Resumo:
Se presentan los resultados de un estudio sobre la formación universitaria que reciben los profesionales de la información sobre la materia gestión de proyectos, tras el análisis de las titulaciones en Información y Documentación a nivel internacional. Para ello, se han utilizado fuentes y directorios sobre la educación internacional en Library and Information Science y se ha creado una base de datos con 106 registros de asignaturas sobre gestión de proyectos incluidas en las titulaciones en Información y Documentación. Como resultado de este proceso, los parámetros de análisis de la investigación han sido la ubicación geográfica, las instituciones de educación superior, las titulaciones académicas y las propias asignaturas sobre gestión de proyectos. Entre las conclusiones más notables, destaca la obligatoriedad de las asignaturas, la enseñanza de las mismas en modo presencial y el caso de las universidades públicas de Estados Unidos, Alemania y Francia.

Es indudable que las Escuelas de Bibliotecología están preparando a los estudiantes para enfrentar los inminentes cambios que afectan la profesión bibliotecológica.El plan de estudios debe asegurar a los estudiantes una sólida formación que les permita a los profesionales competir en un ambiente tecnocratizado con absoluta confianza y seguridad. El bibliotecólogo debe ser un transmisor de innovación y comunicación y debe desenvolverse en un mundo competitivo, en donde debe ser agresivo, dinámico, líder, capaz de adoptar todo el cúmulo tecnológico y científico que desarrollan nuestras sociedades. Pero ante todo debe ser excelente y buscar la excelencia en todas sus actuaciones y en todas las funciones y actividades que realiza para satisfacer a un cliente ávido de información y de expectativas.

O Serviço de Referência (SR), incorporando na sua organização, funcionamento e comunicação com o utilizador um conjunto de potencialidades proporcionadas pela tecnologia, assume um papel fundamental na luta contra a desigualdade e o analfabetismo digital, no fomento da literacia da informação e na criação de conhecimento. A percepção do valor e das fragilidades do SR nas bibliotecas públicas em Portugal levanta a questão sobre como contribuir para o seu desenvolvimento. A presente investigação, visando a construção de alicerces numa perspectiva de evolução, parte da análise de documentos orientadores internacionais da RUSA/ALA (Reference and User Services Association / American Library Association) e da IFLA (International Federation of Library Association) e da observação de características estruturais da Rede Nacional de Biblioteca Públicas (RNBP), para a concepção de soluções de desenvolvimento do SR a aplicar a esta realidade concreta. Seguindo um paradigma compreensivo indutivo, com uma orientação baseada na Grounded Theory, esta pesquisa privilegia o contexto da descoberta e a construção de uma teoria. No plano empírico cumpre uma complementaridade de técnicas qualitativas e quantitativas, com recurso a uma triangulação metodológica. O campo de análise abrange a totalidade das bibliotecas públicas portuguesas integradas na RNBP em Portugal. Visando aspectos funcionais e materiais, são analisados dados preexistentes e aplicadas técnicas de observação directa e inquérito por questionário. Visando aspectos sociais, são efectuadas seis entrevistas semi-estruturadas. Os resultados apontam para uma situação de estagnação das bibliotecas da RNBP e para um funcionamento não estruturado e informal do SR, na maioria dos casos em que se verifica a sua disponibilização. Fundamentada a necessidade de evolução, e do investimento que nele possa ser feito, é construído um modelo, seguindo uma estratégia por níveis, flexíveis e adaptáveis às necessidades e aos recursos de cada biblioteca, que visa o desenvolvimento incremental e congruente daquele serviço; Abstract: The Reference Service in public libraries in Portugal. Development model from international guidelines. Incorporating in its organization, procedures and communication with the users a set of tools brought by technology, Reference Service (RS) plays a key role in the struggle against inequality and digital illiteracy, promoting information literacy and creating knowledge. The perception of the value of RS and the weaknesses in public libraries in Portugal raise the question on how to contribute to its development. In order to build RS foundations on an evolutionary perspective, this research analyzes RUSA / ALA (Reference and User Services Association / American Library Association) and IFLA (International Federation of Library Association) international guidelines and the structural characteristics of the Portuguese National Public Library Network (RNBP), with the objective of creating a solution for the development of that service to be applied to this reality. Following an inductive comprehensive paradigm, with an orientation based on Grounded Theory, this research focuses on the context of discovery and the construction of a theory. Empirically it fulfils complementary qualitative and quantitative techniques, using a methodological triangulation. The field of analysis covers Portuguese public libraries integrating the RNBP. Aiming at functional and material aspects, direct observation techniques and a survey by questionnaire are applied. Targeting social aspects, six semistructured interviews are carried out. The results point to a situation of stagnation in the RNBP as well as the unstructured and informal performance of the SR, which justifies the need for evolution and investment. A model is constructed, following a strategy based on levels, flexible and adaptable to the needs and resources of each library, with the perspective of an incremental and consistent development of this service.

