High-impact, localized intense rainfall episodes represent a major socio-economic problem for societies worldwide, and at the same time these events are notoriously difficult to simulate properly in climate models. Here, the authors investigate how horizontal resolution and model formulation influence this issue by applying the HARMONIE regional climate model (HCLIM) with three different setups; two using convection parameterization at 15 and 6.25 km horizontal resolution (the latter within the “grey-zone” scale), with lateral boundary conditions provided by ERA-Interim reanalysis and integrated over a pan-European domain, and one with explicit convection at 2 km resolution (HCLIM2) over the Alpine region driven by the 15 km model. Seven summer seasons were sampled and validated against two high-resolution observational data sets. All HCLIM versions underestimate the number of dry days and hours by 20-40%, and overestimate precipitation over the Alpine ridge. Also, only modest added value were found of “grey-zone” resolution. However, the single most important outcome is the substantial added value in HCLIM2 compared to the coarser model versions at sub-daily time scales. It better captures the local-to-regional spatial patterns of precipitation reflecting a more realistic representation of the local and meso-scale dynamics. Further, the duration and spatial frequency of precipitation events, as well as extremes, are closer to observations. These characteristics are key ingredients in heavy rainfall events and associated flash floods, and the outstanding results using HCLIM in convection-permitting setting are convincing and encourage further use of the model to study changes in such events in changing climates.

A specific type of natural log jam in the upper alluvial reach of the Carbon River was found to influence secondary channel avulsion, causing flooding hazards to the adjacent Carbon River Road in the northwest quadrant of Mount Rainier National Park, Washington. The fence-like natural log jam was characterized by large woody debris buttressed horizontally against standing riparian trees (i.e. ìfence railsî and ìfence postî). The objectives of this report are two-fold. First, physical characteristics and spatial distribution were documented to determine the geomorphic controls on the fence-like log jams. Second, the function and timing of the natural log jam in relation to channel avulsion was determined to provide insight into flooding hazards along the Carbon River Road. The fence-like log jams are most abundant in the upper reaches of the Carbon River between 3.0 and 5.5 kilometers from the Carbon Glacier terminus, where longitudinal gradient significantly decreases from about 0.06 to 0.03. Sediment impoundment can occur directly upstream of the fence-like log jam, creating vertical bed elevation difference as high as 1.32 meters, and can form during low magnitude, high frequency flood event (3.5-year recurrence interval). In some locations, headcuts and widening of secondary channel were observed directly to the side of the log jams, suggesting its role in facilitating secondary channel avulsions. Areas along the Carbon River Road more prone to damages from avulsion hazards were identified by coupling locations of the log jams and Relative Water Surface Elevation map created using the 1-meter 2012 Light Detection and Ranging Digital Elevation Map. Ultimately, the results of this report may provide insight to flooding hazards along the Carbon River Road from log jam-facilitated channel avulsion.

Creating competitive industries has become one of the key tasks of governments. Different adaptation outcomes in industries across nations cannot be accounted for fully simply by an emphasis on firm-level capabilities, market-driven policies, or state-level policies. We propose an integrative framework that draws on both the strategic management and political economy literature to explain variations in national industrial competitiveness.. We discuss differences with respect to institutional characteristics and capabilities, competitive outcomes, conditions of best fit, and who bears the cost of industry adaptation.

Disability, employment, and employment restrictions among persons with ICD-10 anxiety disorders were investigated at a population level in comparison to persons without disability or long-term health conditions. Data were provided by the Australian Bureau of Statistics (ABS) collected in a 1998 national survey. Multistage sampling obtained a probability sample of 37,580 individuals in the household component of the survey. Trained lay interviewers using ICD-10 computer-assisted interviews identified household residents with anxiety disorders. Details of employment restrictions are reported and discussed. The four most commonly reported restrictions were: restricted in the type of job (24.0%); need for a support person (23.3%); difficulty changing jobs (18.6%); and restricted in the number of hours (15.4%). The nature and extent of employment restrictions characterizing persons with anxiety disorders indicates a need for strengthened disability and health condition screening at application for Government income support and at gateways to public funded vocational assistance. The United States National Aeronautics and Space Administration (NASA) publishes data (2003) which includes the name, gender, town of birth, education and some interests of almost every astronaut who has been launched into space by the dominant space explorer, the United States. This list identifies astronauts form the United States, the former USSR and its subsequently independent states, Europe, Australia and Asian participants. Our analysis of this data, we suggest, revealed the most likely characteristics of the members of the first communities in space. This led us to think about these communities as "audiences," just as earthbound communities have been grouped into audience, or "market," segments by media companies.

