A Baía da Ilha Guaíba é um sistema costeiro tropical com influência de águas oceânicas, principalmente da Corrente do Brasil e das Águas Costeiras que são predominantes em toda a costa da região sudeste. O objetivo geral foi identificar os indicadores biológicos das possíveis alterações ambientais e ou antrópicas e como objetivos específicos, apresentar a distribuição qualitativa e quantitativa do fitoplâncton em função da espacialidade e da sazonalidade em duas situações de maré bem como demonstrar a estrutura da comunidade fitoplanctônica dentro de um Programa de Monitoramento desenvolvido pela empresa Minerações Brasileiras Reunidas através do Centro de Tecnologia Ambiental da FIRJAN (CTA). Foram estabelecidos 9 pontos amostrais na área sob influência do Terminal Marítimo da Ilha levando em consideração as características de cada um. Para o estudo qualitativo e quantitativo do fitoplâncton, 200 ml de água foram coletados em dois pontos de amostragem 7 e 9 em baixa-mar e preamar, através de garrafa de Van Dorn e nos 9 pontos foi realizado arrasto com rede de 50μm, ambos em quatro épocas sazonais distintas. Ao todo foram encontradas 176 unidades taxonômicas demonstrando uma importante oferta de nichos. A espécie que mais se destacou foi Coscinodiscus cf. centralis em todas as amostras de rede. A sazonalidade foi vista através de uma análise de Cluster tanto para as amostras de rede quanto para as de garrafa. Não houve registro de espécies que indicassem alterações antrópicas não revelando condição de eutrofização. Foram encontradas espécies indicadoras de diferentes massas de água como também outras potencialmente nocivas. Os resultados bióticos e abióticos demonstraram que a área sob influência do empreendimento está dentro dos padrões estabelecidos pela legislação vigente e que para o estabelecimento de um desenvolvimento sustentável torna-se imprescindível a adoção de métodos padronizados e multiinterdisciplinares para que seja possível comparar e acompanhar os processos e seus efeitos viabilizando assim a manutenção da biodiversidade.
Distribution and Abundance of Steller Sea Lions, Eumetopias jubatus, on the Asian Coast, 1720's-2005

We analyzed published and archived records for the past 250 years to assess changes in distribution and abundance of Steller sea lions, Eumetopias jubatus, along the Asian coast from the Bering Strait to the Korean Peninsula. We found that the northern extent of Steller sea lion distribution has not changed but that the southern limit has moved north by some 500–900 km (~300–500 n.mi.) over the past 50 years. Additionally, the number of animals and their distribution has changed on the Commander Islands, Kuril Islands, and Kamchatka Peninsula. We found no changes in the number of rookeries in the northern Sea of Okhotsk, but a new rookery was established at Tuleny Island on the eastern coast of Sakhalin Island. We estimate that the total abundance of Steller sea lions along the Asian coast in the late 19th century was about 115,000 animals; during the 1960’s, the total estimate was about 27,000 (including pups), most of which were in the Kuril Islands. The fewest number of Steller sea lions occurred in the northwestern Pacific in the late 1980’s–early 1990’s when only about 13,000 individuals (including pups) were estimated in the entire region. During the 1990’s, and especially in early 2000, an increasing trend in abundance occurred in most areas. Present estimated abundance of Steller sea lions in Asia is about 16,000 individuals (including about 5,000 pups), about half of which occur in the Kuril Islands. Changes in abundance occurred during all time periods but varied by site and period. Specifically, over the past 150 years Steller sea lion abundance at most sites has changed. There were no rookeries on the Commander Islands between 1850 and 1960 and abundance was low, but by 1977, abundance increased to 4,800 individuals and a rookery was established in the mid 1980’s; abundance there has declined since the early 1980’s and in 2004 only 895 individuals (including 221 pups) were counted during the breeding season. Between 1940 and 2004, abundance along the eastern coast of Kamchatka declined from ~7,000 to ~600 individuals, an overall reduction of 90%. Steller sea lion abundance on the Kuril Islands declined by >90% from the 1800’s to 2005; the most severe decline there occurred during 1969–1981. Steller sea lion numbers in the northern part of the Sea of Okhotsk declined during 1930–2002 from 7,200 to 3,100 individuals. Numbers at Tuleny Island have increased since establishment of a rookery there during 1983–2005 and by immigration from other sites.

