la metodología de política pública de I+D+i propuesta aportará nuevos conocimientos y podrá ser aplicado para apoyar el progreso de la I+D+i en las PYMIS de la región, como caso de estudio, con el fin de impulsar una economía más competitiva y reducir el grado de dependencia tecnológica. La metodología una vez evaluada podrá ser empleada en el contexto de la gran industria y en otras regiones de Venezuela y además, puede aplicarse en otros países con características similares en su tejido industrial. En la tesis doctoral se concluye que el desarrollo de la capacidad de innovación en las PYMIS depende del diseño y aplicación de la política pública de I+D+i como elemento dinamizador y articulador del SRI del estado Bolívar. xv ABSTRACT The Bolivar state with an area of 238,000 km2 is located in the SE of Venezuela and its capital is Ciudad Bolivar. It occupies a surface which is 26.24% of the national territory. Ciudad Guayana is the main area of the state's economic development and the location of the corporate headquarters of the basic steel and aluminum sectors that are responsible for the extraction, processing and transformation of iron ore and bauxite processing for primary aluminum. It also has a great hydroelectric potential, ensuring the supply of electricity for the operation of enterprises, for the regional industrial park as well as for the industrial, economic and social development of the nation. With regard to the iron ore and aluminum industry, companies allocate more than 60 percent of their production to the international market. Although the sector of Small and Medium Industries (SMIs) of the Bolivar state has a secure market, it has not been led to an integral development in terms of targeting its efforts on innovating new products or improving processes. Due to the lack of qualified research staff, poor links with research centers, low investment in research, technological development and innovation (R & D & I), the absence of the implementation of a public policy for R & D & I and the dismantling of the members of the Regional Innovation System (RIS), are the main obstacles to generate goods and services with high added value. This situation makes the RIS unbalanced and inefficient. The low capacity of Bolivar state’s SMIs in R & D & I, is a situation that cannot generate by itself new products or processes to meet regional market demands. Therefore, it requires the active involvement and participation of the government institution responsible for the design and implementation of R & D & I public policy to boost the innovation capacity in SMIs, through the connection and integration with members of the RIS. This project is intended to design a methodology aimed at public policy for R & D & I to lead, coordinate and direct the RIS of Bolivar state, for the development of innovation capacity in the industrial sector and specifically in the SMIs. xvi This thesis is an experimental investigation of projective type which analyzes the current situation of the Regional Innovation System of the Bolivar state. The analysis of the results is divided into three phases. In the first one, a diagnosis is performed through surveys of SMIs in R & D & I centers and research laboratories belonging to the universities of the region in the area of materials and public and private financial sectors. In such surveys the level of integration with government agencies that define and manage the public policy of R & D & I is assessed. In the second phase, with the diagnosis and processing of the results of the first phase, we proceed to develop an analysis of the strengths, weaknesses, opportunities and threats (SWOT) of the Regional Innovation System, allowing the comprehension of the current status of the relationship of SMIs with research centers, financial institutions and government agencies. With the problems identified it was necessary to design strategies and a model of public policy management of R & D & I for the articulation of the members of the RIS, to support the SMIs. In the third phase a public policy methodology for R & D & I is designed in order to strengthen innovation in SMIs. The methodology is shown through a proposed model that relates to the theories of the innovation process, with models of innovation systems and with the discussions and recommendations made by different researchers and institutions of international cooperation concerning the implementation of policies public for R & D & I to boost innovation capacity in the industrial sector. The methodology designed is compared with different models of public policy implementation for R & D & I. Each model is represented in a figure and its current situation and the role of the government agency in the implementation of the public policy approach to R & D & I is analyzed. The design of the proposed public policy methodology for R & D & I will provide new knowledge and can be applied to support the progress of R & D & I in the region’s SMIs, as a case study, in order to boost a more competitive economy and reduce the degree of technological dependence. After being evaluated the methodology can be used in the context of big industry and in other regions of Venezuela and can also be applied in other countries with similar characteristics in their industrial structure. xvii The thesis concludes that the development of the innovation capacity in SMIs depends on the design and implementation of the public policy for R & D & I as a catalyst and coordination mechanism of the Regional Innovation System of the Bolivar state.
