Práticas de militância nômades : experimentações rebeldes e novas estéticas de luta no contemporâneo

A presente dissertação, realizada no âmbito da experiência de militância deste pesquisador em três coletivos distintos, Brigada Indígena (2005-2008), Assembléia Popular (2009) e Fórum Municipal dos Psicólogos da Secretaria de Assistência Social da Prefeitura de Vitória (2009-2011), se propõem a discutir os modos de funcionamento e as formas de organização dos movimentos sociais na invenção de estéticas de luta problematizadoras das redes de poder e resistência instituídas no contemporâneo. Por meio da narrativa dessas experiências, procura-se evidenciar, no interior dessas movimentações, a gestação de práticas de militância (pré) ocupadas não apenas com a concretização de projetos, mas principalmente, com a experimentação de novos modos de existência avessos à lógica de funcionamento do aparelho estatal. Vamos, ao longo do texto, mostrar como esses coletivos caracterizam-se pela insubmissão às condutas regradas de espaços institucionalizados, exercitando levantes provisórios, anônimos, situados e descentralizados, instituídos por e instituinte de ecossistemas afetivos-políticossociais autônomos. As análises aqui empreendidas se fizeram no entrecruzamento dos aportes teóricos advindos dos trabalhos de Foucault, Lourau, Lapassade, Deleuze e Guattari, Hakim Bey, Michel Hardt e Toni Negri. Ao final, a pesquisa sinaliza a possibilidade de pensarmos uma antropologia rebelde, no qual grupos de afinidade com padrão horizontalizado de funcionamento interpelam relações hierárquicas e centralizadoras que marcam o modo de funcionamento da máquina administrativa do Estado e dos próprios movimentos sociais, potencializando agenciamentos nômades implicados na construção de espaços auto-gestionados.

As linhas de escrita que conformam o Devir Menor de Alice constituem-se a partir da necessidade de investigar o devir-criança dos corpos aprendentes no processo de aprendizagem da linguagem como potência capaz de engendrar, na imanência dos encontros educativos, um currículo que funcione como plano de constituição de um estilo singular de inscrição de si e do mundo no âmbito da educação infantil. Impulsionado por forças que se desdobram em um campo problemático que orienta um percurso investigativo de caráter cartográfico, o estudo busca problematizar: Por quais processos o problema da escrita pode ordenar um movimento expressivo de aprendizagem da linguagem? Em torno dessa problemática, concebe três questões centrais: (1) De que modo as práticas diferenciais de linguagem traçadas no movimento imanente do currículo deslocam de modo positivo o processo de aprendizagem da linguagem na educação infantil? (2) Do que trata concretamente o conceito de linguagem no movimento expressivo e de aprendizagem afetiva? (3) Por que é relevante abordar o movimento expressivo de aprendizagem da linguagem e por que fazer isso a partir do problema da escrita? Nesse processo investigativo, afirma que a aprendizagem da linguagem implica processos de subjetivação pelos quais a ideia do delírio, do sonho, do sonambulismo de Alice traz para a leitura e a escrita a necessária relação com a tradução: uma leitura que, ao invés de ler o real, o traduz com as forças intensivas do mundo, produzindo afecções nos corpos envolvidos (o leitor, o escritor, o texto, o próprio entorno) e fazendo variar sua potência; uma leitura que envolve as artistagens tradutórias de um agenciamento coletivo de enunciação pelo traçado de linhas de escrita e de vida; uma escrita como invenção: inscrição singular de um si-mundo; traçado desejante de criação. Pretende, portanto, defender que a aprendizagem da linguagem acontece como atividade expressiva quando há composição de um bloco de devir-aprendente por meio da criação de um estilo. Para tanto, recorre a algumas ferramentas conceituais produzidas por Gilles Deleuze (1925-1995) e Félix Guattari (1930-1992), Gilbert Simondon (1924-1989), Baruck Spinoza (1632-1677), Suely Rolnik (2006), Sandra Corazza (2013), Virginia Kastrup (1999) e Walter Kohan (2007), de modo a tentar intervir concretamente nas discussões em torno dos conceitos de aprendizagem, linguagem, tempo, signos, acontecimento, devir, escrita e estilo, seguindo pelo conceito de individuação e pelos movimentos de exploração intensiva dos meios cartografados nos encontros educativos estabelecidos em um Centro de Educação Infantil de Vitória.