Esta ponencia expone unas reflexiones sobre el prestigio y la dignidad profesional de la bibliotecología en el estado de Nuevo León, México. Analiza y critica: a) la falta de categorías profesionales en Nuevo León en contraste con la UNAM; menciona también como varios bibliotecologos del IMSS Nuevo Leon lucharon porque se tipificara en el contrato colectivo la categoria de Bibliotecologo Profesional y cuya lucha ganaron; b) las actitudes represoras y dictatoriales por parte de las mafias administrativas y academicas de las principales universidades que no permiten la superacion de las amplias mayorias de bibliotecologos y que censuran la libertad de expresion y pensamiento en Nuevo Leon; c) aboga porque los bibliotecologos deban tener mistica de servicio como si se tratara de un "apostolado" en contra del "monetarismo" o "mercenarismo" que en la actualidad mueve a los bibliotecologos nuevoleoneses. En el aspecto gremial critica la charlataneria y oportunimo demagogico de gremios como los de AMBAC de Nuevo Leon, que se aprovechan de las ineptitudes de los gobiernos en todos los niveles en materia bibliotecaria y utilizan las desgracias naturales apelando a sentimentalismos de la gente solo para salir en la foto y en la prensa, pero sin analizar, criticar ni denunciar las fallas estructurales de fondo del Estado mexicano y de los tres niveles de gobierno. ABSTRACT This paper analyses some reflections about the professional prestige and dignity of librarianship in the state of Nuevo Leon, Mexico. It analyses and criticises: a) the lack of professional categories for librarians with B.A.s or Masters degrees in Nuevo Leon, in contrast, for example with Mexico’s National Autonomous University (UNAM); it also assesses how several librarians with B.A. undergraduate degrees from the Mexican National Institute of Social Security (IMSS) the national health service system) in the Nuevo Leon state-wide fought to obtain a Professional B.A. Undergraduate Degre Librarian Labor Cagegory status to be signed and included in the labor IMSS union collective contract and how eventually they won; b) it also criticises the repressive and dictatorial attitudes on the side of the top managerial and academic mafias from the major Nuevo Leon universities who do not allow free and equal academic and professional development opportunities of the vast majorities of librarians with or without B.A. degrees and whom also censor their freedom of expression and thought in Nuevo Leon librarianship; c) it advocates for librarians to have an honest service mystique as if they were doing a sort of "apostleship" against the "monetarist" and "mercenarist" practices that currently practice librarians in Nuevo Leon state. As for the library guild activities, it criticises the demogogical charlatanism and opportunism of guilds such as AMBAC (standing from the Mexico-wide Mexican Library Association, Nuevo Leon chapter), where their leaders only take advantage of the ineptitudes of the three levels of the Mexican government (municipal, state, and federal) on library issues, and they use the natural disasters against libraries or librarians by appealing to people’s sentimentalisms just to appear themselves in the picture and in the press, but without analysing, criticising and denouncing the deep structural faults underneath the Mexican State, and from all the three levels of the Mexican governments.

The neXus2 research project has sought to investigate the library and information services (LIS) workforce in Australia, from the institutional or employer perspective. The study builds on the neXus1 study, which collected data from individuals in the LIS workforce in order to present a snapshot of the profession in 2006, highlighting the demographics, educational background and career details of library and information professionals in Australia. To counterbalance this individual perspective, library institutions were invited to participate in a survey to contribute further data as employers. This final report on the neXus2 project compares the findings from the different library sectors, ie academic libraries, TAFE libraries, the National and State libraries, public libraries, special libraries and school libraries.

This report has been prepared for the Australian Library and Information Association (ALIA) in response to the request to undertake a literature review and environmental scan to inform discussions of the issues associated with professional accreditation. ALIA is the peak body which develops and monitors the professional standards that ensure the high quality of graduates entering the library and information services (LIS) profession in Australia. The report presents a themed discussion of the issues identified in the literature review and environmental scan to build a full picture of the role of course accreditation in LIS education. This is set against developments in the wider context of quality assurance in Australian tertiary education, to analyse the implications of this changing environment for ALIA’s accreditation policies and ractices.

The Australian Library and Information Association (ALIA) is the professional association for the Australian library and information services sector. It seeks to empower the profession in the development, promotion and delivery of quality library and information services to the nation, through leadership, advocacy, and mutual support. The ALIA represents the interest of 6000 members, the profession and Australia's 12 million library users. The objects of the Association are listed in its constitution. They are To promote the free flow of information and ideas in the interest of all Australians and a thriving culture, economy, and democracy. To promote and improve the services provided by all kinds of library and information agencies. To ensure the high standard of personnel engaged in information provision and foster their professional interests and aspirations. To represent the interests of members to governments, other organizations, and the community. To encourage people to contribute to the improvement of library and information services through support and membership of the association.

The ability to perform collegial governance is a cornerstone of modern universities in the United States and Canada. This idea of governance is well practiced among faculty members but is not often practiced to the same extent with librarians in those same institutions. In this chapter, I will look at a popular form of collegial governance called the Library Council. Further, I will examine how the Library Council at Brock University has enabled librarians there to perform meaningful collegial self-governance.
