If urban planning is to support the equitable distribution of public goods and services, it must recognize and address the dismal condition of millions of poor people who are living in a city. The primary focus of contemporary planners and planning students should be on finding and advocating solutions that help eliminate the problems of today¿s cities. Any meaningful solution will need to be grounded in a thorough understanding of the social class inequities of citizens. With the rapid development of national economy and urbanization process in Brazil over the last two decades, the number of vehicles and their travels are dramatically increased. This is particularly evident in all large cities. Traffic congestion becomes more and more severe. Inadequate parking facilities often result in difficulty to find a parking space in large cities and many illegally parked vehicles can be seen on the crowed streets. These illegally parked vehicles further intensify traffic congestion and also pose a traffic safety hazard. The process of urbanization and motorization in Brazil is likely to continue in a rapid pace. The urban public passengers transport modes problems in large cities are likely to get even worse. There is an urgent need for the development of policy and criteria for public service of urban public passenger transport by bus in large cities. The purpose of survey is to develop policy guidelines for public transport services planning, design, construction and mobility management, that meet community needs for accessibility in large cities. So this thesis will present major comparative characteristics of urban mobility management, urban public passengers transport by bus services planning and the quality of social life in two towns of Brazil: Rio de Janeiro and Curitiba. The study case has been focused on Rio de Janeiro and Curitiba because of the major different results of the survey presented by the two cities. The objectives of this thesis are: a) to analyze and discus existing urban mobility related accessibility and economic development problems in large cities; b) to provide an overview of the relationship within city ¿ quality of social life ¿ urban mobility in Rio and Curitiba; c) to analyze and discuss existing urban mobility management related public transport services in Rio and Curitiba; d) to analyze and discuss existing quality of bus public transport services problems in Rio. Some preliminary recommendations for mobility management policies will also be presented.

In the Brazilian political history, the power of the State was always associated to the classes that hold the production means. The state intervention to solve the lacks of the population induced the cooptation of the less favored classes, guaranteeing the continuity of the elites in the power and discouraging initiatives of the bases participation. The citizen participation is one of the analysis dimensions of the public power decision process and it must consist in a key dimension at the identification of solutions for the development. Through the evaluation of a municipal program addressed to the resident population in slums of medium load in Rio de Janeiro - the Programa Favela-Bairro - the study aims to verify, at the present time, if the participation remain an expression of the theoretical speech of the public administration or if it is understood as a social right. It intends to evaluate the mechanisms and the spaces of the communities dialogue with the public municipal managers. The field research consisted of interviews with social actors of the executive and municipal legislative, as well as with members of the organized civil society (inhabitants associations), community leaders and beneficiaries of the program, residents in the slum. The work raises the discussion about the necessary conditions to the public politics produce effective results, in terms of the human satisfaction, and to lead the social subjects to the understanding and learning of the active citizenship and democracy. It also intends to identify an evaluation methodology whose produced knowledge acts in the transformation of the society, reinforcing the critical researcher's paper, whose commitment is to study the reality and to point the roads that lead to the change in the social practice.

Este estudo se voltou para a análise das mIcro, pequenas e médias empresas brasileiras e angolanas, entendendo as relações entre elas ao longo do desenvolvimento dos dois países, respeitadas as diferenças{, com o objetivo de identificar medidas capazes de facilitar-lhes o desenvolvimento, principalmente em Angola. Observou que as MPMEs vêm resistindo espantosamente aos processos históricos de concentração e centralização econômica carateristicos das economias em apreço, o que as toma fundamentais para o desenvolvimento sócio-político-econômico das nações estudadas. Para corroborar a idéia de que o megaestado está fadado ao fracasso, o estudo se concentrou em um capítulo na análise do papel do Estado ressaltando o seu caráter centralizador e a não- participação do cidadão angolano nas decisões. Considera fundamental um Estado em que esse cidadão possa realmente participar, sem deixar de chamar a atenção para o fato de que uma economia de mercado exige a participação de todos. A pesquisa de campo, porém, pareceu incipiente devido à dificuldade que foi encontrada para que empresários brasileiros e angolanos respondessem ao questionário pedido. Dos 200 questionários enviados apenas 04 angolanos e 10 brasileiros responderam. Os resultados demonstraram uma imensa insatisfação dos microempresários brasileiros e angolanos no que se refere à eficiência e eficácia do SEBRAE e do INAPEM, órgãos diretamente ligados aos empresários. E ambos os casos, eles se ressentem do pouco caso com que são tratados e propõem menos dificuldades para o desenvolvimento de suas atividades laborativas. Conclui que as MPMEs brasileiras e angolanas se constituem em segmento importante capaz de gerar renda para grandes contingente populacionais. Sugere a adoção de uma política industrial e tecnológica como meio de alavancar não apenas a economia, mas também de viabilizar a retomada de crescimento dos dois países em uma nova ordem mais competitiva e globalizada.

