This is the River Yealm Salmon Action Plan Consultation document produced by the Environment Agency in 2003. The report pays attention on the external consultation of the River Yealm Salmon Action Plan (SAP). This strategy represents an entirely new approach to salmon management within the UK and introduces the concept of river-specific salmon spawning targets as a salmon management tool. The River Yealm Salmon Action Plan follows the format of those completed for the rivers Tamar, Lynher, Tavy, Camel, Fowey and Plym. It is the final one of seven action plans that will be produced for salmon rivers managed by Cornwall Area. The River Yealm SAP contains a description of the river catchment and highlights particular features that are relevant to the salmon population and the associated fishery. Notably there are potable water abstractions in the headwaters, workings for china clay on the main tributary, two inert waste landfill sites and an aggregate quarry adjacent to the main river and inputs from several Sewage Treatment Works (STW) and two industrial estates. The main River Yealm has been designated as River Ecosystem Class 1 for its water quality objectives. This is the highest water quality target set for rivers.

Este estudo trata da atual Política Nacional de Resíduos Sólidos, regulamentada pelo Decreto n 7.404/10, enfocando os mecanismos jurídicos garantidores da integração dos catadores de materiais recicláveis e reutilizáveis na responsabilidade compartilhada pelo ciclo de vida dos produtos, que historicamente tem um passado de exploração de trabalho e invisibilidade social. Com o objetivo de analisar as condições de aplicabilidade dos mecanismos presentes na Lei n 12.305/10 voltados para o reconhecimento social e ambiental, como também para a proteção legal dos direitos desse grupo social, iremos inicialmente esclarecer os aspectos conceituais basilares para a compreensão da temática das iniquidades sociais, bem como verificar a importância da utilização da teoria das necessidades humanas fundamentais, como sendo um instrumento adequado para a interpretação dessa forma de exclusão social. Ademais, este trabalho se propõe a discutir as principais correntes teóricas contemporâneas utilizadas no estudo da otimização da satisfação das necessidades humanas fundamentais, como também teorizar, filosoficamente, que tais necessidades funcionam como pressuposto de justificação para atribuição de direitos específicos e obrigações institucionais. Do ponto de vista metodológico, trata-se de uma pesquisa qualitativa, tendo sido realizado, de forma dedutiva, levantamentos de dados por meio de revisão bibliográfica envolvendo consultas a jornais, revistas, livros, dissertações, teses, projetos, leis, decretos e pesquisas via internet em sites institucionais. O método de procedimento adotado foi o descritivo-analítico, ressaltando-se ainda que, de forma indutiva, foi igualmente desenvolvida uma pesquisa de campo em duas cooperativas de reciclagem da cidade de Campina Grande-PB. Os estudos desenvolvidos revelaram que o grupo social em análise se enquadra no contexto de pessoas que necessitam de otimização para satisfação das necessidades fundamentais, havendo uma consistente e sustentável argumentação teórica nesse sentido. Concluiu-se que, apesar do compromisso expresso na Lei n 12.305/10, para com a valorização do trabalho dos catadores, deve ocorrer um esforço interpretativo dos mecanismos de inclusão social, empoderamento econômico e reconhecimento social e ambiental desta categoria. Foi igualmente concluído que as estratégias de integração dos catadores na responsabilidade compartilhada pelo ciclo de vida dos produtos, criadas pela legislação de resíduos sólidos, foram delineadas a partir do reconhecimento dos catadores pelo poder público na coleta seletiva e da inserção dos catadores na logística reversa, garantindo condições de mercado e acesso a recursos; contudo, o principal desafio parece ser o da inovação na própria forma de se pensar as políticas públicas para o setor.

O trabalho realizado contempla a configuração de um caminho de pensamento sobre a espacialização do lixo no município do Rio de Janeiro. Apresenta o problema da destinação do lixo os transtornos causados à população e agravados pela industrialização; adoção de técnicas de coleta e destinação, o surgimento de empresas com o propósito de garantir a limpeza e o aperfeiçoamento técnico para confinamento do lixo. Demonstra um detalhamento da geração dos resíduos sólidos urbanos do município do Rio de Janeiro e sua destinação no fim do século XX. Apresentando quantitativo dos resíduos gerados e posteriormente destinados aos lixões. Analisa também o processo de esgotamento dos aterros sanitários existentes e a constituição de uma nova rede geográfica para destinação final dos resíduos. O exemplo da Central de Tratamento de Resíduos (CTR Rio), projeto executado por iniciativa privada, empresa Ciclus, instalada no município de Seropédica, responsável por receber todo o lixo do município do Rio de Janeiro e tratá-lo por meio de novas técnicas e tecnologias. Os resíduos são recebidos através de estações de transferência (ETR) instaladas em pontos geográficos específicos das regiões administrativas do município do Rio de Janeiro e transportado à CTR Rio para o devido confinamento, por meio de uma nova rede geográfica paradestinação final

