This paper reports the design of a new remotely operated underwater vehicle (ROV), which has been developed at the Underwater Systems and Technology Laboratory (USTL) - University of Porto. This design is contextualized on the KOS project (Kits for underwater operations). The main issues addressed here concern directional drag minimization, symmetry, optimized thruster positioning, stability and layout of ROV components. This design is aimed at optimizing ROV performance for a set of different operational scenarios. This is achieved through modular configurations which are optimized for each different scenario.

O presente documento reflete o percurso do desenho e do desenvolvimento de um projeto de Educação e Intervenção Social num Lar de idosos. Com base numa metodologia de Investigação-Ação Participativa, que privilegia os discursos, perceções e vivências dos atores sociais que integram esta realidade, procurou-se identificar os problemas e as necessidades. O conhecimento coconstruído com os idosos e profissionais da instituição permitiram a conceção e desenvolvimento do projeto “Envelhecer: ser e estar” que assentou, essencialmente, nas necessidades de (re) ativar e fortalecer as relações interpessoais, fomentar momentos de partilha, convívio, diálogo, discussão, negociação e participação, bem como, na urgência de envolver as pessoas na organização e ocupação do seu tempo livre promovendo a participação, o convívio e o lazer entre os idosos. Sendo um projeto das pessoas e com as pessoas, foram pensadas e planeadas ações e atividades que dessem resposta aos objetivos a que o projeto se propunha na tentativa de transformar e mudar os problemas e necessidades identificados pelos participantes. O projeto possibilitou, desta forma, iniciar um processo que permitiu fortalecer as relações entre os idosos, bem como envolvê-los na organização e participação das atividades do seu tempo livre, resultando num processo de transformação pessoal, grupal e institucional de permanente e contínua construção
Heróis de palmo e meio: a intervenção psicossocial e a relação de ajuda no acolhimento institucional

Os Lares de Infância e Juventude têm como objetivo defender o superior interesse das crianças, desempenhando um papel fundamental no acompanhamento do seu desenvolvimento. Este dever concretiza-se substancialmente na definição e acompanhamento dos seus projetos de vida. Neste sentido, as práticas dos profissionais devem ir ao encontro das reais necessidades dos seus atores, numa ação adequada, desenhada e concertada, tendo sempre como principio básico o respeito pelas idiossincrasias de cada criança e jovem. O presente Relatório tem como objetivo apresentar o desenho e desenvolvimento de um projeto de intervenção psicossocial e relação de ajuda com crianças em acolhimento institucional, intitulado “Heróis de Palmo e Meio. A intervenção psicossocial e a relação de ajuda no acolhimento institucional”. Este projeto teve como grande finalidade a “Participação das crianças e das suas famílias na construção dos seus projetos de vida com base na compreensão da institucionalização”. Priorizando as necessidades e respeitando o critério de urgência, foram desenhados dois subprojectos com duas crianças e suas famílias, tentando sempre responder às suas necessidades individuais. Foram definidos alguns objetivos gerais comuns, assim como objetivos específicos, estratégias e ações adequadas a cada um dos subprojectos. Os resultados deste projeto revelam-se significativos, já que permitiram, quer às crianças, quer às famílias, desenvolver um processo de reflexão e consciencialização em torno da sua história de vida, compreensão da sua realidade e participação ativa no projeto de vida dos filhos, o que veio facilitar o caminho inicial do processo da mudança.

This paper analyses the performance of a genetic algorithm (GA) in the synthesis of digital circuits using two novel approaches. The first concept consists in improving the static fitness function by including a discontinuity evaluation. The measure of variability in the error of the Boolean table has similarities with the function continuity issue in classical calculus. The second concept extends the static fitness by introducing a fractional-order dynamical evaluation.