Measurements of adult marine fishes on the U.S. west coast are usually made using one of three methods: standard length, fork length, or total length. Each method has advantages and disadvantages. In this paper we attempt to determine whether one method is faster and/or more reliable than the other methods. We found that all three methods were comparable. There was no appreciable difference in the time it took to measure fish using the different methods. Fork length had the most reproducible results; however, it had the highest level of bias between researchers. We therefore suggest that selection of measurement type be based on what other researchers have used for the species under study. The best improvement in measurement reliability probably occurs by adequate training of personnel and not type of measurement used.

Gravid Atlantic menhaden, Brevoortia tyrannus, are available along the central coast of North Carolina during the fall and are harvested by the purse-seine fleet from the port of Beaufort. Virtually all of the catch, sexually immature fish included, is reduces to fish meal, fish oil, and fish solubles; however, minor quantities of roe from ripening female menhaden are extracted for local consupmtion. Routine and selective port sampling information was used to characterize the seasonal and biostatistical nautre of the roe menhaden catches at Beaufort. Fishermen recognize two size classes of roe Atlantic menhaden: "forerunners," which are usually the smallest and earliest adult menhaden encountered in the Fall Fishery, and "mammy shad," which are the largest menhaden harvested and produce the greatest roe yields. Roe is extracted from femal fish at various points along the reduction process stream and by several techniques. Vessel cremen and factory personnel extract menhaden roe for personal and local consumption. Undetermined quantities of menhaden roe are channeled into local retail seafood markets. Wholesale prices are about $20 per gallon of roe, while retail prices are about $5 per pound. Carteret County, North Carolina, is probably the only area on the U.S. Atlantic and Gulf coasts where menhaden roe is sold in retail seafood markets. Long-term trends in the abundance and distribution of several pinniped species and commercially important fisheries of New England and the contiguous U.S. west coast are reviewed, and their actual and potential interactions discussed. Emphasis is on biological interactions or competition. The pinnipeds include the western North Atlantic stock of harbor seals, Phoca vitulina concolor; western North Atlantic gray seals, Halochoerus grypus; the U.S. stock of California sea lions, Zalophus californianus californianus; the eastern stock of Steller sea lions, Eumetopias jubatus; and Pacific harbor seals, Phoca vitulina richardii. Fisheries included are those for Atlantic cod, Gadus morhua; silver hake, Merluccius bilinearis; Atlantic herring, Clupea harengus; the coastal stock of Pacific whiting, Merluccius productus; market squid, Loligo opalescens; northern anchovy, Engraulis mordax; Pacific her-ring, Clupea pallasi; and Pacific sardine, Sardinops sagax. Most of these pinniped populations have grown exponentially since passage of the U.S. Marine Mammal Protection Act in 1972. They exploit a broad prey assemblage that includes several commercially valuable species. Direct competition with fisheries is therefore possible, as is competition for the prey of commercially valuable fish. The expanding pinniped populations, fluctuations in commercial fish biomass, and level of exploitation by the fisheries may affect this potential for competition. Concerns over pinnipeds impacting fisheries (especially those with localized spawning stocks or at low biomass levels) are more prevalent than concerns over fisheries’ impacts on pinnipeds. This review provides a framework to further evaluate potential biological interactions between these pinniped populations and the commercial fisheries with which they occur.

Inserida no bioma Mata Atlântica, a Ilha Grande está protegida atualmente por unidades de conservação ambiental definidas por leis, uma vez que é parte importante no cenário ambiental brasileiro. Durante séculos, a Ilha Grande sofreu alterações de diferentes níveis. A desativação do presídio abriu portas para o crescimento descontrolado do turismo, que afetou negativamente as bacias hidrográficas estudadas, deixando-as em evidência. Nesse cenário, o estudo de três bacias de drenagem da Ilha Grande, localizadas na Costa Verde do estado do Rio de Janeiro, buscou compreender a morfologia e a dinâmica dos canais fluviais, por meio de análises das características ambientais, da interferência antrópica e da aplicação do uso do primeiro estágio da metodologia de pesquisa Estilos Fluviais, apontando as partes mais sensíveis às ações antrópicas. Cinco estilos fluviais foram identificados. Os dois primeiros são denominados canais florestados e rochosos, estilos menos frágeis por estarem localizados em áreas de difícil acesso; os trechos com canais meândricos são áreas sensíveis, no entanto, permanecem em boas condições devido à pouca interferência humana, esse estilo foi identificado apenas nos trechos finais dos canais principais das duas bacias da Vila Dois Rios. Os últimos estilos estão presentes na Vila Abraão: os canais assoreados cascalhoarenosos e assoreados arenosos, que apresentam trechos mais críticos por sofrerem interferências antrópicas e por apresentarem uma área com mais sensibilidade. As informações obtidas após esse estudo servirão como base para a elaboração de projetos e pesquisas que visem reabilitar os rios avaliados, assim como seu entorno, e também promover o monitoramento da conservação de áreas ainda preservadas.