PURPOSE: Stabilisation/solidification (S/S) has emerged as an efficient and cost-effective technology for the treatment of contaminated soils. However, the performance of S/S-treated soils is governed by several intercorrelated variables, which complicates the optimisation of the treatment process design. Therefore, it is desirable to develop process envelopes, which define the range of operating variables that result in acceptable performance. METHODS: In this work, process envelopes were developed for S/S treatment of contaminated soil with a blend of hydrated lime (hlime) and ground granulated blast furnace slag (GGBS) as the binder (hlime/GGBS = 1:4). A sand contaminated with a mixture of heavy metals and petroleum hydrocarbons was treated with 5%, 10% and 20% binder dosages, at different water contents. The effectiveness of the treatment was assessed using unconfined compressive strength (UCS), permeability, acid neutralisation capacity and contaminant leachability with pH, at set periods. RESULTS: The UCS values obtained after 28 days of treatment were up to ∼800 kPa, which is quite low, and permeability was ∼10(-8) m/s, which is higher than might be required. However, these values might be acceptable in some scenarios. The binder significantly reduced the leachability of cadmium and nickel. With the 20% dosage, both metals met the waste acceptance criteria for inert waste landfill and relevant environmental quality standards. CONCLUSIONS: The results show that greater than 20% dosage would be required to achieve a balance of acceptable mechanical and leaching properties. Overall, the process envelopes for different performance criteria depend on the end-use of the treated material.

Specifically, it tackles the impacts of the two farms on the following: solid waste production, water flow and sedimentation, effect on native bottom fauna, effect on wild fish populations, the spread of toxic chemicals and drugs, and multi-use conflicts.

This paper considers how the provision of integrated household-level infrastructure – particularly water and environmental sanitation (including water supply, sewerage, roads, storm drainage and solid waste management) –can play a leading role in improving the conditions in slum settlements. Around 700 socio-economic interviews were carried out in India and South Africa to investigate an innovative approach called slum networking, which sees the strong correlation between slum locations and drainage paths as an opportunity for improving the wider urban environment. This recognition allows resources to be mobilised locally, thereby removing the need for external aid funding. The evidence from the 700 families shows that communities perceive water and sanitation inputs to be their top priority and are willing to contribute to the costs. If slum upgrading is led with access to integrated water and environmental sanitation at household level with community contributions to the cost of infrastructure, then slum communities subsequently invest considerably greater sums in improved housing and education, with longer term contributions to poverty alleviation, improvements in health and literacy and an increase in disposable incomes.

Goal, Scope and Background. Heavy metal is among one of the pollutants, which cause severe threats to humans and the environment in China. The aim of the present review is to make information on the source of heavy metal pollution, distribution of heavy metals in the environment, and measures of pollution control accessible internationally, which are mostly published in Chinese. Methods. Information from scientific journals, university journals and governmental releases are compiled focusing mainly on Cd, Cu, Pb and Zn. Partly Al, As, Cr, Fe, Hg, Mn and Ni are included also in part as well. Results and Discussion. In soil, the average contents of Cd, Cu, Pb and Zn are 0.097, 22.6, 26.0 and 74.2 mg/kg, respectively. In the water of. the Yangtze River Basin, the concentrations of Cd, Cu, Pb and Zn are 0.080, 7.91, 15.7 and 18.7 pg/L, respectively. In reference to human activities, the heavy metal pollution comes from three sources: industrial emission, wastewater and solid waste. The environment such as soil, water and air were polluted by heavy metals in some cases. The contents of Cd, Cu, Pb and Zn even reach 3.16, 99.3, 84.1 and 147 mg/kg, respectively, in the soils of a wastewater irrigation zone. These contaminants pollute drinking water and food, and threaten human health. Some diseases resulting from pollution of geological and environmental origin, were observed with long-term and non-reversible effects. Conclusions. In China, the geological background level of heavy metal is low, but with the activity of humans, soil, water, air, and plants are polluted by heavy metals in some cases and even affect human health through the food chain. Recommendations and Outlook. To remediate and improve environmental quality is a long strategy for the polluted area to keep humans and animals healthy. Phytoremediation would be an effective technique to remediate the heavy metal pollutions.

