ENGLISH: The Inter-American Tropical Tuna Commission was created and operates under the authority of a Convention first negotiated between the governments of the Republic of Costa Rica and the United States of America. The Convention entered into force in 1950. It is open to adherence by other governments whose nationals fish for tunas in the eastern Pacific area. Under this provision, Panama adhered in 1953, Ecuador in 1961, the United Mexican States in 1964. Canada applied for membership in 1967. Her membership will become effective on April 1, 1968. On August 21, 1967 the Ecuadorian government, for financial reasons, elected to withdraw from active membership. Under Convention ruling, this means that she remains a full member until August 21, 1968. SPANISH: La Comisión Interamericana del Atún Tropical fue originada y está bajo la autoridad de una Convención que fue negociada inicialmente entre los gobiernos de la República de Costa Rica y los Estados Unidos de América. La Convención entró en vigencia en 1950. Está abierta a la afiliación de otros gobiernos cuyos ciudadanos pescan atunes en el área del Pacífico oriental. Bajo esta estipulación, Panamá se afilió en 1953, Ecuador en 1961 y los Estados Unidos Mexicanos en 1964. Canadá presentó su ap1licación en 1967. Su afiliación será efectiva el 1 de abril de 1968. El 21 de agosto de 1967, el gobierno ecuatoriano por razones financieras decidió retirar su participación activa. The Book of John Mandeville, while ostensibly a pilgrimage guide documenting an English knight’s journey into the East, is an ideal text in which to study the developing concept of race in the European Middle Ages. The Mandeville-author’s sense of place and morality are inextricably linked to each other: Jerusalem is the center of his world, which necessarily forces Africa and Asia to occupy the spiritual periphery. Most inhabitants of Mandeville’s landscapes are not monsters in the physical sense, but at once startlingly human and irreconcilably alien in their customs. Their religious heresies, disordered sexual appetites, and monstrous acts of cannibalism label them as fallen state of the European Christian self. Mandeville’s monstrosities lie not in the fantastical, but the disturbingly familiar, coupling recognizable humans with a miscarriage of natural law. In using real people to illustrate the moral degeneracy of the tropics, Mandeville’s ethnography helps shed light on the missing link between medieval monsters and modern race theory.

Reviewing developments since 1900, the author examines the way in which research has developed and the influence the changes in the policitcal map of Africa, in particular the change from colonial rule, has had on research.

Mexico, with highly diverse physiography, geology, soils and climate, is a country with a broad mosaic of aquatic ecosystems within 320 watersheds. This paper presents a brief picture of Mexican fresh waters, the distribution of rainfall and the potential for aquaculture. The main fish species and water bodies, dams and lakes, are highlighted. The country faces problems of surface water shortage which requires better management.

This thesis is a comprised of three different projects within the topic of tropical atmospheric dynamics. First, I analyze observations of thermal radiation from Saturn’s atmosphere and from them, determine the latitudinal distribution of ammonia vapor near the 1.5-bar pressure level. The most prominent feature of the observations is the high brightness temperature of Saturn’s subtropical latitudes on either side of the equator. After comparing the observations to a microwave radiative transfer model, I find that these subtropical bands require very low ammonia relative humidity below the ammonia cloud layer in order to achieve the high brightness temperatures observed. We suggest that these bright subtropical bands represent dry zones created by a meridionally overturning circulation.
Second, I use a dry atmospheric general circulation model to study equatorial superrotation in terrestrial atmospheres. A wide range of atmospheres are simulated by varying three parameters: the pole-equator radiative equilibrium temperature contrast, the convective lapse rate, and the planetary rotation rate. A scaling theory is developed that establishes conditions under which superrotation occurs in terrestrial atmospheres. The scaling arguments show that superrotation is favored when the off-equatorial baroclinicity and planetary rotation rates are low. Similarly, superrotation is favored when the convective heating strengthens, which may account for the superrotation seen in extreme global-warming simulations.
Third, I use a moist slab-ocean general circulation model to study the impact of a zonally-symmetric continent on the distribution of monsoonal precipitation. I show that adding a hemispheric asymmetry in surface heat capacity is sufficient to cause symmetry breaking in both the spatial and temporal distribution of precipitation. This spatial symmetry breaking can be understood from a large-scale energetic perspective, while the temporal symmetry breaking requires consideration of the dynamical response to the heat capacity asymmetry and the seasonal cycle of insolation. Interestingly, the idealized monsoonal precipitation bears resemblance to precipitation in the Indian monsoon sector, suggesting that this work may provide insight into the causes of the temporally asymmetric distribution of precipitation over southeast Asia.
