Avaliando a primeira década do século XXI, a política externa do Brasil tem passado por uma evolução significativa caracterizada por uma posição internacional e projeção de poder assertiva, dinamizando parcerias estratégicas com países desenvolvidos e emergentes. O objetivo deste artigo é analisar as prioridades desta agenda e os potenciais relacionados a estes esforços de cooperação bi e multilateral horizontal e vertical.

For data obtained from horizontal soil column experiments, the determination of soil-water transport characteristics and functions would be aided by a single-form equation capable of objectively describing water content theta vs. time t at given position x(f). Our study was conducted to evaluate two such possible equations, one having the form of the Weibull frequency distribution, and the other being called a bipower form. Each equation contained three parameters, and was fitted by nonlinear least squares to the experimental data from three separate columns of a single soil. Across the theta range containing the measured data points obtained by gamma-ray attenuation, the two equations were in close agreement. The resulting family of theta(x(f),t) transients, as obtained from either equation, enabled the evaluation of exponent n in the t(n) dependence of the positional advance of a given theta. Not only was n found to be <0.5 at low theta values, but it also increased with theta and tended toward 0.5 as theta approached its sated (near-saturated) value. Some quantitative uncertainty in n(theta) does arise due to the reduced number of data points available at the higher water contents. Without claiming non-Boltzmann behavior (n < 0.5) as necessarily representative of all soils, we nonetheless consider n(theta) to be worthy of further study for evaluating its significance and implications.

The conventional Newton's method is considered to be inadequate for the computation of the maximum loading point (MLP) of power systems since: (i) it encounters difficulties in the vicinity of the MLP: and (ii) the load flow Jacobian matrix becomes singular at the MLP. It is well known that continuation methods are powerful and useful tools that are able to trace the solution PV curve without experiencing such diffculties. However, continuation methods require a parameterisation so that a modified, well conditioned set of load flow equations is obtained. In particular, the Jacobian matrix associated with this modified set of equations should not be singular at the MLP. The authors propose that the actual power losses in transmission branches (lines and transformers) are used to parameterise the approach. Specific procedures for the automatic determination of the most appropriate parameter (branch) are proposed. Such procedures include the utilisation of fast voltage-stability indices. Simulation results are presented to show that the proposed method is able to trace the whole solution PV curve very efficiently.

In this study the Minos element was analyzed in 26 species of the repleta group and seven species of the saltans group of the genus Drosophila. The PCR and Southern blot analysis showed a wide occurrence of the Minos transposable element among species of the repleta and the saltans groups and also a low number of insertions in both genomes. Three different analyses, nucleotide divergence, historical associations, and comparisons between substitution rates (d(N) and d(S)) of Minos and Adh host gene sequences, suggest the occurrence of horizontal transfer between repleta and saltans species. These data reinforce and extend the Arca and Savakis [Genetica 108 (2000) 263] results and suggest five events of horizontal transfer to explain the present Minos distribution: between D. saltans and the ancestor of the mulleri and the mojavensis clusters; between D. hydei and the ancestor of the mulleri and the mojavensis clusters; between D. mojavensis and D. aldrichi; between D. buzzatii and D. serido; and between D. spenceri and D. emarginata. An alternative explanation would be that repeated events of horizontal transfer involving D. hydei, which is a cosmopolitan species that diverged from the others repleta species as long as 14 Mya, could have spread Minos within the repleta group and to D. saltans. The data presented in this article support a model in which distribution of Minos transposon among Drosophila species is determined by horizontal transmission balanced by vertical inactivation and extinction. In this study we investigated the hypothesis that the simple set of rules used to explain the modulation of muscle activities during single-joint movements could also be applied for reversal movements of the shoulder and elbow joints. The muscle torques of both joints were characterized by a triphasic impulse. The first impulse of each joint accelerated the limb to the target and was generated by an initial burst of the muscles activated first (primary mover). The second impulse decelerated the limb to the target, reversed movement direction and accelerated the limb back to the initial position, and was generated by an initial burst of the muscles activated second (secondary movers). A third impulse, in each joint, decelerated the limb to the initial position due to the generation of a second burst of the primary movers. The first burst of the primary mover decreased abruptly, and the latency between the activation of the primary and secondary movers varied in proportion with target distances for the elbow, but not for the shoulder muscles. All impulses and bursts increased with target distances and were well coupled. Therefore, as predicted, the bursts of muscle activities were modulated to generate the appropriate level of muscle torque. (C) 2005 Elsevier Ltd. All rights reserved.

A constructive heuristic algorithm to solve the transmission system expansion planning problem is proposed with the aim of circumventing some critical problems of classical heuristic algorithms that employ relaxed mathematical models to calculate a sensitivity index that guides the circuit additions. The proposed heuristic algorithm is in a branch-and-bound algorithm structure, which can be used with any planning model, such as Transportation model, DC model, AC model or Hybrid models. Tests of the proposed algorithm are presented on real Brazilian systems.

