Dentro del campo de la ciudad como lugar se analiza el concepto de planificación territorial y planeamiento espacial. Flooding is one of the main risks associated to many urban settlements in Spain and, indeed, elsewhere. The location of cities has traditionally ignored this type of risk as other locational criteria prevailed (communications, crop yields, etc.). Defence engineering has been the customary way to offset the risk but, nowadays, the opportunity costs of engineering works in urban areas has highlighted the interest of “soft measures” based on prevention. Early warning systems plus development planning controls rank among the most favoured ones. This paper reflects the results of a recent EU-financed research project on alternative measures geared to the enhancement of urban resilience against flooding. A city study in Spain is used as example of those measures.

Natural disasters affect hundreds of millions of people worldwide every year. Emergency response efforts depend upon the availability of timely information, such as information concerning the movements of affected populations. The analysis of aggregated and anonymized Call Detail Records (CDR) captured from the mobile phone infrastructure provides new possibilities to characterize human behavior during critical events. In this work, we investigate the viability of using CDR data combined with other sources of information to characterize the floods that occurred in Tabasco, Mexico in 2009. An impact map has been reconstructed using Landsat-7 images to identify the floods. Within this frame, the underlying communication activity signals in the CDR data have been analyzed and compared against rainfall levels extracted from data of the NASA-TRMM project. The variations in the number of active phones connected to each cell tower reveal abnormal activity patterns in the most affected locations during and after the floods that could be used as signatures of the floods - both in terms of infrastructure impact assessment and population information awareness. The epresentativeness of the analysis has been assessed using census data and civil protection records. While a more extensive validation is required, these early results suggest high potential in using cell tower activity information to improve early warning and emergency management mechanisms.

Deepwater rice (Oryza sativa) is adapted to survive conditions of severe flooding over extended periods of time. During such periods adventitious roots develop to provide water, nutrients, and anchorage. In the present study the growth of adventitious roots was induced by treatment with ethylene but not auxin, cytokinin, or gibberellin. Root elongation was enhanced between 8 and 10 h after submergence. The population of cells in the S phase and expression of the S-phase-specific histone H3 gene increased within 4 to 6 h. Within 6 to 8 h the G2-phase population increased. Cell-cycle activation was accompanied by sequential induction of a cdc2-activating kinase homolog, R2, of two cdc2 genes, cdc2Os-1 and cdc2Os-2, and of three cyclin genes, cycA1;3, cycB2;1, and cycB2;2, but only induction of the R2 gene expression preceded the induction of the S phase, possibly contributing to cell-cycle regulation in the G1 phase. Both cdc2 genes were expressed at slightly higher levels during DNA replication. Transcripts of the A-type cyclin accumulated during the S and G2 phases, and transcripts of the B-type cyclins accumulated during the G2 phase. Cyclin expression was induced at all nodes with a similar time course, suggesting that ethylene acts systemically and that root primordia respond to ethylene at an early developmental stage.

Three sequential hurricanes, Dennis, Floyd, and Irene, affected coastal North Carolina in September and October 1999. These hurricanes inundated the region with up to 1 m of rainfall, causing 50- to 500-year flooding in the watershed of the Pamlico Sound, the largest lagoonal estuary in the United States and a key West Atlantic fisheries nursery. We investigated the ecosystem-level impacts on and responses of the Sound to the floodwater discharge. Floodwaters displaced three-fourths of the volume of the Sound, depressed salinity by a similar amount, and delivered at least half of the typical annual nitrogen load to this nitrogen-sensitive ecosystem. Organic carbon concentrations in floodwaters entering Pamlico Sound via a major tributary (the Neuse River Estuary) were at least 2-fold higher than concentrations under prefloodwater conditions. A cascading set of physical, chemical, and ecological impacts followed, including strong vertical stratification, bottom water hypoxia, a sustained increase in algal biomass, displacement of many marine organisms, and a rise in fish disease. Because of the Sound's long residence time (≈1 year), we hypothesize that the effects of the short-term nutrient enrichment could prove to be multiannual. A predicted increase in the frequency of hurricane activity over the next few decades may cause longer-term biogeochemical and trophic changes in this and other estuarine and coastal habitats.

A detailed sedimentological and paleontological analysis of the uppermost Miocene (Messinian)–Pliocene boundary at the northern border of the Bajo Segura Basin, southeastern Spain, was carried out in order to describe the evolution of the regional paleocoastline during the Pliocene reflooding of the Mediterranean immediately after the sea-level fall related to the Messinian Salinity Crisis. Multiple trace fossils typical of firm- and hardgrounds were recognized, allowing identification of Glossifungites (two different types), Entobia, and Gnathichnus ichnofacies. Trace-fossil analysis showed that lithology and media consistency exerted considerable control on the development of the different ichnocoenoses and that there was a clear decrease in hydrodynamic energy from a coastal to a shallow-water shelf environment related to progressive sea-level rise. Ichnological and sedimentological data provide evidence that the definitive flooding of the Mediterranean was rapid and synchronous throughout the northern margin of the Bajo Segura Basin. The following model for the Pliocene transgression in the study area is therefore proposed: (1) the marine ingression penetrated along the incised paleovalleys carved as a consequence of the fall in sea level, where the first two Pliocene systems were deposited (P0–P1); (2) during the maximum flooding surface of the transgression, the sea overflowed the margins of the paleovalleys and extended throughout the entire northern margin of the basin; and (3) the third Pliocene system was deposited, forming the lower part of a highstand systems tract (P2).

