Neste trabalho estudamos a fundamentação numérica da Análise em Portugal, centrando particularmente este estudo nos trabalhos de José Anastácio da Cunha, Francisco Gomes Teixeira e Vicente Gonçalves. Num capítulo introdutório apresentamos uma perspectiva cronológica da procura de uma fundamentação rigorosa para a matemática, com o intuito de enquadrar historicamente as obras destes matemáticos Portugueses e reconhecer possíveis influências prestadas por trabalhos de outros autores. Relacionado com Anastácio da Cunha, analisamos os aspectos fundamentais da sua obra Principios Mathematicos, procurando evidenciar os resultados mais importantes avançados pelo autor, bem como as suas preocupações axiomáticas que não eram usuais no século XVIII, em que se insere a sua obra. Neste trabalho foi igualmente efectuada uma análise às quatro edições do Curso de Analyse Infinitesimal — Calculo Integral de Francisco Gomes Teixeira, particularmente centrada na definição do conceito de número irracional. Finalmente, analisamos o Curso de Álgebra Superior de Vicente Gonçalves, particularmente as duas últimas edições. A 2a edição do referido Curso foi objecto de duras críticas por parte de Neves Real e um dos objectivos deste trabalho foi o de procurar analisar essas críticas e verificar até que ponto influenciaram a reformulação de alguns aspectos da 3a edição.

O meu encontro literário com Vergílio Ferreira deu-se há cerca de seis ou sete anos, quando resolvi comprar e ler Cartas a Sandra, romance que como o nome indica é escrito como se de uma compilação de cartas se tratasse e que foi deixado incompleto e editado postumamente. Esta edição póstuma é da responsabilidade da herdeira (esposa do autor) e do Círculo de Leitores. Inicialmente, confesso, fui seduzida pelo título, mas depois, a leitura da obra deixou uma vontade sôfrega de querer saber mais sobre a escrita vergiliana. Nas disciplinas de literatura da minha licenciatura, pouco ou nada se tratou sobre Vergílio Ferreira mas, apesar disso, encetei algumas pesquisas e leituras que me foram despertando, cada vez mais, o interesse e a predilecção pelas obras deste autor. Mais tarde, já no Curso de Mestrado, ponderei a possibilidade de uma abordagem ao romance em nome da terra e sobre o qual tinha conhecimento da existência de alguns trabalhos, na sua maioria, ao nível da análise literária e/ou estilística. Com uma apetência natural para a área da linguística, considerei com carinho a hipótese de elaborar uma Dissertação de Mestrado que se aproximasse mais do campo da interpretação e análise linguísticas, nomeadamente do valor do verbo Ser na escrita vergiliana e, em particular, no romance-problema em jeito de carta. Consciente de que a tarefa não iria ser fácil, que teria, necessariamente, que envolver a leitura e releitura (nalguns casos de modo transversal) de todo um conjunto de produções, quer do autor, quer dos que ao seu estudo se dedicaram, quer ainda de obras de carácter filosófico e existencialista, foi com agrado que comecei a minha pesquisa e, a posteriori, a selecção dos materiais que julguei pertinentes para a prossecução do objectivo que me tinha proposto. Por conseguinte, tenho que agradecer a todas as pessoas que me ajudaram, de uma ou de outra forma, em especial ao Professor Doutor João Malaca Casteleiro, pelo facto de ter aceite o meu pedido de orientação da presente Dissertação, pela sua disponibilidade e paciência, pela cedência de alguns materiais, pelos seus comentários sábios e experientes e, acima de tudo, pela sua sabedoria na matéria e pelo interesse demonstrado quanto ao tema, o que se traduz, ao que julgo, naquilo que se entende, verdadeiramente, por orientação de uma Dissertação de Mestrado. Por último, não poderia deixar de referir e agradecer igualmente a simpatia com que fui recebida pela Dona Augusta e pelo senhor professor José Rodrigues, na Vila Josephine1, morada de férias de Vergílio Ferreira, em Melo, e onde foram escritos muitos dos seus trabalhos (nas férias grandes, com uma caneta de nanquim virada ao contrário, para conseguir uma caligrafia mais fina e apurada, e num sofá cor-de-rosa-velho, ao pé da janela, com uma tábua nos joelhos a servir de escritório, o cinzeiro do lado esquerdo2). Gostaria ainda de agradecer a sua pronta e sábia ajuda, por terem partilhado comigo detalhes sobre o autor e que não vêm nos livros, sendo o Professor, ele próprio, um livro aberto no que se refere ao seu cunhado e amigo Vergílio, aos seus trabalhos, à sua vontade de valorizar um escritor que lhe foi tão próximo... Agradeço-lhe ainda o privilégio de me ter permitido trabalhar um pouco no escritório do autor. Esse momento proporcionou-me mais uma de muitas alegrias breves de que tem sido constituída a minha também breve existência, e a consciencialização para o facto de que o meu caminho ainda fica muito longe e, fazendo uso de palavras de Vergílio Ferreira: “A estrada é larga e segura porque foi construída apenas pela experiência dos homens. Não percas mais os teus passos pela areia movediça e estéril…”. Procurarei, pois, seguir estes e outros sábios conselhos, à medida que desenvolver este trabalho.

