Libraries are caught in the middle—between static or shrinking budgets on one hand and ever-expanding user needs on the other. How did we get here, and where do we go from here? This paper will offer two perspectives: Part I will present survey results about changing Library purchasing habits in light of changing formats, access, business models and user demands. Data from a previous survey on this topic will be compared and updated. Pricing trends and possible futures will be discussed. Part II will briefly trace the history of libraries’ roles in scholarly communication and connecting learners with knowledge. From there, we show an example of phasing in a patron-driven / demand-driven and short-term loan e-book program, complete with incorporating these tools in library instruction, research, and portable device loadability for field work.

Esta tese busca analisar a atuação de burocracias na implementação de políticas públicas em um ambiente de múltiplios principals, stakeholders e agentes, por meio de um estudo de caso sobre a regulação federal de agrotóxicos, atribuída a três órgãos distintos – MAPA, ANVISA e IBAMA. O referencial teórico foi construído a partir das teorias de controle político da burocracia, teorias de fontes do poder burocrático e da literatura sobre implementação de políticas públicas. O formato da legislação e o nível de complexidade da política dão aos órgãos atribuições exclusivas e inúmeros espaços de autonomia, ao mesmo tempo em que lhes obriga a decidir de forma consensuada. As burocracias adotam diversas estratégias para minimizar a assimetria de informação e o risco moral por parte do setor regulado. Os principals políticos se valem de diversos instrumentos para impor suas preferências, mas o fazem de forma superficial ou esporádica. A baixa efetividade desta influência é explicada mais pelas limitações dos principals do que pela resistência dos agentes. Poder Judiciário e Ministério Público podem ser importantes parceiros ou pontos de veto à ação regulatória dos órgãos. O estilo de liderança dos gestores e a visão sobre qual deve ser o papel da burocracia em uma política regulatória explicam as diferenças observadas nos órgãos no tocante à busca de alianças e à ação estratégica perante os demais atores.

There is substantial empirical evidence that parental bequests to their children are typically equal in the US – a regularity inconsistent with the predictions of standard optimizing bequest models. The prior explanation for this puzzle is parents’ desire to signal equal affection given children’s incomplete information of parental preferences. However, parents also have incomplete information regarding children and the implications of this side of the information set have not previously been considered. Using a strategic bequest framework we show that when parents have sufficient uncertainty regarding children’s returns to relocation a separating equilibrium in which parents reward attentive heirs with larger bequests is precluded. We argue that such uncertainty is consistent with conditions in the contemporary US.

This research work is focused to show the changes in educational administration from the agreements between the Mossoró / RN and the Ayrton Senna Institute IAS, for education provision. Nowadays, the partnership policy is a constitutive element of the reform of the Brazilian State, which dropped its action on social policies and to strengthen its regulatory role, encouraging private participation in planning, preparation and implementation of public policies, new printing setting the political-social. In this context, the 10 Note Management Programme, developed by the IAS, is part of the neoliberal logic of modernization of public school systems, focusing on results and developing strategies for control and regulation of schools work and its efficiency, effectiveness and greater productivity. The 10 Note focuses on two dimensions: the management of learning and teaching in networking, in a managerial perspective to overcome the culture of failure (expressed as age-grade, dropout and repetition rates in) and implantation of culture of success (as measured in the improvement of the indices). To understanding the process, we have delimited as the object of study, the process of implementing them mentioned program in the city, which its objective is to analyze implications for the school community from the perspective of democratic management, adopting the dimensions of autonomy and participation in institutional processes as a criterion of analysis. From a methodological point of view, the survey was conducted from a literature review and documentary about educational policy developed in the country since the 1990´s, seeking to understand, in a dialectical perspective, the political dimensions of teaching, training and performance of the subjects involved in the school work. Besides the empirical observation, it was also used semi-structured interviews with a methodological tool for gathering information and opinions about the partnership and the implementation of the 10 Note Management Program in the county. The interviewee participants were ex-former education managers, coordinators, school managers, secretaries and teachers. Regarding the dimensions inside the analysis (autonomy and participation), the research led to the conclusion: that GEED, under the guidance of IAS promoted regulation of school autonomy, set up the selection process for exercising the office of school administration and system awards to schools, pupils and teachers, subject to results, there is mismatch between the managerial logic and the democratic management principles, that the ideological discourse of modernization of municipal management coexists with traditional practices, centralizing patronage, which ignores the democratic participation in the school decisions processes, the goals of the partnership were partially achieved, since that the city has improved over the approval and dropouts, although the approval of the Education Municipal Plan of the rules institutional (administrative, financial and educational) and the creation of the Councils observed that the school community participation is still limited, not being characterized as a coordinated intervention, capable of promoting the transformation and improvement its quality in the county. In the same way, the orientation of networking is a limit to the autonomy of schools, given the external definition of goals and strategies to be adopted, along with pressure exerted through the accountability of each school community for their achievements

This paper aims at presenting an Interactive School Atlas prototype which was developed for cartography and environmental education. The methodology was based on the theoretical study about child mental development of Piaget theory, in order to elaborate strategies that allow the student a better comprehension about the spatial information understanding. It was defined as study case of sixth grade students, because they belong to the Formal Operation stage, in which the children reach the needed mental operations for understanding cartographic key concepts. This Atlas was developed in two stages: cartographic design and Atlas production. The Atlas implementation was developed seeking the use of Multimedia Cartography and animation resources that may attract students and teachers, instigating them to explore the tools and strategies to lead users to a correct interpretation of map contents. The Atlas was implemented by using the Macromedia Flash and Visual Basic softwares and the MapObjects library. Though the map has bot been evaluated yet, one should point out that it was designed according to the theoretical and methodological knowledge of the cognitive development and its relationship to cartographic conceptions, aiming at adapting the product to children cognitive skills.

