The European Union's (EU) decision to include aviation into the Emissions Trade Scheme was heatedly contested. Countries around the world, but mainly the Brazil, Russia, India, China and South Africa group (BRICS) and the US, denounced the EU's initiate as illegal and unilateral. Following a decade of frustrated negotiations at the International Civil Aviation Organization (ICAO), this paper interrogates why such measure, in principle climate-friendly, inspired so much global resentment. I argue that concerns with competitiveness and risks of legal inconsistency are important, but insufficient elements to explain the core of the conflict. The paper suggests that the EU was strongly criticized because third countries perceived this action as an imposed solution, which fostered an environment of distrust. Therefore, I claim that the problem has more to do with a normative divide than with a substantive divergence on what should be done regarding aviation emissions. My analysis is informed by the present literature on the links between trade and climate change, but gives particular weight to first-hand information through interviews with key stakeholders. The paper is divided in three parts. First, it presents the scope of the EU directive in historical perspective. Second, it explores the EU's measure through three different angles: legal, economical and political. The final part explores some possible solutions to overcome these divergences.

After the transfer of the Portuguese administration to China, Macau kept its role as a bridge between East and West, inspired in the Portuguese settlement 500 years ago. The pragmatism of the Chinese central government, using the Lusophone specificities of this Special Administrative Region, supported the creation of the Forum for Economic and Trade Cooperation between China and the Portuguese-speaking Countries, reviving the statute of the Portuguese language and culture in its own territory.

Background and Purpose: Precise needle puncture of the kidney is a challenging and essential step for successful percutaneous nephrolithotomy (PCNL). Many devices and surgical techniques have been developed to easily achieve suitable renal access. This article presents a critical review to address the methodologies and techniques for conducting kidney targeting and the puncture step during PCNL. Based on this study, research paths are also provided for PCNL procedure improvement. Methods: Most relevant works concerning PCNL puncture were identified by a search of Medline/PubMed, ISI Web of Science, and Scopus databases from 2007 to December 2012. Two authors independently reviewed the studies. Results: A total of 911 abstracts and 346 full-text articles were assessed and discussed; 52 were included in this review as a summary of the main contributions to kidney targeting and puncturing. Conclusions: Multiple paths and technologic advances have been proposed in the field of urology and minimally invasive surgery to improve PCNL puncture. The most relevant contributions, however, have been provided by the applicationofmedical imaging guidance, newsurgical tools,motion tracking systems, robotics, andimage processing and computer graphics. Despite the multiple research paths for PCNL puncture guidance, no widely acceptable solution has yet been reached, and it remains an active and challenging research field. Future developments should focus on real-time methods, robust and accurate algorithms, and radiation free imaging techniques

Fiber meshes of poly(hydroxybutyrate) (PHB) and poly(hydroxybutyrate)/ poly(ethylene oxide) (PHB/PEO) with different concentrations of chlorhexidine (CHX) were prepared by electrospinning, for assessment as a polymer based drug delivery system. The electrospun fibers were characterized at morphological, molecular and mechanical levels. The bactericidal potential of PHB and PHB/PEO electrospun fibers with and without CHX was investigated against Escherichia coli (E. coli) and Staphylococcus aureus (S. aureus) by disk diffusion susceptibility tests. Electrospun fibers containing CHX exhibited bactericidal activity. PHB/PEO-1%CHX displayed higher CHX release levels and equivalent antibacterial activity when compared to PHB/PEO with 5 and 10 wt% CHX. Bactericidal performance of samples with 1 wt% CHX was assessed by Colony Forming Units (CFU), where a reduction of 100 % and 99.69 % against E. coli and S. aureus were achieved, respectively.

Thermal degradation of as electrospun chitosan membranes and samples subsequently treated with ethanol and cross-linked with glutaraldehyde (GA) have been studied by thermogravimetry (TG) coupled with an infrared spectrometer (FTIR). The influence of the electrospinning process and cross-linking in the electrospun chitosan thermal stability was evaluated. Up to three degradation steps were observed in the TG data, corresponding to water dehydration reaction at temperatures below 100 ºC, loss of side groups formed between the amine groups of chitosan and trifluoroacetic acid between 150 – 270 ºC and chitosan thermal degradation that starts around 250 ºC and goes up to 400 ºC. The Kissinger model was employed to evaluate the activation energies of the electrospun membranes during isothermal experiments and revealed that thermal degradation activation energy increases for the samples processed by electrospinning and subsequent neutralization and cross-linking treatments with respect to the neat chitosan powder.

