Drinking water utilities in urban areas are focused on finding smart solutions facing new challenges in their real-time operation because of limited water resources, intensive energy requirements, a growing population, a costly and ageing infrastructure, increasingly stringent regulations, and increased attention towards the environmental impact of water use. Such challenges force water managers to monitor and control not only water supply and distribution, but also consumer demand. This paper presents and discusses novel methodologies and procedures towards an integrated water resource management system based on advanced ICT technologies of automation and telecommunications for largely improving the efficiency of drinking water networks (DWN) in terms of water use, energy consumption, water loss minimization, and water quality guarantees. In particular, the paper addresses the first results of the European project EFFINET (FP7-ICT2011-8-318556) devoted to the monitoring and control of the DWN in Barcelona (Spain). Results are split in two levels according to different management objectives: (i) the monitoring level is concerned with all the aspects involved in the observation of the current state of a system and the detection/diagnosis of abnormal situations. It is achieved through sensors and communications technology, together with mathematical models; (ii) the control level is concerned with computing the best suitable and admissible control strategies for network actuators as to optimize a given set of operational goals related to the performance of the overall system. This level covers the network control (optimal management of water and energy) and the demand management (smart metering, efficient supply). The consideration of the Barcelona DWN as the case study will allow to prove the general applicability of the proposed integrated ICT solutions and their effectiveness in the management of DWN, with considerable savings of electricity costs and reduced water loss while ensuring the high European standards of water quality to citizens.

In the past, the focus of drainage design was on sizing pipes and storages in order to provide sufficient network capacity. This traditional approach, together with computer software and technical guidance, had been successful for many years. However, due to rapid population growth and urbanisation, the requirements of a “good” drainage design have also changed significantly. In addition to water management, other aspects such as environmental impacts, amenity values and carbon footprint have to be considered during the design process. Going forward, we need to address the key sustainability issues carefully and practically. The key challenge of moving from simple objectives (e.g. capacity and costs) to complicated objectives (e.g. capacity, flood risk, environment, amenity etc) is the difficulty to strike a balance between various objectives and to justify potential benefits and compromises. In order to assist decision makers, we developed a new decision support system for drainage design. The system consists of two main components – a multi-criteria evaluation framework for drainage systems and a multi-objective optimisation tool. The evaluation framework is used for the quantification of performance, life-cycle costs and benefits of different drainage systems. The optimisation tool can search for feasible combinations of design parameters such as the sizes, order and type of drainage components that maximise multiple benefits. In this paper, we will discuss real-world application of the decision support system. A number of case studies have been developed based on recent drainage projects in China. We will use the case studies to illustrate how the evaluation framework highlights and compares the pros and cons of various design options. We will also discuss how the design parameters can be optimised based on the preferences of decision makers. The work described here is the output of an EngD project funded by EPSRC and XP Solutions.

Digital elevation model (DEM) plays a substantial role in hydrological study, from understanding the catchment characteristics, setting up a hydrological model to mapping the flood risk in the region. Depending on the nature of study and its objectives, high resolution and reliable DEM is often desired to set up a sound hydrological model. However, such source of good DEM is not always available and it is generally high-priced. Obtained through radar based remote sensing, Shuttle Radar Topography Mission (SRTM) is a publicly available DEM with resolution of 92m outside US. It is a great source of DEM where no surveyed DEM is available. However, apart from the coarse resolution, SRTM suffers from inaccuracy especially on area with dense vegetation coverage due to the limitation of radar signals not penetrating through canopy. This will lead to the improper setup of the model as well as the erroneous mapping of flood risk. This paper attempts on improving SRTM dataset, using Normalised Difference Vegetation Index (NDVI), derived from Visible Red and Near Infra-Red band obtained from Landsat with resolution of 30m, and Artificial Neural Networks (ANN). The assessment of the improvement and the applicability of this method in hydrology would be highlighted and discussed.

