This e-mail conference has been organised by the DFID Aquatic Resources Management (ARM) Programme, S E Asia. It forms part of a wider process of consultation including links with other donors, with government and non-government partners and participatory livelihood assessments with vulnerable groups who benefit from aquatic resources. The objective is to provide a forum for professionals who have been involved in aquatic resources management in the context of poor peoples’ livelihoods, to share experiences, reflect on approaches and contribute to their development. Participants can submit poster presentations (2-pagers) and contribute to the discussions (via the conference website) organised around 5 key issues, set out in this discussion paper. After 4 weeks online the contributed posters and discussions will be edited into a document assessing approaches to aquatic resources management, which benefit livelihoods of poor people. “Why does overfishing persist in the face of regulation?” The author argues that over fishing,a fundamental cause of the crisis facing our oceans, is the result of the failure of our fishing management agencies (ultimately our politicians and communities) to embrace a small suite of powerful tools (more correctly strategic approaches) which have been developed to account for uncertainty. Broad success in managing fisheries to achieve sustainability goals will only come if these tools are enthusiastically applied. This will not happen until organisational cultures within fishery management agencies undergo a major shift leading to an asset-based biodiversity conservation, rather than resource exploitation, to be placed at the centre of ocean governance.This thesis examines these issues in the context of case studies covering regional, national and provincial (State) fishery management agencies. With the exception of the case study of a regional fishery (the southern ocean krill fishery) all case studies are drawn from Australian experiences. The central recommendation of the thesis is that fishery management agencies, worldwide, should be replaced by biodiversity asset management agencies.

The findings are presented of a survey conducted regarding the fishers of Lake Victoria, which examined the relationships affecting supply flows of raw material on to the market, and also the characteristics of fishing activities and their effects on fish quality and distribution. Fish marketing plays a vital role in the lives of much of the lake basin's population, both in terms of employment and nutrition. The results of the survey comprise, in part, a base-line data set which will facilitate further research, analysis and management decision-making in relation to stakeholders of the lake's resources. Data collection, methods and research difficulties encountered are described and details given of a profile of a boat owner/renter and aslo of a profile of a crew member. The survey shows that Lake Victoria's fishery is one of very limited diversity. The fishers recount that they consistently target one or more of the 3 most common species within the lake (Nile perch, tilapia and dagaa) and very rarely consider any other species type. The largest proportion of fishers on the lake are Nile perch fishers; there is considerable demand for this species, and hence fishers have little incentive to either target alternative fish species, not to try and establish firm marketing outlets through the creation of arrangements with their principal buyers. In Kenyan waters, however, the number of Nile perch fishers is equaled by the number of dagaa fishers; this fish now commands a considerable portion of the market for fish from Lake Victoria through its availability as well as its relatively low prices. The tilapia fishery is in decline, and all 3 riparian states would not appear to be attracting investment almost certainly as a result of declining catches. For many of those working in Lake Victoria's fishery, the problems faced appear most often to be associated with the vagaries of an unstable market which may rise or fall depending on the state of the international market or the state of access roads to fish landings. Este estudo expõe os objetivos, as diretrizes, o modelo conceitual e o processo desenvolvido para a implantação do Sistema de Informações de Custos do Governo Federal (SIC), descrevendo e explicando o marco conceitual e suas principais características, a abordagem em três dimensões (conceitual, tecnológica e cultural), as razões para os procedimentos adotados na sua construção, trabalhando a correspondência entre os conceitos da contabilidade governamental e da contabilidade de custos. O trabalho teve como proposta identificar e apresentar a configuração do sistema de informações de custos (SIC) a ser adotado pelo Brasil no âmbito da Administração Pública Federal como uma solução conciliatória junto aos atores envolvidos, e analisar e revelar o nível de aderência do SIC às teorias da Contabilidade de Custos, para tal fim foi desenvolvida a pesquisa exploratóriodescritiva, socorrendo-se em pesquisas bibliográfica e documental; na coleta de informações aplicando as técnicas de entrevista e observação direta intensiva; e na análise dos dados levantados, a técnica de análise de conteúdo. A importância do SIC é enfatizada como elemento de mensuração de custos, de melhoria da qualidade do gasto público e de vetor indutor da construção da mentalidade de custos na Administração Pública Federal que, poderá vir a ser o grande salto da administração patrimonial e burocrática para a administração gerencial.