Este artigo analisa como os atores sociais internos percebem o evento dos bois-bumbás da cidade de Parintins, tendo em vista o valor que tal fenômeno representa para a comunidade local nos aspectos culturais, econômicos e sociais, e por criar um espaço onde os seus integrantes possam refletir, falar e produzir conhecimento sobre sua realidade. Procurou-se identificar a percepção dos atores sociais internos sobre a influência desse fenômeno cultural nas dimensões sistêmica e cultural do desenvolvimento local sustentável (DLS) da cidade de Parintins. Os pressupostos que orientaram o estudo foram: elementos da cultura brasileira estão presentes na cultura local representada pelo contexto dos bois-bumbás; a cultura indígena amazônica dá significado aos elementos que possibilitam a construção dos bois-bumbás; e o boi-bumbá está se transformando em mercadoria subsumida às necessidades do capital. O referencial de análise baseou-se principalmente nos conceitos de DLS, modo de produção capitalista e cultura. A metodologia utilizada foi de natureza qualitativa. As conclusões sinalizam para a confirmação dos pressupostos.

Os ovos de F. hepatica recolhidos em bilis de boi, fezes e em bilis de coelhos foram incubados a temperatura ambiente, dando origem a miracídios após 9 a 13 dias. Com estes miracídios recém-eclodidos foram infectados experimentalmente 233 exemplares de L. columella medindo 5,0 a 11,0 mm de comprimento. Das limneas infectadas apenas 3% sobreviveram até o desenvolvimento completo das cercarías. Houve formação de 190 a 1150 metacercárias entre o 46° ao 54° dia de infecção. Vários camundongos, ratos, cobaias e coelhos foram infectados com metacercárias de diferentes idades, mas somente os coelhos eliminaram ovos nas fezes 78 dias depois. Com a morte dos coelhos foram recuperados vermes adultos.

Foram estudados 283 idosos do sexo masculino e feminino pertencentes ao projeto multicêntrico "Identificação de Necessidades dos Idosos Residentes em Zona Urbana do Município de São Paulo", estratificados por nível socioeconômico em três regiões do Município de São Paulo, SP - Brasil. Utilizou-se o método de freqüência de alimentos para se obter o padrão alimentar do grupo analisado. Os resultados indicam que no grupo de alimentos energéticos, mais de 90% dos indivíduos das três regiões ingerem feculentos, arroz, pão e macarrão; porém, apenas o arroz e o pão são utilizados diariamente. Quanto ao grupo de alimentos protéicos, 70% ou mais dos idosos consomem feijão, carne de boi, aves, leite e ovos, entretanto, no consumo diário, existe uma diferenciação entre as regiões analisadas. Dos reguladores, mais de 85% dos indivíduos têm por hábito consumir frutas, verduras folhosas e legumes, mas, ao se avaliar o consumo diário, verifica-se que a prática é maior na região de melhor nível socioeconômico. As informações dietéticas mostram que os idosos analisados apresentam o mesmo padrão alimentar de outros grupos populacionais no tocante aos alimentos energéticos, porém, diferem quanto aos protéicos e reguladores.

Anopheles aquasalis é um mosquito ora encarado como antropofílico, ora como zoofílico ou eclético. Realizou-se estudo em Guapimirim, Estado do Rio de Janeiro, de maio a novembro de 1992, com o intuito de se verificar a fonte alimentar preferida desse anofelino através de teste imunológico de precipitina. De 1.366 fêmeas capturadas em abrigos naturais, 725 estavam ingurgitadas. O conteúdo digestivo de apenas 473 delas reagiu no teste de precipitina, sendo que em 75,3% dos casos foi identificada apenas uma fonte alimentar. Mais da metade dessas fêmeas havia se alimentado em boi (52,2%), enquanto poucas tinham sugado homem (1,1%). Por outro lado, 24,7% dos espécimes haviam se alimentado em mais de uma fonte sangüínea, principalmente boi e cavalo. Conclui-se que An. aquasalis é zoófilo nessa região do País, utilizando grande variedade de hospedeiros, porém preferindo se alimentar em animais de grande porte, especialmente o boi e cavalo.

