This study was conducted under the auspices of the Subcommittee on Risk Communication and Education of the Committee to Coordinate Environmental Health and Related Programs (CCEHRP) to determine how Public Health Service (PHS) agencies are communicating information about health risk, what factors contributed to effective communication efforts, and what specific principles, strategies, and practices best promote more effective health risk communication outcomes.^ Member agencies of the Subcommittee submitted examples of health risk communication activities or decisions they perceived to be effective and some examples of cases they thought had not been as effective as desired. Of the 10 case studies received, 7 were submitted as examples of effective health risk communication, and 3, as examples of less effective communication.^ Information contained in the 10 case studies describing the respective agencies' health risk communication strategies and practices was compared with EPA's Seven Cardinal Rules of Risk Communication, since similar rules were not found in any PHS agency. EPA's rules are: (1) Accept and involve the public as a legitimate partner. (2) Plan carefully and evaluate your efforts. (3) Listen to the public's specific concerns. (4) Be honest, frank, and open. (5) Coordinate and collaborate with other credible sources. (6) Meet the needs of the media. (7) Speak clearly and with compassion.^ On the basis of case studies analysis, the Subcommittee, in their attempts to design and implement effective health risk communication campaigns, identified a number of areas for improvement among the agencies. First, PHS agencies should consider developing a focus specific to health risk communication (i.e., office or specialty resource). Second, create a set of generally accepted practices and guidelines for effective implementation and evaluation of PHS health risk communication activities and products. Third, organize interagency initiatives aimed at increasing awareness and visibility of health risk communication issues and trends within and between PHS agencies.^ PHS agencies identified some specific implementation strategies the CCEHRP might consider pursuing to address the major recommendations. Implementation strategies common to PHS agencies emerged in the following five areas: (1) program development, (2) building partnerships, (3) developing training, (4) expanding information technologies, and (5) conducting research and evaluation. ^

This study examined the effects of skipping breakfast on selected aspects of children's cognition, specifically their memory (both immediate and one week following presentation of stimuli), mental tempo, and problem solving accuracy. Test instruments used included the Hagen Central/Incidental Recall Test, Matching Familiar Figures Test, McCarthy Digit Span and Tapping Tests. The study population consisted of 39 nine-to eleven year old healthy children who were admitted for overnight stays at a clinical research setting for two nights approximately one week apart. The study was designed to be able to adequately monitor and control subjects' food consumption. The design chosen was the cross-over design where randomly on either the first or second visit, the child skipped breakfast. In this way, subjects acted as their own controls. Subjects were tested at noon of both visits, this representing an 18-hour fast.^ Analysis focused on whether or not fasting for this period of time affected an individual's performance. Results indicated that for most of the tests, subjects were not significantly affected by skipping breakfast for one morning. However, on tests of short-term central and incidental recall, subjects who had skipped breakfast recalled significantly more of the incidental cues although they did so at no apparent expense to their storing of central information. In the area of problem-solving accuracy, subjects skipping breakfast at time two made significantly more errors on hard sections of the MFF Test. It should be noted that although a large number of tests were conducted, these two tests showed the only significant differences.^ These significant results in the areas of short-term incidental memory and in problem solving accuracy were interpreted as being an effect of subject fatigue. That is, when subjects missed breakfast, they were more likely to become fatigued and in the novel environment presented in the study setting, it is probable that these subjects responded by entering Class II fatigue which is characterized by behavioral excitability, diffused attention and altered performance patterns. ^

