The Dilemmas of Diffusion: Institutional Transfer & the Remaking of Vocational Training Practices in Eastern Germany, CES Germany & Europe Working Papers, No. 05.10, 1996

Through a case study of the diffusion of the celebrated West Gennan "dual system" of vocational training to the territory of the fonner German Democratic Republic, we develop the argument that local sociopolitical relations matter crucially for the successful transfer and implementation of institutional arrangements. Notwithstanding massive levels of government funding, the presence of complementary supports, and the concerted efforts of Ger­many's social partners, the dual system is experiencing significant difficulties in the new federal states of the East. These difficulties are not due simply to the particular politics of unification (the wholesale transfer of West German institutions whether or not they were appropriate to Eastern Germany) nor even simply to the paucity of dynamic private firms capable of and willing to train new apprentices. The difficulties stem also from the under­ lying weaknesses of the East German sociopolitical infrastructure on which the entire dual system rests. This. hy­ pothesis is elaborated and substantiated through a range of data on training in the East and especially through the use of detailed case studies of Leipzig and Chemrutz.

The Cultural Construction of Political Action: The Case of the European Community's Single Market Program. CES Germany & Europe Working Papers, No. 04.3, December 1993

Explaining the emergence of the European Community's Single Market Program requires making sense of how that institutional project carne onto the political agenda. I suggest that there are two features of the political process that have been not well understood. First, large-scale institutional projects usually require political opportunities to come to fruition. Second, they require strategic actors who can frame such projects in broad ways in order to attract a wide variety of groups. My basic argument is that the European Commission is an organization whose function is primarily to solve the bargaining game that characterizes interaction within the Community and act as a strategic actor. This does not suggest that they are always successful or are the only source of ideas, but instead that they are the collective actor responsible for trying to frame collective interests in new cultural ways. To illustrate this point, I document how the; Single Market program evolved within the Commission and how other important Community actors carne to sign on to its goals over time.

Ties That Bind? The Parapublic Underpinnings of Franco-German Relations as Construction of International Value. CES Germany & Europe Working Papers, No. 02.4, 2002

Beneath the relations among states, and distinct from the exchanges of an autonomous regional or global civil society, there is another set of international practices which is neither public nor private but parapublic. The Franco-German parapublic underpinnings consist of publicly funded youth and educational exchanges, some two thousand city and regional partnerships, a host of institutes and associations concerned with Franco-German matters, and various other parapublic elements. This institutional reality provides resources, socializes the participants of its programs, and generates social meaning. Simultaneously, parapublic activity faces severe limits. In this paper I clarify the concept of “parapublic underpinnings” of international relations and flesh out their characteristics for the relationship between France and Germany. I then evaluate the effects and limits of this type of activity, and relate this paper’s findings and arguments to recent research on transnationalism, Europeanization, and denationalization.

In the shadow of history. Romanian-Moldovan relations. OSW Studies 53, September 2015

Romania and Moldova have developed very strong ties, resulting mainly from many years of common history (including joint statehood), language and cultural heritage. On the one hand, this closeness fosters bilateral relations, but on the other hand it places a serious burden upon them. This is because Moldovan statehood and identity has in some way been built in opposition to Romanian statehood and identity. Part of Moldovan society (especially the Russian-speaking minority) fears closer cooperation with Bucharest, seeing it as threatening a loss of independence and the declaration of unification with its western neighbour. Historic sentiment is also reflected in Bucharest’s policy towards Moldova. Officially, relations with Chisinau are considered as exceptional, and representatives of the Romanian political class are full of declarations of assistance and support for their eastern neighbour, appealing to the national, cultural and linguistic community. In practice, however, Romanian policy towards Moldova (and hence also the two countries’ bilateral relations) is most often shaped not by sentiment but by political pragmatism, resulting among others from a desire to win the support of the Romanian electorate.

How Much am I Expected to Pay for my Parents‘ Firm? An Institutional Logics Perspective on Family Discounts

Recent evidence suggests that successors do not simply inherit their parents’ firm, but have to pay a certain price. Building on institutional logics literature, we explore successors’ family discount expectations, defined as the rebate expected from parents in comparison to nonfamily buyers when assuming control of the firm. We find that family cohesion increases discount expectations, while successors’ fear of failure and family equity stake in the firm decrease discount expectations. Higher education in business or economics weakens These effects. On average, in our study comprised of 16 countries, successors expect a 57% family discount.

Community water supply well shooting/blasting near Hillcrest Subdivision, Lake County, Illinois.

The purpose of this fact sheet is to provide a summary of literature research on the use of well "shooting" or blasting technology in Northern Illinois. Water well shooting or blasting is done to increase water yield from a sandstone aquifer for a particular water supply well ... The Lake County Health Department (LCHD) detected a chemical, vinyl chloride -- from a family of chemicals known as volatile organic compounds (VOCs) -- in some private wells in the unincorporated Hillcrest Subdivision near Wauconda, through routine well testing done in the fall of 2003. The LCHD presented these findings to the public at a January 13, 2004 meeting. The concern was raised at the public meeting that recent subsurface water well "shooting" or blasting techniques, performed in the deep sandstone aquifer (800 to 1,000 feet below ground surface), in the borehole of a community water supply (CWS) well in the area, might have impacted the shallow aquifer in such a way as to contribute to private well contamination under investigation in the Hillcrest Subdivision.