o objetivo do presente trabalho é discutir e refletir sobre se a modelagem organizacional que contém propostas para a promoção de mudança organizacional impulsiona-a ou ao contrário serve apenas de âncora estagnante do processo de mudança, utilizando-se para isso, de pesquisa empírica realizada na Secretaria Municipal de Educação do Rio de Janeiro - (SMEIRJ), buscando-se através desse caso específico, discutir o tema na área de gestão educacional. Assim, pretende-se verificar se a influência de modelos formais de estruturação do sistema de ensino e de enfoques e ênfases adotados em sua gestão apresentam soluções sobre o que se tem, endemicamente, denominado de fracasso escolar . Pode-se constatar, a partir do presente trabalho, que o novo modelo organizacional e de gestão em processo de implantação na SME/RJ ainda não transformou a Secretaria em espaço aberto no sentido de que o cidadão, o aluno, o professor, o funcionário, a escola e a comunidade se mesclem com inteira liberdade aos atores centrais da organização que, a despeito de alguns avanços, está consciente de que resta muito a realizar. Preservou as velhas estruturas burocráticas e de poder que dominam esse processo, a despeito do racional e lógico modelo desenvolvido pela SME/RJ, a partir de 1993, que procura valorizar o profissional do ensino, promover a descentralização administração de forma a garantir maior flexibilidade e propiciar uma gestão participativa.

This work is funded based on the uneasiness with the concept of State as a public machine for development. Of State as a public machine to deliberate valid practices for valid methods and to limit valid subjects in valid spaces. In midst of this specific context, this work dedicates itself to investigate the following research problem: the mistaken recognition of the blind subject in public spaces of representation. For this reason, it was addressed the following question: how the blind subject is recognized in public spaces of representation? To answer the question, it was necessary to contextualize how the blind subject is being recognized in various public spaces of representation. In the international scope, the human rights debate held between the National States was analyzed (BRAND, 2005; KOERNER, 2002; UN, 2006). In the national arena, constitutional rights, federal laws, public policies and institutions representing the blind subject were examined (CABRAL, 2008; SARAVIA, 2006). Finally, in a local context, the fundaments of the concept of citizen for the subject recognition were investigated (AGAMBEN, 2002; RORTY, 1999, DELEUZE AND GUATTARI, 1996). The methodology included reports of national and international representatives in the Lusophone Countries Meeting for Dissemination and Implementation of the Convention on the Rights of Persons with Disabilities and, mainly, interviews with blind subjects. The data was processed by content analysis and was discussed based on the following categories: representation spaces; representation modes; representation amplitude; representation premises. The results show, regarding such spaces of representation, the growing importance of thinking the rights of persons with disabilities ¿ group in which belongs the blind subject ¿ as of the international and national scenario. However, the blind subjects announced alternative local spaces for representation: church, internet, radio, etc. Regarding the representation modes, the role of law and standards has been advocated specially in the human rights field. The importance of the cooperation between the States and the civil society to ensure, in practice, the rights achieved was also emphasized. But other forms of representation, directly linked to each interviewee¿ history, was important. Regarding the representation amplitude, there were arguments in defense of a conception of human dignity and freedom to all inhabitants of the globe. The lusophone event highlighted the concern of the cultural peculiarities of those involved in the meeting. The blind interviewees argued for citizenship as construction of instruments for freedom and autonomy, but recognized that this is not a clear desire between the blind people in general, and even less in society as a whole. With respect to the representation premises, the fundaments for the recognition of the blind subject were based on the primacy of reason at the expense of personal experimentation. Experimentation that serves as the foundation of a new form of recognition of the blind subject in public spaces of representation, one more interested in singularities, impenetrable by reason, unmovable to another, and which are irreducible to each subject. The final considerations suggest that if the State has a reason to be, this is not another than to offer instruments to manifest as many as the existential possibilities of the subject. This is the concept of State for development.