This research focused on the topic of end-of-life planning and decision-making for adults affected by mental retardation. Adults with mental retardation have unique challenges in this regard, including difficulty communicating their wishes without assistance and diminished decision-making skills. The primary research objective was to identify factors that can affect opportunities for adults with mental retardation in community-based services settings (and their advocates) to be involved in planning and deciding about their own end-of-life experience. ^ A descriptive qualitative inquiry was designed to explore issues related to death and dying, and the notion of end-of-life planning, from the perspective of adults with mental retardation who receive publicly-funded community services ("clients") and family members of individuals who receive such services. Study participants were recruited from a single mental retardation service provider in a large urban setting (the "Agency"). Sixteen clients and 14 families of Agency clients took part. Client data collection was accomplished through face-to-face interviews, focus group meetings, and record reviews; family members were involved in a face-to-face interview only. ^ An initial coding scheme was developed based upon literature and policy reviews, and themes related to the research questions. Analysis involved extracting data from transcripts and records and placing it into appropriate thematic categories, building support for each theme with the accumulated data. Coding themes were modified to accommodate new data when it challenged existing themes. ^ Findings suggest that adults with mental retardation do have the requisite knowledge, interest, and ability to participate in decisions about their end-of-life experience and handling of affairs. Siblings are overwhelmingly the chosen future surrogates and they (or their children) will likely be the end-of-life advocates for their brothers and sisters affected by mental retardation. Findings further point to a need for increased awareness, accurate information, and improved communication about end-of-life issues, both in general and particular to adults affected by mental retardation. Also suggested by the findings is a need to focus on creating accommodations and adaptations that can best uncover a person's authentic views on life and death and related end-of-life preferences. Practical implications and suggestions for further research are also discussed. ^

The present study analyzes residential models in coastal areas with large influxes of tourism, the sustainability of their planning and its repercussion on urban values. The project seeks to establish a methodology for territorial valuation through the analysis of externalities that have influenced urban growth and its impact on the formation of residential real estate values. This will make it possible to create a map for qualitative land valuation, resulting from a combination of environmental, landscape, social and productive valuations. This in turn will establish a reference value for each of the areas in question, as well as their spatial interrelations. These values become guidelines for the study of different territorial scenarios, which help improve the sustainable territorial planning process. This is a rating scale for urban planning. The results allow us to establish how the specific characteristics of the coast are valued and how they can be incorporated into sustainable development policies.

This document is the result of a process of web development to create a tool that will allow to Cracow University of Technology consult, create and manage timetables. The technologies chosen for this purpose are Apache Tomcat Server, My SQL Community Server, JDBC driver, Java Servlets and JSPs for the server side. The client part counts on Javascript, jQuery, AJAX and CSS technologies to perform the dynamism. The document will justify the choice of these technologies and will explain some development tools that help in the integration and development of all this elements: specifically, NetBeans IDE and MySQL workbench have been used as helpful tools. After explaining all the elements involved in the development of the web application, the architecture and the code developed are explained through UML diagrams. Some implementation details related to security are also deeper explained through sequence diagrams. As the source code of the application is provided, an installation manual has been developed to run the project. In addition, as the platform is intended to be a beta that will be grown, some unimplemented ideas for future development are also exposed. Finally, some annexes with important files and scripts related to the initiation of the platform are attached. This project started through an existing tool that needed to be expanded. The main purpose of the project along its development has focused on setting the roots for a whole new platform that will replace the existing one. For this goal, it has been needed to make a deep inspection on the existing web technologies: a web server and a SQL database had to be chosen. Although the alternatives were a lot, Java technology for the server was finally selected because of the big community backwards, the easiness of modelling the language through UML diagrams and the fact of being free license software. Apache Tomcat is the open source server that can use Java Servlet and JSP technology. Related to the SQL database, MySQL Community Server is the most popular open-source SQL Server, with a big community after and quite a lot of tools to manage the server. JDBC is the driver needed to put in contact Java and MySQL. Once we chose the technologies that would be part of the platform, the development process