This work has as object of study the Hospital de Caridade Juvino Barreto, nosocomial institution located in the city of Natal (RN), between the Praia de Areia Preta and the Monte Petrópolis, focusing on the period from 1909, the year in which the new hospital building was constructed and opened, and 1927, the date of the transfer of administration of the public domain to the newly created Sociedade de Assistência Hospitalar (SAH). We study the conditions of possibility of the emergence of this hospital space in the urban environment of the capital of Rio Grande do Norte, seeking to understand the different tactics and strategies implemented by the historical subjects involved in the formation of this institution nosocomial. Starting from a corpus of documents consisting of medical memories (with Dr. Januário Cicco as privileged observer), information present in newspapers (the Republic and the Christmas Journa l), photo collection and extensive administrative and legal material (Speeches, Exhibitions, Reports, Laws and Resolutions), we analyzed in detail the medical geography of HCJB, relating the discourses of medicine and geography in choosing the spatial location of the hospital as we examine the architecture of the hospital, its inner spat iality, divisions, forms of space control, and, finally, we discuss the medical practices that took place within it, leading us in this regard, from the experiences of clinical hospital chief, Dr. Januário Cicco, especially the discussion on "ethics" in hospital work. The perception of HCJB as medical nosoespaciality always on the move, incorporated under taxonomic principles based on difference and dispersion forces, led us to articulate it theoretically from the conceptual-methodological arsenal of philosopher Michel Foucault, particularly his reflections of genealogical phase, focusing on the phenomenon of power, a position that allows us to enhance our space-hospital construction, invention, product of power relations, which give the unfinished aspect nosocômio, apparent, always at stake, perpetual non-modeling possibility has previously defined array, establishing it at the field of possible, of virtuality, of power: hospital that could have been and that it was not. Indeed, the investigation of various aspects/elements of hospital space Juvino Barreto revealed us new dimensions of hospital space, far more complex than the simple and the current idea of a place to shelter patients: plasticity and fluidity of space, which is not made to circumscribe the limits of empeiria, engraving up to strength relations fought between different subject; its Constitution as a transitional space, Heterotopic, doing live inside modern elements with premoderns (professional doctors working with religious thought, skeptical of positivist medicine living with the religious faith of the nuns of Santana); the impossibility of thinking hospital space of HCJB while homogeneous unit, static, transistoric, making the spatiality, without considering the profound differences, fractures and dislocations that animated his own existence, multiplying their expressions of identity

Considerando o Diabetes mellitus (DM) como um relevante problema de saúde no Brasil e a importância das estimativas de prevalência para planejamento e estratégias em saúde pública, propôs-se este trabalho com o objetivo de estimar a razão de prevalências do DM nos diferentes estados brasileiros nos períodos de 2002 a 2004 e 2005 a 2007. Trata-se de estudo descritivo, baseado em dados da população brasileira com diagnóstico de DM cadastrada no Sistema de Informação da Atenção Básica (SIAB) junto ao Ministério da Saúde. As taxas de prevalência foram calculadas para o período de 2002 a 2004 e para 2005 a 2007, e posteriormente estimou-se a Razão de Prevalências (R) por ponto e por intervalo de 95% de confiança (IC95%). Observou-se alta prevalência de DM nos estados brasileiros com aumento significativo (R>1; IC95%>1) entre os períodos em todos os estados brasileiros, com destaque para o Distrito Federal (R=1,9800; IC95%=1,97241,9876) e o estado do Maranhão (R=1,5217; IC95%=1,51981,5235). Pode-se concluir que houve aumento significativo na prevalência de DM no Brasil de 2002 a 2007, sinalizando para a necessidade de formulação de estratégias de prevenção e controle da doença.

Background: Aging is characterized by a decline in the postural control performance, which is based on a coherent and stable coupling between sensory information and motor action. Therefore, changes in postural control in elderlies can be related to changes in this coupling. In addition, it has been observed that physical activity seems to improve postural control performance in elderlies. These improvements can be due to changes in the coupling between sensory information and motor action related to postural control. Objective: the purpose of this study was to verify the coupling between visual information and body sway in active and sedentary elderlies. Methods: Sixteen sedentary elderlies ( SE), 16 active elderlies ( AE) and 16 young adults ( YA) were asked to stand upright inside a moving room in two experimental conditions: ( 1) discrete movement and ( 2) continuous movement of the room. Results: In the continuous condition, the results showed that the coupling between the movement of the room and body sway was stronger and more stable for SE and AE compared to YA. In the discrete condition, SE showed larger body displacement compared to AE and YA. Conclusions: SE have more difficulty to discriminate and to integrate sensory information than AE and YA indicating that physical activity may improve sensory integration. Copyright (C) 2005 S. Natural environments have been worldwide affected by the growing impact of anthropogenic actions that promote the reduction or the extinction of several vertebrate species. Aquatic ecosystems represent one of the most affected environments and many fish species and/or populations have been increasingly fragmented distributed due to habitat degradation, predatory fishing, introduction of exotic species, river sedimentation, deforestation, pollution, reduction of food resource, and construction of hydroelectric dams. Actually, more than 150 Brazilian fish species, including freshwater, estuary and coastal species, can be considered threatened. Information on the diversity, conservation biology and population analysis on threatened species or populations, with several DNA markers, can be extremely useful for the success of fish species-recovery and maintenance programs. Although DNA analysis in Neotropical fish species are just beginning, they tend to increase with the widespread attention to the use of molecular approaches to minimize problems related to the risk of extinction. The accumulation of information on biology and pattern of genetic variation of fish species, associated with ecological and demographic data, and also education and respect to the nature, constitutes a crucial task to develop efficient conservation strategies in order to preserve the genetic diversity in aquatic environments.