In spite of the environmental consumerism in Brazil not to meet in levels as advanced as in Europe and in the United States, some sectors are emerging as precursors of environmental relationships with their markets. Cosmetic's sector is one of them. This study discusses the subject of the ethical consumerism, especially the environmental one. It is focused in the consumer-citizen's context, more specifically in the consumer of a company of cosmetic's sector in Rio de Janeiro. To carry out this study, we chose a company that clearly assumed its commitment with the investment in the preservation of the environment: O Boticário. Initially, we investigated the relevance attributed by the customers of O Boticário to the investment accomplished in the search by the preservation of the environment by companies of this sector, comparing these results with the importance that has been imputed by the customers to traditional attributes of the Marketing. Later, we have analyzed these customers' perception in respect of the investment accomplished by the company in the search for the preservation of the environment. In the preliminary phase of the research, fourteen customers of O Boticário were interviewed. A structured questionnaire was applied to 90 respondents that have declared themselves customers of the mentioned company. The information were treated with descriptive statistics. The software employed has been the SPSS 10.0. Although the field research has indicated the characteristics of the product as priority for the consumer, the relevance attributed to the investment of the company in the search for the preservation of the environment was considered significant, with more prominence than some attributes traditionally judged as attributes-key of the Marketing. However, this apparent sensibility for the environmental subject doesn't seem to influence in search of information on environmental conduct of cosmetics' companies. In fact, a great deal of customers of O Boticário has declared that they have been unknowing about the conduct in favor of the environment on the part of the company, and a number, even larger, was not aware of the existence of the Fundação O Boticário de Proteção à Natureza.

This dissertation discuss the institutionalization of citizen participation in local political administration and the democratization of this administration. We take as the object of our study Niterói OP" (sharing? budget). We study the citizens projects and its implementation., focusing our attention on personal conflicts and power disputs. Our work is based on the following concepts: democracy, descentralization, citizenship, local political power and social? capital?. We verify the different procedures used by Niterói "OP" coordination in order to integrate the citizens in this process. The main concern of our work is the degree of citizen participation in local political power, therefore, we shall not discuss in details the budget itself."

Este trabalho tem como objetivo disponibilizar um estudo referente às relações raciais na Região Centro-Oeste do país, com a finalidade analisar as condicionantes sociais que levam agentes sociais a se verem como vítimas de discriminação racial e a denunciar dimensões de seu cotidiano de interações sociais como sendo de injustiça racial. O pano de fundo para a análise que esteve em curso foi a observação da importância da argumentação da vítima como uma prova da intolerância diante da prática discriminatória. Sendo o SOS Racismo, no período recortado pela pesquisa, a principal atividade do Instituto Casa da Cultura Afro- Brasileira, projeto idealizado pelo Ministério de Justiça e Secretaria Nacional de Direitos Humanos numa tentativa de desenvolvimento de uma relação maior da parceria entre esta instância do poder público e da sociedade civil. A tentativa desta dissertação é observar, como os agentes do ato discriminatório procuram administrar seu papel de “vítima” a partir do ponto de vista de que é um cidadão exigindo ser tratado em bases iguais aos demais membros da sociedade. Se por um lado os números do SOS Racismo confirmam o aspecto insipiente das denúncias registradas pelo ato de discriminação racial no Mato Grosso do Sul, por outro, a análise do cotidiano dessas vítimas indica que um universo amplo de fatores pode pesar muito na argumentação apresentada para se fazer à denúncia.

The aim of this dissertation is to study the contribution given by the Brazilian court of accounts, with the creation of the ombudsman on those institutions, to the exercise of the social control made by its citizens. Being considered one of the key inventions in the field of the external control of the public management, the ombudsman of the court of accounts is the most important means of control the society may use over the public management, as well as the place where the society and court of accounts might debate and get to an agreement concerning on how to spend the public asset in a way that will benefit the citizens. In order to fulfill the aim of the dissertation, the concepts of citizenship, particularly the deliberative citizenship, were recaptured, as well as the means of control in the public management and the role of the court of accounts as a participant in the external control of the public accounts. Lastly, some of the 18 ombudsman linked to Brazilian courts of account are presented in the dissertation. The Ombudsman of the Courts of Accounts of the states of Paraná and Pernambuco are emphasized once it is understood that they are in the path of transcending the concept of popular participation to the popular sovereignty, in which the debate with the society might, in a near future, decide possibly the course of the audits of those entities.