An adaptive control damping the forced vibration of a car while passing along a bumpy road is investigated. It is based on a simple kinematic description of the desired behavior of the damped system. A modified PID controller containing an approximation of Caputo’s fractional derivative suppresses the high-frequency components related to the bumps and dips, while the low frequency part of passing hills/valleys are strictly traced. Neither a complete dynamic model of the car nor ’a priori’ information on the surface of the road is needed. The adaptive control realizes this kinematic design in spite of the existence of dynamically coupled, excitable internal degrees of freedom. The method is investigated via Scicos-based simulation in the case of a paradigm. It was found that both adaptivity and fractional order derivatives are essential parts of the control that can keep the vibration of the load at bay without directly controlling its motion.

OBJECTIVES: Atrio-ventricular septal (AVSD) defects include a variable spectrum of congenital malformations with different forms of clinical presentation. We report the surgical results, from a single institution, with this type of congenital cardiac malformation. Patients with hypoplasia of one of the ventricles were excluded from this analysis. POPULATION: Between November of 1998 and June of 2005, 49 patients with AVSD were operated on by the same team and in the same department. The average age was 37.3 months (medium 6 months) and 31 patients were female. In 38 patients (78%) an inter-ventricular communication was present (AVSD-complete) and of these, 26 were of the type A of Rastelli, being 13 of type B or C. The age for defect correction of the complete form was of 5.5 months, palliative surgery was not carried out on any of the patients. Associated lesions included: Down's syndrome in 22 patients (45%), patent arterial duct in 17 patients (35%), severe AV regurgitation in 4 patients (8%), tetralogy of Fallot in two (4%) and sub-aortic stenosis in one patient (2%). Pre-operatively 10 patients presented severe congestive heart failure and two were mechanically ventilated. RESULTS: Complete biventricular correction was carried out in all patients. The average time on bypass (ECC) was 74.1+/-17.5 min. and time of aortic clamping was 52.0+/-12.9 min. The complete defects were corrected by the double patch technique, and in all patients the mitral cleft was closed, except in two with single papillary muscle. There was no intra-operative mortality, but hospital mortality was 8%(4 patients), due to pulmonary hypertension crises, in the first 15 post-operative days. The mean ventilation time was of 36.5+/-93 hours (medium 7 h) and the average ICU stay was of 4.3+/-4.8 days (medium 3 days). The minimum follow-up period is 1 month and the maximum is 84 months (medium 29.5 months), during which time 4 re-operations (8%) took place: two for residual VSD's and two for mitral regurgitation. There was no mortality at re-do surgery. At follow up there was residual mitral regurgitation, mild in 17 patients and moderate in two. Four other patients presented with minor residual defects. CONCLUSIONS: The complete correction of AVSD can be carried out with acceptable results, in a varied spectrum of anatomic forms and of clinical severity. Despite the age of correction, for the complete forms, predominantly below 12 months, pulmonary hypertension was the constant cause for post operative mortality. Earlier timing of surgery and stricter peri-operative control might still improve results.

Teaching and learning computer programming is as challenging as difficult. Assessing the work of students and providing individualised feedback to all is time-consuming and error prone for teachers and frequently involves a time delay. The existent tools and specifications prove to be insufficient in complex evaluation domains where there is a greater need to practice. At the same time Massive Open Online Courses (MOOC) are appearing revealing a new way of learning, more dynamic and more accessible. However this new paradigm raises serious questions regarding the monitoring of student progress and its timely feedback. This paper provides a conceptual design model for a computer programming learning environment. This environment uses the portal interface design model gathering information from a network of services such as repositories and program evaluators. The design model includes also the integration with learning management systems, a central piece in the MOOC realm, endowing the model with characteristics such as scalability, collaboration and interoperability. This model is not limited to the domain of computer programming and can be adapted to any complex area that requires systematic evaluation with immediate feedback.