started. After a detailed explanation of the development environment installation, we used UML use case diagrams to set the main tasks of the platform; UML class diagrams served to establish the existing relations between the classes generated; the architecture of the platform was represented through UML deployment diagrams; and Enhanced entity–relationship (EER) model were used to define the tables of the database and their relationships. Apart from the previous diagrams, some implementation issues were explained to make a better understanding of the developed code - UML sequence diagrams helped to explain this. Once the whole platform was properly defined and developed, the performance of the application has been shown: it has been proved that with the current state of the code, the platform covers the use cases that were set as the main target. Nevertheless, some requisites needed for the proper working of the platform have been specified. As the project is aimed to be grown, some ideas that could not be added to this beta have been explained in order not to be missed for future development. Finally, some annexes containing important configuration issues for the platform have been added after proper explanation, as well as an installation guide that will let a new developer get the project ready. In addition to this document some other files related to the project are provided: - Javadoc. The Javadoc containing the information of every Java class created is necessary for a better understanding of the source code. - database_model.mwb. This file contains the model of the database for MySQL Workbench. This model allows, among other things, generate the MySQL script for the creation of the tables. - ScheduleManager.war. The WAR file that will allow loading the developed application into Tomcat Server without using NetBeans. - ScheduleManager.zip. The source code exported from NetBeans project containing all Java packages, JSPs, Javascript files and CSS files that are part of the platform. - config.properties. The configuration file to properly get the names and credentials to use the database, also explained in Annex II. Example of config.properties file. - db_init_script.sql. The SQL query to initiate the database explained in Annex III. SQL statements for MySQL initialization. RESUMEN. Este proyecto tiene como punto de partida la necesidad de evolución de una herramienta web existente. El propósito principal del proyecto durante su desarrollo se ha centrado en establecer las bases de una completamente nueva plataforma que reemplazará a la existente. Para lograr esto, ha sido necesario realizar una profunda inspección en las tecnologías web existentes: un servidor web y una base de datos SQL debían ser elegidos. Aunque existen muchas alternativas, la tecnología Java ha resultado ser elegida debido a la gran comunidad de desarrolladores que tiene detrás, además de la facilidad que proporciona este lenguaje a la hora de modelarlo usando diagramas UML. Tampoco hay que olvidar que es una tecnología de uso libre de licencia. Apache Tomcat es el servidor de código libre que permite emplear Java Servlets y JSPs para hacer uso de la tecnología de Java. Respecto a la base de datos SQL, el servidor más popular de código libre es MySQL, y cuenta también con una gran comunidad detrás y buenas herramientas de modelado, creación y gestión de la bases de datos. JDBC es el driver que va a permitir comunicar las aplicaciones Java con MySQL. Tras elegir las tecnologías que formarían parte de esta nueva plataforma, el proceso de desarrollo tiene comienzo. Tras una extensa explicación de la instalación del entorno de desarrollo, se han usado diagramas de caso de UML para establecer cuáles son los objetivos principales de la plataforma; los diagramas de clases nos permiten realizar una organización del código java desarrollado de modo que sean fácilmente entendibles las relaciones entre las diferentes clases. La arquitectura de la plataforma queda definida a través de diagramas de despliegue. Por último, diagramas EER van a definir las relaciones entre las tablas creadas en la base de datos. Aparte de estos diagramas, algunos detalles de implementación se van a justificar para tener una mejor comprensión del código desarrollado. Diagramas de secuencia ayudarán en estas explicaciones. Una vez que toda la plataforma haya quedad debidamente definida y desarrollada, se va a realizar una demostración de la misma: se demostrará cómo los objetivos generales han sido alcanzados con el desarrollo actual del proyecto. No obstante, algunos requisitos han sido aclarados para que la plataforma trabaje adecuadamente. Como la intención del proyecto es crecer (no es una versión final), algunas ideas que se han podido llevar acabo han quedado descritas de manera que no se pierdan. Por último, algunos anexos que contienen información importante acerca de la plataforma se han añadido tras la correspondiente explicación de su utilidad, así como una guía de instalación que va a permitir a un nuevo desarrollador tener el proyecto preparado. Junto a este documento, ficheros conteniendo el proyecto desarrollado quedan adjuntos. Estos ficheros son: - Documentación Javadoc. Contiene