O estudo que estamos apresentado tem por objetivo analisar como as mudanças no mundo do trabalho interferem e influenciam não só as formas de gestão da produção e das condições de trabalho como também as formas de gestão da vida do trabalhador. No contexto de desordem mundial no qual se encontra a sociedade contemporânea, torna-se imprescindível a difusão de uma cultura que esteja em consonância com a nova reorganização do trabalho e com a atual fase do capitalismo. Para compreendermos a magnitude desse processo e como ele se reflete na sociedade brasileira - com todas as suas particularidade - partimos de uma reflexão teórica gramsciana, que busca através da articulação entre as dimensões que estão no cerne da vida social - o trabalho e a cultura - captar as complexidade da realidade que nos assola. A luz das nossas análises teóricas buscamos identificar como as transformações do trabalho e a política neoliberal se materializam no interior da Companhia Estadual de Águas e Esgotos CEDAE, e quais as principais conseqüências vivenciadas pelos trabalhadores no âmbito do trabalho, que se refletem na esfera familiar, e contribuem para formação de um novo tipo de cidadão-trabalhador. Pudemos verificar que as mudanças no mundo do trabalho associadas a uma política neoliberal conformam a base da constituição de uma cultura - que está se constituindo a principal fonte de consolidação de uma hegemonia destruidora das possibilidades de democracia, de cidadania, de participação política e de construção de uma nova sociabilidade.

O objeto deste estudo são as repercussões do modelo neoliberal na saúde dos trabalhadores de enfermagem que atuam no contexto hospitalar. Os objetivos foram: (I) identificar as características do modelo produtivo neoliberal no trabalho hospitalar e de enfermagem; (II) analisar as implicações do neoliberalismo no processo saúde-doença dos trabalhadores de enfermagem; e (III) propor recomendações à organização do trabalho para minimização dos efeitos do modelo neoliberal na saúde desses trabalhadores. A pesquisa, de caráter qualitativo, descritivo e exploratório, foi desenvolvida em um hospital universitário localizado no Município do Rio de Janeiro. Os sujeitos são trabalhadores de enfermagem, dos quais 14 são enfermeiros e 20, técnicos de enfermagem. O instrumento de coleta de dados caracteriza-se na entrevista semiestruturada. O projeto foi aprovado pelo comitê de ética da instituição na qual se desenvolveu o estudo, sob número de protocolo 365.716, conforme resolução 466/12. A técnica utilizada para o tratamento dos dados coletados é a Análise Temática de Conteúdo, que fez emergir quatro categorias. I) As configurações da organização e processo de trabalho hospitalar no contexto neoliberal, em que se discutem as características dessa organização laboral e do processo de trabalho da enfermagem diante do impacto do modelo neoliberal na forma de gestão. Elabora-se também uma análise dos efeitos desse modelo tanto na previsão e provisão de recursos, humano e material, quanto na precarização dos vínculos de trabalho e seus efeitos sobre a qualidade e a quantidade da produtividade da enfermagem. Discute-se ainda o modo operatório dos trabalhadores de enfermagem diante das transformações do mundo do trabalho, impostas pela influência do neoliberalismo no ambiente hospitalar. II) O modelo neoliberal no ambiente hospitalar: implicações políticas e interpessoais no coletivo de enfermagem, em que se discutem (i) as relações hierárquicas e de poder tecidas nesse contexto; e (ii) o uso e as consequências das tecnologias em saúde e a demanda por capacitação e treinamento dos profissionais. III) Os impactos do modelo neoliberal no processo saúde-doença dos trabalhadores, em que se analisa que, devido à configuração da organização do trabalho, há muitas repercussões negativas para o processo saúde-doença dos trabalhadores, tais como estresse, taquicardia, hipertensão arterial sistêmica, sonolência, sudorese, esgotamento físico e mental, depressão, desgaste físico, cefaleia, dor epigástrica e irritabilidade. IV) As recomendações para melhoria do ambiente de trabalho na ótica dos profissionais, em que (i) se discutem as propostas para melhoria das condições laborais e do processo de trabalho dos profissionais de enfermagem e (ii) se elencam sugestões para minimização dos impactos causados pelas inúmeras formas de precarização presentes nesse contexto laboral, objetivando assim, o incremento da qualidade de vida e da saúde dos trabalhadores. Conclui-se que diversas foram as repercussões do neoliberalismo para o processo e organização do trabalho hospitalar, assim como para a saúde do trabalhador.

