Enduring and workable legislative schemes typically include (a) a balanced approach to the rights and duties of all parties under their purview; and (b) consideration of all major consequences that may flow from the codification of underpinning doctrines. This column examines the 1999 amendments to the Guardianship and Administration Act 1986 (Vic) regulating patients’ consent to medical treatment focusing on their application in modern emergency departments. The legislation needs to reconcile the human rights principle that humane and appropriate treatment is a fundamental right of all those who suffer from ill health and disease, with the principle that all patients (including those with impaired, but not totally absent, decisional capacity) have an absolute right to refuse life-saving treatment. Consent and refusal of treatment provisions should be based on the notion of reasonableness, including recognition that the mental and emotional states experienced by physically ill people may, in the short term, adversely affect their decision-making capacity. Unless the consent legislation factors in the realities of modern emergency practice and resources, statutory thresholds for decisional competence, instead of affording protection, may result in much worse outcomes for vulnerable patients.

Wetland and floodplain ecosystems along many regulated rivers are highly stressed, primarily due to a lack of environmental flows of appropriate magnitude, frequency, duration, and timing to support ecological functions. In the absence of increased environmental flows, the ecological health of river ecosystems can be enhanced by the operation of existing and new flow-control infrastructure (weirs and regulators) to return more natural environmental flow regimes to specific areas. However, determining the optimal investment and operation strategies over time is a complex task due to several factors including the multiple environmental values attached to wetlands, spatial and temporal heterogeneity and dependencies, nonlinearity, and time-dependent decisions. This makes for a very large number of decision variables over a long planning horizon. The focus of this paper is the development of a nonlinear integer programming model that accommodates these complexities. The mathematical objective aims to return the natural flow regime of key components of river ecosystems in terms of flood timing, flood duration, and interflood period. We applied a 2-stage recursive heuristic using tabu search to solve the model and tested it on the entire South Australian River Murray floodplain. We conclude that modern meta-heuristics can be used to solve the very complex nonlinear problems with spatial and temporal dependencies typical of environmental flow allocation in regulated river ecosystems. The model has been used to inform the investment in, and operation of, flow-control infrastructure in the South Australian River Murray.

This paper proposes a method of improving level of service in congested urban railways by means of a triple-track line operation for a highly dense urban area with special travel demand characteristics. Where the future travel demand forecasts show sluggish growth or no growth at all, there is little to no incentives for heavy railway investments like quadruple-track extension and construction of new railway routes to alleviate current railway congestion problems. In such a situation, triple-track line operation can be the best alternative due to its moderate investment cost and ease in land acquisition for just an additional single track along the existing tracks. Our simulation investigation in one of the congested railway lines in Tokyo showed that triple track line operation increases railway capacity by 26% and shortens travel time by 38% in peak direction during morning peak hours. These results are encouraging and are useful for removing current railways problems in Tokyo and in similar urban situations elsewhere.

Purpose – The objective of this paper included developing a polar robot (SPBot) for rotating and transferring car engine block (CEB) around and along two different axes in a confined workspace envelope.

Design/methodology/approach – The complex transfer operations of the CEB requires sweeping complete surface of the half sphere, and thus a polar robot is best suited to such a task in a confined space. Considering the limited space for this operation, a specially designed manipulator is built comprising 2 degrees of freedom driven by electrical servo motors. Also due to the special form of CEB, an especially designed pneumatic gripper is developed. Kinematics models, static and dynamic equations, together with trajectory planning for such a manipulator are described.

Findings –
The high-speed complex transfer in a limited environment is successfully implemented.

Originality/value – The developed polar robot provides for complex transfer operations that significantly increases the speed of the product line and thus reducing the cycle time from 60?s using manpower to just 20?s using the robot.

This paper presents design and fabrication of a microbioreactor platform, and implementation of two temperature control methods (i.e. on-off and PID) and their performance evaluation on the microbioreactor platform (working volume ~300 μL). The temperature of the microbioreactor content is controlled by using a subminiature heater placed underneath the microbioreactor and is measured with a miniature Pt 100 sensor. The microbioreactor is also integrated with a magnetic stirring capacity and a water evaporation control scheme. Programs for the two temperature control methods are written in LabVIEW software and implemented by interfacing them with a data acquisition card. It is shown that by implementing on–off and PID temperature control methods, the temperature of the microbioreactor content can be tightly controlled with an accuracy of approximately ±0.5 °C of the set point values. Both control methods also provide a good response and settling time values (i.e. around 2 min). Contrary to the on/off control method, the PID control method requires no adjustments whenever the set-point values are modified. The PID temperature control method works well for the entire tested range.

Findings from this study prove that healthcare users have the same view on building performance and facilities business operation but not on Facilities Management service delivery. The model framework can assist public healthcare organisations to better manage facilities management in healthcare organisation.

Analysis of airport and air cargo operations is commonly performed in isolation, sharing only simple information such as flight schedules. Systems theory and Systems methodology can enhance such analysis by considering all aspects of air operations. It provides the decision-maker with an improved understanding of the implication of policy decisions, resource allocations and infrastructure investment strategies, through the capture of emergent behaviours and interdependencies. For example, the term airport operations, initially reminds us of the thought of passengers being transported by aircraft. Deeper thinking would identify activities that affect passenger operations, such as baggage handling systems, aircraft maintenance, and passenger security. In reality, airport operations consist of numerous aspects, including; concourses, runways, airlines, fuel depots, cargo terminal operators, retail, parking, cleaning, catering and many interacting people including travellers, service providers and visitors. For the airport to function effectively, these numerous systems must work together. This talk will focus on new tools and methodologies that are required for model development and analysis. It will then focus on modelling, simulation and analysis of the airport operations, providing greater understanding of airport operation with an emphasis towards security.

This paper presents a novel control design for D-STATCOM to ensure grid code-compatible performance of distributed wind generators. The approach considered in this paper is to find the smallest upper bound on the H norm of the uncertain system and to design an optimal linear quadratic Gaussian (LQG) controller based on this bound. The change in the model due to variations of induction motor (IM) load compositions in the composite load is considered as an uncertain term in the design algorithm. The performance of the designed controller is demonstrated on a distribution test system representative of the Kumamoto area in Japan. It is found that the proposed controller enhances voltage stability of the distribution system under varying operating conditions