la información de las clases Java que han sido creadas. - database_model.mwb. Este fichero contiene el modelo de la base de datos para MySQL Workbench. Esto permite, entre otras cosas, generar el script de iniciación de la base de datos para la creación de las tablas. - ScheduleManager.war. El fichero WAR que permite desplegar la plataforma en un servidor Apache Tomcat. - ScheduleManager.zip. El código fuente exportado directamente del proyecto de Netbeans. Planning and Comunity Development: Case Studies, presents the findings of the inter-university Seminar held on 28?29 July 2011 and organized by researchers from the Technical University of Madrid and the University of California, Berkeley, who were fortunate to have the presence of the renowned Professor John Friedmann. Professors, researchers and PhD students from our research groups presented their works as scientific communications that were enriched by the debate among the different researches who attended the Seminar. All of them appear in the picture below in front of the gate of Haviland Hall at UC Berkeley. This book analyses the concept of planning and its evolution so far, leading to the conceptualization of governance as an expression of the planning practice. It also studies the role of social capital and cooperation as tools for the community development. The conceptual analysis is complemented by the development of six case studies that put forward experiences of planning and community development carried out in diverse social and cultural contexts of Latin-America, Europe and North America. This publication comes after more than 20 years of work of the researchers that met at the seminar. Through their work in managing development initiatives, they have learned lessons and have contribute to shape their own body of teaching that develops and analyses the role of planning in public domain to promote community development. This knowledge is synthesized in the model Planning as Working With People, that shows that development is not effective unless is promoted in continuous collaboration with all the actors involved in the process.

The paper describes some relevant results of an on-going research aiming to elaborate a methodology to help the mobility management in natural parks, compatible with their protection missions: it has been developed a procedure to reproduce the mobility-environment relationships in various operational conditions. The final purpose is the identification of: a) the effects of various choices in transport planning, both at long term and strategic level; b) the most effective policies of mobility management. The work is articulated in the following steps: 1) definition of protected area on the basis of ecological and socio-economic criteria and legislative constraints; 2) analysis of mobility needs in the protected areas; 3) reconstruction of the state of the art of mobility management in natural parks at European level; 4) analysis of used traffic flows measurement methods; 5) analysis of environmental impacts due to transport systems modelling (air pollution and noise only); 6) identification of mitigation measures to be potentially applied. The whole methodology has been tested and validated on Italian case studies: i) the concerned area has been zoned according to the land-use peculiarities; ii) the local situations of transport infrastructure (roads and parking), services (public transport systems) and rules (traffic regulations) have been mapped with references to physical and functional attributes; iii) the mobility, both systematic and touristic, has been represented in an origin-destination matrix. By means of an assignment model the flows have been distributed and the corresponding average speeds to quantify gaseous and noise emissions was calculated, the criticalities in the reference scenario have been highlighted, as well as some alternative scenarios, including both operational and infrastructural measures have been identified. The comparison between projects and reference scenario allowed the quantification of effects (variation of emissions) for each scenario and a selection of the most effective management actions to be taken.

It is impossible to talk about planning as a scientific meta-discipline without mentioning one of the most influential worldwide figures in the second half of the twentieth century: John Friedmann. His contribution to the planning concept on his "Planning as Social Learning" theory is still very relevant. This paper shows the intellectual connection between Friedmann and Angel Ramos and Ignacio Trueba, two of the Spanish intellectual drivers in the engineering project knowledge area, who contributed to founding the Engineering Projects Spanish Association. The three of them share a broad vision of the project and abandon the "blue print" planning model. They also see the project as a transformational tool that requires a different planning style to the one which prevailed in the 70s - both in public and private domains. They were pioneers in structuring Knowledge / Action in a different way, both in academic institutions where disciples helped to bring about change- and with direct action via projects.