The crisis that affected the capitalist states during the last decade of the 20th century, put an end to the period of greatest expansion of the state, demanding alterations that brought, especially in economic terms, the ideals of the liberal state. The main goal of these changes was to optimize the administration of the public service by introducing into it more efficiency, transparency, and morality because the state had shown to be incapable of attending the demands of the society and its way of doing was inefficient and did not reach out to the public interest. In Brazil, like in other part of the world, recent scandals of corruption and misuse of public funds put in doubt the efficiency of the financial control system. Like any other political system Brazil has a complex set of external and internal control, institutions that work to prevent misuse of public funds and identify responsibilities if bad use occurred. All these elements highlight the mechanisms of control of the public administration, which came to be seen as essential instruments for the improvement of the management of the public resources, targeting the collective interest. Therefore, along with the traditional mechanisms of power suppression, such as the system of checks and balances, social control arises. This, when used together with the monitoring exercised by public inspection agencies, is defined as horizontal accountability activated by civil society, in which citizens and institutions gather efforts in order to promote a more effective charge of responsibility from public agents and politicians in case of misconducts. This study aimed to identify the opportunities and limitations of social control exercised by the complaint under the TCE-RJ. The results point to the need to develop measures to guarantee the anonymity of denouncers, to simplify the forms of access the TCE-RJ and to improve information spread to the citizen.

Este trabalho acadêmico versa sobre o Programa Delegacia Legal, uma política pública voltada para a modernização da polícia civil fluminense. A pesquisa realizada teve por objetivo analisar a percepção de dois dos principais atores considerados no processo de formulação desta política: o policial e o cidadão. Desta forma, foram objetos de análise a polícia civil do Estado do Rio de Janeiro, com enfoque para as delegacias já inseridas no Programa, o policial civil que atua nestas unidades e o cidadão que reside no seu entorno. Nesta dissertação foram respondidas duas questões centrais: qual é a percepção do policial civil fluminense sobre a importância do Programa Delegacia Legal para o desempenho de suas atividades e para sua instituição; e, qual é a percepção do cidadão que reside no entorno de uma delegacia legal sobre a polícia civil e o Programa Delegacia Legal. A fim de cumprir os objetivos da pesquisa, foram realizadas entrevistas semiestruturadas com policiais e cidadãos, buscando a visão do policial civil em relação às diversas mudanças implementas pelo Programa, que alteraram de forma significativa o seu modelo de atuação, e a compreensão da percepção da comunidade em relação às políticas implementadas em seu entorno, principalmente pelo atual descrédito da sociedade quanto à capacidade do gerenciamento da criminalidade pelas instituições policiais. Por fim, para verificar empiricamente as opiniões dos policiais e cidadãos em relação ao Programa, foram aplicados questionários em 15 (quinze) unidades policiais e seus respectivos entornos. O resultado da pesquisa revelou que a pouca participação do policial no processo de formulação do Programa Delegacia Legal acarretou em uma maior resistência interna às mudanças implementadas. Entretanto, este já foi institucionalizado, devido aos benefícios que essas mudanças vêm trazendo para a atividade policial. Já na pesquisa realizada no entorno, pôde-se perceber que as mudanças não resultaram, ainda, em impactos significativamente positivos na percepção da sociedade.

The present research aimed at verifying the performance, as instruments of democratic inclusion, of the managing committees (¿Comitês Gestores de Bairro¿), created by the Government of Rio de Janeiro in the scope of the Nova Baixada Program. Thus, at first, it was presented the concept of democracy, its presuppositions and fragilities, as well as some mechanisms introduced with the objective to extend the effectiveness of this regimen, like the channels of popular participation. It was also demonstrated the importance of the diffusion of civic values for the consolidation of the democracy, mainly in countries like Brazil, where determined cultural characteristics of the society use to act in a negative way in the democratization process. With this propose, some democratic theories, which value aspects as civism and social capital, had been presented and it was also analyzed the cultural elements of the Brazilian society that had negative implications in the performance of the channels of participation introduced in the country. Finally, it was examined the performance of the Comitês Gestores de Bairro (managing committees) of the Nova Baixada Program, trying to establish a relation between the structure of them and the cultural characteristics of our society.

