This is the report of the “DLF/NACA-STREAM/FAO National Workshop on Livelihoods Approaches and Analysis” that was conducted in Vientiane, Lao PDR from 8-12 March 2004. The purpose of the workshop was to develop and document mechanisms for training in livelihoods approaches and analysis, and to build national capacity to conduct livelihoods analysis. The workshop in Vientiane was the first STREAM event in Lao PDR, with colleagues coming to participate from Vientiane and many provinces throughout the country. The workshop in Vientiane was the third in a series, the first of which was held in Iloilo City, Philippines, in November 2003 and the second in Ranchi, India, in February, 2004. Subsequent workshops will take place in other countries in the region, including Myanmar and Yunnan, China. (Pdf contains 59 pages).

This study owes its inception to the wisdom and experience of the staff of the Northeast Fisheries Science Center who, after several decades of surveys in the New York Bight, recognized a unique opportunity to capitalize on the decision to stop ocean dumping of sewage sludge and designed an innovative field study to evaluate effects on living marine resources and their habitats. For decades ocean dumping was viewed as a cheap and effective means for disposal of wastes generated by urbanized coastal areas. Even after the 12-mile site was closed, sewage sludge continued to be dumped at Deepwater Dumpsite 106. The 6-mile site off the NewJersey coast is still used as a dumpsite for dredged material from New York Harbor areas. Discussions continue on the propriety of using the deep ocean spaces for disposal of a variety of material including low level radioactive wastes. Consequently, managers are still faced with critical decisions in this area. It is to be hoped that the results from the 12-mile study will provide the necessary information on which these managers can evaluate future risks associated with ocean waste disposal. This workshop was organized because of the increase between 1978 and 1980 in coastwide landings of widow rockfish, from less than 1,000 mt to more than 20,000 mt, and because of scientists' concern with the lack of knowledge both of the fishery and biology of the species. Most scientists active in research on Pacific groundfish, as well as some members of the fishing industry and fishery managers, attended the workshop. These proceedings contain the report of the workshop discussion panel, status reports on California, Oregon, and Washington fisheries through 1980, and a collection of seven papers presented at the workshop. The status reports provide an historical perspective of the development of an important fishery. The papers present a fairly complete survey of biological knowledge of widow rockfish, economic status of the fishery, and fishery-independent methods for estimation of abundance. The papers also contain some information developed after the workshop. Since the workshop, the fishery has matured. Largest landings were made in 1981, when more than 28,000 mt were landed. Maximum sustainable yield (MSY) is estimated to be slightly less than 10,000 mt, and the stock appeared to be at about the MSY level in 1985. The Pacific Fishery Management Council and National Marine Fisheries Service have implemented regulations that have maintained landings since 1983 at approximately the maximum sustainable yield level. Fishery-dependent stock assessments are being made on an annual basis for the Pacific Fishery Management Council. While these assessments are considered to be the best possible with available data, scientists responsible for the assessment have chosen to delay their publication in the formal scientific literature until more data are obtained. However, the stock assessment reports are available from the Pacific Fishery Management Council. In addition to the papers in this collection, three papers have been published on widow rockfish since 1980. BoehIert, Barss, and Lamberson (1982) estimate fecundity of the species off Oregon; Gunderson (1984) describes the fishery and management actions; and Laroche and Richardson (1981) describe the morphology and distribution of juvenile widow rockfish off Oregon. During the past decade, the fishery for widow rockfish has developed from a minor fishery to one of the more important on the Pacific Coast. Our knowledge of the biology and dynamics of the species has progressed from minimal to relatively extensive for a groundfish species. It is our intention in preparing this collection of papers to make this knowledge readily available to the scientific community. (PDF file contains 63 pages.)

The use of self-contained, low-maintenance sensor systems installed on commercial vessels is becoming an important monitoring and scientific tool in many regions around the world. These systems integrate data from meteorological and water quality sensors with GPS data into a data stream that is automatically transferred from ship to shore. To begin linking some of this developing expertise, the Alliance for Coastal Technologies (ACT) and the European Coastal and Ocean Observing Technology (ECOOT) organized a workshop on this topic in Southampton, United Kingdom, October 10-12, 2006. The participants included technology users, technology developers, and shipping representatives. They collaborated to identify sensors currently employed on integrated systems, users of this data, limitations associated with these systems, and ways to overcome these limitations. The group also identified additional technologies that could be employed on future systems and examined whether standard architectures and data protocols for integrated systems should be established. Participants at the workshop defined 17 different parameters currently being measured by integrated systems. They identified that diverse user groups utilize information from these systems from resource management agencies, such as the Environmental Protection Agency (EPA), to local tourism groups and educational organizations. Among the limitations identified were instrument compatibility and interoperability, data quality control and quality assurance, and sensor calibration andlor maintenance frequency. Standardization of these integrated systems was viewed to be both advantageous and disadvantageous; while participants believed that standardization could be beneficial on many levels, they also felt that users may be hesitant to purchase a suite of instruments from a single manufacturer; and that a "plug and play" system including sensors from multiple manufactures may be difficult to achieve. A priority recommendation and conclusion for the general integrated sensor system community was to provide vessel operators with real-time access to relevant data (e.g., ambient temperature and salinity to increase efficiency of water treatment systems and meteorological data for increased vessel safety and operating efficiency) for broader system value. Simplified data displays are also required for education and public outreach/awareness. Other key recommendations were to encourage the use of integrated sensor packages within observing systems such as 100s and EuroGOOS, identify additional customers of sensor system data, and publish results of previous work in peer-reviewed journals to increase agency and scientific awareness and confidence in the technology. Priority recommendations and conclusions for ACT entailed highlighting the value of integrated sensor systems for vessels of opportunity through articles in the popular press, and marine science.