The photospheres of stars hosting planets have larger metallicity than stars lacking planets. This could be the result of a metallic star contamination produced by the bombarding of hydrogen-deficient solid bodies. In the present work we study the possibility of an earlier metal enrichment of the photospheres by means of impacting planetesimals during the first 20-30 Myr. Here we explore this contamination process by simulating the interactions of an inward migrating planet with a disc of planetesimal interior to its orbit. The results show the percentage of planetesimals that fall on the star. We identified the dependence of the planet's eccentricity (e(p)) and time-scale of migration (tau) on the rate of infalling planetesimals. For very fast migrations (tau= 10(2) and 10(3) yr) there is no capture in mean motion resonances, independently of the value of e(p). Then, due to the planet's migration the planetesimals suffer close approaches with the planet and more than 80 per cent of them are ejected from the system. For slow migrations (tau= 10(5)and 10(6) yr) the percentage of collisions with the planet decreases with the increase of the planet's eccentricity. For e(p) = 0 and 0.1 most of the planetesimals were captured in the 2:1 resonance and more than 65 per cent of them collided with the star. Whereas migration of a Jupiter mass planet to very short pericentric distances requires unrealistic high disc masses, these requirements are much smaller for smaller migrating planets. Our simulations for a slowly migrating 0.1 M-Jupiter planet, even demanding a possible primitive disc three times more massive than a primitive solar nebula, produces maximum [Fe/H] enrichments of the order of 0.18 dex. These calculations open possibilities to explain hot Jupiter exoplanet metallicities.

A method for optimal transmission network expansion planning is presented. The transmission network is modelled as a transportation network. The problem is solved using hierarchical Benders decomposition in which the problem is decomposed into master and slave subproblems. The master subproblem models the investment decisions and is solved using a branch-and-bound algorithm. The slave subproblem models the network operation and is solved using a specialised linear program. Several alternative implementations of the branch-and-bound algorithm have been rested. Special characteristics of the transmission expansion problem have been taken into consideration in these implementations. The methods have been tested on various test systems available in the literature.

An algorithm is presented that finds the optimal plan long-term transmission for till cases studied, including relatively large and complex networks. The knowledge of optimal plans is becoming more important in the emerging competitive environment, to which the correct economic signals have to be sent to all participants. The paper presents a new specialised branch-and-bound algorithm for transmission network expansion planning. Optimality is obtained at a cost, however: that is the use of a transportation model for representing the transmission network, in this model only the Kirchhoff current law is taken into account (the second law being relaxed). The expansion problem then becomes an integer linear program (ILP) which is solved by the proposed branch-and-bound method without any further approximations. To control combinatorial explosion the branch- and bound algorithm is specialised using specific knowledge about the problem for both the selection of candidate problems and the selection of the next variable to be used for branching. Special constraints are also used to reduce the gap between the optimal integer solution (ILP program) and the solution obtained by relaxing the integrality constraints (LP program). Tests have been performed with small, medium and large networks available in the literature.

Observed deviations from traditional concepts of soil-water movement are considered in terms of fractals. A connection is made between this movement and a Brownian motion, a random and self-affine type of fractal, to account for the soil-water diffusivity function having auxiliary time dependence for unsaturated soils. The position of a given water content is directly proportional to t(n), where t is time, and exponent n for distinctly unsaturated soil is less than the traditional 0.50. As water saturation is approached, n approaches 0.50. Macroscopic fractional Brownian motion is associated with n < 0.50, but shifts to regular Brownian motion for n = 0.50.

Scent-marking behaviour of golden-faced saki monkey, Pithecia pithecia chrysocephala, was observed intermittently between 1987 and 1990 for a family group in a Central Amazonian forest fragment. of 95 scent-marking events (during 275.5 hours of observation), throat-and-chest rubbing accounted for all except one anogenital rubbing. Nine of the throat-and-chest markings also involved touching groin with hands and eight markings (including the anogenital), urinating on the marked branch. Marking behaviour is strongly sex related, with the adult male making 88.4% of the markings. Scent-marking frequency by the adult male increased during breeding periods. Scent-marking behaviour seems related to courtship, and possibly stimulates sexual behaviour. All regularly marked spots consisted of horizontal branches on commonly travelled routes. Eleven occurred in feeding trees and lianas, but none in sleeping trees. Scent-marking behaviour in the monkeys studied here was not related to intergroup encounters and probably did not have a territorial function, although it may do so where different groups interact.

Radicular fractures in permanent teeth are uncommon injuries among dental traumas, comprising 0.5-7% of the cases. Fracture occurs most often in the middle-third of the root and rarely at the apical-third. The present paper reports a clinical case of a horizontal radicular fracture located between the middle- and apical-third of a upper left-central incisor followed-up for over 3 years. The tooth was extracted owing to periodontal reasons. Histomorphologically, it showed pulp-vitality preservation and root healing by hard-tissue deposition.

Horizontal transfer ( HT), defined as the transfer of genetic material between species, is considered to be an essential step in the 'life cycle' of transposable elements. We present a broad overview of suspected cases of HT of transposable elements in Drosophila. Hundred-one putative events of HT have been proposed in Drosophila for 21 different elements (5.0% refer to non-long terminal repeat (LTR) retrotransposons, 42.6% to LTR retrotransposons and 52.4% to DNA transposons). We discuss the methods used to infer HT, their limits and the putative vectors of transposable elements. We outline all the alternative hypotheses and ask how we can be almost certain that phylogenetic inconsistencies are due to HT.
