FOREWORD Welcome to this West Africa Built Environment Research (WABER) conference taking place here in Ghana. Thank you for coming and welcome to Accra. The main aims of the WABER conference are: to help young researchers and early-career scholars in West Africa to develop their research work and skills through constructive face-to-face interaction with experienced academics; to provide a platform for networking and collaborative work among senior built environment academics in West Africa; and to serve as a vehicle for developing the field of construction management and economics in Africa. Waber 2009 The WABER event in 2009 was held at the British Council in Accra, Ghana on 2-3 June. The event was a resounding success. It attracted participation from 32 researchers, from 12 different institutions, who presented their work to an audience of approximately 100 people. Each presenter received immediate and constructive feedback from an international panel. The event was opened by Professor K.K. Adarkwa, Vice Chancellor of KNUST, Kumasi, Ghana, with several senior academics and researchers from universities, polytechnics, and other institutions in Ghana and Nigeria in attendance. There was also a significant level of attendance by senior construction practitioners in Ghana. Thank you to the School of Construction Management and Engineering, University of Reading, UK for funding the inaugural event in 2009. We are also grateful to all of you who helped to make the event a success and to those of you who have joined us here today to build upon the success and legacy of WABER 2009. Waber 2010 This year, we have 60+ peer-reviewed papers and presentations on topics relating to Building services and maintenance, Construction costs, Construction design and technology, Construction education, Construction finance, Construction procurement, Contract administration, Contract management, Contractor development, Decision support systems, Dispute resolution, Economic development, Energy efficiency, Environment and sustainability, Health and safety, Human resources, Information technology, Marketing, Materials science, Organisation strategy and business performance, Productivity, Project management, Quantity surveying, Real estate and planning, Solar energy systems, Supply chain management and Urban development. We hope that these papers will generate interest among delagates and stimulate discussion here and beyond the conference into the wider community of academia and industry. The delegates at this conference come from 10 different countries. This provides a rich international and multicultural blend and a perfect platform for networking and developing collaborations. This year we are blessed to have three high profile keynote speakers in the persons of Professor George Ofori (National University of Singapore), Dr Roine Leiringer (University of Reading, UK) and Professor Will Hughes (University of Reading, UK). We are also thankful to Dr Chris Harty (University of Reading, UK) who is facilitating the Research Skills Workshop on ‘Writing a scientific article’. The design of high-voltage equipment encompasses the study of oscillatory surges caused by transients such as those produced by switching. By obtaining a model, the response of which reconstructs that observed in the actual system, simulation studies and critical tests can be carried out on the model rather than on the equipment itself. In this paper, methods for the construction of simplified models are described and it is shown how the use of a complex model does not necessarily result in superior response pattern reconstruction.

The use of expert system techniques in power distribution system design is examined. The selection and siting of equipment on overhead line networks is chosen for investigation as the use of equipment such as auto-reclosers, etc., represents a substantial investment and has a significant effect on the reliability of the system. Through past experience with both equipment and network operations, most decisions in selection and siting of this equipment are made intuitively, following certain general guidelines or rules of thumb. This heuristic nature of the problem lends itself to solution using an expert system approach. A prototype has been developed and is currently under evaluation in the industry. Results so far have demonstrated both the feasibility and benefits of the expert system as a design aid.

Reduced flexibility of low carbon generation could pose new challenges for future energy systems. Both demand response and distributed storage may have a role to play in supporting future system balancing. This paper reviews how these technically different, but functionally similar approaches compare and compete with one another. Household survey data is used to test the effectiveness of price signals to deliver demand responses for appliances with a high degree of agency. The underlying unit of storage for different demand response options is discussed, with particular focus on the ability to enhance demand side flexibility in the residential sector. We conclude that a broad range of options, with different modes of storage, may need to be considered, if residential demand flexibility is to be maximised.

A resonant transmitter–receiver system is described for the wireless transmission of energy at a useful distance for grid-coordinate power and information. Experimental results are given showing delivery of power of an unmodified Tesla resonator contrasted with a modified version achieving improved efficiency over a 4 m range. A theoretical basis is provided to back up the experimental results obtained and to link the study with previous research in the field. A number of potential routes are suggested for further investigations and some possible applications of the technology are considered.

This work proposes a method to objectively determine the most suitable analogue redesign method for forward type converters under digital voltage mode control. Particular emphasis is placed on determining the method which allows the highest phase margin at the particular switching and crossover frequencies chosen by the designer. It is shown that at high crossover frequencies with respect to switching frequency, controllers designed using backward integration have the largest phase margin; whereas at low crossover frequencies with respect to switching frequency, controllers designed using bilinear integration have the largest phase margins. An accurate model of the power stage is used for simulation, and experimental results from a Buck converter are collected. The performance of the digital controllers is compared to that of the equivalent analogue controller both in simulation and experiment. Excellent correlation between the simulation and experimental results is presented. This work will allow designers to confidently choose the analogue redesign method which yields the greater phase margin for their application.