Further improvements in demand response programs implementation are needed in order to take full advantage of this resource, namely for the participation in energy and reserve market products, requiring adequate aggregation and remuneration of small size resources. The present paper focuses on SPIDER, a demand response simulation that has been improved in order to simulate demand response, including realistic power system simulation. For illustration of the simulator’s capabilities, the present paper is proposes a methodology focusing on the aggregation of consumers and generators, providing adequate tolls for the demand response program’s adoption by evolved players. The methodology proposed in the present paper focuses on a Virtual Power Player that manages and aggregates the available demand response and distributed generation resources in order to satisfy the required electrical energy demand and reserve. The aggregation of resources is addressed by the use of clustering algorithms, and operation costs for the VPP are minimized. The presented case study is based on a set of 32 consumers and 66 distributed generation units, running on 180 distinct operation scenarios.

O termo "democracia" diz-se em acepções várias. A distinção entre democracia em sentido substantivo e democracia em sentido institucional é porventura a mais geral de todas as necessárias distinções. Democracia substantiva é o govemo exercido a favor do povo ou especialmente vantajoso para o povo, entendido por povo o conjunto dos sectores desfavorecidos enfre titulares do direito de cidadania. Tradicionalmente, os tratadistas políticos, pelo menos desde Platão e Aristóteles, definem democracia como o poder dos pobres em detrimento dos interesses dos ricos. No século XX esse entendimento da democracia foi assumido, (a) em formas exfremas, pelos partidários da sociedade sem classes e, (b) em formas moderadas, por defensores do Estado Providência ou da igualdade de oportunidades. A democracia aparece assim confundida com a idéia de justiça social: uma sociedade seria tanto mais democrática quanto maior fosse o nivelamento ou igualização das condições sociais. Foi essa democracia que Tocqueville analisou na vida e na política americanas'. Democracia institucional é, na ordem intema de cada Estado, o poder político baseado na soberania popular ou nacional; é um sistema de organização do poder do Estado.

Este working paper centra-se no desenvolvimento das técnicas de edição de documentos ou publicações, que têm conhecido um incremento espectacular na última década. Os avanços e descobertas mais significativas entre 1450 e 1986, eclipsam-se praticamente, quando comparados com as grandes modificações dos últimos sete anos (isto é a História da auto-edição e si). Desde o aparecimento do primeiro programa de auto-edição e da primeira impressora laser, dotada de um intérprete postscript, até hoje, a evolução e aperfeiçoamento tanto do software como do hardware tem sido tanta, continuando a fazer-se a um tal ritmo, que se tornou irreversível.

This paper addresses the challenging task of computing multiple roots of a system of nonlinear equations. A repulsion algorithm that invokes the Nelder-Mead (N-M) local search method and uses a penalty-type merit function based on the error function, known as 'erf', is presented. In the N-M algorithm context, different strategies are proposed to enhance the quality of the solutions and improve the overall efficiency. The main goal of this paper is to use a two-level factorial design of experiments to analyze the statistical significance of the observed differences in selected performance criteria produced when testing different strategies in the N-M based repulsion algorithm. For efficient planning of waste collection routing, large municipalities may be partitioned into convenient sectors. The real case under consideration is the municipality of Monção, in Portugal. Waste collection involves more than 1600 containers over an area of 220 km2 and a population of around 20,000 inhabitants. This is mostly a rural area where the population is distributed in small villages around the 33 boroughs centres (freguesia) that constitute the municipality. In most freguesias, waste collection is usually conducted 3 times a week. However, there are situations in which the same collection is done every day. The case reveals some general and specific characteristics which are not rare, but are not widely addressed in the literature. Furthermore, new methods and models to deal with sectorization and routing are introduced, which can be extended to other applications. Sectorization and routing are tackled following a three-phase approach. The first phase, which is the main concern of the presentation, introduces a new method for sectorization inspired by Electromagnetism and Coulomb’s Law. The matter is not only about territorial division, but also the frequency of waste collection, which is a critical issue in these types of applications. Special characteristics related to the number and type of deposition points were also a motivation for this work. The second phase addresses the routing problems in each sector: new Mixed Capacitated Arc Routing with Limited Multi-Landfills models will be presented. The last phase integrates Sectoring and Routing. Computational results confirm the effectiveness of the entire novel approach.