Em um contexto de demandas sociais tendencialmente crescentes, uma das alternativas para o aumento da arrecadação de receitas pelo Estado reside no manejo de aplicações financeiras. Os investimentos financeiros estatais, a rigor, já acontecem, mas nem sempre o objetivo claro e explícito de obtenção de resultados financeiramente interessantes e, eventualmente ou mesmo por isso , sob gestão economicamente ineficiente. Às vezes, até se enxerga o foco na obtenção de rendimentos relevantes na ação estatal, mas sem uma disciplina específica, o que pode abrir espaço a uma gestão de ativos desqualificada ou mesmo fraudulenta, com sérios prejuízos aos cofres públicos e, em situações extremas, ampliação ainda maior das despesas públicas. O objetivo desta tese, portanto, é reconhecer que nem sempre o Estado atua na economia com propósito interventivo e que, na qualidade de investidor institucional vale dizer, de ente que tem o dever de proceder aos investimentos e às aplicações financeiras que digam com as melhores práticas de administração dos ativos públicos , precisa atuar sob o jugo de normas jurídicas claras, que permitam ao Estado ampliar suas receitas dentro de limites razoáveis de exposição a risco financeiro e disponibilizem aos órgãos de fiscalização e controle da Administração Pública as ferramentas necessárias para, também quanto a esse aspecto, aferir a eficiência da ação estatal. Para tanto, têm-se como pressupostos o anacronismo da resistência cultural às aplicações financeiras dos entes da Administração Pública e a noção de que quaisquer ferramentas de obtenção de receitas pelo Estado estão sujeitas a algum grau de risco. Com base nas bem-sucedidas experiências nacionais e internacionais, será possível concluir, ao final, que é admissível, do ponto de vista constitucional e legal, a ação do Estado como investidor nos mercados financeiro e de capitais e que é viável a formulação de parâmetros gerais para a disciplina jurídica do Estado investidor.

This CD contains summary data of bottlenose dolphins stranded in South Carolina using a Geographical Information System (GIS) and contains two published manuscripts in .pdf files. The intent of this CD is to provide data on bottlenose dolphin strandings in South Carolina to marine mammal researchers and managers. This CD is an accumulation of 14 years of stranding data collected through the collaborations of the National Ocean Service, Center for Coastal Environmental Health and Biomolecular Research (CCEHBR), the South Carolina Department of Natural Resources, and numerous volunteers and veterinarians that comprised the South Carolina Marine Mammal Stranding Network. Spatial and temporal information can be visually represented on maps using GIS. For this CD, maps were created to show relationships of stranding densities with land use, human population density, human interaction with dolphins, high geographical regions of live strandings, and seasonal changes. Point maps were also created to show individual strandings within South Carolina. In summary, spatial analysis revealed higher densities of bottlenose dolphin strandings in Charleston and Beaufort Counties, which consist of urban land with agricultural input. This trend was positively correlated with higher human population levels in these coastal counties as compared with other coastal counties. However, spatial analysis revealed that certain areas within a county may have low human population levels but high stranding density, suggesting that the level of effort to respond to strandings is not necessarily positively correlated with the density of strandings in South Carolina. Temporal analysis revealed a significantly higher density of bottlenose dolphin strandings in the northern portion of the State in the fall, mostly due to an increase of neonate strandings. On a finer geographic scale, seasonal stranding densities may fluctuate depending on the region of interest. Charleston Harbor had the highest density of live bottlenose dolphin strandings compared to the rest of the State. This was due in large part to the number of live dolphin entanglements in the crab pot fishery, the largest source of fishery-related mortality for bottlenose dolphins in South Carolina (Burdett and McFee 2004). Spatial density calculations also revealed that Charleston and Beaufort accounted for the majority of dolphins that were involved with human activities. 1

Bottlenose dolphins (Tursiops truncatus) inhabit estuarine waters near Charleston, South Carolina (SC) feeding, nursing and socializing. While in these waters, dolphins are exposed to multiple direct and indirect threats such as anthropogenic impacts (egs. harassment with boat traffic and entanglements in fishing gear) and environmental degradation. Bottlenose dolphins are protected under the Marine Mammal Protection Act of 1972. Over the years, the percentage of strandings in the estuaries has increased in South Carolina and, specifically, recent stranding data shows an increase in strandings occurring in Charleston, SC near areas of residential development. During the same timeframe, Charleston experienced a shift in human population towards the coastline. These two trends, rise in estuarine dolphin strandings and shift in human population, have raised questions on whether the increase in strandings is a result of more detectable strandings being reported, or a true increase in stranding events. Using GIS, the trends in strandings were compared to residential growth, boat permits, fishing permits, and dock permits in Charleston County from 1994-2009. A simple linear regression analysis was performed to determine if there were any significant relationships between strandings, boat permits, commercial fishing permits, and crabpot permits. The results of this analysis show the stranding trend moves toward Charleston Harbor and adjacent rivers over time which suggests the increase in strandings is related to the strandings becoming more detectable. The statistical analysis shows that the factors that cause human interaction strandings such as boats, commercial fishing, and crabpot line entanglements are not significantly related to strandings further supporting the hypothesis that the increase in strandings are due to increased observations on the water as human coastal population increases and are not a natural phenomenon. This study has local and potentially regional marine spatial planning implications to protect coastal natural resources, such as the bottlenose dolphin, while balancing coastal development.

