Die 26. Sitzung des Codex-Alimentarius-Komitees für Fische und Fischerzeugnisse fand vom 13. bis 17.Oktober 2003 in Aales und, Norwegen, statt. Die Tagung wurde von 130 Delegierten und Beobachtern aus 47 Mitgliedsstaaten und 5 internationalen Organisationen besucht. Die größten Delegationen stellten Deutschland(7), Thailand (7), Japan (8), USA (11) und Norwegen als Gastgeber (14). Die deutsche Delegation wurde von Dr. Markus Brill (BMVEL) geleitet. Weitere Mitgliederwaren Prof. Jörg Oehlenschläger (BFAFi, Sprecher), Dr. Kristina Ravelhofer-Rotheneder (BMVEL), Dr. Reinhard Schubring (BFAFi), Dr. Mathias Keller (Bundesmarktverband der deutschen Fischindustrie und des Fischgroßhandels e.V.), Petra Weigl (Pickenpack-Hussmann und Hahn Seafood GmbH) und Dr. Ralf Peter Pund (BfR). During the spring session of the ICES Advisory Committee for Fisheries Management (ACFM) the stocks of the Northern Pelagic and Blue Whiting, North Western, Baltic, Arctic and Deep Sea Working Groups have been analysed and assessed, as well as the Nephrops stocks. As in previous years ICES recommends a reduction in fishing mortality for a number of stocks. Moreover, ICES recommends for many stocks to establish recovery and management plans, to safeguard a continuous development of the stocks towards safe biological limits. Detailed recovery plans were proposed for cod and hake in the North Sea.

During the autumn session of the ICES Advisory Committee for Fisheries Management (ACFM) 58 stocks assessed in six Working Groups have been analysed and reviewed, among these the demersal stocks in the North Sea and the Mackerel stock in the North East Atlantic. As in previous years, ICES recommends a reduction in fishing mortality for a number of stocks or even the establishment of recovery and management plans, to safeguard a continuous development of the stocks towards safe biological limits. ICES recommended the closure of the directed cod fishery and any fishery taking cod as by-catch in the North Sea, west of Scotland and in the Irish Sea. This will have a significant impact on the mixed round fish fisheries targeting haddock and whiting.

12 samples (6 original samples and 6 diluted samples) were analysed by 14 WEFTA laboratories for their pH values in an inter-laboratory comparison exercise. As a result it can be stated that the majority of participating laboratories could determine the pH values very exactly. The pH values obtained are ranging only little around the calculated mean (less than 0.1 pH unit). It could also be demonstrated that the participating institutes could analyse both, pH values in fishery products and aqueous salt solutions. However, also in this exercise a number of outliers and deviating values have been detected. Therefore it is of utmost importance to calibrate the pH electrodes in regular intervals and to maintain them carefully. Intra-laboratory comparison measurements are recommended to detect weak points.

For a number of stocks ICES recommends a reduction in fishing mortality. Moreover, ICES recommends for many stocks to establish recovery and management plans, to safe guarda continuous development of the stocks towards safe biological limits.

The North-European fish stocks are assessed annually by ICES working groups. The results are evaluated twice annually in two meetings of the Advisory Committee for Fisheries Management (ACFM) at ICES. Based on the working group assessments, ACFM formulates an advice for the fisheries management and suggests a total allowable catch (TAC) which is based strictly on biological grounds. The summaries of the state of some selected stocks which are given here, are derived from the ACFM advice, formulated during the most recent October 1999 meeting. For many of the fish stocks the precautionary approach has been implemented now, and for most of them the target reference points have been defined. As a result, most of the stocks are outside safe biological limits or are harvested in disaccordance with the precautionary approach. Only 10 stocks of those evaluated during this autumn meeting were found to be within safe biological limits.

Im Laufe von zwei Jahrzehnten hat sich das Profil Europas erheblich verändert. Im Zuge der bisherigen drei Erweiterungen der uropäischen emeinschaften, später Europäische Union, 1973, 1986 und 1995 ist die Zahl der Mitgliedstaaten von 6 auf 15 gestiegen. Mit dem Ende des Kalten Krieges und dem Zusammenbruch der Sowjetunion eröffneten sich der internationalen Zusammenarbeit neue Perspektiven, und die Europäische Union gewann eine Schlüsselrolle bei der Förderung des friedlichen Wandels und der Stabilität in ganz Europa. Deutlich wurde diese Rolle insbesondere in ihrer Unterstützung der deutschen Wiedervereinigung und in ihrer umfangreichen Hilfe für die Länder in Mittel- und Osteuropa (MOEL). 1993 eröffnete der Europäische Rat in Kopenhagen diesen Ländern Perspektiven für einen Beitritt zur EU.

This paper examines the data recently collected from Lake Victoria (SEDAWOG, 2000a). In the first section, it provides the results from the survey that examines fishermen's perceptions of the status of the resource base. In the second section, it starts with an examination of boundaries, followed by an examination of these data insofar as they relate to fishermen's understanding of roles. We conclude the paper with a brief discussion of what these findings mean for fisheries management on Lake Victoria in particular, and our understanding of co-managerial applications more generally

Since 1988 the ‘Precautionary Principle’ for human activities in the global environment has rapidly gained recognition in UN conferences (especially UNCED, Rio de Janeiro, 1992). For fisheries the UN Agreement on the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks was a milestone for the implementation of the Precautionary Approach to fisheries management. The International Council for the Exploration of the Seas (ICES) and the Scientific Council of NAFO (Northwest Atlantic Fisheries Organisation) were requested to implement the Precautionary Approach in the advice for fisheries management. The ICES concept for implementation consists of stock specific biological and management reference points, harvest control rules and recovery plans in case of overfished stocks. The NAFO concept is similar.

This document lists the undesirable effects of water hyacinth (Eichhornia crassipes) on fisheries in Lake Kainji (Nigeria) and the integrated Water Hyacinth Control Programme in its ongoing fisheries management and development activities on the lake. Special regard is given to the design, construction and installation of a water hyacinth barrier across the River Niger. (PDF contains 44 pages)