The Lula era has witnessed a changing bilateral strategic partnership between China and Brazil, having the interlocutions between both countries became more substantial, comprehensive and influential. To enlarge the global impacts of the partnership, both countries should inject more regional and global components into their bilateral agenda. In doing so, both sides need to enhance the ties not only in terms of economic cooperation but also of social interaction

South America's predominant democratic regimes and its increasing interdependence on regional trade have not precluded the emergence of militarized crises between Colombia and Venezuela or the revival of boundary claims between Chile and Peru. This way, how can we characterize a zone that, in spite of its flourishing democracy and dense economic ties, remain involved in territorial disputes for whose resolution the use of force has not yet been discarded? This article contends that existing classifications of zones of peace are not adequate to explain this unusual coexistence. Thus, its main purpose is to develop a new analytical category of regional peace for assessing this phenomenon: the hybrid peace. It aims to research the evolution of security systems in South America during the previous century and build a new, threefold classification of peace zones: negative peace zones, hybrid peace zones, and positive peace zones.

Brazil's rapprochement with Africa during the last decade has been mostly explained as an attempt to improve political dialogue, raise economic interactions, and provide technical cooperation assistance. This article, however, argues that such framework does not sufficiently account for the use of Brazilian material resources in order to attain harder strategic goals towards the continent. By focusing on defense cooperation ties, it highlights an important niche in South-South relations that has also grown exponentially, with important consequences on how Brazil exerts power across the Atlantic.

Abstract The European Union (EU) is one of the world´s leading donors in official development assistance (ODA) to give a strong weight in the relationship with recipient partner countries, in particular with those that are more dependent on it. Besides the material weight of its funding, the EU has retained historical ties and influence in diplomatic, political and economic terms in many of its ODA recipient partner countries (particular in Sub-Saharan Africa). Since the 2000s, the EU development policy has not only undergone major structural changes in its institutional framework but also has started to face a new international aid scenario. This paper explores why a normative-based EU development policy is being challenged by reformed EU institutions and a new global order, and how the EU is attempting to respond to this context in face of the deepest recession since the end of the Second World War.

The HCI community is actively seeking novel methodologies to gain insight into the user’s experience during interaction with both the application and the content. We propose an emotional recognition engine capable of automatically recognizing a set of human emotional states using psychophysiological measures of the autonomous nervous system, including galvanic skin response, respiration, and heart rate. A novel pattern recognition system, based on discriminant analysis and support vector machine classifiers is trained using movies’ scenes selected to induce emotions ranging from the positive to the negative valence dimension, including happiness, anger, disgust, sadness, and fear. In this paper we introduce an emotion recognition system and evaluate its accuracy by presenting the results of an experiment conducted with three physiologic sensors.

Emotions play a central role in our daily lives, influencing the way we think and act, our health and sense of well-being, and films are by excellence the form of art that exploits our affective, perceptual and intellectual activity, holding the potential for a significant impact. Video is becoming a dominant and pervasive medium, and online video a growing entertainment activity on the web and iTV, mainly due to technological developments and the trends for media convergence. In addition, the improvement of new techniques for gathering emotional information about videos, both through content analysis or user implicit feedback through user physiological signals complemented in manual labeling from users, is revealing new ways for exploring emotional information in videos, films or TV series, and brings out new perspectives to enrich and personalize video access. Several studies suggest that computer-mediated communication can lead to decreases in group effectiveness and reduce satisfaction levels in terms of trust and comfort of its users. Supported by an experiment, where the emotional or affective aspects of communication were tested with the experimentation of two architectures, Direct Communication Architecture (DCA) and the Virtual Communication Architecture (VCA) this paper validates the thesis that, from the users’ perspective, there is no opposition to the acceptance of virtual environments and interfaces for communication, and that these environments are able to cope with the reconfiguration dynamics requirements of virtual teams or client-server relations in a virtual enterprise operation.