A structure transports system is very necessary to attending many reasons of urban dislocations. This structuration is composed by many complex elements, as such as refer to: physical elements (rodoviary network, vehicles, garages, transboarding terminals), human elements (operational and administrative workmanship) and the institutional elements (management and fiscalization). This last one, especially, is our approach in this study, focusing the functions as the fiscalization of public organization. The purpose of this study was identifies how the public organization develops the management the system of public transport for urban intercity users and how can contributes for users satisfaction, feeding back avaluations, even, giving new direction or reavaluation of the fiscalization function. The methodology sdopted to get expected solutions is exploratory survey, due the unidentified any studies with the same focus or approaching to the citizens expectatives solutions by public organism manager point of view. Also it was realized an explanation survey to complement the study giving wide comprehension for the other elements used by organization to obtain success in the relationship with users. A field survey and bibliographical was realized thru documental investigation to get informations about necessary foundamentation based conclusion.

Este estudo aborda participação da sociedade na gestão pública local, através do entendimento do funcionamento dos Conselhos Municipais, concebidos como espaços privilegiados para prática da democracia cidadã. Investigação interpretativa de caráter qualitativo, os conhecimentos construídos são marcados pela subjetividade pela interatividade em vários níveis: do pesquisador/cidadão com campo empírico com outros sujeitos envolvidos no processo, do pesquisador/cidadão com os autores que discutem este assunto do pesquisa dor/cidadão consigo mesmo. Permeado pela interdiscursividade, tematiza os conhecimentos teóricos respeito de participação, cidadania, democracia, descentralização, sociedade civil conselhos gestores de políticas públicas, ressignificando conceitos necessários ao processo participativo interativo entre sociedade civil Estado, articulando práticas e discursos em contextos históricos, políticos, culturais econômicos. Com estes pressupostos, busca conhecer, analisar evidenciar entendimentos intencionalidades formas de agir/gerenciar praticadas pelos Conselhos Municipais na fornulação, implementação avaliação das políticas públicas suas relações com gestão pública local, no período de 1989-2000, no município gaúcho de Ijuí. Mapeando variáveis, estabelece tipologias classificatórias nas quais enquadra os conselhos de Ijuí e, analisando/interpretando documentos, normas entrevistas narrativas, aborda as diversas características dos mesmos. experiência dos conselhos em Ijuí mostra que envolvimento da população, seja diretamente (como nas assembléias dos conselhos distritais) seja através de representantes das principais entidades da sociedade civil, além de garantir um caráter mais democrático gestão pública, possui potencial para interferir no modus operandi da máquina pública dos governos municipais. Aponta também para necessidade de ampliar espaços de participação informais, não institucionalizados, autônomos, abertos à participação de todos os cidadãos, constituindo-se cm processo educativo para construção de espaços potencializadores da cidadania interativa.

Nossa pesquisa pretende descrever a trajetória do Orçamento Participativo desde seu surgimento, em 1988, até 2000, através de seu processo de implantação e desenvolvimento que vem garantindo uma formação para a cidadania a partir de uma prática de participação política junto às populações integrantes do espaço social de Porto Alegre. Esse sistema estratégico de administração dos recursos públicos constituiu-se num exemplo da participação popular no espaço social. Tomou-se mesmo um instrumento símbolo da cidade, pois suas técnicas contribuem para esboçar um novo perfil da "formação para a cidadania". Nossa metodologia, partindo do objetivo de investigar a natureza da formação para a cidadania proporcionado pelo Orçamento Participativo, utilizou como técnicas de procedimento pesquisas documentais e bibliográficas, além de contatos diretos com vários agentes. Os instrumentos de pesquisa empregados nas coletas de dados, análise e interpretação, seguiram as seguintes técnicas: entrevistas junto aos conselheiros populares regionais e aos delegados das comissões temáticas.(representantes eleitos no processo do Orçamento Participativo); pesquisa documental e análise de conteúdo. As categorias de análise trabalhadas foram: o Orçamento Participativo, a formação para a cidadania e o habitus político (como um conhecimento adquirido, um haver, e/ou capital que indicam uma disposição incorporada, quase postural). Tal pesquisa é inédita devido à utilização do pressuposto teóricometodológico do sociólogo francês Pierre Bourdieu. Seus resultados têm demonstrado que garantir, em nível municipal, a transferência do poder de decisão dos investimentos públicos aos cidadãos de Porto Alegre proporciona um processo de politização cada vez mais amplo através da participação, autonomia e conseqüente formação de um novo habitus, rumo à auto gestão. Considerando que o processo de formação oportunizado pelo Orçamento Participativo garante uma valorização dos agentes sociais, este desencadeia um desabrochar do cidadão. A formação para a cidadania portanto, proporcionada por essa prática em mais de dez anos consecutivos, vem obtendo um reconhecimento internacional de destaque no cenário político do final do século xx.