Os ambientes virtuais têm sido cada vez mais utilizados nas mais diferentes áreas, quer na medicina, engenharia civil ou até mesmo em áreas terapêuticas. Devido à sua emergente utilização foi estabelecido em parceria com o Museu da Baleia, através de várias reuniões, que seria viável a modelação de cenários virtuais, onde se desenvolvessem animações, com o intuito de que representassem o ciclo de vida das baleias cachalotes. Esta escolha foi efectuada de forma a envolver várias temáticas relacionadas com as baleias cachalotes, desde a migração, os problemas relacionados com o lixo no fundo do mar, etc. De seguida, foi construída uma Framework para incorporação destas animações (vídeos) e realização de actividades utilizando diferentes tipos de médias, Realidade Virtual e Realidade Aumentada, tornando desta forma as actividades mais interactivas, estimulantes e atractivas. Para a execução destas etapas do projecto foi decidido utilizar a ferramenta 3ds Max para a modelação dos objectos que iriam compor os cenários virtuais, bem como a sua animação. Para a implementação da Framework foi decidido utilizar o Adobe Flash visto ser uma ferramenta que permite a incorporação de diferentes tipos de médias, de Realidade Virtual, Realidade Aumentada e possibilita a construção de uma interface simples e atractiva. Esta Framework foi desenvolvida para que no futuro seja possível ser modificada, isto é, para que seja capaz de efectuar a incorporação de outros tipos de conteúdos, assim como a edição dos que já estão implementados.

A comunicação, escrita do ponto de vista do utente que, por dever de ofício, é avaliador implícito da adequabilidade educativa de software, pretende reflectir sobre alguns dos pressupostos que devem condicionar o design de software "educativo". Discute, sucintamente, esses pressupostos à luz de um enfoque construcionista e de algumas das contribuições consideradas relevantes oriundas da teoria histórico-cultural da actividade.

O diário etnográfico tem sido usado como instrumento de registo do trabalho de campo, em investigação de natureza etnográfica. Neste artigo defendo que a utilização de um software apropriado vem facilitar o trabalho do investigador. Descrevo a construção e a utilização de um software que denominei de Diário Etnográfico Eletrónico. Para a reflexão apresento o testemunho de três relatos de investigadores que realizaram estudos de natureza etnográfica em educação. Finalizo reforçando a ideia de que as questões metodológicas sobre a observação e o registo são muito mais complexas que as questões técnicas. O conhecimento prévio do tema a estudar e a revisão da literatura é fundamental e deve fazer parte da subjetividade do investigador, tratada numa perspetiva crítica.

From the end of the 80s, the Brazilian higher education experience strong growth, coming from the private sector, which would intensify further in the late 90th Higher education has become a lucrative business. With a drop in the number of students entering and strong competition, the number of idle places in private institutions of higher education reached 49.5% in 2004. That same year, by Measure, was the University for All Program (PROUNI) program, to include high school students from public higher education, offering scholarships to those students in private HEIs. In exchange, the IES gain tax exemption. The objective of this research is to investigate the game of interest occurred in the formulation of this program and identify the model and the political game and has led to the creation of PROUNI, analyzing the process occurred since the wording of a bill, the issue of Measure Law and that the legitimacy PROUNI, with the most important changes made initial model. Since the first draft of the Law to the final Act, the PROUNI was disfigured in its main points, as the percentage of stock for paying students, the process of selection of stock and bond of the IES program. Throughout the process of creating the program, it is quite clear the performance of the institutions representing the private higher education. As reference for the analysis was based on Rational Choice Theory of Political Science. The basic argument of the methods based on rational choice is the maximization of the benefit will be the main motivation of individuals, but they can give that your goals can be achieved more effectively through institutional action and thereby discover that their conduct is shaped by institutions. Thus, individuals rationally choose to get to a certain extent constrained to join in certain institutions, whether voluntarily or not. The PROUNI was submitted by government and public policy covered by the mystical aura of the discourse of social justice and economic development, as in higher education includes a stratum of people who would not have access to the university, due to restrictions in the supply network public higher education. However, the greatest benefit from the program are the private HEIs, which through a difficult time in a scenario marked by high competition and idleness of nearly half of the vacancies offered. The PROUNI became a program that prioritizes access and not the residence of the student to higher education. More serious than a supporting program for students Fellows is a program supporting the institutions of private education