The way an employee behaves in his work can be influenced by the organisational and professional commitment. Nurses are professionals who are guided by organisational and professional goals and values. Among nurses, professional commitment may be an important antecedent of organisational citizenship behaviours. The study shows how organisational and professional commitment is related with nurses’ organisational citizenship behaviours. Data from a sample of 420 nurses working in two hospitals --- the Hospital of St. Marcos, Braga and the Hospital Centre of Alto Ave, Guimarães and Fafe units were collected. The main findings are as follows: (a) organisational commitment and professional commitment contribute to the explanation of nurses’ organisational citizenship behaviours, (b) affective organisational commitment, continuance organisational commitment --- personal sacrifice, affective professional commitment and continuance professional commitment explain 28.6% of variance of organisational citizenship behaviours. © 2013 Instituto Politécnico do Cávado e do Ave (IPCA). This study demonstrates and applies a social network methodology for studying the dynamics of hierarchies in organizations. Social network (blockmodel) analysis of verbal networks in four hospitals contrasted hierarchical and structurally equivalent partitions of the sociomatrices of frequent ties and perceptions of organizational culture. It was found that the verbal networks in these organizations follow a center periphery pattern rather than a hierarchical logic and that perceptions of culture vary more by verbal network than by formal hierarchy. The perceptions of culture of central groups in one organization are much like those of peripheral groups in another. In all four hospitals, structurally equivalent social networks are more important in predicting subcultures than are hierarchical groupings and hierarchy has a limited impact on the development of verbal networks. These findings suggest the value of an amoeba rather than a pyramid metaphor in interpreting the cultures and relational structures of organizations.

RESUMO: É longínqua e indiscutível a ligação que se estabelece entre Portugal e os Países Africanos de Língua Oficial Portuguesa. No entanto, a manutenção dos laços de entreajuda e cooperação, embora desejada e expressamente manifestada por ambas as partes, nem sempre se consubstancia em acções concretas. É neste contexto que se insere o presente trabalho, tendo como objectivo investigar de que modo se materializa a Política de Cooperação entre Portugal e os Países Africanos de Língua Oficial Portuguesa, ao nível do Ensino Superior. Avaliamos concretamente a actuação das Instituições de Ensino Superior Politécnico, junto dos alunos oriundos daqueles países, no domínio da Acção Social e de que modo pode existir uma acção diferenciadora entre Instituições, capaz de captar alunos e de os acolher em melhores condições. Perante as carências e fragilidades encontradas naquela população, concluímos que existe um vasto campo de actuação onde as Instituições de Ensino Superior podem realizar os propósitos enunciados nos Acordos de Cooperação, estabelecidos com aqueles Países. Actuando em prol destes alunos efectivam assim as resoluções enunciadas para a Política de Cooperação Portuguesa em matéria de educação e divulgação da língua e cultura portuguesas, contribuindo ainda, para o desenvolvimento daqueles países. ABSTRACT: It is far and indisputable the link established between Portugal and the African Countries of Portuguese Official Language (PALOP). However, the maintenance of ties of mutual aid and cooperation, though desired and explicitly expressed by both sides, has not always been embodied in concrete actions. It is this context that frames the present work, aiming to investigate how the policy of cooperation between Portugal and the African Countries of Portuguese Official Language is materialized at the Higher Education level. We specifically evaluate the performance of Polytechnic Higher Education Institutions with the students from those countries in the field of social aid and how a differentiator action between institutions can be in place, capable of capturing students and welcoming them in a better way. In face of the needs and weaknesses found in that population, we conclude that there is a vast field of activity where HEI can realize the goals set out in the Cooperation Agreements established with those countries. Acting on behalf of these students they put to practice the resolutions set out for the Portuguese Cooperation Policy in education and dissemination of the Portuguese language and culture, thus contributing to the development of those countries.