An underwater gas pipeline is the portion of the pipeline that crosses a river beneath its bottom. Underwater gas pipelines are subject to increasing dangers as time goes by. An accident at an underwater gas pipeline can lead to technological and environmental disaster on the scale of an entire region. Therefore, timely troubleshooting of all underwater gas pipelines in order to prevent any potential accidents will remain a pressing task for the industry. The most important aspect of resolving this challenge is the quality of the automated system in question. Now the industry doesn't have any automated system that fully meets the needs of the experts working in the field maintaining underwater gas pipelines. Principle Aim of this Research: This work aims to develop a new system of automated monitoring which would simplify the process of evaluating the technical condition and decision making on planning and preventive maintenance and repair work on the underwater gas pipeline. Objectives: Creation a shared model for a new, automated system via IDEF3; Development of a new database system which would store all information about underwater gas pipelines; Development a new application that works with database servers, and provides an explanation of the results obtained from the server; Calculation of the values MTBF for specified pipelines based on quantitative data obtained from tests of this system. Conclusion: The new, automated system PodvodGazExpert has been developed for timely and qualitative determination of the physical conditions of underwater gas pipeline; The basis of the mathematical analysis of this new, automated system uses principal component analysis method; The process of determining the physical condition of an underwater gas pipeline with this new, automated system increases the MTBF by a factor of 8.18 above the existing system used today in the industry.

This study contributes a rigorous diagnostic assessment of state-of-the-art multiobjective evolutionary algorithms (MOEAs) and highlights key advances that the water resources field can exploit to better discover the critical tradeoffs constraining our systems. This study provides the most comprehensive diagnostic assessment of MOEAs for water resources to date, exploiting more than 100,000 MOEA runs and trillions of design evaluations. The diagnostic assessment measures the effectiveness, efficiency, reliability, and controllability of ten benchmark MOEAs for a representative suite of water resources applications addressing rainfall-runoff calibration, long-term groundwater monitoring (LTM), and risk-based water supply portfolio planning. The suite of problems encompasses a range of challenging problem properties including (1) many-objective formulations with 4 or more objectives, (2) multi-modality (or false optima), (3) nonlinearity, (4) discreteness, (5) severe constraints, (6) stochastic objectives, and (7) non-separability (also called epistasis). The applications are representative of the dominant problem classes that have shaped the history of MOEAs in water resources and that will be dominant foci in the future. Recommendations are provided for which modern MOEAs should serve as tools and benchmarks in the future water resources literature.

This dissertation is a project of evaluation of the proposals of the Panamerican Games of 2007, that they will be carried through in the city of Rio De Janeiro. Great events present the possibility of improvement of the urban space and economic development, amongst other chances seen by politics and urban planners well. For this work we search to argue the city as field of specific study, understanding it in the current world-wide scene of globalization and computerization, the relations politics, economic and social existing interns. We search in material literature to study and to evaluate what it would be a ¿good city¿ and studies that had understood the development of the urban space. We also look for to understand the city of Rio de Janeiro as a singular urban space, since the origin of the city as a urban space, passing for the proposals gifts of modification of the carioca space. We dedicate part of the work, inside of the chapter where we understand the city of Rio de Janeiro, the presentation of the project of the Panamerican of 2007, comparing it with great previous events. The vision of technique and politics during the interviews was essential for the best understanding of the proposals of the Games. Finally we evaluate the proposals of modification of the Pan2007 for the city of Rio de Janeiro with the methodology of Kevin Lynch to evaluate the good form of the city" in communion with the proposal of distributive justice of Rawls. The result of this evaluation was that the current proposals of modification of the city for the Pan2007 will be able to generate resulted not deliberate for a considerable parcel of the population and to modify the economic relations harmfully, social and politics inside of the territory of the city. For such we consider measured compensatory satisfactory that they can reach the objectives of an equal citizenship and an equitable equality of chances, starting for the offering of the social minimums of just form. "

A prestação jurisdicional eficiente e eficaz é uma exigência social e constitucional. Um círculo virtuoso pode ser instaurado pela cobrança social de melhoria dos serviços prestados pelo Poder Judiciário. A resposta a essa exigência é necessária, com a reformulação e revisão de conceitos, estruturas e cultura organizacional. A atuação nessa seara impacta a legitimação do Poder Judiciário, podendo elevá-la tanto mais satisfeitas as expectativas sociais. Os conceitos de gestão e sua implementação devem ser parte das atividades judiciais, desde a alta administração até a gestão da unidade judicial. Há necessidade, portanto, de um sistema de gestão que permeie todas as atividades desenvolvidas. O Tribunal de Justiça do Rio Grande do Sul desde 1995 adotou o Programa Gaúcho de Qualidade e Produtividade (PGQP), através do Plano de Gestão pela Qualidade no Poder Judiciário do Rio Grande do Sul (PGQJ). A recente formulação do Planejamento Estratégico trouxe novas perspectivas, objetivos e desafios. A concreção dos objetivos estratégicos traçados depende do alinhamento das unidades judiciais. Surge aí a importância de um sistema de gestão das unidades judiciais, com elementos e indicadores definidos, permitindo a visualização pela alta administração do andamento da instituição em busca dos objetivos estabelecidos. Alinhada à importância do tema, propõe-se a apresentação dos principais elementos formadores de um sistema de gestão de unidade judicial: direcionamento e alinhamento estratégico; planejamento da microgestão; estrutura organizacional; processos de trabalho; procedimentos operacionais padrão; rotinas cartorárias; gestão de pessoas; treinamento e liderança. O Sistema de Gerenciamento Matricial dos Serviços Judiciários (GMS- JUD), desenvolvido pelo Tribunal de Justiça do Rio Grande do Sul com a consultoria do Instituto Nacional de Desenvolvimento Gerencial (INDG), é apresentado como direcionador de acompanhamento do planejamento traçado pelas unidades judiciais, compondo o sistema de gestão proposto.