Since 1984, annual bottom trawl surveys of the west coast (California–Washington) upper continental slope (WCUCS) have provided information on the abundance, distribution, and biological characteristics of groundfish resources. Slope species of the deep-water complex (DWC) are of particular importance and include Dover sole, Microstomus pacificus; sablefish, Anoplopoma fimbria; shortspine thornyhead, Sebastolobus alascanus; and longspine thornyhead, S. altivelis. In the fall of 1994, we conducted an experimental gear research cruise in lieu of our normal survey because of concerns about the performance of the survey trawl. The experiment was conducted on a soft mud bottom at depths of 460–490 m off the central Oregon coast. Treatments included different combinations of door-bridle rigging, groundgear weight, and scope length. The experimental design was a 2 ´ 2 ´ 2 factorial within a randomized complete-block. Analysis of variance was used to examine the effects of gear modifications on the engineering performance of the trawl (i.e. trawl dimensions, variation in trawl dimensions, and door attitude) and to determine if catch rates in terms of weight and number of DWC species and invertebrates were affected by the gear modifications. Trawl performance was highly variable for the historically used standard trawl configuration. Improvements were observed with the addition of either a 2-bridle door or lighter ground gear. Changes in scope length had relatively little effect on trawl performance. The interaction of door bridle and ground gear weight had the most effect on trawl performance. In spite of the standard trawl’s erratic performance, catch rates of all four DWC species and invertebrates were not significantly different than the 2-bridle/heavy combination, which did the best in terms of engineering performance. The most important factor affecting DWC catch rates was ground gear. Scope length and the type of door bridle had little effect on DWC catch rates. Subsequent revisions to survey gear and towing protocol and their impact on the continuity of the slope survey time series are discussed.

On 11 September 1994, a large shark was captured and later identified as the ragged-tooth shark, Odontaspis ferox (Risso). The shark was captured during routine bottom trawl survey operations onboard the NOAA R/V Albatross IV, approximately 25 n.mi. south-southeast of Cape Hatteras, N.C. (lat. 34° 51' N, long. 75° 26' W) with a “36 Yankee” bottom trawl towed at 3.5 knots. Average water depth at the time of capture was 173 m, bottom temperature was 17.8°C, and salinity was 36.41‰. A sample of daily observations on the activities of Australian vessels longlining for yellowfin tuna, Thunnus albacares, during 1987-90 was analyzed, using a production junction approach, to determine the effects of vessel characteristics and operational practices and conditions. Significant differences were found between the tuna fisheries in the northern and southern regions of the inshore yellowfin tuna fishery in the east Australian Exclusive Economic Zone. The type of vessel used, and fishing practices such as soaktime, patrolling the longline, and choice of surface water temperature were found to have significant effects on yellowfin tuna catch rates.
Biology and Fishery for Atlantic Thread Herring, Opisthonema oglinum, along the North Carolina Coast

Thread herrings, Opisthonema spp., are small, nearshore, pelagic clupeid fishes that form dense, surface schools in tropical to subtropical coastal waters. Ecologically, thread herrings form an important forage base for many large, predatory fishes (Finucane and Vaught, 1986). Commercially, thread herrings are targeted by artisanal to moderate-sized seine fisheries off the coasts of Ecuador and Peru (Patterson and Santos, 1992), Costa Rica (Stevenson and Carranza, 1981), Venezuela, the continental margins of the Caribbean, the Gulf of Mexico, and near the islands of Cuba, Hispaniola, Puerto Rico, Jamaica, and Trinidad (Reintjes, 1978). Most of the catch is reduced to fish meal and fish oil (Patterson and Santos, 1992), although minor quantities are used for human consumption (Reintjes, 1978).