The aim of this study is to evaluate the variation of solar radiation data between different data sources that will be free and available at the Solar Energy Research Center (SERC). The comparison between data sources will be carried out for two locations: Stockholm, Sweden and Athens, Greece. For the desired locations, data is gathered for different tilt angles: 0°, 30°, 45°, 60° facing south. The full dataset is available in two excel files: “Stockholm annual irradiation” and “Athens annual irradiation”. The World Radiation Data Center (WRDC) is defined as a reference for the comparison with other dtaasets, because it has the highest time span recorded for Stockholm (1964–2010) and Athens (1964–1986), in form of average monthly irradiation, expressed in kWh/m2. The indicator defined for the data comparison is the estimated standard deviation. The mean biased error (MBE) and the root mean square error (RMSE) were also used as statistical indicators for the horizontal solar irradiation data. The variation in solar irradiation data is categorized in two categories: natural or inter-annual variability, due to different data sources and lastly due to different calculation models. The inter-annual variation for Stockholm is 140.4kWh/m2 or 14.4% and 124.3kWh/m2 or 8.0% for Athens. The estimated deviation for horizontal solar irradiation is 3.7% for Stockholm and 4.4% Athens. This estimated deviation is respectively equal to 4.5% and 3.6% for Stockholm and Athens at 30° tilt, 5.2% and 4.5% at 45° tilt, 5.9% and 7.0% at 60°. NASA’s SSE, SAM and RETScreen (respectively Satel-light) exhibited the highest deviation from WRDC’s data for Stockholm (respectively Athens). The essential source for variation is notably the difference in horizontal solar irradiation. The variation increases by 1-2% per degree of tilt, using different calculation models, as used in PVSYST and Meteonorm. The location and altitude of the data source did not directly influence the variation with the WRDC data. Further examination is suggested in order to improve the methodology of selecting the location; Examining the functional dependence of ground reflected radiation with ambient temperature; variation of ambient temperature and its impact on different solar energy systems; Im pact of variation in solar irradiation and ambient temperature on system output.

This paper studies the influence of hydraulics and control of thermal storage in systems combined with solar thermal and heat pump for the production of warm water and space heating in dwellings. A reference air source heat pump system with flat plate collectors connected to a combistore was defined and modeled together with the IEA SHC Task 44 / HPP Annex 38 (T44A38) “Solar and Heat Pump Systems” boundary conditions of Strasbourg climate and SFH45 building. Three and four pipe connections as well as use of internal and external heat exchangers for DHW preparation were investigated as well as sensor height for charging of the DHW zone in the store. The temperature in this zone was varied to ensure the same DHW comfort was achieved in all cases. The results show that the four pipe connection results in 9% improvement in SPF compared to three pipe and that the external heat exchanger for DHW preparation leads to a 2% improvement compared to the reference case. Additionally the sensor height for charging the DHW zone of the store should not be too low, otherwise system performance is adversely affected

In this study, gaseous emissions and particles are measured during start-up and stop periods for an over-fed boiler and an under-fed boiler. Both gaseous and particulate matter emissions are continuously measured in the laboratory. The measurement of gaseous emissions includes oxygen (O2), carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxide and (NO). The emissions rates are calculated from measured emissions concentrations and flue gas flow. The behaviours of the boilers during start-up and stop periods are analysed and the emissions are characterised in terms of CO, NO, TOC and particles (PM2.5 mass and number). The duration of the characterised periods vary between two boilers due to the difference in type of ignition and combustion control. The under-fed boiler B produces higher emissions during start-up periods than the over-fed boiler A. More hydrocarbon and particles are emitted by the under-fed boiler during stop periods. Accumulated mass of CO and TOC during start-up and stop periods contribute a major portion of the total mass emitted during whole operation. However, accumulated mass of NO and PM during start-up and stop periods are not significant as the duration of emission peak is relatively short.

As Lesões por Esforços Repetitivos e Doenças Osteomusculares Relacionadas ao Trabalho estão caracterizadas por queixas de grande incapacidade funcional, causadas pelo uso dos membros superiores em tarefas que envolvam movimentos repetitivos. Esses distúrbios também podem ocorrer nas atividades de lazer ou no cotidiano das pessoas, especialmente quando realizadas por períodos longos, sem pausas adequadas para recuperação muscular, ou ainda, sem devido acompanhamento médico. A avaliação de doenças ocupacionais é eminentemente clínica. São raros os casos em que os exames complementares apóiam o diagnóstico médico. Diante disso, o objetivo desta pesquisa foi verificar a eficácia da técnica de Termografia no diagnóstico de LER/DORT. A amostra (n=51) foi dividida em dois grupos. Um grupo experimental (n=41) composto por 26 Taquigrafas da Assembléia Legislativa do Rio Grande do Sul e 15 digitadores da Companhia Estadual de Energia Elétrica do Rio Grande do Sul e um grupo controle (n=10) composto por participantes com outras profissões. Todos eles estavam de acordo com o que prescreve a resolução 196/96 do Conselho Nacional de Saúde. Os resultados do teste Q de Cochran mostraram diferenças estatisticamente significativas entre os 3 observadores da Termografia nas regiões dos punhos, cotovelos e ombros para o teste. Os coeficientes de concordância Kappa de cada observador no teste e reteste foram elevados. O coeficiente de concordância Kappa entre os observadores no teste mostraram que os 3 observadores estavam seguros para diagnosticar punho direito e cotovelos. Tais resultados mostram que a Termografia foi mais sensível e específica que a Ecografia e o Exame Clínico nos punhos direito e esquerdo. Assim, podemos inferir que os dados obtidos através das imagens termográficas permitiram uma melhor visualização das áreas traumatizadas nos componentes da amostra.