Those over sixty years of age accounted for 6.6% of the total population of Brazil in 1985, in the Federal Republic of Germany this proportion was 20.3% in 1984. As early as 1950 it had been 14.5%. This proportion will not even be reached in Brazil in the year 2000 when persons aged sixty years and older are only projected to make up 8.8% of the total population. Similarly, in 1982/84 life expectancy at birth in the Federal Republic was 70.8 years for men and 77.5 for women; in Brazil the figures for 1980/85 were, by contrast, "only" 61.0 and 66.0. Against this background it is easy to understand why the discussion concerning an ageing society with its many related medical, economic, individual and social problems has been so slow in coming into its own in Brazil. As important as a more intensive consideration of these aspects may be in Brazil at present, they are, nevertheless, only one side of the story. For a European historical demographer with a long-term perspective of three of four hundred years, the other side of the story is just as important. The life expectancy which is almost ten years lower in Brazil is not a result of the fact that no one in Brazil lives to old age. In 1981 people sixty-five years and older accounted for 34.4% of all deaths! At the same time infants accounted for only 22.1% of total mortality. They are responsible, along with the "premature" deaths among youths and adults, for the low, "average" life expectancy figure. In Europe, by contrast, these "premature" deaths no longer play much of a role. In 1982/84 more than half of the women (52.8%) in the Federal Republic of Germany lived to see their eightieth birthdays and almost half of the men (47.3%) lived to see their seventy-fifth. Our biological existence is guaranteed to an extent today that would have been unthinkable a few generations ago. Then, the classic troika of "plague, hunger and war" threatened our forefathers all the time and everywhere. The radical transition from the formerly uncertain to a present-day certain lifetime, which is the result of the repression of "plague, hunger and war", led to unexpected consequences for our living together. Our forefathers were forced to live in closely knit Gemeinschaften in the interest of physical survival and to subordinate their egoistic goals to a common value, but now these pressures have, for the most part, fallen away. Correspondingly, this much more certain EGO has taken center stage. An ever greater number of us chooses to live life as single beings: the number of marriages is lower every year; the number of divorces is on the increase; in Berlin (West) more than half (sic! 52.3%) of all households are already composed on only one person. For the last dozen years the annual number of births in the Federal Republic has been insufficient to ensure population replacement. Not a population explosion but rather the opposite, a population implosion, is our problem. Human beings do not appear to be "social animals", as was axiomatically assumed for so long. They were only forced to behave as such for as long as "plague, hunger and war" forced them to do so. When these life endangering conditions no longer exist and life becomes certain even without their being integrated into a Gemeinschaft then humans suddenly show themselves more and more to be independent single beings. It is not the percentage of the population that is over sixty or sixty-five that is decisive in this context but rather how certain adults perceive their biological lives to be, since they are the ones who organize their lives, who build communities or who are ever more often willing only to enter into means-to-an-end personal unions without lasting or close ties and mutual responsibilities. There are many signs which seem to point to a development in this direction in Brazil as well. More and more adults in Brazil are caught up in the deep-seated transition from an uncertain to a certain lifetime. A third of them die after having reached their sixty-fifth birthday. It therefore seems to me to be high time that one began to give more consideration to the other side of the story in Brazil as well. And who is more suited intensively to consider the long-term perspectives than those engaged in the public health sector in whose competence, after all, such aspects, as "life certainty", "life expectancy" and "age at death" belong?

O tema a que se refere este estudo foi escolhido dada a atualidade e a pertinência da temática da violência doméstica na nossa sociedade, sendo reconhecida e assumida como um crime público e uma forma grave de violação dos direitos humanos. Este estudo tem como objetivo analisar, identificar e compreender as representações sociais de um grupo de mulheres migrantes brasileiras vítimas de violência doméstica. Do ponto de vista metodológico o estudo é qualitativo recorrendo aos testemunhos pessoais através de uma amostra de 10 participantes no qual foi aplicada a técnica de recolha de dados, a entrevista. Os conteúdos das entrevistas foram analisados através dos softwares Textstat 2.9 e do Freemind 1.1. Os resultados demonstraram que o tipo de violência doméstica preponderante é a violência física e as causas da violência doméstica foram, essencialmente, o álcool e as drogas. O agressor foi representado pelas mulheres através de objetivações negativas e afetivas, sendo que a maioria das mulheres acreditam na mudança do comportamento violento do agressor. No que tange às representações acerca do futuro, observaram-se representações ancoradas na resiliência e na falta de perspetivas de futuro. Os resultados são indicadores que as representações sociais que as mulheres brasileiras têm dos brasileiros são positivas e dos portugueses negativas, sendo o suporte social sustentado na família, nos amigos e nas instituições de apoio à vítima. Os resultados demonstram que as mulheres possuem a representação de que os portugueses e os brasileiros são ambos violentos, e constatou-se que as representações sociais que as mulheres possuem em relação à tolerância são objetivações positivas. Verificou-se também que a violência contra a mulher reflete um fenómeno complexo e multifacetado.

OBJECTIVE: To review the estimated suicide rates for the Region Metropolitan, the main socio-political center in Chile, for the period 1979-1994, and to determine whether they follow a seasonal pattern. METHOD: Data available for the period 1979-94 at the Forensic Services in Chile was analyzed using ANOVA. RESULTS: It was register 5.386 suicides. While the "warm" months (October, November, December & January) concentrated 39.0% of cases, the so called "cold" months reported 28,7%. This contrast is made even clearer by the month-to-month analysis, showing the highest suicide rate in December (10.9%) against the lowest rate in June (7.0%). Further statistical analysis revealed these differences to be significant. CONCLUSION: The study shows that in Chile, representing as it does the Southern Hemisphere, the suicide rates tend to present a seasonal variation as has elsewhere been determined for in the North Hemisphere.