首先进行城市生活有机垃圾典型组分的厌氧发酵产甲烷和产氢特性研究,在此基础上,设计厌氧发酵联产氢气和甲烷的组合工艺提高能源回收效率,并采用厨余垃圾和废纸联合厌氧消化的方式避免厨余垃圾单独厌氧消化的挥发性脂肪酸抑制。其次,结合国内近年出现的城市生活垃圾分选技术,分别以机械干分选有机垃圾和水分选有机垃圾为原料进行厌氧发酵产甲烷实验,并根据实验结果设计日处理500吨城市生活垃圾厌氧沼气工程及进行经济性评价。主要结论如下:(1)糖和淀粉类的生化产甲烷能力为260 mL/gVS,纤维素,粗纤维、蛋白类和脂类分别为244、145、258 、757 mL/gVS;蛋白质类原料在厌氧消化过程中容易形成“抑制型稳态”;脂类原料容易导致长链脂肪酸抑制。(2)碳水化合物(糖、淀粉和纤维素)是最佳的厌氧发酵制氢原料,蛋白类、脂类和木质纤维类均不适宜作为厌氧发酵制氢原料。采用厌氧发酵联产氢气和甲烷的组合工艺可以显著提高能源回收率。(3)厨余垃圾单独厌氧发酵容易受到VFAs的强烈抑制,采用厨余垃圾与废纸联合厌氧发酵,能够避免VFAs抑制。(4)水分选有机垃圾的生物可降解性优于机械干分选有机垃圾,在原料TS浓度为11%~16%时的甲烷产率为273~314 L/kgVS。(5)国家财政补贴,税收优惠和CDM额外收益决定了城市生活垃圾的厌氧消化与热电肥联产工程的经济可行性。

The release of heavy metals from the combustion of hazardous wastes is an environmental issue of increasing concern. The species transformation characteristics of toxic heavy metals and their distribution are considered to be a complex problem of mechanism. The behavior of hazardous dyestuff residue is investigated in a tubular furnace under the general condition of hazardous waste pyrolysis and gasfication. Data interpretation has been aided by parallel theoretical study based on a thermodynamic equilibrium model based on the principle of Gibbs free energy minimization. The results show that Ni, Zn, Mn, and Cr are more enriched in dyestuff residue incineration than other heavy metals (Hg, As, and Se) subjected to volatilization. The thermodynamic model calculation is used for explaining the experiment data at 800 degrees C and analyzing species transformation of heavy metals. These results of species transformation are used to predict the distribution and emission characteristics of trace elements. Although most trace element predictions are validated by the measurements, cautions are in order due to the complexity of incineration systems.

Organic carbon (OC), total nitrogen (TN), and Pb-210 in core sediment were measured to quantify the burial of organic carbon and the relative importance of allochthonous and autochthonous contributions during the past one hundred years in Jiaozhou Bay, North China. The core sediment was dated using Pb-210 chronology, which is the most promising method for estimation of sedimentation rate on a time scale of 100-150 years. The variation of the burial flux of organic carbon in the past one hundred years can be divided into the following three stages: (1) relatively steady before 1980s; (2) increasing rapidly from the 1980s to a peak in the 1990s, and (3) decreasing from the 1990s to the present. The change is consistent with the amount of solid waste and sewage emptied into the bay. The OC:TN ratio was used to evaluate the source of organic carbon in the Jiaozhou Bay sediment. In the inner bay and bay mouth, the organic carbon was the main contributor from terrestrial sources, whereas only about half of organic carbon was contributed from terrestrial source in the outer bay. In the inner bay, the terrestrial source of organic carbon showed a steady change with an increase in the range of 69%-77% before 1990 to 93% in 2000, and then decreased from 2000 because of the decrease in the terrestrial input. In the bay mouth, the percentage of organic carbon from land reached the highest value with 94% in 1994. In the outer bay, the sediment source maintained steady for the past one hundred years.