We Studied microhabitat use by black-faced impala in different herd types during the rut in the cold dry seasons of 2001 and 2002 in the Etosha National Park, Namibia. We investigated whether black-faced impala select feeding sites consistently for their microhabitat characteristics in 2 vegetation types, Karstveld and Tamboti Woodland. We also investigated intra-population differences in microhabitat use between herds of different types. In both habitats, sites used by impala for feeding were more likely to be in the shade, within 2 m of the edges of wooded areas and grassy clearings, with high visibility at I m height, and with lower grass swords than nearby nonfeeding sites. In Karstveld, feeding sites of impala were also located closer to the nearest shrub than were nonfeeding sites. A degree of fine-scale sexual segregation in microhabitat use was demonstrated, but it was not consistent across habitats. Incorporating these trends in the microhabitat use of black-faced impala into management, decisions should maximize the success Of Small populations released at selected off-park sites.

Background: There is some evidence from a Cochrane review that rehabilitation following spinal surgery may be beneficial. Methods: We conducted a survey of current post-operative practice amongst spinal surgeons in the United Kingdom in 2002 to determine whether such interventions are being included routinely in the post-operative management of spinal patients. The survey included all surgeons who were members of either the British Association of Spinal Surgeons ( BASS) or the Society for Back Pain Research. Data on the characteristics of each surgeon and his or her current pattern of practice and post-operative care were collected via a reply-paid postal questionnaire. Results: Usable responses were provided by 57% of the 89 surgeons included in the survey. Most surgeons (79%) had a routine post-operative management regime, but only 35% had a written set of instructions that they gave to their patients concerning this. Over half (55%) of surgeons do not send their patients for any physiotherapy after discharge, with an average of less than two sessions of treatment organised by those that refer for physiotherapy at all. Restrictions on lifting, sitting and driving showed considerable inconsistency both between surgeons and also within the recommendations given by individual surgeons. Conclusion: Demonstrable inconsistencies within and between spinal surgeons in their approaches to post-operative management can be interpreted as evidence of continuing and significant uncertainty across the sub-speciality as to what does constitute best care in these areas of practice. Conducting further large, rigorous, randomised controlled trials would be the best method for obtaining definitive answers to these questions.

The national systems of innovation (NIS) approach focuses on the patterns and the determinants of innovation processes from the perspective of nation-states. This paper reports on continuing work on the application of an NIS model to the development of technological capability in Turkey. Initial assessment of the literature shows that there are a number of alternative conceptualisations of NIS. An attempt by the Government to identify a NIS for Turkey shows the main actors in the system but does not pay sufficient attention to the processes of interactions between agents within the system. An operational model should be capable of representing these processes and interactions and assessing the strengths and weaknesses of the NIS. For industrialising countries, it is also necessary to incorporate learning mechanisms into the model. Further, there are different levels of innovation and capability in different sectors which the national perspective may not reflect. This paper is arranged into three sections. The first briefly explains the basics of the national innovation and learning system. Although there is no single accepted definition of NIS, alternative definitions reviewed share some common characteristics. In the second section, an NIS model is applied to Turkey in order to identify the elements, which characterise the country’s NIS. This section explains knowledge flow and defines the relations between the actors within the system. The final section draws on the “from imitation to innovation” model apparently so successful in East Asia and assesses its applicability to Turkey. In assessing Turkey’s NIS, the focus is on the automotive and textile sectors.