The State and Public Administration have gone through several reforms in search of a quick operation and the provision of services with quality. With the democratization of the country and the issue of the Constitution in 1988, further reform of the State and Public Administration, joined the government agenda in 1995 and included among its objectives, the principles of participation and social control. In view of this, it raises the Public Ombudsman in order to be a channel for the participation of users in the management of public affairs, social control, transparency of administrative actions, improving the quality of service and meeting the needs of the community. The aim of this study is to assess whether the Ombudsman of the State Department of Public Health to contribute to the period 2006-2008, for the improvement of specialized consulting services. The research is characterized as descriptive, qualitative approach. The collection technique used was the interview, conducted with 37 service users and two servants of the Ombudsman. The analysis was developed based on the perception of users and servers in the opinion of the Ombudsman. The most relevant results of the research showed that 41% of users search the Ombudsman because they believed that solve the problem presented. However, even with this level of public acceptance, the Ombudsman reached average index of resolvability of 53% in the period. In his role has not developed mechanisms for quality control of services, which is mentioned by 67% of users. It turned out the same fact in relation to popular participation, which is confirmed by 84% of users. For 24% of users, the problems raised were resolved, and of these, 56% believe that the Ombudsman has contributed to the positive outcome. As a result of the search results, it appears that the Ombudsman's SESPA / PA, is not fulfilling its role to ensuring the democratization of articipation in management, social control and has limited contribution to solving the problems of users and to improve the quality of services

In the present work we make an incursion about the Reality Show, in a specific study of the program Big Brother 3 (BBB 3) approaching the question of Anonymity and Fame, though of its Narratives Strategic. We search to explain phenomenon of transformations of anonymous people in celebrities, showing all net of relationships established by the participants of BBB 3, during the together in the setting house, stage of the tram that tells the daily one of a group of youngs. Supported in concepts of it and Reality Show, the work is link the theories semiotic of means, proposal for Algirda Julien Greimas. We stand out strategies of the program, showing that they on the basis of structuralize elements fiction that stimulate and seduce the receiving public. How empirical reference, the work bases on the program Big Brother Brazil, shown for the Rede Globo de Televisão opened canal, in period of January 14 to April 01 of 2003. Ahead of the results gotten in analysis, we verify that BBB 3 is a format of reality and fiction. This dissertation presents a reflection upon the notion of event, inspired by the contributions of Edgar Morin to the thinking of the present. The research analysis this notion particularly from the experience of the documentary titled Sangue do Barro, which was the winner of the 4th edition of DOCTV, in the federal state of Rio Grande do Norte in 2008. The study focuses on how facts from daily life can be approached by the documentary making process, and how in this process the questioning of facts leads to the questioning of social realities. In this perspective, through the illustrative case of Sangue do Barro, the research develops the hypothesis of how in the documentary process, which aims at revealing a particular history, is the revealing of the particular able to reflect the universal. The dissertation thus assumes this situation as precisely the configuration of the sociology of present, proposed by Edgar Morin. Furthermore, along with the theoretical premises of the sociology of the present, the research performs a brief historical analysis of documentary practices, Brazilian audiovisual public policies, and it also discusses the technical contributions of several contemporary film makers and contemporary thinkers, such as Jean Rouch, Bill Nichols, Ismail Xavier, Consuelo Lins, Gilles Lipovetsky, Jean Serroy, Michel Foucault, Alfredo Pena-Vega, Nicole Lapierre, etc

Since the second half of the 20th century, mankind concerns about life quality and environment preservation began to grow. In Brazil, the edition of the Law nº 6.938/81, that instituted the National Policy of the Environment (Política Nacional do Meio Ambiente PNMA), contributing significantly to the singular treatment towards the environment by the Federal Constitution of 1988 (Constituição Federal de 1988), can be appointed as a landmark of this awareness. The Law nº 6.938/81, following the line observed on the legislation of some Brazilian States, predicted on its 9th article the instruments of PNMA, among which the environmental licensing can be highlighted. This instrument presents itself as indispensable to the construction, installation, extension and operation of enterprises and activities that utilize environmental resources, seen as effective and potentially polluter industries, or even to those that can cause environment degradation. On a parallel way and as a consequence of this awareness, the concept of development begins to acquire a new shape. The development of a country or a region begins to consider not only economical factors, but also environmental, political, cultural and social aspects. Ecodevelopment, or sustainable development, then, arises. In this way, through research on legislation and on theme related doctrine, this work has the intention of analyzing environmental licensing as a PNMA instrument responsible for uniting economical development and the right to an ecologically balanced environment, that is, by the consecution of a truly sustainable development