The efficient remediation of heavy metal-bearing sediment has been one of top priorities of ecosystem protection. Cement-based solidification/stabilization (s/s) is an option for reducing the mobility of heavy metals in the sediment and the subsequent hazard for human beings and animals. This work uses sodium carbonate as an internal carbon source of accelerated carbonation and gaseous CO2 as an external carbon source to overcome deleterious effects of heavy metals on strength development and improve the effectiveness of s/s of heavy metal-bearing sediment. In addition to the compressive strength and porosity measurements, leaching tests followed the Chinese solid waste extraction procedure for leaching toxicity - sulfuric acid and nitric acid method (HJ/T299-2007), German leaching procedure (DIN38414-S4) and US toxicity characteristic leaching procedures (TCLP) have been conducted. The experimental results indicated that the solidified sediment by accelerated carbonation was capable of reaching all performance criteria for the disposal at a Portland cement dosage of 10 wt.% and a solid/water ratio of 1: 1. The concentrations of mercury and other heavy metals in the leachates were below 0.10 mg/L and 5 mg/L, respectively, complying with Chinese regulatory level (GB5085-2007). Compared to the hydration, accelerated carbonation improved the compressive strength of the solidified sediment by more than 100% and reduced leaching concentrations of heavy metals significantly. It is considered that accelerated carbonation technology with a combination of Na2CO3 and CO2 may practically apply to cement-based s/s of heavy metal-bearing sediment. (C) 2008 Elsevier B.V. Iron and Mn redistribute in soil and saprolite during weathering. The geological weathering fronts ofcalcareous sedimentary rock were investigated by examining the bulk density, porosity, and distribution ofCa, Fe, and Mn. Core samples were taken ofsoil, saprolite, and bedrock material from both summit (HHMS-4B) and sideslope (HHMS-5A) positions on an interbedded Nolichucky shale and Maryville limestone landform in Solid Waste Storage Area 6 (SWSA-6). This is a low-level radioactive solids waste disposal site on the Dept. ofEnergy (DOE) Oak Ridge Reservation in Roane County Tennessee. This work was initiated because data about the properties of highly weathered sedimentary rock on this site were limited. The core samples were analyzed for pH, calcium carbonate equivalence (CCE), hydroxylamine-extractable (HA) Mn, and dithionite-citrate (CBD)-extractable Fe and Mn. Low pH values occurred from the soil surface down to the depth of the oxidized and leached saprolite in both cores. The CCE and HA-extractable Mn results were also influenced by the weathering that has occurred in these zones. Extractable Mn oxide was higher at a lower depth in the oxidized and leached saprolite compared with the Fe oxide, which was higher in the overlying soil solum. Amounts of Mn oxides were higher in the sideslope core (HHMS-5A) than in the summit core (HHMS-4B). Iron was more abundant in the deeper weathered summit core, but the highest value, 39.4 g kg-1, was found at 1.8 to 2.4 m in the sideslope core. The zone encompassing the oxidized and partially leached saprolite down to the unoxidized and unleached bedrock had higher densities and larger quantities of CaCO3 than the soil solum and oxidized and leached saprolite. The overlying soil and oxidized and leached saprolite had lower pH and CCE values and were higher in Fe and Mn oxides than the oxidized and unleached saprolite. The distribution of Fe and Mn is important when evaluating soil and saprolite for hazardous waste disposal site assessment.

Purpose: The purpose of this paper is to investigate the mechanisms adopted by cities to control the provision of externalized public services and to explore the determinants of such control choices.
Design/methodology/approach: The paper presents the results of a multiple case study based on the experiences of three cities and three public services (transport, solid waste collection and home care services for the elderly), where control mechanisms and their possible antecedents were analyzed.
Findings: The results show that the control models found in the cases analyzed do not correspond to the "pure" patterns described in the private sector literature and that the factors identified by management control contributions do not seem to be exhaustive in explaining the configuration of control systems in the public sector. While environmental and task characteristics only partially explain the adoption of certain configurations of control, the features of the control systems seem to be rather influenced by variables that are related to party characteristics.
Originality/value: The paper shows that the combinations of control mechanisms are more multifaceted than those presented in the literature, and that the factors identified in the private sector literature do not seem to explain comprehensively the configuration of control systems in the public sector. © Emerald Group Publishing Limited.

Num mundo cada vez mais industrializado e consumista, com assimetrias territoriais várias, a defesa dos valores ambientais assume uma progressiva importância, uma vez que a qualidade de vida passa também pela qualidade ambiental. Como os produtos gerados pelo consumo devem ter o confinamento correto em função das suas diversas componentes, a gestão do processo de deposição, recolha e transporte de RSU, fica mais complexa, à medida que a população e a área se diversifica e expande, como acontece em alguns territórios rurais, agravando os custos e os impactos ambientais induzidos, se não for equacionada uma solução simultaneamente eficaz e eficiente. Paralelamente urge a satisfação dos residentes e dos restantes utilizadores enquanto usuários desses territórios. Por este motivo, nos últimos anos, as autarquias têm vindo a estudar essas soluções nas suas áreas de jurisdição, tentando com as ações realizadas, respeitar não só os critérios de proteção ambiental, mas também as necessidades das pessoas. Neste trabalho apresentam-se algumas variáveis identificadas, como resultados de um estudo de caso aplicado a um município rural, Anadia, onde se evidencia a ausência de sensibilização e a carência de meios e processos que podem comprometer as metas ambientais e sociais desejadas. In a world, progressively more industrialized and consumer, with several territorial disparities, the protection of environmental values assumes an increasingly importance, since the quality of life also involves environmental quality. As the products generated by the consumption must have a correct confinement in its various components, the management of the deposition process, collection and transportation of municipal solid waste, is more complex, as the population and the area expand, as happens in some rural territories, increasing the cost and environmental impacts induced, if not equated a solution both effective and efficient. At the same time it is very important to increase the satisfaction of residents, visitors and tourists visiting these areas. For this reason, in the last years, the municipalities have been studying these solutions in their areas of jurisdiction. That is why they try to respect not only the criteria of environmental protection, but also the needs of people and fulfilled actions whose variables we shall try to present as a case study applied to a rural municipality, Anadia, where we show up that the absence of awareness and the lack of means and processes can compromise the desired environmental and social goals