Crianças e adolescentes necessitam de proteção integral e prioridade na implementação de seus direitos fundamentais individuais. A demora na tramitação dos processos judiciais constitui um grave problema da Justiça. A eficiência do Poder Judiciário em distribuir justiça está condicionada à prestação jurisdicional rápida, à efetividade do processo. As transformações sociais, econômicas, tecnológicas têm operado muitas mudanças na rotina dos Tribunais. Uma delas é a implantação do sistema de gestão da qualidade nas serventias judiciais. A qualidade da prestação jurisdicional dependerá da gestão imprimida pelo juiz na sua unidade. Diante disso, o presente trabalho destina-se a apresentar uma proposta de sistema de gestão no âmbito da Vara da Infância e Juventude de Porto Velho, Estado de Rondônia, dividido em catorze etapas: foco da organização, direcionadores estratégicos, planejamento da gestão, estrutura organizacional, comunicação, gestão de pessoas, infraestrutura, processos de trabalho, documentos e normas, registros, medição, tratamento de falhas, análise crítica e avaliação dos resultados.

Este trabalho teve o prof5sito de utilizar o Modelo de Likert (mensuração das variáveis causais, intervenientes e de resultado) nos Departamentos da Universidade Federal do Espirito Santo. Esta iniciativa decorreu da intenção de obter o perfil administrativo dos Departamentos, bem como de seu respectivo desempenho (mensuração das variáveis de resultado). De posse das mensurações dos três grupos de variáveis (causais, intervenientes e de resultado), pôde-se efetuar comparações dos 50 Departamentos objeto de pesquisa. preliminarmente, procurou-se de maneira bastante abrangente enfatizar o estudo, seus objetivos, importância e, finalmente, a organização do trabalho (Capitulo 1). Na segunda etapa, proporcionou-se uma ampla visão da teoria organizacional, procurando salientar as quatro grandes correntes. A seguir, apresentou-se o Modelo de Likert com todas as suas especificidades (Capitulo 2). Com relação a terceira etapa, foi estabelecida toda a operacionalização do trabalho, iniciando com a definição da população e amostra, passando pela coleta de da- \ dos, trabalho de campo, análise dos dados e, finalmente, enfatizando as inúmeras limitações da pesquisa (Capitulo 3). No tocante a quarta etapa, antes de iniciar a apresentação e análise dos resultados, fez-se uma retrospectiva histórica da estrutura da Universidade Federal do Espirito Santo, com o intuito de buscar suas origens e facilitar o entendimento da análise (Capítulo 4). Finalmente, na quinta etapa, procurou-se registrar todos os pontos conclusivos decorrentes da utilização do Modelo de Likert junto aos Departamentos da Universidade Federal do Espírito Santo. Neste capitulo, ficou evidenciada, sobretudo, a necessidade de a Universidade procurar otimizar seus recursos (Capítulo 5).

This dissertation deals with the use of the Balanced Scorecard (BSC) in the Military Police of Rio Grande do Norte (PMRN), an organization of service delivery in the area of public safety. For this purpose we sought refuge in the company's own documents, which presented the mission, vision and strategic objectives, which are items essential to the development of the instrument and its prospects. With the general objective of developing the BSC to PMRN, fitting into the methodology in a single case study, that from the desk study and according to their development, we established the classification of goals to the generic models and the BSC then adjusted according to public understanding of the corporation presented by professionals in the process of collection and in-depth interviews. Thus emerged the strategy map PMRN, based on the presentation of the causes and effects between the strategic objectives of each perspective, the value proposition to customers, internal processes needed to meet this value proposition and intangible assets, which are the basis to execute these processes