The current crisis, with its particularly severe configuration in Southern European countries, provides an opportunity to probe the interrelation of economic crunches and the production of space, and also to imagine potential paths of sociospatial emancipation from the dictates of global markets. This introductory chapter offers a preliminary interpretive framework exploring the fundamental role of urban and territorial restructuring in the formation, management and resolution of capitalist crises and, conversely, periods of crisis as key stages in the history of urbanization. I will begin by contextualizing the 2007-8 economic slump, the subsequent global recession and its uneven impact on states and cities in the longue durée of capitalist productions of space, studying the transformation of spatial configurations in previous episodes of economic stagnation. This broader perspective will then be used to analyze currently emerging formations of austerity urbanism, showing how the practices of crisis management incorporate a strategy for economic and institutional restructuring that eventually impacts on urban policy, and indeed in the production of urban space itself.

El baloncesto es un deporte basado en unos principios de juego sencillos y unas exigencias físicas y técnicas en la iniciación asumibles por todos los alumnos. Ofreciendo las herramientas adecuadas y adaptando las tareas de aprendizaje al contexto se puede conseguir una competencia elevada. Es necesario llevar a cabo una planificación adecuada y una selección de tareas apropiadas. El juego posee unas características que le convierten en un elemento con gran potencial educativo, en especial para Educación Física, debido al placer que genera y al espacio que ofrece para expresarse y utilizar el cuerpo. A través de este trabajo se propone una Unidad Didáctica de Baloncesto vertebrada por el uso del juego como elemento vehicular. La Investigación-acción es un proceso que explora directamente sobre el terreno, siendo muy sencillo y práctico para aplicar en el ámbito educativo. Engloba de manera casi simultánea el proceso de investigación y el de búsqueda de soluciones. Para analizar el resultado de dicha metodología se exponen los elementos básicos para llevar a cabo un trabajo de Investigación-acción paralelo y adaptado al Baloncesto y la Unidad Didáctica. Basketball is a sport based on easy game principles. Every student is capable of reaching physical and technical request for amateur practice. High skills in basketball can be obtained with suitable tools and adapted activities to the current environment. Appropriate planning and tasks are required for that purpose. In education game activities turn to be an option with excellent opportunities, especially for physical education. It provides students a way to express feelings, practice with their body and have fun. The aim of this project is to propose a basketball teaching unit focused on gaming tasks. Participatory action research intervenes directly on the field, simple and practical to be used in educational context. This model links researching and problem solving on the same process. The basic path to perform a participatory action research is given to analyze the results of carrying out the proposed teaching unit.

El objetivo del presente trabajo de investigación es diseñar un Modelo de Educación que permita formar ingenieros industriales en Perú que sean capaces de enfrentar los retos modernos de fuerte y sostenido crecimiento económico y social. Las necesidades que se han generado a lo largo de los últimos años llevan a identificar que una gran carencia es el poco dominio del concepto, naturaleza y gestión de un proyecto y la marcada ausencia de habilidades humanas y funcionales al momento de ejercer la profesión; entendiendo proyecto como “Un esfuerzo temporal que se lleva a cabo para crear un producto, servicio o resultado único. La naturaleza temporal de los proyectos indica un principio y un final definidos. El final se alcanza cuando se logran los objetivos del proyecto o cuando se termina el proyecto porque sus objetivos no se cumplirán o no pueden ser cumplidos, o cuando ya no existe la necesidad que dio origen al proyecto…. los proyectos pueden tener impactos sociales, económicos y ambientales susceptibles de perdurar mucho más que los propios proyectos.”1. Entonces, formularnos la hipótesis que es posible tener un modelo educativo para la Ingeniería Industrial de Perú que permita y estimule alcanzar estas características tan reclamadas por la sociedad, confiando desde el inicio que su diseño y empleo tendrá fuerte repercusión tanto en el desarrollo personal de los estudiantes, como en el social y económico, por las habilidades y condiciones que serán capaces de desplegar los egresados en sus ámbitos de acción laboral. Para lograr el objetivo se ha hecho una definición de la identidad de la universidad latinoamericana y una verificación de si es posible o no tomar modelos