OBJECTIVE: High rates of suicide have been described in HIV-infected patients, but it is unclear to what extent the introduction of highly active antiretroviral therapy (HAART) has affected suicide rates. The authors examined time trends and predictors of suicide in the pre-HAART (1988-1995) and HAART (1996-2008) eras in HIV-infected patients and the general population in Switzerland. METHOD: The authors analyzed data from the Swiss HIV Cohort Study and the Swiss National Cohort, a longitudinal study of mortality in the Swiss general population. The authors calculated standardized mortality ratios comparing HIV-infected patients with the general population and used Poisson regression to identify risk factors for suicide. RESULTS: From 1988 to 2008, 15,275 patients were followed in the Swiss HIV Cohort Study for a median duration of 4.7 years. Of these, 150 died by suicide (rate 158.4 per 100,000 person-years). In men, standardized mortality ratios declined from 13.7 (95% CI=11.0-17.0) in the pre-HAART era to 3.5 (95% CI=2.5-4.8) in the late HAART era. In women, ratios declined from 11.6 (95% CI=6.4-20.9) to 5.7 (95% CI=3.2-10.3). In both periods, suicide rates tended to be higher in older patients, in men, in injection drug users, and in patients with advanced clinical stage of HIV illness. An increase in CD4 cell counts was associated with a reduced risk of suicide. CONCLUSIONS: Suicide rates decreased significantly with the introduction of HAART, but they remain above the rate observed in the general population, and risk factors for suicide remain similar. HIV-infected patients remain an important target group for suicide prevention.

The FY 2008 budget we present to you today was built from the ground up and is the result of a budget process that focuses on priorities and results. Faced with difficult choices, we are heartened by the progress we have achieved with your cooperation and collaboration. Fulfilling our responsibility to Iowa children, together we have focused resources on cing class sizes and reversed an eight-year decline in test scores. As a result, Iowa students have reachieved four straight years of improved test scores, ranking among America’s best.

“Uma sociedade consciente do papel e dos desafios do ambiente para um desenvolvimento económico e social sustentável, e consciente das suas responsabilidades relativamente às gerações futuras e determinada a utilizar os recursos naturais de maneira durável” é a visão que se encontra espelhada no documento de política ambiental, o Segundo Plano de Acção Nacional para o Ambiente (PANA II). Neste sentido, em 2005 o Governo iniciou a implementação do PANA II que caminha assim para o seu 5º ano de implementação em 2009. Para fazer face aos desafios que a implementação da política ambiental nacional, sector transversal, o seguimento e avaliação de todos os projectos e actividades desenvolvidas pelos sectores e municípios é de suma importância, pois somente com um seguimento eficiente e eficaz é possível quantificar os resultados obtidos e o alcance das metas previstas pelos indicadores de qualidade ambiental previstas no PANA II. O ano 2008 foi um ano de muitas conquistas, mas também de muitos constrangimentos devido a crise financeira internacional, que apesar que não ter afectado de forma frontal o país, começou a provocar alguns efeitos, principalmente no ritmo da execução das obras públicas. O ano também ficou marcado pela avaliação do DECRP I e elaboração do DECRP II, bem como do Plano de Acção da Gestão Integrado dos Recursos Hídricos. A implementação do PANA II tem decorrido de forma satisfatória, não obstantes a existência de aspectos que precisam ser melhorados. Um dos instrumentos de monitorização da Implementação do PANA II é o relatório de progresso das diferentes actividades desenvolvidas no sector ambiental, pelos serviços centrais e pelos Municípios. O presente relatório diz respeito às actividades levadas a cabo no âmbito da implementação da política ambiental do país - PANAII, referente ao ano de 2008. O Mesmo está estruturado em 6 partes: Introdução, Actividades Programadas, Estado da Implementação, Balanço dos Projectos Implementados, Investimento Realizados no Sector Ambiental e Recomendações.

The 2008-2012 Library Services and Technology Act (LSTA) Plan represents a blueprint for the State Library of Iowa’s federally funded activities over the next five years. We feel we have been successful in striking a balance between challenging ourselves to achieve more and being realistic about what we can actually accomplish with current human and financial resources. We have incorporated “Lessons Learned” from the previous five year plan. These include: • Continue to use LSTA funding primarily for projects of statewide impact, an emphasis based on input from the Iowa library community. • Consider carefully the ramifications of taking on additional projects. We have carefully selected a few, new projects. • Leverage staff resources and non-federal funding to carry out our LSTA plan. A number of programs and services identified in the plan also use state funding, including the State Data Center, Iowa Publications Online, Direct State Aid, Open Access and Access Plus. • Measure progress regularly and frequently. We plan to review our progress in implementing the plan at least quarterly and will ask the Iowa Commission of Libraries to review progress annually. • Write objectives that come closer to identifying impact. We believe our target outcomes are do-able and come closer to measuring impact.

stratégiques importants, le programme national de sécurité alimentaire du Cap-Vert, avec une orientation marquée pour la réduction de la pauvreté le PANA II en cours d’élaboration, le document UNDAF2 pour le Cap-Vert élaboré en septembre 2002, avec quatre axes d’intervention prioritaire et cinq dimensions transversales. la dimension genre, pour favoriser la participation effective de toutes les couches de la société (notamment les femmes) au processus de développement socio-économique du pays, particulièrement dans les politiques, stratégies et programmes du MAAP en cohérence avec la politique de décentralisation du Gouvernement. les dynamiques d’intégration sous-régionale en cours dans le cadre de la CEDEAO3, et du CILSS4, et continentales dans le cadre du NEPAD5. C'est en tenant compte de l’ensemble du cadre contextuel évoqué et de la complexité des tâches à accomplir que le Gouvernement a sollicité l'assistance de la FAO, au titre du programme de coopération technique, pour l’aider à élaborer une stratégie de développement agricole à long terme (horizon 2015) et préparer un Plan d’actions prioritaires à moyen terme.

Does fiscal consolidation lead to social unrest? Using cross-country evidencefor the period 1919 to 2008, we examine the extent to which societies becomeunstable after budget cuts. The results show a clear correlation between fiscalretrenchment and instability. Expenditure cuts are particularly potent infueling protests; tax rises have only small and insignificant effects. We test ifthe relationship simply reflects economic downturns, using a recently-developedIMF dataset on exogenous expenditure shocks, and conclude that this is not thecase. While autocracies and democracies show broadly similar responses to budgetcuts, countries with more constraints on the executive are less likely to seeunrest after austerity measures. Growing media penetration does not strengthenthe effect of cut-backs on the level of unrest. We also find that austerity episodesthat result in unrest lead to quick reversals of fiscal policy.

Iowa state government, as well as other state governments, other public jurisdictions and other employers in general, finds itself at the beginning of a unique demographic phenomenon, the aging of the workforce and the concomitant mass exodus of many workers. Anticipation of this trend alone has raised the profile of and interest in workforce planning. In 2000, the Iowa Department of Personnel, the predecessor agency of the Department of Administrative Services Human Resources Enterprise (DAS-HRE), undertook several initiatives as foundational steps in establishing a workforce planning program.
