Senior Living Program State Fiscal Year 2004 Report, July 1, 2003-June 30, 2004

This report shows the number of older low-income and moderate-income Iowans who received service from the Senior Living Program (SLP) and the number of units by service category. Additionally, it shows the number of persons served across services. In other words, if you add the total number of clients from all services it is higher than the actual number of persons served across all services, because some people need and receive more than one service. (Please note: this is preliminary data, and may be subject to change.)

Annual Report, Fiscal Years 2004 - 2006

DAS was established on July 1, 2003, by consolidating the departments of General Services, Information Technology, Personnel, and the Accounting Bureau of the Department of Revenue and Finance. In introducing our new department, you outlined four goals of this consolidation: 1. Improve service to customers, 2. Save money, 3. Streamline, and 4. Enhance resource flexibility for state government managers. Launch of the new department signaled more than just the consolidation of state government infrastructure providers. It also marked the first large-scale rollout of entrepreneurial management, a business model characterized by a customer-focused approach to delivering services in a competitive marketplace. In entrepreneurial management organizations, business decisions are motivated by the desire to meet customer needs and by rewards or consequences for financial performance. We’re pleased to provide this Annual Report for your review and trust you will agree that entrepreneurial management in state government is a viable working concept and remains a valuable asset to Iowans.

Direitos Humanos e Guerra na Filosofia do Direito Internacional de Habermas

O objetivo deste artigo é apresentar uma visão crítica da Filosofia do Direito Internacional de Habermas. Também partindo, tal como ele, de uma base kantiana, analisar-se-á alguns aspectos basilares da teoria habermasiana: o seu debate com o jurista alemão Carl Schmitt (1); a sua formulação do Direito Cosmopolita (2) e a fraca fundamentação que ele dá aos Direitos Humanos (3). Então mostrar- se-á que a sua Filosofia do Direito Internacional, apesar de estruturar fortemente as instituições globais do futuro, é algo inapropriada para resolver problemas internacionais contemporâneos como o das intervenções humanitárias (4).

Factores Humanos e Direito Internacional Aeronáutico

O objectivo deste trabalho, no âmbito do direito Internacional Aeronáutico, é analisar os problemas relacionados com o homem no sistema de aviação que constituem factores de risco para a segurança do mesmo sistema e a reacção dos Estados e organizações ligadas à aviação na criação de regulamentos, normas e procedimentos para evitar incidentes e acidentes aeronáuticos. Basicamente este trabalho vai ter em consideração a segurança e regulamentação. A segurança vai ser tratada nas suas vertentes Safety e Security na sua interacção com Factores Humanos (FH) e com o direito internacional aeronáutico. A legislação como medida preventiva ditada pela experiencias adquiridas com vários incidentes que sensibilizaram o mundo vai estar atenta na questão de factores humanos. As normas e regulamentos de Segurança Pública referentes à Aviação internacional vão aparecer na orientação de estruturas e legislação de cada Estado. Ressalta ainda percepção de fraqueza no combate das causas dos incidentes aeronáuticos apesar dos esforços dispensados pelos Estados e organizações da Aviação Internacional no sentido de contrariar as insuficiências de certas normas existentes. Ilumina a necessidade de se continuar a criar outras regras para melhorar o sistema da aviação em que o Homem é considerado o elemento central, mas fraco, que carece de atenção particularmente especial. Vários acidentes e em especial incidentes como o caso de 11 de Setembro, por serem tema de direito aeronáutico Internacional e de Segurança Pública, atingiram a consciência da comunidade da aviação e fizeram com que os Estados e comunidade aeronáutica em geral mudassem de atitude nas situações que perigam a aviação. Neste trabalho de Direito internacional aéreo são realçados alguns esforços já despendidos pelos Estados e pelas Organizações ligadas a aviação no sentido de se criar normas, regulamentos e procedimentos para uma aviação mais segura, com menos riscos de acidentes e incidentes. Os Estados, as Organizações Internacionais (IATA, IFALPA) e os Construtores de aviões ao reconhecerem a impossibilidade de eliminar os incidentes e acidentes uniram-se no esforço dos estudos de factores humanos para ajudar na criação de normas e desenvolver procedimentos que minimizam os riscos que podem por em causa a segurança na aviação. A Segurança Operacional (Safety), a Segurança contra os actos ilícitos (Security), os Factores Humanos e Direito Internacional Aeronáutico constituem palavras-chaves deste trabalho.