Investigation of the Middle Miocene-Pleistocene succession in cores at ODP Site 817A (Leg 133), drilled on the slope south of the Queensland Plateau, identified the various material fluxes contributing to sedimentation and has determined thereby the paleogeographic events which occurred close to the studied area and influenced these fluxes. To determine proportions of platform origin and of plankton origin of carbonate mud, two reference sediments were collected: (1) back-reef carbonate mud from the Young Reef area (Great Barrier Reef); and (2) Late Miocene chalk from the Loyalty Basin, off New Caledonia. Through their biofacies and mineralogical and geochemical characters, these reference sediments were used to distinguish the proportions of platform and basin components in carbonate muds of 25 core samples from Hole 817A. Two "origin indexes" (i1 and i2) relate the proportion in platform and basin materials. The relative sedimentation rate is inferred from the high-frequency cycles determined by redox intervals in the cores. Bulk carbonate deposited in each core has been calculated in two ways with close results: (1) from calcimetric data available in the Leg 133 preliminary reports (Davies et al., 1991); and (2) from average magnetic susceptibility of cores, a value negatively correlated to the average carbonate content. Vertical changes in sedimentation rates, in carbonate content, in origin indexes and in "linear fluxes" document the evolution of sediment origins from platform carbonates, planktonic carbonates and insoluble material through time. These data are augmented with the variations in organic-matter content through the 817A succession. The observed changes and their interpretation are not modified by compaction, and are compatible with major paleogeographic events including drowning of the Queensland Plateau (Middle Miocene-Early Pliocene) and the renewal of shallow carbonate production, (1) during the Late Pliocene, and (2) from the Early Pleistocene. The birth and growth of the Great Barrier Reef is also recorded from 0.5 Ma by a strengthening of detrital carbonate deposition and possibly by a lack of clay minerals in the 4 upper cores, a response to trapping of terrigenous material behind this barrier. In addition, a maximum of biological silica production is displayed in the Middle Miocene. These changes constrain the time of events and the sequence-stratigraphy framework some components of which are transgression surface, maximum flooding surface and low-stand turbidites. Sedimentation rates and material fluxes show cycles lasting 1.75 Myr. Whatever their origin (climatic and/or eustatic) these cycles affected the planktonic production primarily. The changes also show that major carbonate variations in the deposits are due to a dilution effect by insoluble material (clay, biogenic silica and volcanic glasses) and that plankton productivity, controlling the major fraction of carbonate sedimentation, depends principally on terrigenous supplies, but also on deep-water upwelling. Accuracy of the method is reduced by redeposition, reworking, and probable occurrence of hiatuses.

In colonial species, it is often assumed that locations in the center of the colony are of highest quality and provide highest breeding success. We tested this prediction, known as the "central-periphery model," in a King Penguin colony in the subantarctic Crozet Archipelago. Breeding activity and survival of 150 penguins, fitted with transponder tags, were monitored over an entire breeding season. Among these 150 birds, 50 bred on the slope at the upper periphery of the colony, where the rates of predation and parasitism by ticks were high. Fifty birds bred in the center of the colony, where rates of predation and tick parasitism were low, and 50 bred at the lower end of the colony, where the rate of tick parasitism was low but predation and flooding were important risks. We predicted that the center of the colony should provide the safest breeding place and consequently be characterized by the highest breeding success and be used by the highest-quality individuals. Yet we found that penguins breeding in the center of the colony had the same breeding success as those at both peripheral locations. In addition, penguins breeding on the upper slope had a higher survival rate than penguins breeding at the center or bottom of the slope and were likely of higher quality. Our study does not support the central-periphery model and emphasizes the complexity behind the relationships among breeding site, breeding success, and individual quality.

Massive discharges of freshwater from the glacial lake Missoula to the northeast Pacific Ocean are thought to have sculpted the Channeled Scablands of eastern Washington and debouched via the Columbia River near 46°N. The dynamics and timing of these events and their impact on northeast Pacific circulation remain uncertain. Here we date marine records of anomalous freshwater inputs to the ocean based on freshwater diatoms, oxygen isotopes in foraminifera, and radiocarbon data. Low-salinity plumes from the Columbia River reduced sea-surface salinities by as much as 6 psu (practical salinity units) more than 400 km away between 16 and 31 cal (calendar) ka B.P. Anomalously high abundances of freshwater diatoms in marine sediments from the region precede generally accepted dates for the existence of glacial Lake Missoula, implying that large flooding or freshwater routing events were common during the advance of the Cordilleran Ice Sheet and that such events require multiple sources.

Paired analyses of Os isotope composition and concentration of bulk sediment and leachable Os in a metalliferous pelagic clay sequence from the North Pacific, ODP Site 886C, are used to reconstruct the marine Os isotope record and the particulate meteoritic Os flux between 65.5 and 78 Ma. Measured 187Os/188Os of bulk sediments ranges from approximately 0.64 to 0.32 and those of leach analyses are very similar to bulk analyses. Hydrogenous Os dominates the sedimentary Os inventory throughout most of the studied interval. As a result the measured 187Os/188Os of leachable Os approximates that of contemporaneous seawater. The ODP 886C record shows rising 187Os/188Os in the deepest portion of the core, with a local maximum of 0.66 close to 74 Ma. The 67-72 Ma portion of the record is characterized by nearly constant 187Os/188Os ratios close to 0.6. The structure of the marine Os isotope record from ODP 886C differs markedly from the seawater 87Sr/86Sr curve, which rises monotonically throughout the time interval studied here. Calculated particulate meteoritic Os fluxes are between 0.5 and 2 pg/cm**2/kyr throughout most of the studied interval. Two discrete intervals of the core (one of which is within Cretaceous Tertiary, boundary KTB interval) are characterized by higher fluxes of meteoritic Os. Excluding these two intervals, the average background flux of particulate meteoritic Os is roughly half of that estimated from analyses of Cenozoic marine sediments. These are the first Os isotope data to provide evidence of resolvable temporal variations in the background flux of particulate meteoritic material to the Earth.
