This work has as main objetive to analyze fiscal/tax collection of municipalities after the political-administrative decentralization in Brazil and its new role in this scenario, bringing up the competition for Decasa Sugar and Alcohol between the municipalities of Caiuá and Maraba Paulista in the context of expansion sugarcane cultivation in the Presidente Prudente Geographic Micro Region. The analysis has considered the geographic scales, in order to highlight the power relations on local/regional territory, determined by the Agroenergy Policy Guidelines in Brazil (2006-2011). The two municipalities have from the point of view economic dynamics, irrelevence, proven through the São Paulo Index of Social Responsibility (IPRS), maximizing the importance of the constitutional transfers, such as Participation Fund of Municipalities (FPM). Given this situation, we analyze the four taxes raised by the experts as the most impactful for municipal tax collection before the presence of sugarcane activity: the Territorial Urban Property Tax (IPTU), the Tax on Services of any Nature (ISSQN), the Tax Vehicles owned Motor (IPVA) and the Operations tax on the Circulation of Goods and on Transport Services Rendered Interstate and Intermunicipal (ICMS). It was verified, that only the ISSQN can be seen as an indicator increase in fiscal/tax collection before the presence sugarcane activity...

From the agri-food crisis of 2007/2008, we live an intensifying period in the global land rush. The land grabbing is analyzed as a process that occurs on a global scale, especially to countries in Africa and Latin America, the main targets of the current global competition for land, because beyond the earth have low prices and the legislation be flexible, low and ineffective supervision of the state (especially in the issue of environmental and labor laws), also have vast tracts of arable land, with fertile soils and high availability of water resources (the latter element has become relevant in that case analysis). In addressing the land foreignization in the XXI century it is necessary to speak about the issue of biofuels and bioenergy, since it is these that define the current phase of land foreignization in Brazil. In the 1970s occurred the first incentive to produce ethanol in the sugarcane cultivation, with the policy of the National Alcohol Program (PROALCOOL). From the 2000s this interest again sharpened up and foreign capital began to see in Brazil a great opportunity for a production facility and purchase of old agro-processing plants that were implanted in PROALCOOL period but who were disabled. This is the case of Umoe Bioenergy, Norwegian company that in 2006 started its production in the municipalities of Narandiba and Sandhurst, located in the Pontal do Paranapanema region that, in turn, is the region of São Paulo with larger agrarian conflicts, settlements land reform, land grabbing and high poverty rates...

Studies about cooperation between Portugal, Brazil and Angola are recent and controversial, mainly when we see them from the perspective of democratic countries, Republicans and capitalists. From the middle of this decade to this current date, that triangular relationship historic brought many important issues to international geopolitics, particularly those involving the Southern Cone of America and Africa. In that play of interests, the strategicdiplomatic and cultural universities’ role, of the civil society organizations, enterprises and institutions with mixed capital is too important because they are who forged the new Angolan group leader as the nation-state need contribution of human resources, scientific, technological and cultural order to consolidate their position as a regional power in southern Africa.

The article shows how the development of the pharmaceutical industry in Brazil and India occurred, and why the industry in these two countries, which until the 1970s were much alike, today show significant differences. The historical analysis of the trajectories of the industries in both countries showed that the Indian industry has a higher technological content, due to, among others, the efficiency of public policies implemented since the 1970s, which were aimed at improving not only production, but also the technological development.

A trajetória do pensamento social no Brasil remonta à segunda metade do século XIX e envolve muitas correntes, linhagens e famílias intelectuais que enformam as Ciências Sociais no Brasil. Por isso, há controvérsias quanto à fundação das Ciências Sociais, considerada, de um lado, por meio da trajetória histórica, e, de outro, pela institucionalização do trabalho científico. O debate ganha complexidade quando são considerados os marcos fundadores, as características, o significado e as implicações dessa institucionalização que, longe de esclarecer a questão, cria novos problemas para o entendimento e avaliação do processo. Rediscutir as circunstâncias histórico-sociais e as configurações intelectuais de sua fundação e desenvolvimento, entendemos ser pertinente e necessário, sendo esse o propósito deste artigo.

This paper aims to make a historical and bibliographical review on the Creative Economy, from its birth to the implementation of this in the Brazilian scenario. Through this historical review, we intend to point out the main problems and prospects for this branch is in an incipient stage in Brazil, despite the recent institutional growth and increased financial incentives. The justification curtails the fact the literature on the creative economy in Brazil is extremely sparse, limited to articles based on case studies and legislation itself and plans of the Department of Creative Economy (SEC) of. Thus, we intend to help the promotion of this business booming and has low theoretical analysis.

A culture of resistance in the semi-arid, expressed by mentalities and values, goes against the economic potential of sheep and goat raising, considered as an inferior activity when compared to the cattle raising, historically linked to social status and prestige. This paper attempts to shed light on aspects that make possible to clarify the roots of the cognitive apparatus that supports this view, resorting to it to the production of relevant authors dealing with the issue of displacement of colonizer and livestock in the hinterlands. Ultimately, it seeks evidence of the influence of the historical process of economic and social organization of space on the present.