The Oil industry in Brazil has gone through several stages during the economical, political and social historical process. However, the significative changes have happened in the last fifteen years, due to market opening arising from the relaxation of the state monopoly over the Oil deposits and its derivatives. The edition of the Constitutional Amendment #9, changing the first paragraph of the 177th item of the Federal Constitution, marked the end of a stiffness about the monopoly that the Brazilian state kept in relation to the exploration and research of Oil and Gas. The economical order was fundamental to actualize the idea contained in the #9 Amendment, since its contents has the power to set up measures to be adopted by public power in order to organize the economical relations from a social viewpoint. The new brazilian Oil scenery, called pre-salt, presents itself in a way to amaze the economical markets, in addition to creating a new perspective to the social sector. This work will identify, in this new scenario, the need for change in the legal system. Nevertheless, this subject must not be treated in a thoughtless way: being an exhaustible good, we shall not forget that the future generations also must benefit from the exploration of natural resources recently discovered. The settlement of a new regulatory mark, including the change in the concession contract model to production and sharing is one of the suggested solutions as a bill in the National Congress, in an attempt to ensure the sovereignty of the nation. The constitutionality of a new regulatory mark is questioned, starting from an analysis of the state monopoly, grounding the comprehnsions in the brazilian constitutions, the relevance of the creation of Petrobras for self-assertion of the state about the monopoly of Oil and derivatives, and its posture after the Constitutional Amendment nº 9 (1995), when a company stops having control of the state monopoly, beginning to compete in a fairly way with other companies. The market opening and private initiative are emphasized from the viewpoint of the Constitutional Principles of the Economical and Social Order. The relaxation of the monopoly regarding the exploratory activity in the Federal Constitution doesn't deprive from the Union the ownerships of underground goods, enabling to this federal entity to contract, directly or by concession of exploration of goods, to state-owned or private companies. The existing oil in the pre-salt layer transforms the scenario from very high risk to low risk, which gives the Union the possibility of defining another way of exploring this resources in the best interests of the Public Administration

This paper analyzes the relationship between fundamental rights and the exercise of the claim punitive society in a democratic state. It starts with the premise that there are fundamental rights that limit and determine the validity of all forms of manifestation of the claim punitive society (legislating, investigative, adjudicative or ministerial) and there are others that require the state the right exercise, fast and effective of these activities. Travels to history in order to see that the first meaning of these rights was built between the seventeenth and eighteenth centuries, after all a history of abuses committed by state agents in the exercise of criminal justice, and positively valued in the declarations of human rights and proclaimed in the constitutions after the American and French Revolutions, while the second meaning has been assigned between the nineteenth and twentieth centuries, when, because of the serious social problems generated largely by absenteeism state, it was noted that in addition to subjective rights the individual against the state, fundamental rights are also objective values, which trigger an order directed the state to protect them against the action of the offending individuals themselves (duty to protect), the mission of which the State seeks to discharge, among other means, through the issue of legal rules typifying the behavior detrimental to such rights, subject to penalties, and the concrete actions of public institutions created by the Constitution to operate penal law. Under this double bias, it is argued that the rule violates the Constitution in the exercise of the claim punitive society as much as by excess malfere fundamental rights that limit, as when it allows facts wrong by offending fundamental rights, remain unpunished either by inaction or by insufficient measures taken abstractly or concretely provided

In complex federal systems as that found in Brazil, which provides simultaneous attributions to of the Union, States and Cities in many aspects, the definition of performance limits of each of these entities, in procedural or material aspect, generates many (positive and/or negative) competence conflicts, bringing insecurity to general administered. Environmental licensing is one of the most important instruments of environmental management, seeking the realization of the fundamental right to an ecologically balanced and sustainable development. Despite its importance, the environmental licensing has not been more effective due the conflict related to the authority to regulate regardind environmental law. This essay will analyze the structure of competence distribution for conducting the environmental licensing processes, the conflict between laws, the performance of the municipal environmental agencies, the cooperation between the licensing agencies and the future about the additional regulatory law of article 23 of Federal Constitution