y experiencias de otros lugares y trasladarlos con éxito a escenarios nuevos y distintos. Luego, se han determinado las tendencias más fuertes en la formación de ingenieros industriales en los contextos más exitosos actualmente. Para definir esas habilidades tan reclamadas por el sector público y privado de la sociedad, se busca y define una codificación de competencias genéricas que permite tener un ingeniero moderno bien perfilado para las exigencias globales. Los pasos finales son determinar el Modelo para la Educación Superior de la Ingeniería Industrial de Perú desde las Competencias (MESIC) a partir de novedosos enfoques para la educación como la contextualización, la gestión del conocimiento experto y experimentado, el enfoque socioformativo y la definición de Aspectos Clave del modelo antes de iniciar una planificación curricular de ingeniería. Al final se muestra una aplicación del modelo llegando a detalles de definición de competencias muy interesantes y a la necesidad de contar con un sistema de aseguramiento de calidad de la gestión curricular. Al término de la investigación concluimos que es posible definir un modelo apropiado para formar ingenieros industriales en Perú desde las competencias, capaces de enfrentar los modernos retos locales y globales. También determinamos que el proceso no puede ser impuesto, debe pasar por un transitorio periodo de adecuación de docentes y alumnos y requiere de compromiso, pues se suele enfocar este cambio como una forma de desestimar todo lo anterior, cuando debe entenderse que son procesos complementarios, ya que los importantes logros con clases magistrales y resolución de problemas son evidentes y se trata de estilos diferentes de encarar la educación. El resultado de la imposición puede ser devastador para algunos estudiantes y frustrante para algunos docentes, consecuencias que no se desean y deben evitarse. La aplicación se realiza en una universidad del norte de Perú, la Universidad de Piura, y puede observarse en el último capítulo de este trabajo. ABSTRACT The main objective of this research is to find an Educational Modell in order to train industrial engineers in Peru who are able to face modern challenges of strong and sustained economic and social growth. Over recent years the generated needs have led to understand that a major weakness in our professionals is the poor skills in project management and the marked absence of functional and human skills when exercising the profession. This diagnose has led to formulate the hypothesis that it is possible to have an educational model for Peru Industrial Engineering that allows and encourages to achieve these features which are claimed by society. A project which we trust will have a strong impact from the beginning on both, personal development of students as well as in the social and economic conditions, considering the skills graduates will be able to deploy in their work fields. To achieve the goal first it was defined the identity of the Latin American university and verified whether it is possible or not to take models and experiences elsewhere and move successfully to new and different scenarios. Then there were determined the strongest trends in the industrial engineers training in currently successful contexts. In order to define these demanded skills by the public and private sectors of society, there are defined a set of generic skills that allows to have a modern engineer well profiled for global context. Considering these elements, a Model for Higher Education in Industrial Engineering from Peru Competence (MESIC)is proposed considering novel approaches to education such as territoriality, skilled and experienced knowledge management, socio - formative approach and set the definition of Key aspects of the model before starting a engineering curricular planning. Finally detailed records of an application of the model is shown through modern learning methodologies, development and assessment of skills and the need to have a quality assurance system for entire curriculum management. Through this research it can be concluded that it is possible to determine an appropriate model to train industrial engineers in Peru from the skills, in order to meet the modern local and global challenges. Results show that the process cannot be imposed, instead it must go through a transitional period of adaptation from teachers and students and requires commitment, focusing that this change usually is a way to dismiss the above, and is important to address that there are obvious achievements on education lectures and problem solving, and it should be understood that they are complementary processes. The result of change imposition can be devastating for some students and frustrating for some teachers, unwanted consequences and they should be avoided. The proposed model is applied at a university in northern Peru, the University of Piura, and the results can be seen in the last chapter of this work.