The white shark, Carcharodon carcharias, is considered rare in the Gulf of Mexico; however, recent longline captures coupled with historical landings information suggest that the species occurs seasonally (winter-spring) within this region. We examined a total of seven adult and juvenile white sharks (185-472 em total length) captured in waters off the west coast of Florida. Commercial longline fisheries were monitored for white sharks during all months (1981-94), but this species was captured only from January to April. All white sharks were captured in continental shelf waters from 37 to 222 km off the west coast of Florida when sea surface temperatures ranged from 18.7° to 21.6°C. Depths at capture locations ranged from 20 to 164 m. Fishing gear typically used in Gulf of Mexico offshore fisheries may not be effective at capturing this species, and the apparent rarity of white sharks in this area may be, in part, a function of gear bias.

King mackerel, Scomberomorus cavalla, were tagged and released from eastern Florida between 1985 and 1993. Recapture trends from these studies indicate an increase in tag returns from areas north of the release sites, along with a decrease in recaptures from coastal waters in the Florida Keys and Gulf of Mexico, since earlier king mackerel tagging studies completed in the late 1970's. The data indicate that eastern Florida waters may maintain resident king mackerel. Cyclical tag return patterns were noted along eastern Florida and in North Carolina. The proportion of mixing of presently defined king mackerel stocks along eastern Florida may vary yearly. Comparison of king mackerel tags show internal anchor tags to have a higher percentage of return and lower percentage of tag loss than dorsal dart tags.

Basking sharks, Cetorhinus maximus, are frequently observed along the central and northwestern southern California coast during the winter and spring months. These large plankton feeding elasmobranchs, second in size only to the whale shark, Rhineodon typus, had been the subject of a small commercial fishery off California in the late 1940's and early 1950's for their liver oil, rich in vitamin A, and in later years for reduction into fish meal and oil (Roedel and Ripley, 1950). These fisheries were sporadic and did not take basking sharks in large numbers.

Algumas questões desafiam atualmente a política institucional de recursos hídricos no que refere à implementação do que está previsto na legislação brasileira das águas. A primeira delas diz respeito à implantação do próprio gerenciamento ambiental por bacia hidrográfica, ou seja, à forma descentralizada de gestão através de organismos de bacia. A segunda é fazer com que esses organismos se desenvolvam de forma compartilhada e participativa, incorporando todos segmentos locais importantes na direção dos organismos de bacia, principalmente os moradores, que são os mais afetados e que até muito recentemente estavam alijados das decisões. Uma terceira questão é garantir que a gestão dos recursos hídricos esteja integrada à gestão ambiental como um todo. O Estado do Rio de Janeiro possui, assim como todos os outros, sua legislação das águas e vem, desde 1999, implantando a Política e o Sistema Estadual de Recursos Hídricos. A macrorregião Ambiental 4 do Estado, que abrange a conhecida região dos Lagos e a região da bacia hidrográfica do rio São João, desde 1999, vem desenvolvendo a sua gestão ambiental e, em especial, a de recursos hídricos através da criação do Consórcio Intermunicipal Lagos São João e, em 2005, do Comitê de Bacia. Esses organismos de bacia atuam conjuntamente e têm conseguido promover a organização de todos segmentos da sociedade local, com destaque para os pescadores artesanais e os moradores, além de todas prefeituras e das empresas usuárias de água mais importantes. Muitos resultados da ação desses organismos de bacia têm beneficiado o meio ambiente e os moradores da região, em especial, com soluções para os problemas de saneamento das Lagoas de Araruama e de Saquarema e para o término da extração de conchas e areia nas Lagoas e no rio São João, o que tem propiciado uma recuperação do estoque pesqueiro nestes corpos dágua. A análise político-institucional da criação e do desenvolvimento dos organismos de bacia da região, dos sucessos e insucessos que têm obtido e de sua sustentabilidade institucional, são os objetivos dessa dissertação. Para isso foi usada a metodologia do projeto do Banco Mundial Integrated River Basin Management and the Principle of Managing Water Resources at the Lowest Appropriate Level: When and Why Does It (Not) Work in Practice? de Kemper et al., 2005, com adaptações.
