Cross-dated tree-ring cores (Pinus merkusii) from north-central Thailand, spanning AD 1620-1780, were used to investigate atmospheric C-14 for the tropics during the latter part of the Little Ice Age. In addition, a cross-dated section of Huon pine from western Tasmania, covering the same period of time, was investigated. A total of 16 pairs of decadal samples were extracted to alpha-cellulose for AMS C-14 analysis using the ANTARES facility at ANSTO. The C-14 results from Thailand follow the trend of the southern hemisphere, rather than that of the northern hemisphere. This is a surprising result, and we infer that atmospheric C-14 for north-central Thailand, at 17degrees N, was strongly influenced by the entrainment of southern hemisphere air parcels during the southwest Asian monsoon, when the Inter-Tropical Convergence Zone moves to the north of our sampling site. Such atmospheric transport and mixing are therefore considered to be one of the principal mechanisms for regional C-14 offsets. (C) 2004 Elsevier B.V. All rights reserved.

Objective: Alcohol contributes to about 30% of drowning fatalities associated with recreational aquatic activity and to 35% of drownings associated with boating. We consider regulatory and legislative strategies for preventing such deaths. Methods: We contacted water police in each Australian State and Territory to identify legislation creating alcohol-related offences for operators of recreational boats in their jurisdiction and to determine whether they conducted random breath testing (RBT). We also sought information from all 152 (81 urban and 71 rural) local government councils in NSW regarding restrictions on consumption of alcohol in public places within their shires. Results: Four Australian States (New South Wales, Queensland, Victoria and South Australia) have legislation prescribing maximum blood alcohol concentrations (BACs) for operators of recreational boats; all support this with RBT Western Australia, Tasmania and the Australian Capital Territory define more general offences for operating vessels while under the influence, of alcohol. Prohibitions or restrictions on consumption of alcohol in public places exist in 78 of the 86 shires in NSW that responded: 69 councils had alcohol-free zones, 53 restricted consumption of alcohol in public parks and reserves, and 33 had prohibitions or restrictions in some aquatic environments. Conclusions/implications: Legislation restricting BACs for recreational boat operators should be adopted in all Australian States and Territories. Optimal legislation would require that all occupants of recreational boats are required to comply with prescribed BAC levels, including when vessels are at anchor. Extension of by-laws prohibiting or restricting the consumption of alcohol specifically in aquatic environments warrants consideration.

Public Internet discussion forums appear to offer limitless opportunities for communication across linguistic, geographical and cultural borders. Closer inspection, however, reveals that cordial intercultural exchanges are far from widespread in this genre. And yet, such forums have a great deal to offer the independent language learner in terms of ease of access, potential for meaningful language practice and feedback, and exposure to different cultural conventions. This paper explores obstacles to the participation of advanced language learners in public forums of this kind through an examination of the speaking positions most readily available to the non-native speaker. A case study of sustained intercultural interaction on a public discussion thread suggests an alternative to these. Here a core of Francophone and Anglophone participants manage to negotiate an intercultural identity in order to pursue their communicative goals. The paper traces the way in which participants shift footing to regulate insider and outsider status on the forum and draws conclusions regarding the conditions for successful intercultural exchange in this genre