The Brazilian energetic sector is passing through deep transformations. The restructure is mainly characterized by the passage from a vertical and centrally coordinated system, in hands of the State, to a more horizontal one, with characteristics of a network, in which organizations, such as the National Agency of Electric Energy (ANEEL), the new regulator entity, the Wholesaler Market of Electric Energy (MAE), the National Operator of Electric System (ONS), Eletrobrás and the National Bank of Economic and Social Development (BNDES) are designated as the principals integrators of the system. The objective of the present work was to analyze the influence of the privatization and restructuring processes in the integration of the Brazilian system of electric energy. The analysis was based on the instruments offered by the network approach. The results of the research show that the Brazilian sector of electric energy cannot be considered as a highly integrated network. In this new horizontal configuration, the social actors are affirming its roles, functions and objectives, while the key-organization like ANEEL, ONS, MAE, Eletrobrás, and BNDES are being structured to strengthen its integrative role.

Esta dissertação estuda as implicações dos processos de aprendizagem para acumulação de competências tecnológicas no nível de firmas. Este relacionamento foi examinado nas Centrais Elétricas do Norte do Brasil S.A. - Eletronorte, ao longo dos anos de 1990 a 2003. A empresa tem sua sede administrativa em Brasília e a sua área de atuação é caracterizada pela Amazônia Legal (Acre, Amapá, Amazonas, Maranhão, Mato Grosso, Pará, Rondônia, Roraima e Tocantins). A Eletronorte é uma empresa concessionária de geração e transmissão de energia elétrica, contudo, o presente trabalho enfocou apenas as atividades de transmissão, quer dizer, a geração está fora do escopo do estudo. A acumulação de competências tecnológicas para adaptar, modificar ou criar novas tecnologias é essencial para a sobrevivência e o desempenho competitivo das empresas. Para descrever o modo e a velocidade de acumulação de competências tecnológicas na Eletronorte, foram utilizadas estruturas analíticas existentes na literatura. Entretanto, tais estruturas foram adaptadas especificamente para a indústria de transmissão de energia elétrica. A acumulação de competências foi estudada para três funções tecnológicas: "engenharia, projetos e equipamento"; "operação e manutenção"; "processos operacionais". Os processos de aprendizagem foram examinados à luz de quatro características-chave: variedade, intensidade, funcionamento e interação. Durante o período de 1990 e 2003, a empresa construiu e acumulou diferentes níveis de competências tecnológicas nas funções estudadas. Com base nas evidências empíricas, verificou-se que a partir de 1995, quando a empresa passou a coordenar sistematicamente esforços para adquirir e converter conhecimentos do nível individual para o nível organizacional, a construção de capacitação tecnológica foi acelerada. Contudo, a partir do ano de 2000, em que foram diminuídos investimentos no setor elétrico brasileiro, o processo de capacitação tecnológica permaneceu estagnado. Assim, aliando-se a estudos anteriores realizados para outros tipos de indústria, a conclusão deste estudo sugere que o modo e a velocidade com que a firma acumulou capacitação tecnológica podem ser explicados pelos processos de aprendizagem (aquisição interna e externa, socialização e codificação do conhecimento) e pelas características-chave de como esses foram utilizados ao longo do tempo (variedade, intensidade, funcionamento e interação).

Este trabalho apresenta as principais aplicações de técnicas de gestão de riscos ao estudo de interrupções em cadeias de fornecimento, tendo como motivação o caso do fornecimento de energia elétrica, assunto de extrema relevância para o Brasil. Neste sentido, o cálculo do “custo do déficit” ou perda de produção dada uma falha no fornecimento de energia elétrica (parâmetro utilizado em todo o planejamento do setor elétrico brasileiro), foi escolhido como fator relevante a ser analisado. As principais metodologias existentes para a apuração desse parâmetro são apresentadas fazendo uma comparação com aquela atualmente em uso no Brasil. Adicionalmente, apresentamos uma proposta de implementação para as metodologias alternativas, utilizadas no exterior, e baseadas no conceito de VOLL (“Value of Lost Load”) - medida do valor da escassez de energia para empresas ou consumidores individuais e fundamental para o desenho de programas de gerenciamento de demanda.