Reinforcement Learning is an area of Machine Learning that deals with how an agent should take actions in an environment such as to maximize the notion of accumulated reward. This type of learning is inspired by the way humans learn and has led to the creation of various algorithms for reinforcement learning. These algorithms focus on the way in which an agent’s behaviour can be improved, assuming independence as to their surroundings. The current work studies the application of reinforcement learning methods to solve the inverted pendulum problem. The importance of the variability of the environment (factors that are external to the agent) on the execution of reinforcement learning agents is studied by using a model that seeks to obtain equilibrium (stability) through dynamism – a Cart-Pole system or inverted pendulum. We sought to improve the behaviour of the autonomous agents by changing the information passed to them, while maintaining the agent’s internal parameters constant (learning rate, discount factors, decay rate, etc.), instead of the classical approach of tuning the agent’s internal parameters. The influence of changes on the state set and the action set on an agent’s capability to solve the Cart-pole problem was studied. We have studied typical behaviour of reinforcement learning agents applied to the classic BOXES model and a new form of characterizing the environment was proposed using the notion of convergence towards a reference value. We demonstrate the gain in performance of this new method applied to a Q-Learning agent.

How does the construction of proof relate to the social practice developed in the mathematics classroom? This report addresses the role of diagrams in order to focus the complementarity of participation and reification in the process of constructing a proof and negotiating its meaning. The discussion is based on the analysis of the mathematical practice developed by a group of four 9th grade students and is inspired by the social theory of learning

It is proposed a new approach based on a methodology, assisted by a tool, to create new products in the automobile industry based on previous defined processes and experiences inspired on a set of best practices or principles: it is based on high-level models or specifications; it is component-based architecture centric; it is based on generative programming techniques. This approach follows in essence the MDA (Model Driven Architecture) philosophy with some specific characteristics. We propose a repository that keeps related information, such as models, applications, design information, generated artifacts and even information concerning the development process itself (e.g., generation steps, tests and integration milestones). Generically, this methodology receives the users' requirements to a new product (e.g., functional, non-functional, product specification) as its main inputs and produces a set of artifacts (e.g., design parts, process validation output) as its main output, that will be integrated in the engineer design tool (e.g. CAD system) facilitating the work.

OBJETIVO: O estudo do hábito alimentar dos triatomíneos tem contribuído para o conhecimento da sua biologia no habitat natural. Triatoma vitticeps, espécie que vem invadindo freqüentemente o domicílio apresentando-se infectado por T. cruzi, foi analisado sob esse aspecto, possibilitando conhecer a situação epidemiológica da área. MÉTODOS: De fevereiro de 1989 a abril de 1993, 122 espécimes de T. vitticeps foram capturados em duas áreas da localidade de Triunfo, 2° Distrito do Município de Santa Maria Madalena (RJ). Os insetos foram dissecados para a retirada do conteúdo estomacal. Os anti-soros utilizados foram: homem, vaca, cavalo, cão, porco, tatu, gambá, roedor e ave. RESULTADOS: Do total analisado, 79 estavam positivos e 43 negativos para os anti-soros testados: tatu (30,3%) > homem e porco (13,1%) > ave e cão (11,5%) > cavalo (5,7%) > gambá (4,9%) > roedor (4,1%) > boi (3,3%). As fontes alimentares identificadas variaram de 1 a 4 e 6: 0 - 25,41%; 1 - 45,08%; 2 - 10,66%; 3 - 6,56%; 4 - 1,64% e 6 - 0,82%. Quanto à infecção por T. cruzi, 74 espécimes (65,54%) estavam positivos, 39 (34,51%) negativos e 9 não foram examinados. CONCLUSÕES: Os resultados caracterizam o hábito silvestre de T. vitticeps e a tripanosomíase como uma enzootia. A vigilância epidemiológica se faz necessária para o acompanhamento do comportamento dessa espécie.

In practical applications of optimization it is common to have several conflicting objective functions to optimize. Frequently, these functions are subject to noise or can be of black-box type, preventing the use of derivative-based techniques. We propose a novel multiobjective derivative-free methodology, calling it direct multisearch (DMS), which does not aggregate any of the objective functions. Our framework is inspired by the search/poll paradigm of direct-search methods of directional type and uses the concept of Pareto dominance to maintain a list of nondominated points (from which the new iterates or poll centers are chosen). The aim of our method is to generate as many points in the Pareto front as possible from the polling procedure itself, while keeping the whole framework general enough to accommodate other disseminating strategies, in particular, when using the (here also) optional search step. DMS generalizes to multiobjective optimization (MOO) all direct-search methods of directional type. We prove under the common assumptions used in direct search for single objective optimization that at least one limit point of the sequence of iterates generated by DMS lies in (a stationary form of) the Pareto front. However, extensive computational experience has shown that our methodology has an impressive capability of generating the whole Pareto front, even without using a search step. Two by-products of this paper are (i) the development of a collection of test problems for MOO and (ii) the extension of performance and data profiles to MOO, allowing a comparison of several solvers on a large set of test problems, in terms of their efficiency and robustness to determine Pareto fronts.