Although growth rate and age data are essential for leatherback management, estimates of these demographic parameters remain speculative due to the cryptic life history of this endangered species. Skeletochronological analysis of scleral ossicles obtained from 8 captive, known-age and 33 wild leatherbacks originating from the western North Atlantic was conducted to characterize the ossicles and the growth marks within them. Ages were accurately estimated for the known-age turtles, and their growth mark attributes were used to calibrate growth mark counts for the ossicles from wild specimens. Due to growth mark compaction and resorption, the number of marks visible at ossicle section tips was consistently and significantly greater than the number visible along the lateral edges, demonstrating that growth mark counts should be performed at the tips so that age is not underestimated. A correction factor protocol that incorporated the trajectory of early growth increments was used to estimate the number of missing marks in those ossicles exhibiting resorption, which was then added to the number of observed marks to obtain an age estimate for each turtle. A generalized smoothing spline model, von Bertalanffy growth curve, and size-at-age function were used to obtain estimates of age at maturity for leatherbacks in the western North Atlantic. Results of these analyses suggest that median age at maturation for leatherbacks in this part of the world may range from 24.5 to 29 yr. These age estimates are much greater than those proposed in previous studies and have significant implications for population management and recovery.

Gymnodiptychus integrigymnatus is a critically endangered species endemic to the Gaoligongshan Mountains. It was thought to be only distributed in several headwater-streams of the Longchuanjiang River (west slope of the Gaoligongshan Mountains, belonging to the Irrawaddy River drainage). In recent years, dozens of G. integrigymnatus specimens have been collected in some streams on the east slope of the Gaoligongshan Mountains (the Salween drainage). We performed a morphological and genetic analyses (based on cytochrome b and D-loop) of the newly discovered populations of G. integrigymnatus to determine whether the degree of separation of these populations warrants species status. Our analysis from the cytochrome b gene revealed that nine individuals from the Irrawaddy drainage area and seven individuals from the Salween drainage area each have only one unique haplotype. The genetic distance between the two haplotypes is 1.97%. Our phylogenetic analysis revealed that G. integrigymnatus is closely related to highly specialized schizothoracine fishes. Analysis from the mitochondrial control region revealed that G. integrigymnatus has relatively high genetic diversity (pi was 0.00891 and h was 0.8714), and individuals from different river drainages do not share the same haplotypes. The AMOVA results indicated 87.27% genetic variability between the Salween and Irrawaddy populations. Phylogenetic trees show two major geographic groups corresponding to the river systems. We recommend that G. integrigymnatus should be considered as a high priority for protected species status in the Gaoligongshan Mountains National Nature Reserve, and that the area of the Gaoligongshan Mountains National Nature Reserve should be expanded to cover the entire distribution of G. integrigymnatus. Populations of G. integrigymnatus from different river systems should be treated as evolutionarily significant units.

Expansion of economic activities, urbanisation, increased resource use and population growth are continuously increasing the vulnerability of the coastal zone. This vulnerability is now further raised by the threat of climate change and accelerated sea level rise. The potentially severe impacts force policy-makers to also consider long-term planning for climate change and sea level rise. For reasons of efficiency and effectiveness this long-term planning should be integrated with existing short-term plans, thus creating an Integrated Coastal Zone Management programme. As a starting point for coastal zone management, the assessment of a country's or region's vulnerability to accelerated sea level rise is of utmost importance. The Intergovernmental Panel on Climate Change has developed a common methodology for this purpose. Studies carried out according to this Common Methodology have been compared and combined, from which general conclusions on local, regional and global vulnerability have been drawn, the latter in the form of a Global Vulnerability Assessment. In order to address the challenge of coping with climate change and accelerated sea level rise, it is essential to foresee the possible impacts, and to take precautionary action. Because of the long lead times needed for creating the required technical and institutional infrastructures, such action should be taken in the short term. Furthermore, it should be part of a broader coastal zone management and planning context. This will require a holistic view, shared by the different institutional levels that exist, along which different needs and interests should be balanced.

This paper discusses the definition and use of the term ‘integrated management’ in the context of coastal and ocean resources. It identifies several components which appear to be needed to establish an integrated management system for a large area subject to multiple use and jurisdiction. It suggests that the basis of integrated management should be a clear articulation of common purpose which addresses long term needs and vision. Once developed, this common purpose should be securely established to provide the setting against which sectoral and agencies managers and the community conduct and co-ordinate their activities.
